ENGLISH DEBATE COMPETITION 2022

1. FACE TO FACE LEARNING IS A MUST FOR SCHOOL EDUCATION

GOVERNMENT (FACE TO FACE LEARNING IS A MUST FOR SCHOOL

EDUCATION)

Prime Minister (1st Speaker)

Face to face is a meeting that you have with someone in which you talk to them directly,
not by phone, email, online, etc. Learning is the activity of obtaining knowledge. School is a
place where children go to be educated or a place that teaching and learning activites which
happen or a place where people can study a particular subject. Education is
the process of teaching or learning in a school. Face to face learning is the traditional way of
instruction, where students and teachers attend in person session at the same time.

This house believes that, face to face learning is a must for school education. The first
and most important reason is to immediately hold face-to-face learning is for effective learning
so that the students can effectively absorb learning materials.

Here our team as a government team will explain some reasons why we support the
motion. There are 5 reasons why face to face learning is a must for school education. They are
more controlled and more focus, easier interaction and communication, easy in charachter
assessment, practical is easier and more effective, and the last one is reducing obstacles to
growth. I will explain one reason to support our team.

1. More Controlled and More Focus

Face to face learning helps teacher to control their students easier. When face to
face learning is not a must for school education will make a lot of students stressed and
difficult to focus. They are much distracted by the home environment. In addition,
students who are not fully supervised by their parents will be prone to not really study
seriously. While, with face to face learning, teachers have access to supervise students
directly. Students can also be more easily monitored and controlled. Students can think
more focus if they are in the classroom setting. They can think more of their lesson
compare when they are not in the classroom. Sometimes, the students have difficulties
internalizing the topic if not face to face learning process. That’s why make some student
not focus on their lesson. When face to face learning happen, the teachers can manage
their topics very well so the students can more focus on their lesson. There is no problem
of omission of some of the topics.

If face to face learning is not a must for school education, it will be very
vulnerable to making students unfocused. For example, if no one is watching or
controlling, the students will play games, watch YouTube, discrated by social media and
other activities that are not related to learning. If students do not have the values of
independence and responsibility, it will be difficult to focus on learning which tends to be
boring. In addition, it will also break the concentration of children because they are
vulnerable to interference from others like family members. So far, the most ideal place
and conditions for the implementation of teaching and learning activities are still in
schools which are specifically designated places for learning where students and teacher
can meet directly. So, face to face learning is a must for school education.

Deputy Prime Minister (2nd Speaker)

Thank you for the time that given to me. I as second speaker will explain why we support
the motion today. Before that, my friend as first speaker has explained one reason. Here, I will
continue the next reasons to support our team. I will explain Three reasons. They are easier
interaction and communication, easy in character assessment and practical is easier and more
effective. Let’s see together.

2. Easier Interaction and Communication

Doing face to face learning the interaction and communication between students
and teachers is easier. When face to face learning is not a must for school education, the
communication and interaction between teachers and students as well as between
students is hampered and does not run optimally. Sometimes, the students can feel lonely
because there is no interaction physically with teachers and friends. Of course this can
eliminate the closeness and natural communication process between teachers and
students, especially with regard to the process of delivering material. Interaction between
students and teacher is clear and accurate. The students can interact with each other and
can ask direct questions from the teacher. The students can interact with each other
without any hindrance or barricade. Questions are not difficult to answer since they can
help each other within the class. The memories that each student share together is real.

3. Easy in Character Assessment

One aspect that is difficult to teach and identify when implementing the teaching
and learning activity is related to students’ character. Ideally, to measure the character of
students, it should be by interacting and analyzing directly. In addition, the most
important thing about character education is related to exemplary. Therefore, it is
necessary to practice and analyze directly from the teacher in order to really understand
the character and attitude of each student. Here, making easily for teachers to know who
are their students. The presence of a teacher with classmates is different. It involves the
mental and emotional aspect of the students. Students can grow more within a group of
people to learn together.

4. Practical is Easier and More Effective

Doing face to face learning makes the practical is easier and more effective. The
teacher can provide the assignments that can measure each competency optimally. This is
also when the teacher has to give practical assignments and projects. The teacher must
ensure that what is made or the results of the practicum done is the work of the students.
In addition, if there is no face to face learning makes the teachers feel difficult to
supervise. It also will be difficult to evaluate the performance of each student. It is
different when the learning is done face-to-face. The practicum and assignment processes
are also easier to prepare, organize, and assess because they are seen directly by the
teacher. In the end, the assessment process carried out is also more measurable and
effective. This is because the assessment involves all aspects, including performance,
activity, creativity, and the work or practice of each student.

Government Whip (3rd Speaker)

Thank you for the time that given to me. I as third speaker will explain why we support
the motion today. Before that, my friend as first and second speakers have explained four
reasons. Here, I will continue the last reason to support our team. It is reducing obstacles to
growth. Let’s see together.

5. Reducing Obstacles to Growth

Differences in access and quality create gaps in learning achievement, especially

for children (in the kindegarten and elementary school) from different socio-economic
backgrounds. If no face-to-face learning can be a risk long-term learning both cognitively
and character development. Social interaction is a very important aspect in one’s growth.
It is very nice to socialalize with friends and classmates in school. When face to face
learning happen, the students not stress because they interact with their friends and play
in the school environment.

Face to face learning is a must for school education. In group learning it is not
easy for the students to ignore instructor and even if they are not listening to the
instructor they can learn something from that group. Interaction is the main element that
is present in the face to face education and socialism is also increased. Face to face
education allows students to clear up all the misunderstandings that student has about a
topic at the run time. In face to face education practices are performed which allows
students to learn more quickly and allows instant feedback of the progress. Face to face
education allows collaborative learning. Collaboration and face to face learning not only
speeds up the process of learning and achieving our goals, but the actual process of
compromising and debating issues in a group environment is invaluable training for a
real-life career situation. Face to face learning is always memorable and is remembered.
Face to face learning there is a class room where there is a timetable and calendar set for
activities and due to these activities students remain active. In face to face education
students have classmates and school friends and teachers which assist them and help
them with their learning. In face to face education students take social advantages of
social interaction among other people which are from different background and have
different culture. Face to face learning is very different from learning through others. The
students can meet the teachers directly. Having to go to class with a teacher is livelier
compared to reading bunch of papers.

Government Reply Speaker (1st Speaker)

This house believes that face to face learning is a must for school education. The
first and most important reason is to immediately hold face-to-face learning is for

the assignments that can measure each competency optimally, and the last one is reducing
obstacles to growth. We conclude that face to face learning is a must in school education.
As we know face to face learning there is a classroom where there is a timetable and
calendar set for activities and due to these activities students remain active. In face to face
education students have classmates and school friends and teachers which assist them and
help them with their learning. Face to face learning is always memorable and is

culture.

OPPOSITION (FACE TO FACE LEARNING IS A MUST FOR SCHOOL EDUCATION)

Leader of Opposition (1st Speaker)

Face to face is a meeting that you have with someone in which you talk to them directly,
not by phone, email, online, etc. Learning is the activity of obtaining knowledge. School is a
place where children go to be educated or a place that teaching and learning activites which
happen or a place where people can study a particular subject. Education is
the process of teaching or learning in a school. Face to face learning is the traditional way of
instruction, where students and teachers attend in person session at the same time.
We don’t agree with the motion for debating today. Face to face learning is not a must for
school education. As we know, education is more than the acquisition of knowledge. Improving
young people’s understanding, skills, values and personal development can significantly enhance
learning and achievement. When face to face learning is not happen, it is not an end in itself;
rather, we see it as a vehicle to develop the capacity to learn. It provides a framework for
learning that uses surroundings and communities. This enables young people or the students to
construct their own learning and live successfully in the world that surrounds them. Our brain
also works and the different ways in which we prefer to learn.

It can lead to a deeper understanding of the concepts that span traditional subject
boundaries and which are frequently difficult to teach effectively when face to face learning. It
provides a context for learning in many areas: general and subject based knowledge; thinking
and problem-solving skills; life skills such as co-operation and interpersonal communication.
Giving the students responsibility for achieving these outcomes helps them to learn from their
successes and failures

The students not only learn because of face to face learning method. What the students
see, hear, taste, touch, smell and do give them six main pathways to learning. In addition, young
people or the students are intensely curious and should be given the opportunity to explore the
world around them. The students also can build bridges between theory and reality, schools and
communities, the students and their futures. The students need to be engaged with learning to
absorb the lessons. Otherwise, they can become distracted, disrupting everyone when face to face
learning in school. Quality learning experiences in ‘real’ situations have the capacity to raise
achievement across a range of subjects and to develop better personal and social skills.

Here our team as opposition team will explain some reasons why we don’t support the
motion. There are 7 reasons why face to face learning is not a must for school education. They
are variations in learning style, study in the open or a comfortable place to study, reduce
accommodation costs, having much time with family, setting their own time, study with flexible
and effective time and student centered.

