RESOLUTION NO.

01 -2022

APPROVING THE EXTENSION OF DEADLINE FOR THE SUBMISSION OF


PROCUREMENT REPORTS OF THE PROCURING ENTITIES

WHEREAS, Republic Act (RA) No. 9184, otherwise known as the “Government
Procurement Reform Act” and the 2016 revised IRR took effect on 26 January 2003 and 28
October 2016, respectively;

WHEREAS, Section 63 of RA No. 9184 and its 2016 revised IRR authorizes the
Government Procurement Policy Board (GPPB) to formulate public procurement policies,
rules and regulations, and amend its IRR, whenever necessary;

WHEREAS, the GPPB through its Circular No. 02-2020,1 provides the deadline for the
submission of the following procurement reports:

WHEREAS, the President, through Cabinet Secretary Karlo Nograles, increased the
Alert Level System for Coronavirus Disease 2019 (COVID-19) to 3 from January 1 to 31, 2022,
over the National Capital Region and several other areas nationwide due to the surge of
confirmed COVID-19 cases;

WHEREAS, the GPPB-Technical Support Office (TSO) received several inquiries or


requests from Procuring Entities (PEs) for the extension of deadline for the submission of
procurement reports considering that a number of government personnel contracted the
COVID-19 disease while others had the flu which required them to isolate or be quarantined
for a given period making procurement documents, particularly those that have no digitized
copy, needed in the preparation of the reports inaccessible;

WHEREAS, the GPPB-TSO evaluated and studied the effects of the surge of COVID-
19 and the increased Alert Level imposed nationwide with the preparation and submission of
procurement reports, and presented its recommendation on February 3, 2022 during the 1st
Joint GPPB and Inter-Agency Technical Working Group Meeting, as follows;

WHEREAS, in consideration of the surge of the COVID-19 cases nationwide, affecting


government personnel who are therefore required to undergo isolation or quarantine making
procurement documents, particularly those which do not have digitized copy, needed in the
preparation of procurement reports inaccessible, the GPPB agreed to extend the deadlines
for the abovementioned procurement reports in order to provide PEs additional time to safely
prepare and submit their respective reports;

WHEREAS, after careful review and due deliberations, the Board approved the
recommendation of the GPPB-TSO;

NOW, THEREFORE, for and in view of all the foregoing, WE, the Members of the
GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law and
other executive issuances, hereby RESOLVE to confirm, adopt, and approve, as WE hereby
confirm, adopt, and approve the extension of the following Procurement Reports:
