Proposed Quality Assurance Plan (QAP) for the Third Party Inspection Agency shall be
broadly as per the following list of activities :
1. A lot size of 100 drums shall be inspected by TPIA as above and clearance certificate
shall be issued by TPIA for entire lot of 100 drums based on satisfactory results of above
inspection. Inspection of at least 4 Lots of size 100 Drums each may be inspected by TPIA in a
month, as per above QAP.
2. In case the drum selected to represent the lot fails the inspection, the entire lot shall be
quarantined.
3. Further manufacturing shall be taken up only after attending to the root cause of failure.
Failure details and remedial action shall be recorded and signed off by the TPIA and
manufacturer.
4. For the quarantined lot, all the unchecked drums may be checked by the TPIA and
each drum shall be accepted or rejected based on this inspection. All rejected drums shall be
marked as rejected and reason for rejection shall be clearly recorded drum wise and signed off
by TPIA and manufacturer and copy to be submitted to HPCL. For all the rejected drums,
HPCL reserves the right to take action as per clause 9 below on
‘Rejection’.
5.HPCL reserves the right to include any additional activity/test to ensure quality
assurance.
6. Raw Material and Other Inputs: Rates for supply of 24 Gauge Empty Steel Drums will
be quoted by tenderers based on delivered rate including cost of raw material i.e. steel meeting
BIS specs IS – 513: 2008, of SAIL / TATA/ JINDAL or equivalent, Value Addition, Taxes and
other statutory levies, freight / transportation charges, packing / forwarding, etc. Tenderer shall
be responsible for procurement of all essential raw materials (Steel) and other inputs as per
specifications wherever necessary for manufacture of barrels to suit delivery schedule committed
to HPCL. Any delay in delivery schedule due to delay in procurement of raw material and / or
other inputs will not be condoned.
7. Rejection
a) Sampling, testing and acceptance of the consignment shall be carried out in accordance with
the procedure prescribed by BIS and the additional requirements laid down by HPCL thereof.
b) Supplier should note that it is not incumbent upon HPCL to check and test each
and every drum out of consignment received and HPCL will make only random checks in
accordance with the procedure laid down by BIS / HPCL.
c) If, as a result of checks / tests carried out, if any barrel is found defective or not meeting
specifications criteria, HPCL shall return such defective drum(s) to Supplier after making ½ inch
puncture at the TOP of the drum(s). This puncturing has to be done by the supplier at his cost.
Drums shall be free from defect of any kind whatsoever for a minimum period of 6 months from
the date of acceptance by HPCL. In case HPCL suffer loss due to
leakage or on account of any latent defect found in barrel before the expiry of the
above period, HPCL shall be entitled to claim from supplier not only value of such
barrels but also the value of the product lost through leakage, if any. HPCL shall
not be bound to return such defective barrel(s) to Suppler.
TECHNICAL SPECIFICATIONS
DRUM SPECIFICATIONS
The Bitumen drums to be fabricated must conform to BIS specification on IS-3575:1993 , with Steel
conforming to IS 513 : 2008, as amended from time to time. The size and other details are as under:
(i) The contractor shall ensure that all the test procedures e.g. air leak test etc. as
prescribed in BIS-3575-1993 are complied with at their end.
(j) Random check of the Painting and Leak Test be carried by HPCL’s Inspection
Department if required at Vendor’s works.
(k) Each drum shall be marked with the date, month and year of manufacture.
Empty drums shall be stacked separately in the lots of 1000 each marking
the day’s production at a specific place indicated at Bitumen Packing
Plant at Visakhapatnam by the plant superintendent.
Drum Seal caps shall be as per BIS specification IS: 3575 para 5.2. The size and other details
are as under:
(c) Thickness of steel : Caps should be made as per steel specs in line with IS
513: 1994
and as per section 5.2 of closures – IS 3575 : 1993
The caps should be coated with aluminium paint.