1. Variations in Learning Styles

In teaching and learning activities in the classroom, students tend to be faced with
repetitive situations – the same and similar from day to day. The circumstances of each
student are different. That’s why face to face learning is not a must for school education.

The students can choose their own variety of styles and ways of learning. Some of
them are easier to remember the subject matter by listening. Others need illustrations,
while there are also students who tend to keep moving during learning. It's good to keep
them comfortable with their respective learning styles.

2. Study in the open or a comfortable place to study

The habit of studying in a closed place or in a room makes the students easily
bored in learning and does not get a new atmosphere. If face to face learning is not a must
for school education, the students will not feel bored and can even find new inspiration to
do assignments. Sometimes, no face to face learning makes the students to be more
attentive and therefore have a better recollection of the information that was shared.
When the students study in comfortable place not in the classroom, they decreases stress,
helps elevate mood and help with emotion. The students can more physically active
because they can more explore what they want to do. Sometimes, when face to face
learning, the students afraid to their teachers. That’s why they can’t explore more. They
also can motivate to work together in groups, which can improve their social skills. They
learn to manage the conflicts, communicate, and cooperate with their peers in a more
effective manner. It is extremely important that every young person should experience
the world beyond the classroom as an essential part of learning and personal
development, whatever their age, ability or circumstances.

Deputy of Opposition (2nd Speaker)

3. Reduce accommodation costs

Face to face learning is not a must for school education. This is because
information is obtained from various places without having to come to school. The
students can reduce the cost. When they come to school for face to face learning, they
will use the transportation. As we know that the students’ house is far from school. They
use the transportation every day when they went to school. When at school, they need to
buy a meal or a drink.

4. Having much time with family

Spending time with family can never be a luxury but a necessity. You need to
spend time with your family to strengthen the relationships. Moreover, the students will
learn to respect the sacrifices, show affection towards each other and grow up into
healthy individuals. Spending time with family will make the students realize that the
family will always be there for them. For example, if the student is being bullied at
school, they might open up to their family, if the family sits with them every day, asks
them about their day, talk to them and make them feel comfortable. But if you do not
give them your time, they would never know that they are able to come to you in times of
trouble. The students need to feel safe and secure at home.
Lessens the generation gap. The students and their parents might drift apart
because of the generation gap. Spending quality time will decrease this gap and also
create a friendly space, where the students can talk without hesitation, and the parents
listen without being judgmental. Family time is the best time to discuss such incidents
and teach the students about virtues like honesty, integrity, and social responsibility. This
would make them know what is right and wrong. The next time when they face an ethical
dilemma, they will know what to do. When the students feel valued at home, they are
likely to be confident.
5. Setting their own time

Especially at this time, technology and science have developed rapidly. This
makes it easier for you to continue learning even if there is no teacher. Although it looks
difficult, it turns out that there are benefits when self-taught. The students need to become
the architects of their own education. This means giving students “space” to set their own
learning outcomes. Students should be able to see the consequence of their activities.

When no face to face learning, the activities provide direct and relevant
experiences that deepen and the students can enrich learning. The students are no longer
need to wait for anyone to accompany them to study. The students have to do everything
by themselves, starting from looking for materials, studying difficult materials. This is
what will make the students an independent person. Shape yourself to be better, but
provide a new and more creative perspective. The students also become brave to face
problems in a different and wiser way. Of course it must have started from the curiosity
about something deep, right? By self-taught, the students are required to continuously
hone their curiosity. It's not strange isn't it, if you become more caring and curious about
all the things you want to learn.

Opposition Whip (3rd Speaker)

6. Study with Flexible and Effective Time

With the limited face-to-face time at school, it is not enough for students to be
given learning experiences only at face-to-face meetings. There is still a lot of time
outside of school that can be used for learning experiences. This can be used to provide
independent assignments that students can do individually. The task can be in the form of
environmental research, a simple project, an experiment in the natural environment, or a
portfolio.

7. Student Centered

Face-to-face learning with lectures is widely used by teachers, because it is easier

to implement and faster to catch up with the content of the curriculum. Teachers simply
convey information from textbooks and modules that contain content orally for students
to hear in class. All class activities are centered on the teacher, all students are silent and
only the teacher's voice can be heard in the classroom. Students often feel bored and
bored. Students only get the experience of hearing and seeing the information conveyed
from the teacher's lecture without any experience of elaboration and synchronization.
Students can only recognize the content presented from listening and have difficulty in
applying it as self-competence.

it looks difficult, it turns out that there are benefits when self-taught. The students need to
become the architects of their own education. Next is study with flexible and effective time and
lastly, student centered.

2. SCHOOL IS THE MAIN RESPONSIBLE FOR UNDERAGE MARRIAGE

GOVERNMENT (SCHOOL IS THE MAIN RESPONSIBLE FOR UNDERAGE

MARRIAGE)

Prime Minister (1st Speaker)

School is a place where children go to be educated or a place that teaching and learning
activities which happen or a place where people can study a particular subject. Main is
most important or larger. Responsible is to have control and authority over something or
someone and the duty of taking care of it, him, or her. Underage is younger than
the lowest age at which a particular activity is legally or usually allowed. Marriage is
a legally accepted relationship between two people in which they live together. Underage
married is a marriage of a girl or boy before the age of 18. It is also mean a relationship that
occurs by someone who has not reached the appropriate age or what is commonly called child
marriage.

UNICEF data in 2007 showed that women who marry under the age of 18 years in
Indonesia reached 34%, and Indonesia are include in the top five countries that highest
percentage of early marriage in the world.
Underage marriage is a phenomenon that still occurs among people in this modern era.
Underage marriage often occurs for various reasons and factors. It is very difficult to avoid
because before doing underage marriage every individual has had a strong reason so it is very
difficult to avoid it. Schools are parties that are related and have an interest in preventing
underage marriage, because in general those who carry out underage marriages are school-age
children, both when they are in elementary, junior high, and high school.

Schools can reduce the high rate of underage marriage through learning (intracurricular)
and self-development activities (extracurricular) by providing knowledge and information to
students about the negative impact of underage marriage. Extracurricular activities can work
together with the hospitality that near with the schools like PMR, UKS, scout, and so on. Schools
through teachers can provide direction and guidance to students in an effort to prevent underage
marriage for their students. Schools can play a role in preventing marriage. Schools can also
cooperate with related parties to avoid underage marriage.

The Ministry of Primary and Secondary Education is currently promoting 12-year

compulsory education based on Presidential Instruction No. 7/2014, which orders Ministers,
Heads of State Institutions and Heads of Regional Governments to implement the Smart
Indonesia Program (PIP), which is 12-year compulsory education as outlined in the Nawacita. If
this policy is effective, it is hoped that underage marriage will not happen again or at least can be
significantly reduced.

Deputy Prime Minister (2nd Speaker)

1. Counseling about underage marriage

In accordance with the provisions of the Decree of the Minister of Education and
Culture and the head of BAKN No. 0433/P/1993 and No. 25 of 1993 regarding guidelines
implementation of the teacher's functional and credit score it is explained that the
counseling teacher is a teacher who has duties, responsibilities, full authority, and rights
in guidance activities against number of students.

Guidance and counseling among others, aims to enable individuals to understand

and accept themselves, and plan for the future. This very noble goal which will to lead
human children to a better future, it is necessary managed to achieve its best. Counseling
teacher can give the best results when the efforts are made can provide opportunities for
individuals to do self-discovery. Counseling teachers play a very important role in the
education of students so that they can learn and develop their potential to future and can
continue their education to a higher level again before getting married at a young age.

Counseling teachers are the right friends to be invited to discuss even though they
don't fully understand somebody. The counseling teacher carries out guidance and
counseling so that students can see within themselves. However, the counseling teachers
are not a fortune teller who can describe the students’ future. But they can explain or
describes a bad choice if the student violates the norms that live in society and ignores the
process the learning.

The counseling teachers can give the counsel about reproductive health especially
underage marriage on the level of students’ knowledge. So that, the students have insight
into the understanding and impact of underage marriage. The students can encourage
their attitudes towards reproductive health problem, especially in underage marriage and
will indirectly reduce the rate of underage marriage. Counseling teachers play a very
important role in development of students. Each student has a strong drive to be mature,
productive and independent. To be mature, productive and independent personality,
especially in building a household really needs guidance, especially family life guidance.
Because of the guidance of life family is an effort to provide assistance to individuals as
leaders or family members so that they are able to create whole and harmonious family,
empower themselves productively, can create and adapt to family norms, and play a role
or actively participate in achieving a healthy family life. So that the students know where
they can get help when they need it.

