Dear Learners,
I take this opportunity to welcome all the newly admitted learners, to ICA - an Overseas
Study Center of Indira Gandhi National Open University (IGNOU). IGNOU is recognized
as the “ Center Of Excellence” by the Commonwealth of Learning and is awarded the
prestigious A++ rating by National Assessment and Accreditation Council (NAAC), India. It
is one of the largest universities offering wide range of courses in multi-disciplinary fields.
ICA is the first Overseas Study Center of IGNOU in Nepal which has been offering its
program as per the clause 3.2 of IGNOU Act which empowers IGNOU to offer its program
outside India with prior approval of the Visitor i.e. The Honb‟l President of India. ICA have
been established and offering IGNOU programs in Nepal as per the Ministry of Education,
Government of Nepal Directives for Functioning of Higher Education Relating to Foreign
Educational Institutes , 2059 B.S. (2003 AD). The Degrees of IGNOU are recognized by the
Ministry of Education (MOE), Government of Nepal (GoN), Tribhuwan University (TU)
and all other universities of Nepal along with the Government and Non-government
agencies within and across the globe.
Distance Education methodology and the Open Learning philosophy is followed at ICA
which are the innovations in the higher education scenario. The methods you are going to
adopt might be different from the conventional classroom study which you have been
familiar with. But, the ample learning resources and counseling classes provided to you will
help you in completion of the course without any difficulties. The instructional system is a
thoughtful combination of printed materials and audio/video programs. The Study Center
will provide you with the printed study materials and you can get access to electronic Self
Learning Materials (eSLM), YouTube tutorials and audio/video programs. Apart from this,
learning materials are also provided through our official website and app.
A separate Program Guide is provided to you to go through and familiarize you with the
terminologies, programs and rules and regulations of the University. The Performa given in
the Program Guide will be particularly useful. Get photocopies of the Performa and use
them whenever required. If you haven‟t received one, kindly make it a point to collect one
from the library of the Study Center or download it from our website www.ica.edu.np. Make
sure you retain the program guide until you complete your course as it will come handy to
clear your queries regarding the courses.
While studying with IGNOU, you will come across various rules and regulations related to
student support services, which are explained below:
Study Materials:
The self-learning study materials will be provided to you by the Study Center. You may
download the electronic Self Learning Materials (eSLM) as per the program and the course code
you have registered for, which can be accessed from http://elearning.ica.edu.np and after logging
into our Learning Management System (LMS). Furthermore, you may also collect hard copies of
study materials from the library of the study center. You are supposed to read the study materials
yourself, as the teacher is inbuilt there. However, you can always clear your doubts at the
Counseling Sessions arranged at the Study Center. Hence, please note that your study begins
from the time you receive the study materials and not when the Academic counseling sessions
begins. Academic counseling is a learner-centric activity where the counselor (faculties) handles
your queries. So make it a point to read the study materials before attending the counseling
sessions. You are suggested to attend the counseling sessions for better understanding of the
subject.
Apart from the above mentioned resources, the University also runs a television channel called
the Gyan Darshan, an FM Channel called Gyan Vani and Gyandhara. These channels air IGNOU
programs and a substantial part of it is interactive. eGyanKosh, IGNOU Online, Education
Broadcast, Library e-Resources are several major digital portals provided by the University. All
these e- resources can be accessed through the Study Center website or APP also. If you make
use of this digital support system to its optimum level it will certainly be of immense help to you
in your learning process with us.
1. Assignments:
Assignments are a pre-requisite for appearing at the Term End Examination (TEE) and for
completing the program. Hand written Assignments must be submitted on the date specified in
the operation calendar of the Study Center and in the prescribed format as mentioned in the
Program Guide. Assignments questions will also be made available in your dashboard in ICA
LMS. Assignment questions can also be downloaded from https://ica.edu.np/student/login or
from ICA App. Please make it a point to keep a photocopy of the submitted assignments with
you for future reference. You have to remember that assignments carry substantial weightage
towards your final score, so be careful about the plagiarism, prescribed format and submission
dates.
2. Term End Examination (TEE):
Examinations are conducted twice a year - June & December. Semester or Certificate program
learners may appear at the TEE at the end of respective semester or after every six months and
learners registered in Yearly program may appear for TEE only after completion of their yearly
duration. For any back logs you may appear in TEE twice a year i.e., June and December.
The filled-in examination forms for all the programmes should be submitted to the
Study Center or online through student login at the following link https://ica.edu.np/student/login
Please refer to the Operation Calendar for the deadlines. Term-end exam form is available
online or at the study center. Please remember that filling up and providing the TEE form is your
responsibility. The center will only remind you once. Hall Ticket (Admit Card) is issued two
weeks prior to the examination date which is downloadable from the website.
4. Re-Registration (RR):
Year wise re-registration for the program is mandatory to complete the course on time. The

