You are given two bullets that does not mean you have to write 2
paragraphs. It’s always sensible to choose the 5 paragraph structure
with

Conclusion

Make sure you pick points from both source documents and integrate
and synthsise the information to construct your text. Ideally 4 - 5 points
are needed per body paragraph.

It also makes sense to choose the opposite side of the the one that the
contents of the text seem to be favouring. This is important because it
helps the examiners evaluate your argumentative skills which is the key
area for this section of your assessment.