Government Whip (3rd Speaker)

2. Religious Teacher

Religious teacher in school also being someone who helps the students to avoid
underage married. There is a material about marriage. Religious teachers explain the
nature of marriage. When students study religious subjects, the religious teacher plays an
important role in explaining about marriages that must be carried out in a ready situation.
So, the students can understand well about the marriage before making a decision to
marry each other. As we know, there are still many who marry underage. Seeing from
that the role of religious teachers plays an important role to reduce the level of underage
marriage.

Teaching religious must be done to strengthen the morale of children by instilling

religious knowledge about what is permissible and what is not, what is lawful and
forbidden. Religious lessons are not just complementary subjects, but must receive more
attention.

The school cooperates with social organizations provide counseling or guidance on

various social issues, especially about the risks of marriage at a underage through early sex
education, reproductive health counseling also provides awareness to students to avoid
premarital sex which can lead to pregnancy.

Reproductive health education can be given to children from an early age and continues
to develop into teenagers and adults. This reproductive health education is aimed at equipping
children and adolescents with positive knowledge, skills, attitudes, and values that are expected
to help them understand their health, welfare, self-esteem, develop healthy social relationships,
and be responsible for their own health and welfare, themselves and the people around them

OPPOSITION (SCHOOL IS THE MAIN RESPONSIBLE FOR UNDERAGE

MARRIAGE)

Leader of Opposition (1st Speaker)

School is a place where children go to be educated or a place that teaching and learning
activities which happen or a place where people can study a particular subject. Main is
most important or larger. Responsible is to have control and authority over something or
someone and the duty of taking care of it, him, or her. Underage is younger than

married is a marriage of a girl or boy before the age of 18. It is also mean a relationship that
occurs by someone who has not reached the appropriate age or what is commonly called child
marriage.

We don’t agree with the motion for debating today. School is not the main responsible for
underage marriage. As we know that in the school the students will control by their teacher. But
when they are not in the school, it is uncotrol by the teacher. The students also have their own
life. Their life not only at school. They will be at home and also live in the environment of their
house. That’s why we absolutely not agree with the motion. Here, our group as opposition group
will explain 3 reasons why we don’t agree with the motion. The first is parents and family. The
second is environment and the last is the government. I as first speaker of opposition team will
explain one reason why we don’t agree with the motion. It is parents and family.

1. Parents and Family

The parents should control their child. If the students are loss control of their
parents they will go and meet their friend whatever they want. Sometimes they will fall
into free sex behavior. This factor has been the trigger for many cases of underage
marriage, especially among students or a child who lacks direction and love from his
parents. As a result, this free sex factor is not only a trigger for cases of underage
marriage. Because of free sex, the students will pregnancy out of wedlock. The students
also have a relationship that violates the norm. That’s why the underage married happen.
The underage marriage forced the students to responsible for acting as husband
and wife as well as become fathers and mothers, so this has an impact on aging early,
because they are not ready physically and spiritually. Besides, with pregnancy of a child
out of wedlock makes the parents afraid. So that, it encourages the parents marry their
children who is underage with someone. This also because parents are worried about
perception the community in their environment and this makes them marry their children
at underage to hide the family disgrace.
Parent is someone who being an important role in underage marriage. Lack of
understanding of parents regarding important education for the progress of their children,
it makes most parents will marry their children at underage. By optimizing the role of
parents or families in children's education, it is hoped that they can provide understanding
to parents or families about the importance of education for their children, so they are not
in a hurry to marry their children at underage. The tradition or habit of marrying their
children at a young age, and this continues continuously, so that the children in the family
will automatically follow the tradition. Parents must be made aware not to allow their
children to be married at underage. In fact, students are having more time in the family
environment than in the schools. When the students at school to do learning activities,
maybe only 6-7 hours a day, while most of their time is at home.
Chapter 1 paragraph (1) of Law No. 23 of 2002 concerning Child Protection,
states that "a child is someone who is not yet 18 (eight) years, or those who are still in the
womb” and chapter 26 verse states that the obligation and responsibility of parents is to
prevent child marriage. Underage marriage is very dependent on parents. According to
law 16 2019 amendments to article 7 of law 1 1974 concerning marriage isn't it the
parents who apply for dispensation to marry children under the age of 19 to the court?
Even though children have reached the age of 19, they still cannot get married if their
parents do not approve according to law 1/74 article 6 paragraphs 2.
This problem is everyone's responsibility, not just the school. So, the most
important thing we do now to prevent underage marriage is to strengthen the role and
function of the family. Parents must be able to divide their time to find out the activities
of children, especially teenagers, who they hang out with, where and so on. Families must
teach and instill good values from an early age to children, as well as provide guidance,
protection, and supervision so that children do not fall into promiscuity which can lead to
various negative things.

Deputy of Opposition (2nd Speaker)

2. Environment
Environment also has a responsible of underage married. Customs in the local
environment influence the habits of the people to marry at an underage. The reason they
marry at underage is not called spinsters, and the person who is proposed is prohibited
from refusing because it can make them difficult to get a soulmate. The customs that are
believed by certain people are increasing the percentage of early marriages. For example,
the belief that can't refuse someone's proposal even though still under the age of 18
(eighteen) years, because will be considered insulting to someone who are propose. So
that, they will accept propose although they still underage. In certain areas, marrying
children at an early age is considered a matter of pride for parents and families. The
culture of the community considers marrying children at an early age a pride and honor,
and conversely considers a disgrace to the family if their children, especially girls, do not
marry at the age they consider old. The culture or assumption of early marriage as a pride
and honor still exists in the people of South Kalimantan, even though times are modern.

Opposition Whip (3rd Speaker)

3. Government

The government and the community must continue to develop education and
create job opportunities so that women and men have alternative activities. Underage
marriage is not only the option in their life. For example, developing a program to
empower young people to continue their education, and for those who are forced to drop
out of school, they are given skills education so that they do not immediately enter the
marriage stage. To anticipate the occurrence of underage marriages, the government
together with religious leaders and community organizations need to socialize the
marriage law to the community. In addition, cooperation with the health office provides
health education regarding the impacts caused by underage marriage. The government
must be seriously committed to enforcing the applicable laws regarding underage
marriage so that those who wish to marry underage children think twice before doing so.
The government also must be more active in socializing the law related to underage
marriage and the sanctions for violating it and explaining the worst risks that can occur
due to underage marriage to the public. So the emphasis is on public education regarding
the maturation of the age of marriage, both quantitative age and qualitative age. Various
efforts were also deployed through various different programs run by a number of
Regional Apparatus Organizations (OPD). Starting from the Health Office, the Office of
Community Empowerment, Women's Empowerment, Child Protection and Family
Planning (DPMP3AKB), and the Education and Culture Office. Socialization of
prevention of child marriage to parents, PPA networks, junior high and high school
children, then Socialization on Prevention of Violence Against Children, then the
establishment of Youth Counseling Centers (PIK R) in SMA/SMK/MA, and the
establishment of Youth Family Development (BKR) at the junior high school level.
Despite various efforts made by the government in order to avoid underage marriage,
without the support of families, especially parents, all these programs are very small to
succeed. Meanwhile, the government has limits in further regulating the lives of children.
That’s why the governments need to explain that before to the parents and family.
Currently, the case that is most often found is that children marry at an underage because
the association is not controlled.

Efforts to prevent early marriage must be supported by all parties, not only by schools.
Many factors cause early marriage, both cultural, economic, and so on.

Opposition Reply Speaker (1st Speaker)

The main responsible of underage marriages is in the child's parents themselves, in

addition to the role of the community and also the government. However, the decision to marry a
child is very dependent on the decision of the child's parents themselves. The parents' decision
was motivated by many factors, one of which was the culture of the surrounding community.

School is not the main responsible for underage marriage. It will be difficult to the
students from being married by their parents. Because of the cultural background and also the
environment that means the underage marriage will continue. The efforts made by the school and
those who care about other children have been maximal, but there are cultural factors in the
community that are still considered taboo to be violated so that underage marriage is still
ongoing as it is. Although school has do as much as they can it cannot be succeed without the
role of parent or family. That’s why we don’t agree with the motion for debating today. School is
not the main responsible for underage marriage.

3. PEOPLE SHOULD LEGALLY WEAR MASK AT SCHOOL

GOVERNMENT (PEOPLE SHOULD LEGALLY WEAR MASK AT SCHOOL)

Prime Minister (1st Speaker)

According to Cambridge dictionary people means men, women and children. Legally
means a stated by the law or according to the laws of a country or state. Wear means to have
clothing, jewelry, etc. on your body. Mask is a covering for all or part of the face that protects,
hides, or decorates the person. School is a place where children go to be educated or a place that
teaching and learning activities which happen or a place where people can study a particular
subject.

This house believes that people should legally wear mask at school. There are various
reasons for wearing a mask when go to school or doing outdoor activities, from avoiding air
pollution to preventing disease transmission. Especially during the current pandemic, the use of
masks is a health protocol that must always be obeyed. Masks are one of the important things to
protect ourself from pollution and germs that cause disease.

