The Republic Act No. 1425, also known as Rizal's Law is an act to include the curricula
of public and private schools, colleges and universities courses on the life, works and writings of
Jose Rizal, particularly his novels Noli Me Tangere and El Filibustirismo, authorizing printing
and distribution thereof, and for other purposes. This is to give the students and the future
generations an ample background and for them to understand about how Jose Rizal hands over
his life for our country.

The objectives and purposes of this act: First, is to enrich the minds of the students about
the history of the Philippines specifically talking abou tour national hero. Second, is for the
people not to take advantage of the novels of Rizal. For example, making revisions and/or
deleting other parts of the texts resulting to variations that would affect the understandings of the
students and other readers. This act simply wants to preserve the original content of the writings.
Third, is to prove the people that violence is not always the solution in battle like what Rizal did.
Fourth, mainly is for the people to have an inspiration through the Life, Works and Writings of
Jose Rizal. (Soriano, 2011)

The R.A. 1425 is important for the youths and succeeding generation to know the
Philippine History and the reason why Rizal is the Philippines's National Hero. Rizal fought for
our country, Philippines, during the Spanish Era using pen and paper. Rizal envision the youths
to commit the idea of freedom and nationalism. This law can help youth to be brave and fight
injustice especially from other countries trying to invade us. Thus, Rizal's Law is necessary for
the education of the youths to encourage them to be interested in Philippine History and
enlighten them with national issues.

Jose Rizal was sent to Manila four months after the martyrdom of GomBurZa and with
Dona Teodora still in prison. He studied in the Ateneo Municipal, a college under the supervision
of the Spanish Jesuits. It is the bitter rival of the Dominican owned College of San Juan de
Letran. It is formerly the Escuela Pia (Charity School) for poor boys in Manila established in
1817. In 1859, the name was changed to Ateneo Municipal Jesuits and later became the Ateneo
de Manila.

In June 10, 1872, Jose, accompanied by Paciano, went to Manila to take the entrance
examinations on Christian Doctrine, arithmetic, and reading at the College of San Juan de
Letran, and passed them. Their father was the first one who wished Jose to study at Letran but
Paciano changed his mind and decided to send Jose at Ateneo. Father Magin Ferrando, Ateneo
Municipal Registrar refused to admit Jose because he was late for registration and he was sickly
and undersized for his age 11 years old. But was admitted upon the intercession of Manuel Xeres
Burgos, nephew of Father Burgos. In addition, Jose adopted the surname Rizal at the Ateneo
because their family name Mercado had come under suspicion of the Spanish authorities.

Jose’s first professor in Ateneo was Father Jose Bech. Jose was placed at the bottom of
the class since he was a newcomer and knows little Spanish. He was an externo (Carthaginians)
occupying the end of the line. But at the end of the month, he become emperor of his empire. He
became the brightest pupil in the whole class. Also, he was awarded a religious prize. In his
second year in Ateneo, he obtained a medal at the end of the term. He began to win prizes in the
quarterly examinations. He devoted himself to reading novels, and one of those he enjoyed most
was Dumas’ (father) The Count of Monte Cristo. He profited much from the copy of The
Universal History by Cesar Cantanu. In June 1874, Rizal returned to the Ateneo for his junior
year. His grades remained excellent in all subjects, but he won only one medal – in Latin. He
failed to win the medal in Spanish because his spoken Spanish was not fluently sonorous. He
was beaten by a Spaniard who, naturally, could speak Spanish with fluency and with right
accentuation. In the fourth year of his course, he obtained five medals, which pleased him
immensely because with them I could repay my father somewhat for his sacrifices. His aptitude
for poetry revealed itself early, and from that time on he did not cease to cultivate it. in the last
year of Jose in Ateneo, he studied philosophy, physics, chemistry, and natural history, but his
devotion is really poetry. He also devoted time to painting and sculpture.

The reason why Jose Rizal specialized in ophthalmology is because he wanted to treat his
mother eyes that has cataracts.

He studied medicine, agriculture, surveying, and philosophy and letters at University of


Santo Tomas from 1879 to 1882. After that, he studied at Central University of Madrid and
received his licentiate in medicine in 1884.

Jose chose to specialized in ophthalmology and worked in the eye clinic of Dr. Louis De
Wecker, a famous French ophthalmologist. He introduced ophthalmoscopy into France and
advanced ocular surgery. He modified cataract and strabismus surgery, devised a new method of
enucleation, advocated sclerotomy for the treatment of glaucoma, and was the first to use the
term filtration. He worked for Dr. Wecker from November 1885 to February 1886. In the same
month and year when he left France, he moved to Heidelberg to work as assistant to Otto
Becker’s Eye Clinic. He worked there for six months. On his way back to Dr. Wecker’s clinic in
Paris in1887, he took time to travel through Europe to learn from and visit with some prominent
ophthalmologists and scientists. He visited Ernst Fuchs whom he worked with in a short time in
Vienna. In Berlin, Jose met Rudolph Virchow, the Father of Pathology, who invited him to
become a member of the Berlin Anthropological Society.

Jose practiced ophthalmology mainly in Calamba from August 1887 to February 1888.
He finally began to fulfill his dream of caring for his mother’s eyesight. In Hong Kong from
November 1891 to June 1892, he successfully removed the cataract from his mother’s left eye.
Also, he practiced ophthalmology while in exile in the town of Dapitan from July 1982 to July
1896.

According to Stockinger (1995), Ferdinand Blumentritt was an Austrian teacher,


secondary school principal in Leitmeritz, lecturer, and author of articles and books in the
Philippines and its ethnography. He is well known in the Philippines for his close friendship with
the writer and Propagandist José Rizal, and the numerous correspondence between the two
provide a vital reference for Rizal historians and scholars, including his last letter from prison
before the execution.

Blumentritt became one of Rizal's closest confidants although they met only once. He
translated a chapter of the latter's first book, Noli Me Tangere, into German and wrote the
preface to Rizal's second book, El filibusterismo, although he was against its publication as he
believed that it would lead to Rizal's death.
