Instructions:

1. This file provides a template for calculating an Independent Cost Estimate (ICE) for Fund Encumbering Contracts and
Task Orders. While it may be used for any size Contract/Task Order, it is required for any Contracts, Task Orders, or
Amendments valued at $100,000 or more. Task-specific information (i.e., Employee Classifications, Task Descriptions,
Other Expenses, Activity Descriptions, etc.) may be modified as needed, but the format of the Cost Summary Sheet should
not be altered because it auto-populates with data from subsequent worksheets.
2. Be sure to enter the project title at the top of the Cost Summary worksheet, and the (SAP) Project Code and Project
Number, Preparer, Project Manager, and other information in the header.
3. Rates (i.e., direct salary, indirect cost, fee, etc.) are those agreed to in the applicable contract (see Exhibit B).
4. Cells that are shaded gray contain formulas and should not be altered.
5. This completed template and the Scope of Work should be submitted with your solicitation request to the CDOT
Engineering Contracts Unit.