Now days, the corona virus is increasing every day. Almost the students at every school
came from different place. We don’t know whether the student’s area is infected or not. Wearing
mask at school helps people to decrease spread of corona virus. WHO (World Health
Organization) admits that currently there is very little explanation of how children transmit the
corona virus to those around them. But WHO cites scientific evidence that adolescents can infect
other people in the same way as adults. WHO makes recommendations for children in these
categories: - Children 12 years and over should wear masks like adults, especially when they
cannot maintain a distance of at least one meter from other people and there is a high
transmission of the coronavirus in the area. - For children between the ages of six and 11 years,
WHO calls for an analysis of the spread of the coronavirus where the child is and whether the
child interacts with vulnerable people such as the elderly.

As for teachers in schools, the WHO stated, "In areas where there is transmission of the
corona virus, all adults under 60 who are in good health need to wear cloth masks."That advice
applies, especially when they can't maintain a minimum distance of one meter from other
people."This is especially important for adults who work or engage in activities with children,
especially if the child is in close physical contact with their peers." The reason is, schools are
clusters of Covid-19 transmission due to close contact between teachers and students, between
students, and the indiscipline of wearing masks. This certainly makes parents anxious who
already miss their children returning to school as before the pandemic.

The potential for transmission from the re-enactment of face to face learning can
especially occur if the students not obeying health protocols. They will easily remove the mask
when they feel stuffy or uncomfortable, easily touch their mouth or nose before making sure
their hands are clean, and so on. So, the effort that needs to be considered is of course strict
health protocols such as using masks. Face to face learning help educational transformation
process that prioritizes cooperation, interaction between students and teachers in the classroom is
running effectively. Wearing masks by both the infected and uninfected person gives the
uninfected person the most protection – “Masking can protect you and works best for you when
everyone does it” – “When you wear a mask, you protect others as well as yourself”

The students can go back to school. The best way to keep the students safe at school is to
make sure the level of COVID-19 in your community is very low. Wear a mask to make sure your
community can keep the students healthy at school.

If you not wear mask, it’s rude to make other people sick. You wouldn’t cough on
someone or sneeze in their face. Now we have a new germ that can be spread to others. When the
students not wear a mask they can spread the virus to others, including teachers, school staff.
Wearing mask is not only for the student, but also the teacher, the guest, school staff and
everyone who are in the school. The first thing is clearly the students' own order in carrying out
health protocols. Teaching staff certainly cannot control all students, besides how they interact
when outside of school can also cause new clusters later if this pandemic is not over. The trip to
and from school is also in the spotlight, especially students who take public transportation and
even though they take private vehicles, we also don't know where they stopped first. This
requires the commitment of teachers and parents that students should go straight home after
school and if possible, only that person will deliver and pick up so as to minimize interaction
with other people. That’s why wear mask must legally in school.

Deputy Prime Minister (2nd Speaker)

Why do we have to wear the mask at school when we feel fine? The answer is no one
know for sure their conditions. We cannot confirm ourselves to be infected or not except with a
lab test. According to WHO, as many as 80% of people infected with corona virus are
asymptomatic or have mild symptoms. Therefore, wearing a mask is a very wise thing. The
people who are in the school area must legally wear a mask. Of course, it is very wise if we, who
don’t know for sure we are healthy or infected. It is also to reduce the possibility of being
infected from other people at school who we think are healthy. But can be infected without
symptoms and can transmit.

At school, the virus can spread through droplets. As we know, the corona virus is able to
spread through liquid droplets or splashed of liquid from sick people, coughing, sneezing and
even when talking. Wearing a mask prevent the droplets from outside into the respiratory tract,
because the inhaled air will be filtered first. Because of that, the risk of being infected will be
reduces. When we at school, we don’t know that we are healthy or we have been infected and
can transmit it to others. Wearing a mask prevent the droplets from our body into the
surrounding environment. Therefore, wearing a mask reduces the potential for transmitting
corona virus to other at school.

Beside that, wear mask at school is to avoid exposure to air pollution. Dust is one of the
types of air pollution that can be found every day. Well, exposure to this pollution can affect the
performance of the lungs and increase the risk of developing respiratory diseases, such as
asthma, COPD, and heart disease. Wearing a mask at school can filter dirty air before it is
inhaled by the nose.

Therefore, wearing a mask can be one of the best ways to avoid contracting or
transmitting diseases. Masks that are used properly can prevent germs from spreading through
mucus and fluids that come out when sneezing or coughing.

Protects the face from the negative effects of sunlight and pollution. The reason for
wearing a mouth mask that is no less important is to protect some facial skin from the bad effects
of air pollution and sun exposure. Prolonged exposure to sunlight and air pollution is thought to
cause premature aging and increase the risk of eczema, acne, dark spots, and skin cancer.

Government Whip (3rd Speaker)

Prevent the transmission and spread of disease. Prevent infectious infection. For people
who are suffering from respiratory diseases, wearing a mask is very mandatory. For example,
when you have influenza or even cough, people around you can catch it through the air.

According to a number of studies, wearing mask can prevent you from transmitting or
contracting various ARI diseases, such as flu, COVID-19, and SARS. Schools can be a place of
corona virus transmission. That can be done to prevent and make school become a safe place. It
is wearing mask at school must be legal. There is one research that said the school that not wear
a mask in the room have 3.5 times more to experiences the cases than the schools where the
teachers and the students wore the mask. Centers for control of infectious diseases (CDC)
recommends the use of masks indoors for all children aged two and over, as well as teachers and
anyone who visits schools regardless of whether tehy have been vaccinated or not.

One of the things that is difficult to see if there is transmission of corona virus in schools
is because the children or the students generally show mild symptoms and the transmission
cannot be detected. The high of transmission among students also disrupts the learning system in
school. That’s why the people must legally wearing mask at school. At school wear mask as
legally, makes all of the environment try to discipline. Wearing a mask must always be
maintained.

OPPOSITION (PEOPLE SHOULD LEGALLY WEAR MASK AT SCHOOL)

Leader of Opposition (1st Speaker)

According to Cambridge dictionary people means men, women and children. Legally
means a stated by the law or according to the laws of a country or state. Wear means to have
clothing, jewelry, etc. on your body. Mask is a covering for all or part of the face that protects,
hides, or decorates the person. School is a place where children go to be educated or a place that

We don’t agree that people should legally wear mask at school. Two years after the
pandemic, concerns around the effects of masks on children's linguistic, emotional and social
development. Masks do affect students' ability to recognize faces and emotions. Like adults,
masks can also interfere with verbal communication. Experts are divided on the long-term effects
on children's development. Children learn to speak through social interactions, particularly
looking at adults' mouths to dissect syllables. Wearing masks impairs emotional or language
development in children. In educational settings, there is a lot of implicit feedback back and forth
between teacher and students.

Masking is a psychological stressor for children and disrupts learning.  Covering the

lower half of the face of both teacher and students reduces the ability to communicate.  In
particular, children lose the experience of mimicking expressions, an essential tool of nonverbal
communication.  Positive emotions such as laughing and smiling become less recognizable, and
negative emotions get amplified. Bonding between teachers and students takes a hit.

Do not forget that the potential for transmission does not only occur in the classroom and
in the school area, but can also be on the way. Remember that even your own family can
unknowingly become a source of transmission. In the end, the transmission of Covid-19 can
happen anywhere. At home, where we feel safest, can be a place of the virus transmission. Not
only use a mask to prevent the spread of corona virus but also includes good ventilation and hand
washing and vaccines.
Even for children ages 6 to 11, the WHO does not routinely recommend masks, because of the
“potential impact of wearing a mask on learning and psychosocial development.” The WHO also
explicitly counsels against masking children during physical activities, including running and
jumping at the playground, so as not to compromise breathing. Masks can make learning difficult
for some most vulnerable children, including those with cognitive delays, speech and hearing
issues, and autism. Masks may also hinder language and speech development especially
important for students who do not speak English at home. Masks may impede emotion
recognition, even in adults, but particularly in children.

Deputy of Opposition (2nd Speaker)

The people should not legally wear mask at school. When doing physical education or
when doing physical activites such as running, jumping, or playing, the mask isn’t wear, so that
the breathing is not disturbed. Masks can grow germs if they become damp or cause unhealthy
levels of carbon dioxide. Everyone is safer when everyone is vaccinated

Opposition Whip (3rd Speaker)

In an article of Jerusalem Post, Russell Blaylock wrote that the effects of prolongued
wearing mask can range from headaches to increased airway resistance, accumulation of carbon
dioxide, hypoxemia, to serious, life-threatening complications. According to the Expert Council
of the Indonesian Association of Public Health Experts (IAKMI) Hermawan Saputra, when
wearing a mask, the respiratory tract is slightly obstructed. Especially if the mask worn has a
very strong filtering capacity like N95. Headaches can indeed occur due to the lack of oxygen.
So, if the rate of oxygen in our breathing is disturbed, our blood circulation that lacks oxygen
will also disrupt our metabolic system which can eventually causes a reaction in the body.
Because of the lack of oxygen in the bloos that often arises the headaches. When we use use the
mask at school, it will block oxygen from entering for breathing as wel as blocking the wasting
of CO2. This definetly make the veins, especially the ones on the head fell bad.