students can deposit Re-registration form along with the fee for the 2 year even without

clearing the courses of the 1 Year. The same holds for the 3 Year and hence forth. The forms
can be submitted at the Study Center or online through student login at the following
link https://ica.edu.np/student/login.
Semester wise re-registration for the program is mandatory to complete the course on time. The

students can deposit Re-registration form along with fee for the 2 Semester even without

clearing the courses of the 1 Semester. The same holds for the consecutive Semesters only for
few programs like MCA may have some restriction for that you are requested to refer the
program guide. The forms can be submitted at the Study center or online through student login at
the following link https://ica.edu.np/student/login.
5. Change of Program:
After you enroll in a course with IGNOU, you are not allowed to change the program.
6. Refund of Fee:
Fee once paid will not be refunded under any circumstances. It is also not adjustable against
any other program of this University. However, in cases where University denies admission,
the program fee will refunded.
Academic Counseling session is generally scheduled at weekends either at the study center or
through online mode. Currently at ICA we have adopted more of Online Academic
Counseling classes so that the learners may have the flexibility to attend sessions from any
location of their choice. One can attend online sessions through Microsoft Teams (MS-
Teams) through which you will be able to plan, execute, and assess a specific learning process
online. To get access to online classes please visit https://teams.microsoft.com and make sure
to login the MS Teams App using ICASTUDENT LOGIN credentials provided to you.
11. Library:
The Study Center has library facilities and it is equipped with reference books, and other
supporting materials. The resources are mainly confined to the programmes and courses in
offer by ICA. We highly encourage you to visit the library more often to expand your
knowledge base. You may also access our eLibrary resources and other e-resources
through www.ica.edu.np or ICA App. The library is open during the office hours, which is
mentioned in the general information section.
General Information:
This section includes information related to the operations at the study center. You can reach us
either by visiting the study center physically or virtually, through email or telephone. We are
closed on Sunday and selected Government holidays. For office hours please

Please feel free to comment on support services provided by us. Any letter written to us must be
either typed or handwritten neatly; you can also forward your application via e-mail.
Complain and Suggestion’ register has also been maintained at the study center for the same
purpose. Make sure you have mentioned program name, enrollment number and present address
with contact numbers and email id for quick reply. Also, make sure that you have read the
relevant portions in the Prospectus/Program Guide before approaching us with your problems.

Through ICA mobile app, learners are notified on real-time basis through notice and
announcements. Each ICA student has access to their own dashboard where they can check and
keep track of various activities and get access to several resources of ICA and IGNOU. You can

3. Student Login:
One can access various resources of ICA and IGNOU by visiting student zone
at www.ica.edu.np . Learners can avail further information and updates regarding
their academics, examinations, assignments and other details from „ Student Login’ . They can
also get access to ICA LMS from student login.
You have been provided with ICA STUDENT LOGIN Credentials at your personal email
ID provided to us during registration. ICA Email is a part of identification as a learner of
ICA so you need to login first to the ICA Gmail Account and thereafter, you shall get
access to our different Online portals and Apps.
The Study Center informs all its registered learners regarding important activities like
examinations, admission, re-registration, assignment, counseling classes etc through SMS Alert
service on a regular basis. Please make sure you have provided a valid mobile number to the
study center and notify us if the number is changed.
6. Facebook:
Visit our facebook page by following the link www.facebook.com/ignouatica and like our page
to keep you updated on the latest activities, notices and other related information.
7. WhatsApp/Viber:
Our WhatsApp/viber number is 9818505224. Please add this number for more effective and
efficient communication.
8. Skype:
You can have live conversation with respective departments of ICA through skype. The skype
ID and other information are provided at the later part of this document.
We have an online chat facility in our official website www.ica.edu.np, through which our
learners can have live conversation with ICA support staff members.
Learners can also avail online payment facilities which are available on our website. Currently,
we have been providing these facilities through online banking and e-Sewa.
Achievements:
ICA, the First Overseas Study Center of IGNOU in Nepal, has been conferred with the Best
Overseas Partner Institution (currently known as Overseas Study Center) 2011, 2013 and
2014 for the Best Services by Indira Gandhi National Open University, New Delhi, India
among the 67 (Sixty Seven) Overseas Partner Institutions present in 40 (forty) countries.
