LHB coaches which were earlier being inducted in premium services like Rajdhani, Shatabdi and Duranto , are now being inducted in Mail
and express trains. LHB coaches are far more superior than ICF design coaches in term of design and safety .With enough experience having been
gained regarding its maintenance , to leverage the superior technology , it has been decided to enhance the round trip kilometer limit of 3500 Kms to 4000
Kms under category 3(a) and 3(b) as indicated in the annexure to Board’s letter No.95/M(C)/141/1 dated 31.01.2007, for only those trains running with
LHB stock. For other end maintenance (Other than PM end) a minimum of 3 hrs halt should be mandatorily provided for carrying out cleaning and
attention to passenger amenities besides , continuity /brake power check at each of the other end terminals.
With enhanced round trip run, it becomes more important that maintenance of coaches and trains is carried out as per extant instructions so that
safety and reliability is ensured. Accordingly , it is decided that before introducing /switching over any LHB Mail and Express trains to enhanced round trip run
of 4000 Kms , CME of respective Zonal Railway should get themselves personally satisfied that all prescribed facilities , as stipulated vide letter
No.95/M(C)/141/1 dated 31.01.2007 as well as other related instructions are available and maintenance practices in open line as well as in workshop are
being done as per extant instructions. In case of foreign railway coaches being attended in POH workshop , CME of that Zonal Railway would ensure that
maintenance is being done as per prescribed standards and extant instructions even for foreign railway coaches.

2. Clear maintenance time of 6 hours on the pit as per train schedule. Any exception to be jointly decided by
COM/CME of the Railway.
3. Provision of proper washing-cum-maintenance pitline facility with adequate testing equipment and High
pressure water cleaning arrangement.
8. Amenity and cleaning attention is carried out best on the washing lines where complete infrastructure by
way of men, material & machines are available. Watering and drainage facilities are also available on these
washing lines. Ideally, the rakes should, as far as possible be taken for cleaning and watering to washing
lines. In the event of this being not feasible, such rakes can be returned from platform / yards.
However, the minimum infrastructure to be provided at the platforms from where trains are returned without
Secondary Maintenance should be as under.
i) One storage room for essential safety and passenger amenity items.
ii) Road transportation facility for ferrying material from the main depot to the platform.
iii) Adequate number of mobile high pressure jet cleaning machines or high pressure water pipe line
running around the platform / yard line.
iv) Washable apron on the platform lines with covered drains to facilitate movement of maintenance staff.
v) Walkie-Talkie / mobile telephones for quick and easy communication.
vi) Standard watering hydrants.
Flood lights at the platform ends for rolling-in examination at night and 110 V Inspection lights along the side of
the track for night examination of the under gear.30
vii) Other end attention should be 2 to 3 Hrs as per Railway Board letter No.2003/M(C)/141/19 Pt
dated 14.06.07.
9. The decision regarding whether such trains may be shunted for working on pitline or may be attended at
platform itself has to be taken carefully after weighing these factors by the Mechanical and Traffic HODs on
the Zonal Railways on case-to-case basis.
10. The status of implementation of revised pattern of coaching trains should be reviewed every year in
the month of June by Mechanical and Operating branches at Divisional level and any discrepancies
should be removed.
GENERAL INSTRUCTIONS
1. In order to provide the allotted accommodation by various trains, it is imperative that the different types of
coaches earmarked to run on set rakes of Mail, Express and Passenger trains are invariably kept intact.