Opposition Reply Speaker (1st Speaker)

Traveling and taking vacations has always been compelling, but since the start of the
COVID-19 pandemic, it (rightfully) hasn't been the same. Small getaways, moving, and traveling
home to be with family are just a few reasons people are getting on planes, but with the
new Omicron variant, is traveling safe to do at all? Well, traveling doesn't have to be completely
avoided. Vaccination plus COVID-19 prevention measures are our best strategy. This includes
getting fully vaccinated and receiving your booster dose if eligible

4. VACCINATION CARD/ CERTIFICATION IS NEEDED FOR FLIGHT

GOVERNMENT (VACCINATION CARD/ CERTIFICATION IS NEEDED FOR

FLIGHT)

Prime Minister (1st Speaker)

Vaccination is the process or an act of giving someone a vaccine (= a substance put into a
person's body to prevent them getting a disease). Card is a small, rectangular piece of card
or plastic, often with your signature, photograph, or other information proving who you are,
that allows you to do something. Certification is the process of earning an official document, or
the act of providing an official document, as proof that something has happened or been done.
Flight is a journey in an aircraft. Vaccination card/certification is physical or digital proof that
you have been vaccinated against COVID 19.

This house believes that vaccination card/certification is needed for flight. Airport is a
place of transfer of passengers. When vaccination card is a needed for flight, it will make people
to get vaccine. Vaccine is offered the strong protection, but that protection takes time to build.
People must take all the required doses of a vaccine to build full immunity. Getting vaccinated
could save your life. COVID-19 vaccines provide strong protection against serious illness,
hospitalization and death. There is also some evidence that being vaccinated will make it less
likely that you will pass the virus on to others, which means your decision to get the vaccine also
protects those around you.

When you travel, you may be at increased risk from disease through contaminated water or
food, contact with infected people or etc. The reason why vaccination card/certification is needed
for flight because it will protect you against certain diseases and also protect the health of other.
So, you don’t spread the virus or diseases.

There is also still a chance that you could also pass the virus on to others who are not
vaccinated. Vaccination will also accelerate herd immunity. When many people have been
vaccinated, a condition known as herd immunity is formed. This phrase must be familiar to your
ears, right? Herd immunity is a condition when the population in an area is already immune to a
virus that causes disease. Herd immunity is achieved by protecting people from viruses, namely
by vaccination. Our government has also set a target of 70% of Indonesian people getting the
Covid-19 vaccination to form group immunity. With group immunity through the Covid-19
vaccination, there will be fewer transmissions of this disease, and of course more lives that can
be saved. Because of the reason vaccination card is needed for flight so that many people will get
vaccine.

Referring to the Circular (SE) of the National COVID-19 Task Force Number 22 of
2021, there are a number of conditions that must be considered before traveling by airplane. The
details of the rules are as follows: From and to airports in Java and Bali and between districts or
between cities within Java-Bali must show: -vaccine card (minimum first dose) and negative RT-
PCR result 3x24 hours before departure, or -vaccine card (second dose of vaccine) and negative
result of rapid antigen test 1x24 hours before departure. For inter-regency or inter-city outside
Java-Bali, the following conditions must be met: -vaccine card (at least the first dose) - negative
results of RT-PCR 3x24 hours or negative results of antigen 1x24 hours before departure. How
much virus is circulating in the areas where you travel.
Deputy Prime Minister (2nd Speaker)
If you want this condition to get better, obey and follow the government's
recommendations, starting from vaccinating, because the vaccine has been declared safe by the
government. When the flight doesn’t need vaccination card, many people will not get the
vaccine. It will difficult to build the immune system. As we know that 70% of the people who
get vaccinated will form the group of immune system. It helps us to end this pandemic. In the
airplane, we also don’t know someone who is infected or not. Although, if the passengers do the
PCR test. However, PCR incriminates some people who don’t have much money. The price of
the PCR swab test is still considered too high for some people. That’s why vaccination card is
needed for flight. When someone, who are vaccinated their body have immune system.
The vaccination, help us to avoid the virus if we are in the airplane. One of the
parameters to ensure the handling of the pandemic goes well is the acceleration of vaccination.
When you make vaccination a requirement, that’s another incentive to get more people
vaccinated. Requiring proof of vaccination for flights would improve public health and address
concerns that passengers have about flying.”
Although the travel industry adjusted during the pandemic to allow travel to continue
with COVID-19 testing measures, but I wanted to do everything that I could to keep myself and
others safe. The benefits of the COVID-19 vaccine to our day-to-day lives are apparent. It can
prevent you from contracting the virus, can protect those around you, and can lower the spread of
COVID-19. Without the vaccine, you might be required to get tested before and after your trip
and quarantine for a certain amount of time at the destination. With the vaccine, you might get to
skip the uncomfortable test or required quarantining. The most important reason to get the
COVID-19 vaccine before you travel is that it’s the right thing to do. If you’re vaccinated, you’re
less likely to put tour guides, hotel workers, flight attendants, and the entire travel industry
workforce at risk for contracting the virus.
Additionally, you’d be protecting the people in the community in which you’re visiting.
This is especially important if you’re visiting areas like New Mexico and Arizona with high
indigenous populations who have been suffering greatly in the pandemic.
The vaccine will make traveling easier for you, I think we should be especially mindful
of this last reason. Travel is a privilege and we should do it with mindful intentions to be kind
and respectful to those who live in the areas in which we are visiting. That means – protecting
their health. So, get the COVID-19 vaccine, as soon as possible, and preferably before you take
any trips so that you can protect yourself and others.
Travelers to other countries often face health issues they wouldn't ordinarily experience at
home. To minimize your risks of becoming seriously ill when traveling abroad, you should get
the vaccination.
Vaccination certificates are a big part of travel, with many destinations offering looser
restrictions for double-jabbed travelers. Using COVID vaccine certificates to prove that you’re
fully vaccinated gives you a lot more freedom in terms of where – and how – you travel.
Government Whip (3rd Speaker)

The viruses that cause illness and death still exist and can be passed on to those who are
not protected by vaccines. Global travel makes it easy for diseases to spread. Vaccines play a
vital role in keeping you healthy. Vaccines are one of the most convenient and safest preventive
care measures available. When you get vaccinated, you are protecting yourself and your family
as well as those in your community who may not be able to be vaccinated.  COVID-19 vaccines
are extremely effective at preventing illness in the people who receive them. This is a necessary
and long overdue step toward ensuring all people feel safe and confident while traveling. Adding
a vaccination requirement for air travel creates more incentive to get vaccinated in the first place.
People cannot work because they have been exposed and they got Covid-19. And it's even
infecting vaccinated people and people who have a booster. The only way to protect our
industries, our work and our economy is to mandate vaccines on airplanes. The only way to
protect flying is to mandate vaccines. We have enough information right now that the vaccine
protects you and vaccines will lower your chance of getting infected. To get on a plane and feel
safe that the person sitting next to me and the three next to each other is vaccinated and he or she
is not spreading Covid-19

It's not an overstep. I mean, the government said the vaccines are effective at preventing
infection. So why are we saying it's okay to be on a plane without a vaccine? These two don't
connect.

Travel at our nation's airports has essentially returned to pre-pandemic levels but the risk
from COVID-19, including from its new variant Omicron, continues to present a major public
health threat. Everyone is safer when everyone is vaccinated

Flight is a journey in an aircraft. Vaccination card/certification is physical or digital proof that
you have been vaccinated against COVID 19.

There is still a pandemic happening, and some countries have it worse than others. Being
vaccinated does’t make you 100% COVID-19 proof. Spokesperson for the Covid-19
Vaccination of the Ministry of Health, Siti Nadia Tarmizi, ," said Nadia to Kompas.com, Friday
(4/3/2022) explained that the PCR test was still needed, even though it had been vaccinated
twice. This is done because the test is to make sure someone is infected with Covid-19 or not.
"Because it makes sure it's not infected, it's safe for travelers. the Head of the Health Handling
Division of the National Covid-19 Task Force, Brigadier General Retired TNI Dr Alexander K
GintingSp.P(K), FCCP also explained the same thing. He said Covid-19 tests such as PCR tests
were used to see if someone had contracted Covid-19 or not. "Because PCR sees someone
infected or not, infected or not," said Alexander to Kompas.com, Friday (4/3/2022). Vaccination
twice or a complete dose alone does not guarantee a person will be safe or not infected with
Covid-19.

