As per the G.O.Ms. No.111, RD & PR (PR-1) Department, dated: 21.08.2018 issued to carry out amendment to the ‘Tamil Nadu Panchayats (Preparation of Plans and Estimates for works and mode and conditions of Contracts) Rules 2007, in para 5.A, it is stated that “for all the housing works constructed by beneficiaries under various Central and State Government Sponsored Scheme, irrespective of value of works, the Overseers shall be the measuring officer and the Block Engineer or Assistant Engineer shall be the check measuring officer for the Uni cost as fixed by the Government”. Further, I wish to state that, the guidelines issued under PMAY-G, 7.3.1.3, Block level PMU (II-b) permits engagement of technical support staff utilizing the funds available under admin cost. Hence, a temporary arrangement shall be made to engage Technical Assistants in all the Districts across the State to speed up the Progress in PMAY-G by utilizing the available admin fund under PMAY-G. Accordingly, the District Collectors are permitted to engage Technical Assistants at the rate of one Technical Assistant for 200 houses. Importance should be given to the houses sanctioned upto 2019-20 and not started due various reasons and houses which are not completed even after a lapse of one year from the date of payment of 1*installment and treated as Delayed Houses by Government of India. Out of the 200 houses to be assigned to a Technical Assistant, 60 to 75% of the houses should be the not started or delayed houses as stated above depending upon the pendency. The districts not mentioned in the above table may send request with justification if they- require addi nal_ technical support at the block level over and above exi ing strength of Technical persons. Services of retired Assistant Engineers / Retired- Overseers shall be considered for engagement with a given specific target per month. Such retired person should have been retired on superannuation > If sufficient number of Retired persons are not av: ble, technical persons with a qualification of Diploma/ Degree in Civil Engineering and having more than 10 years of experience in construction works shall be engaged with a given specific target per month. > Preference should be given to persons having more than 5 years experience in Government works. ¥ Technical persons to be engaged should be preferably from the same Block/District > If the person engaged for the work could not achieve the given target he/she should be relieved after giving an opportunity of one month and suitable alternate shall be engaged. Honorarium of Rs.22500/- per month excluding service charges shall be fixed for Technical Assistant. Incentive of Rs.2500/- per month shall be paid, if the Technical Assistant follows and completes the milestone fixed by the Project Director, DRDA. In case of necessity where there is a requirement for funds in addition to the amount earmarked to the Districts/Blocks, a separate proposal shall be Sent to Directorate requesting release of necessary funds with proper justification. Selection of Technical persons should be made at the District level by a Committee headed by District Collector with Additional Collector/Project Director, DRDA, EE (RD) and one EE from any other departments like Public Works Department, Agricultural Engineering Department or Municipal/Corporation Engineering head as members and allotted to Blocks on the basis of pendency of houses. This should not be left to the Block level at any point of time. Selected persons should be engaged only through outsourcing agency and tant orders for them should not be issued to the Technical As: his/her name by the District. These technical persons should be utilized exclusively for Housing scheme for a period not exceeding 6 months from the date of issue of orders. Duties and Responsibilities of the temporary Technical Assistants They have to work under the Administrative and-Technical control of the Block Development Officer (VP) and the Block/Assistant Engineer concerned in the allotted Block respectively. Honorarium for the Technical Assistant will be claimed by the Block Development Officer (VP) where he / she is working as per existing procedure, It is the responsibility of the Technical Assistant a) Marking of the site for construction of houses after verifying the E sanction letter available with the beneficiary and ownership of the site of the beneficiary. ») Coordinating in the supply of materials like steel and cement from the Block Development Office and facilitating the procurement of other required materials for construction by the beneficiary. ©) Undertaking frequent visits to the allotted Village Panchayats for Providing technical support in construction to the beneficiary. d) Preparation of Valuation Certificate for each stage of the houses for making payment as per existing procedure and submitting it to Block Development Officer (VP) after obtaining counter signature from Union/Assistant Engineer concerned. The Valuation Certificate prepared by the Technical Assistant should be countersigned by the Union/Assistant Engineer concerned. Based on the above lines, the District Collectors are requested to take necessary action for the engagement of Technical Assistants temporally on Outsourcing basis by adhering to the norms. The number of Technical Assistants engaged temporally should be intimated to this Directorate on or before 20.04.2022. ‘The District Collectors are requested to follow the timeline to complete the Process of engaging Technical Assistants before 15.04.2022. » Identification of outsourcing Agency and getting list of eligible persons before 05.04.2022 > Verifying the qualifications of the persons sponsored by the outsourcing agency before 10,04.2022 ¥ Selection of required numberof Eligible candidates by the 4 member committee before 15.04.2022 » Reporting of Technical Assistants to the concerned Blocks on 20.04.2022.