2. Should it become absolutely necessary to detach a coach from a set rake due to sick marking or for any
other valid operational reason, it should be ensured that the same is replaced on the relevant set rake in the
next trip.
3. Generally, coaches of a particular base division are to run only by rakes primarily maintained by the division.
This is important to inculcate a sense of belonging and better maintenance care. In the event of a coach of a
particular division servicing by other Division based train, the same shall be withdrawn and booked to the
base division at the earliest opportunity.
4. All concerned will ensure that the authorised composition of all trains is constantly watched and any
deviation should be rectified at the earliest opportunity. Supervisory officials will also concentrate on proper
upkeep of coaches by checking up fittings, equipments, etc. frequently.
5. It should be our objective to achieve better results by intensive and economic utilisation of rolling stock. With
this end in view, all concerned, especially, the SMR, SMR/YARD, SSE/C&W, CTLC/CPRC will take effective
steps through co-ordination to avoid undue detention to rolling stock in sick lines or yards which would go a
long way towards better performance, thus boosting the vehicle kms. per vehicle day.
6. It shall be the endeavour of each division to ensure that the integrity of the set rakes is maintained.
7. As per instructions of Railway Board, at least one SLRD coach should be provided in all Mail / Express
trains.
Other Zone Railway coaches, if found servicing by Southern Railway trains are to be withdrawn at the first
opportunity and sent to parent Railway by direct Express trains.

a) The attaching and detaching of Inspection carriages shall be normally done only at stations where
facilities for such shunting exist, viz. at engine changing and terminal stations and at stations where shunting
engines and/or Shunters are available round the clock.
b) Movement of Inspection Carriage is totally prohibited by Air-Conditioned Express trains, Duronto Trains,
Garib Rath Trains,Trains worked with LHB Rakes & Special trains such as Mela, Kisan, Suvidha Specials,
c) Shunting of Inspection Carriages is not permitted at the following intermediate stations: -
Gummidipoondi, Arakkonam, Katpadi, Kollam, Kottayam, Ernakulam Town, Salem, Podanur, Tenkasi, Kodaikanal
Road, Dindigul, Thanjavur, Palani, Pollachi and at other stations notified from time to time.
d) Undue empty haulage of Inspection carriages will not be permitted.
e) Attaching of Inspection Carriages by trains worked with LHB Rake is strictly prohibited except for GM.
f) The Operating Branch may, in the interest of punctual running of trains and for other valid reasons, like
load of trains, terminal constraints, insufficient time for attaching/detaching etc, suggest alternative train movements.
g) In respect of Platform Turn-round trains and through trains at Chennai Central, the Inspection carriage will be
attached only as “next to Train Engine” ex.MAS (e.g) 22649, 22673, 12603 etc.
h) Only one Inspection carriage (occupied by an Officer) can be attached to a train at any time.

Railway Board’s instructions regarding maintenance and traffic spares of coaching stock.
As per Board’s letter dated 19.03.2009, the provision of Mechanical spares for coaching stock had been
reviewed and the revised percentage of spares approved by Executive Director/ Coaching & Executive Director
Mechanical Engineering/ Coaching is given below:

These provisions should be followed with effect from 01.01.2010 and the requirement of coaches should
be reworked by the Zonal Railways.
The provision of maintenance spares should be worked out on Divisional basis and traffic spares on
Zonal Railway basis and such spare coaches should be based at Depots/Stations to be decided by the
concerned CME/COM.
The break-up of maintenance spare is as follow:

The permitted traffic spares should be utilized for augmenting existing trains, for clearing day to day
extra rush of wait listed passengers.
Balance permitted traffic spares of the Zone should be utilized for forming special trains rakes and kept
at suitable locations on the zone.
Railway Board’s instructions regarding POH periodicity of ICF design coaches running in Mail/Express
trains.
Railway board vide letter no. 2007/M/(C)/141/1 dated 02.05.2008 has decided that the enhancement of
POH periodicity to 18 months shall be universally applicable for all M/E coaches on Indian Railways. The
enhanced POH periodicity of 18 months shall be applicable to all ICF design coaches running in Mail/Express,
Garib Rath, Jan Shatabdi trains and OCVs which form part of the standard rake composition of Mail/Express
trains.
Implementation of this revised POH periodicity shall be subject to conditions laid done in Board’s letter of
even no. dated 31.01.2007 with partial amendment as advised vide Board’s letter no.2006/M/(C)/137/20 dated
27.8.07.
Railways may immediately work out the modalities for implementation and make arrangements for unit
exchange of completely overhauled bogies supplied by the workshops in the coaches during IOH in the depots.
In case the nominated workshops are far away from the base depots and it is difficult to transport assembled
bogies, the bogies may be attended for IOH in the depots with only wheel sets being sent to the workshops.