Even after getting vaccinated, keep taking precautions to protect yourself, family, friends
and anyone else you may come into contact with. COVID-19 vaccines are highly effective, but
some people will still get ill from COVID-19 after vaccination.

How about the people people who don’t vaccine because of the limitation of it? Vaccine
are not evenly distributed in Indonesia. PCR test is more needed because sometimes although
you are vaccinated, you can be infected by the virus.

One thing to remember, vaccines are not pandemic drugs, but our efforts to fortify
ourselves from the effects of the virus that causes Covid-19

In addition, the cabin crew have also received complete vaccinations. Facilities and
infrastructure on board the aircraft also regularly spray disinfectant and are equipped with High
Efficiency Particulate Air (HEPA) air management technology. Even the cabin crew will
reprimand passengers who fail to comply with health protocols. The results of the examination
must be negative to reduce the risk of transmission and increase in cases. This PCR was
launched because of the increasingly high mobility of the community. Meanwhile, the
enforcement of the standard or gold standard from the WHO itself is the PCR examination. So of
course what should be used there is PCR. PCR test is better used as a condition to prevent
transmission of the virus. Regardless of your destination or whether you've been
vaccinated, wearing a mask over your nose and mouth is required on planes.

That things like universal mask-wearing and planes’ highly efficient HEPA filters are
sufficient infection-prevention measures. Vaccinated people might still be able to transmit the
coronavirus to others as asymptomatic carriers. For those reasons, even vaccinated people will
need to follow mask-wearing and safe social-distancing recommendations in public LIKE in the
airplane. Another reason we’ll want everyone to keep wearing masks and take other precautions
for the near future.
Requiring proof of a negative test for flights would improve public health and address
concerns that passengers have about flying.”

This is a necessary and long overdue step toward ensuring all people feel safe and
confident while traveling. What is perhaps most important to note here, though, is that while
most viruses do not easily spread on flights (due to the air circulation system found on planes),
COVID-19 is different. Since it is impossible to social distance on a flight, you’re at a higher risk
of contracting COVID on an airplane, especially during a long-haul flight. There are steps you
can take to mitigate the risk, however, including wearing a mask, limiting the amount of carry-on
luggage, pointing the air nozzle directly at your head and keeping it on at all times, and staying
seated whenever possible.

Deputy of Opposition (2nd Speaker)

Having a diagnostic test allows public health authorities to separate the infected from the
uninfected. Why would you want to do this? It’s simple because then you can take measures to
ensure that infected people stay out of circulation to prevent further spread.

5. FAMILY HOPE PROGRAMS IS NOT A SOLUTION FOR ECONOMIC

WELFARE COMMUNITY

GOVERNMENT (FAMILY HOPE PROGRAMS IS NOT A SOLUTION FOR

ECONOMIC WELFARE COMMUNITY)

Prime Minister (1st Speaker)

Family is a group of people who are related to each other. Programs mean
a group of activities or things to be achieved. Solution is the answer to a problem. Economic is
relating to trade, industry, and money. Community is the people who live in a particular area.
The Family Hope Program or commonly referred to as PKH is one of the government
programs that aims to help reduce poverty. The Family Hope Program (PKH) was first
implemented by Indonesia in 2007 in 7 provinces with 48 regencies/cities (Ministry of Social
Affairs, 2015). Furthermore, starting in 2010 the Ministry of Social Affairs increased the number
of provinces receiving assistance from the Family Hope Program (PKH). According to the
Ministry of Social Affairs (2015), in 2013 the Family Hope Program (PKH) was then
implemented throughout the territory of the Republic of Indonesia. The PKH program provides
cash assistance to Very Poor Families (KSM). According to the National Team for the
Acceleration of Poverty Reduction/TNP2K (2016), the Family Hope Program (PKH) is a
program by providing cash to Very Poor Families (KSM) based on predetermined terms and
conditions.
This program, in the short term aims to reduce the burden of underprivileged households
and in the long run it is expected to break the intergenerational poverty chain, so that the next
generation can get out of the poverty trap.
However, the provision of social assistance does not necessarily alleviate poverty and
reduce inequality. According to research in a low-middle income country in transition, evidence
that social assistance can alleviate poverty and reduce inequality is not enough (Habibov and
Fan, 2006). This is because the benefits received are very small and the poor only receive a small
part of these benefits, by design the social assistance program does not aim to eradicate poverty
and reduce inequality, and the scale of the economy that is in transition makes it difficult for the
government to identify the poor.

Deputy Prime Minister (2nd Speaker)

Sometimes, family hope program is not right on the target. So that, people who are really
poor and need help do not get that. This is cannot be a solution for economic welfare community.
The facilitators of this program give to families who are considered not poor especially in
economy. For example, in Nagari Lagan Hilir Punggasan. This study is conducted by Apando
Ekardo dkk 2014. This program does not include all poor families. That’s why the family hope
program is not a solution for economic welfare community. The family hope program is
provided by the government to the poor families. But the money that given by the government is
not used properly by them. They used the money for buying cigarettes or non-essential items. By
this program, the people become lazy looking for the job or money. They will wait this program
to fulfil their needs. So, how this can be a solution for economic welfare? This just be pamper for
the community. There are still many people who really deserve it that don’t get it. There is data

PKH assistant with the initials PT for misusing PKH aid funds. PT is listed as a social assistant
for the PKH program in Pagelaran District, Malang Regency, from September 12, 2016 to May

with a total of IDR 450 million.

During the operation, the suspect did not give Prosperous Family Cards (KKS) to 37 KPMs with
various modes. With the details, among others, 16 KKS for KPM have never been given to those
who are entitled. Then 17 KKS for KPM are not in place or have died while the four KKS are
only given partially.

Based on the suspect's confession, the proceeds from the misuse of PKH aid funds were
intended for personal interests. Some of these include treatment of sick parents, purchase of
electronic goods and equipment such as refrigerators, televisions, stoves, laptops and air

indications that people who are considered more capable are listed as recipients, while there are
still many people who really deserve it who don’t get it. Not only that, there is even data on
people who have died for a long time, but they are recorded as recipients of PKH assistance. As
happened in Air Bikuk Village, Pondok Suguh District. One of the local community leaders who
is also the former head of Air Bikuk village, M. Syaril, said the data on PKH recipients was
considered to be messy, because some of the recipients were classified as well-off residents.
While there are residents who are deemed worthy of receiving this assistance, they are not
touched. In addition, there are still people who have been dead for a long time, but are still listed
as PKH recipients. ’There are people who have oil palm plantations, permanent homes and even
the wives of village officials who are PKH recipients, including those who have died.
Meanwhile, people who are really poor, have nothing, in fact they can’t.

Prime Minister (1st Speaker)

Cooperative is a company that is owned and managed by the people who work in it:

happening or appearing every week an amount of money that is borrowed, often from a bank,
and has to be paid back, usually together with an extra amount of money that you have to pay as

Living frugally when a crisis is happening will help us to be free from financial problems.
In mediocre conditions, it must be realized that not all desires must be fulfilled and in spending
money, it must also be proportional
In general, cooperative weekly loan is informal financing services from certain parties to
the lower middle class. It is usually not part of a financial institution that supervised by the
Financial Service Authority (OJK)

Now days, there are many cooperative weekly that offers loans with a weekly installment
system. There are many daily or weekly the field officer that we can meet on the streets. Usually
the field officers offer loan to stalls or traders on the roadside or in the market.

Cooperative weekly has field officers (PDL). They go around every day to offer loans as
well as to attract installments to the community. The targets of this cooperative are women,
whether they have a home-based business, a shop or those who don’t have a business. The
requirements to become a members are very easy, just by submitting a photocopy of the identity
card (KTP). In recent years, cooperative weekly loan seems to be a solution for people who are
not covered by official financial institution facilites because the location is far from their area or
the people themselves who do not have good financial literacy and legal lending institution.

Cooperative weekly loan introduce themselves as loan cooperatives. But their legality
needs to be investigated further whether they are registered with the OJK or not. It caused of
many of cooperative weekly loan are managed individually. Those who are have much money
takes advantages of the citizen loans with the interest up to 30%.

1. Very high interest

Cooperative weekly loan also has higher interest rates than bank interest. Cooperative
weekly loans are really very detrimental to the community, at first, they help but instead extort
the wealth of people who are less economically. They are already difficult with their situation to
meet the necessities of life plus the debt they borrow from the mobile bank which has very large
interest. Because of this high interest the people

2. Having discount for large administration fee

Although the interest rates offered by mobile banks tend to be high, reaching 10% to 25%
and there are administrative fees charged to customers

3. Small loan ceiling

4. Wasting time

5. The problem is shared together

There are also unpleasant things that he experienced while being a customer, namely
when his 'group' colleagues did not pay the installments or lacked them, so that one
group had to jointly and severally overcome the amount of the shortage.
Because they already have a loan record at mobile bank A, and the repayment period
is still relatively long, and the option to apply for a loan at another mobile bank has
been done before, while the need can't wait, causing people to act 'naughty' by
applying for loans using someone else's identity.
The easy and fast process, as well as the light requirements may be a special
excitement for the community, but that doesn't mean it's without risk. Verification
that is less detailed and thorough from the officer can cause losses to both parties,
both the mobile bank and the customer.

This phenomenon is sometimes known by officers, but officers prefer to close their
eyes. As long as the installments run smoothly and there are no shortages, then every
thing is fine.

In the short term, the presence of mobile banks does lighten the burden on the
community and is very helpful in urgent situations, it's just that wisdom is needed
from the community so as not to make mobile banks the answer to all existing
financial problems, so that excessive dependence does not occur, and borrowing and
borrowing behavior unhealthy as above can be avoided.

Is it wrong for loan sharks to exist and is it the fault of the people associated with loan
sharks? In this case, there is no time to find out who is wrong and who is right. One
thing we need to understand is that poor people need money to support their lives,
there is no longer any hope other than mobile banks or moneylenders who can be

GOVERNMENT (K-POP REDUCES NATIONALISM SPRIRIT AMONG INDONESIA

TEENEGERS)

Prime Minister (1st Speaker)

K-Pop is short for Korean popular music. It is a genre of music originating in South
Korea. Some say K-pop offered another style of music which has catchier and offer easy
listening songs for their lovers. What makes it different too is that the style the singer has shown
is something new for us and how they can deliver music on their own way that none of this ever
existed before. Just like how they could mix perfectly between the upbeat songs with various
kinds of dancing and obviously with their good looking actresses who will make anyone who
watch it will fall for them. Reduce is to make something become smaller in size, amount, degree,
importance, etc. Nationalism is a great or too great love of your country particular way of
thinking, feeling or behaving. It is an ideology held by people who believe their nation is
superior to all others. This sense of superiority often has its roots in a shared ethnicity.  In other
contexts, nationalism is built around a shared language, religion, culture, or set of social values.
The nation emphasizes shared symbols, folklore, and mythology. Shared music, literature, and
sports may further strengthen nationalism. Teeneger is young person between 13 and 19 years
old.

Indonesia is a country that values diversity. Because these differences are one part of
Indonesia. As is known, there are currently many foreign cultures entering Indonesia, Kpop
culture is no exceptionThe love for K-Pop has been spreading widely nowadays, especially in
Indonesia. The attitude of nationalism is very important for every citizen to have. From the
understanding conveyed by several experts, the most prominent is that nationalism is an attitude
or desire possessed by a person to achieve unity, shared goals and independence (Tysara, 2021).
Simply put, nationalism is an attitude to love the homeland.

Korean pop culture or Hallyu successful influence society life and culture especially for
the teenagers. Thw various product of Korea culture from drama, movie, song, fashion and
industry Korea’s product, because Kpop music can anesthetize his lover from side dynamic
music until fashion model that popular in Korea.

The impact on teenagers. With the introduction of Korean culture, today's teenegers often
follow the language style of Korean people, in fact it is not uncommon for someone to use
Korean in their daily conversations and that's all they learn from their frequent listening and
watching of Korean dramas.

By liking K-pop fans usually will always get the latest updates of their idols as a fans'
nature is to dig as much as they can as long as it's related to their idols and that will force them to
be aware on how to connect themselves with the world that might make them being sophisticated
teenagers. Sounds rare? But that’s the truth. Knowing K-pop will make fans curious about South
Korea itself, as they will be trying to be closer to their idols as much as they can, they would try
to learn South Korea's culture and language. However, this can be a negative impact, because
after all they should respect their own language more than the language of other countries. This
is what makes them sometimes forget their identity as Indonesians.

Korean culture is very influential, especially Indonesian youth. Starting from Korean
drama shows, they feel like it, so they will try to find information from actors and actresses who
they consider their favorite characters. Inadvertently, they will get other information from things
that are the favorites of their favorite characters so they know what is in Korea. For Korean fans,
getting to know the culture such as wearing Hanbok or Korean traditional clothes, learning to
cook Kimchi and learning the language are also mandatory things to do. As a result, their sense
of pride and curiosity is increasing towards Korean culture, thereby creating a sense of love for
Korean culture compared to the culture in Indonesia.

Indonesian people responded well, they were very enthusiastic to be able to see and meet
their idol in person. They are willing to push to buy tickets, they are willing to pay dearly, and
some from outside the area are willing to watch their idol. We can compare, in an area showing a
regional art, we take the example, wayang kulit. Held without any contribution, only a few who
want to watch. This is evidence that local culture is increasingly being abandoned.

Many of our society, especially young people, forget their identity as Indonesians,
because their lifestyle tends to imitate KPOP culture. Prefer Korean culture to monotonous
native Indonesian culture.

The teenegers will buy something that relate to their fans. They will not respect with
something around them. They also will go to the concert and wasting much money to buy the
tickets. They also will stream the music video on the youtube of their idol. We cannot compared
the Indonesian fans and Korean fans. Sometimes, they will membela their idol although they are
the same country. They prefer to learn Korean culture than Indonesia. It shows that the K-Pop
reduces the nationalism among the teenegers. Korean wave has taken and influenced the world
by storm for almost arguably 2 decades by now.

Deputy Prime Minister (2nd Speaker)

Indonesia has a variety of cultures which are the wealth or assets of the nation. Various
languages, ethnic groups, and customs become beautiful accessories on the equatorial stretch of
land. This can be said as a characteristic of the nation that we must protect and preserve as a
form of love for the homeland or nationalism.
The culture of this South Korean country is anesthetizing most Indonesian teenagers. As
a result, there are many teenagers who have excessive fanaticism. It can be seen from teenagers
imitating Korean dances or dances and Korean artists' clothing styles (boyband/girlband). In
other words, teenagers who are still unstable are more glorifying K-Pop culture.

The phenomenon of the proliferation of popular culture or global culture, namely K-Pop,
not only has an impact on the erosion of national culture which is a special feature of the
Indonesian nation but also has an impact on nationalism.

Despite the view from the adults that liking K-pop will cause teenagers to lose their
nationalism, as when someone is obsessed about something, they will do everything related to it
and by liking K-pop means that teenagers will spend more time in learning about South Korea
and forgetting about Indonesia's tradition and culture. Adults have also been saying that K-pop
just gives distraction to teenagers. Especially parents think that their children are distracted from
their studies as they always think about K-pop, watching videos about K-pop or reading fan
fiction and neglect their studies.

Another reason that was given by them is because of the consumerism soul of teenagers.
It is true that being K-pop fans is not cheap. Even an album that only has 5 songs in it could cost
Rp. 200,000 . It is a fans nature that they want to meet their idols so when their idols come, they
become desperate to watch the concerts and moreover whenever there's concert, merchandises
such as light-stick, banner would be essential for them to cheer their idols and all of those are not
cheap. Adults are thinking that it's just wasting money.

Korean cultures that enter and cause various problems in this country, for instance the
decline in the love of culture and nationalism of the teenagers or younger generation. Indonesian
culture can be lost with time because the teenagers prefer to imitate foreign cultures. The
teenagers as the nation's successors must be able to maintain the preservation of their respective
regional cultures to strengthen our identity as Indonesians. However, we feel hopeless when we
see that teenagers these days feel more proud of foreign cultures. Whereas the key to cultural
conservation lies in the intention and enthusiasm of teenagers to continue to preserve and the
previous generation teaches what they know about the country's culture, history and traditions to
the younger generation.

Indonesians teenagers must be diligent in learning local languages, regional dances,

watching traditional performances or traditional ceremonies, so that their love for culture grows
and develops. Now days, teenagers tend to like watching Korean drama and all of everything that
related to Korea. The teenagers must be proud of the temples, woven cloth, plate dance, drum
beats, because this is the identity of the Indonesian people. Our struggle now is to return that
love to the teenagers of Indonesia. Cultivate a sense of love for our culture from a young age.

Government Whip (3rd Speaker)

The psychological condition of teenagers who are still unstable and easily influenced is
the reason this popular culture can anesthetize teenagers. Plus, adolescence is a period of
searching for identity which is identical to the process of identifying the character of idol figures,
so that teenagers imitate various things about their idols.

The teenagers will waste their money. Internet access to open the social media clearly
affects financial conditions and internet costs in Indonesia which tend to be still expensive when
compared to other countries (they are already free). It could be categorized as waste, because it is
not productive. Another matter if they use it for business purposes. However, the presence of
Kpop, which is starting to become a trend, makes teenagers in Indonesia love Kpop culture more
than their own culture. Not infrequently they forget the culture of their own country.

Some kpop fanatics or what are commonly called toxic fans who don't want to give up
defending their idols

Indonesia. We don’t agree with the motion today. It said that k-pop reduces the nationalism spirit
among the Indonesian teenagers. It is fine for teenagers to like K-pop. Fond of Korean idol is
fine. Admiring someone who has professionalism in doing their job will bring a good suggestion
to the fans that will suggest the fans to do the same. That’s why k-pop doesn’t reduce the
nationalism spirit among the Indonesian teenagers.

The unstable psychology of adolescents makes them easily influenced by their

surroundings, including foreign cultures. In fact, teenagers are the nation's successors who
should love and develop Indonesian culture. This adolescent vulnerability must be used by the
surrounding environment (school and parents) to instill a sense of nationalism. Because
nationalism is a form of our love for the Indonesian state which is realized by preserving and
preserving the original culture of the country as a characteristic of the nation in the midst of
cultural globalization.

As it is already a fan's nature for admiring and feeling proud to the attitude of their idol.
Being a K-pop artist is really hard, they must have good grade at school because their grades
would show whether they are willing to learn or not, and have a good skill that has been
examined by the agency and also a good attitude. So that’s why professionalism is the most
important thing for being a K-pop artist. This professionalism will enforce teenagers to do so.

Fans want to be like their idols, K-Pop idols are showing hard working attitude and how
they never give up their dreams and become better as time goes by, for example they undergo
packed and brutal training schedule in order for them to be better and better. Thus it will
motivate the fans. Another thing that it is already a nature for fans when they love an idol, they'll
do everything. Many of K-pop artists also are smart. This will motivate the teenagers to study
hard as much as their idol.

Deputy of Opposition (2nd Speaker)

K-pop fans in Indonesia get a lot of achievements in real life and like kpop only to
motivate and serve as encouragement for these kpop fans.

A student at the Semarang State Islamic University, Khoirul. If Khoirul mentions that he
has liked Kpop for a long time and it doesn't reduce his sense of nationalism, even though he
sometimes feels he doesn't care, the phenomenon of Omnibus Law's refusal touches his
conscience to follow it. Like listening to the anthem Indonesia Raya, sometimes he can cry
listening to the Indonesian national anthem. According to him, even though he likes kpop, it is
possible for him to forget his homeland and the phenomenal phenomena that occur in Indonesia.
Kompasiana.com.

Loving other country’s music is not prohibited, but the teenegers must defend the
development of Indonesian music.

Korean fans usually do penggalangan dana to help others Indonesian. For example when
tsunami in Palu many fandoms (calling for the fans of kpop). That’s why K-Pop is not reduces
the nationalism of the teenegers. By liking k-pop this is useful for teenagers as it could enrich
their knowledge about the world outside.
The teenagers could widen their social intercourse and even knowledge. Why? When
someone likes K-pop I can make sure that they will not keep it for her or himself. They will
share it with others, for example joining fans gathering, K-pop fans will try to spread the love.
When in 2021 Indonesia experiences a disaster makes k-pop feel touched. Fanbase K-pop from
various groups and agencies unite to raise disaster funds for Indonesia. Through a social
fundraising application, the Kpop fanbase has succeeded in raising disaster funds of up to
billions of rupiah. Of the 16 K-pop fanbases that gathered, as many as 45 thousand people
succeeded in generating a total donation of 1.4 billion in one of the social fundraising
applications. The collected funds are distributed to various regions in Indonesia to buy food and
daily necessities for disaster victims. This disaster fundraising action is strong evidence that
Kpopers is not always synonymous with the lost of a sense of nationalism but fosters a sense of
nationalism

Opposition Whip (3rd Speaker)

K-pop also teaches the beauty of differences, and a sense of kinship between fans and
their idols. Therefore, differences must be respected, everyone has their own preferences. Only
how to appreciate these differences, as well as children of the nation must still love and not
forget their own culture. Because it is a matter of pride and identity as an Indonesian citizen.
Fans take idol achievements as their reference or motivation to achieve their dreams.
Holding a gathering that inserts or combines K-Pop culture with Indonesian culture as a form of
youth's love for Indonesian culture as well as an effort to preserve Indonesian culture, so that
teenagers do not lose their identity as Indonesians
Opposition Reply Speaker (1st Speaker)

The sense of nationalism remains and does not decrease because liking kpop is only for
entertainment.

We may like kpop but don't overdo it and don't forget that our country is Indonesia. We must
continue to love our country. If we love our homeland, we can also teach Indonesian culture to
our idols and kpopers from other countries. In fact, K-pop is one of the main factors that
motivates the teenagers to study even harder and keep up good marks. They see K-pop as their
motivation. They always think that if they study hard and get good results, in the end they can
award themselves by going to K-pop concerts or buying their official merchandises. Whenever
there's a big exam coming, they always make a note which says something like “Rank 1 = K-pop
Concert” , and it really motivates them. They really respect all the K-pop artists, they sacrifice
everything to chase their dreams.

Furthermore, I would like to say that K-pop unites the world. Teenagers nowadays are
able to meet new friends around the world through K-pop fancafe or social networks as they are
sharing the same interests. Having friends overseas are good as they'll be using English since
English is the universal language and that would train them to speak English more. Articles
about K-pop for international fans are also written in English, therefore fans will try to improve
their English as they don't want to miss their idols latest updates.
Don't care about the surroundings. People who are addicted to Facebook are too engrossed in
their own world (the world they created) so they don't care about other people and the
environment around them. Someone who has been addicted to facebook often experiences this.
Not caring about the environment, his world turned into the world of facebook. Some say autism.

Lack of socialization with the environment. This is the impact of playing Facebook too often and
too long. This is quite worrying for the development of the child's social life. Those who should
learn to socialize with the environment actually spend more time in the world virtual with his
facebook friends who usually discuss something unimportant. As a result, the child's verbal
ability decreases. Of course what is meant by autism here is not in the true sense.

Less study time. It is clear, too long to play facebook will reduce the allotted time to study the
child as a student. There are even some who are still engrossed in playing Facebook while at
school

Prone to disputes

As for the influence that has on the language system of today's youth, Indonesian, which
previously had to be upheld, now seems unimportant for today's youth, because apart from
always following the language procedures in the place where they live, they are also too far away
to follow the era. modernization that is now happening so fast and mixed by western culture that
they should not imitate and apply in their daily lives,

Words that come from foreign countries such as English words that are more often used in their
daily interactions are necessary and should be studied, but not to be studied and used in daily
interactions, if that is the case then why do Indonesians have the language of unity and integrity
that must be upheld by all Indonesian citizens in general and especially young people

The influence of globalization has made many of our young people lose their personality as
Indonesians. This is indicated by the symptoms that appear in everyday life. From the way we
dress, many of our teenagers dress up like celebrities who tend to western culture. They wear
minimal clothes that reveal body parts that shouldn't be visible. Even though the way of dressing
is clearly not in accordance with our culture. Not to forget their hairstyles are painted in various
colors.

In the global era, studying foreign cultures, especially mastery of foreign languages
(English, Chinese) is indeed a requirement to get a good job, but that doesn't mean you
have to leave the nation's culture.

GOVERNMENT (LEARNING ENGLISH AT SCHOOL BOOSTS NASIONALISM

AMONG STUDENTS)

Prime Minister (1st Speaker)

Learning is the activity of obtaining knowledge. English is the language that is spoken in

the UK, the US, and in many other countries. School is a place where children go to be educated
or a place that teaching and learning activities which happen or a place where people can study a
particular subject. Boost is to improve or increase something. Nationalism is a great or
too great love of your own country. Student is someone who is learning at a school.

English is an international language and is used worldwide. Hence, it must be mastered

by anyone who would like to interact and succeed internationally. Indonesian people have been
for long time dealing with foreign languages such as Arabic, Dutch, and Japanese. But the
nationalism of Indonesian people in general remains high. English language in Indonesia is
generally taught as a foreign language (FL). The term 'foreign language' in the field of language
teaching is different from that of 'second language'. “Foreign language is a language that is not
used as a means of communication in certain countries where the language is taught. While a
second language is a language that is not the primary language, but it becomes one of the
languages commonly used in the country”

He realizes that the importance of using good and correct English from an early age is
expected to be able to make Indonesia's young generation qualified, competent, and become
reliable leaders, and able to compete in international competitions. In addition, this competition
is expected to be a golden opportunity for children from all over the region to interact. "It is
important for children to be introduced to other cultures as early as possible because from there
they will grow an attitude of mutual respect and respect for others outside of themselves.
Because learning a language also means learning culture," he said. By respecting each other from
different regional and cultural backgrounds, an attitude of nationalism will be embedded in their
hearts. This is understandable because nationalism is an understanding that creates and maintains
the sovereignty of a country in realizing a common identity concept for a group of people. "So,
although they are different, they come from one country, the sovereign Unitary State of the

nationalism is embedded in children who learn English. He said that the more proficient one is in
English, the more chances of becoming a nationalist. "Through English, our children can
