Bibek Debroy, has released the ‘State of Foundational Literacy and


Numeracy in India’ report.
• The report has been prepared by Institute for Competitiveness.
• The report assesses the level of foundational learning among
children below the age of 10 across India.
• The Index includes 5 pillars comprising of 41 indicators.
o 5 Pillars - Educational Infrastructure, Access to Education, Basic
Health, Leaning Outcomes and Governance

• In line with India’s commitment towards SDG 2030, the Index on ANS - E

Foundational Literacy and Numeracy has included the Zero Hunger,


Good health and Well-being and Access to Education as significant
goals to be achieved.

Highlights of the Report: ANS - E
• States have performed particularly worse in the Governance pillar
because over half of the states have a score that is below the
national average, i.e., 28.05, the lowest across all pillars.
• In Access to Education pillar, the performance of Large States
such as Rajasthan (25.67), Gujarat (22.28), and Bihar (18.23) is
noticeably below average.
• Whereas the North-eastern states have the highest scores as a
result of their superior performance.

• In the access to education pillar, Andhra Pradesh has ANS - E

outperformed Kerala.
• There is a huge gap between scores of Kerala (67.95) and the
rest of the states of India. This vast variation is observed in
the Learning outcomes and Educational Infrastructure.
• Only 17 states and 4 union territories have scored above the
national average of 48.38 on Index of Foundational Literacy
and Numeracy.

• This hackathon is one of its kind being backed by a Regulator.

Raksha Mantri Awards for
Excellence 2021
• The Raksha Mantri also inaugurated the Centre of Excellence in ANS - A

the field of survey technology for capacity building.


• The CoE has been set up by National Institute of Defence Estates
Management (NIDEM), the Central Training Institute to provide
professional training to the officers and employees of the Defence
Estates department.
• The Centre will focus on new techniques of survey i.e., Drone
Surveying and Simultaneous Localisation and Mapping (SLAM)
technologies.

Singh, launched MIS (Management Information System) portal for


rankings of States/UTs in Land Acquisition Projects under the Right
to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act (RFCTLARR), 2013.
• The portal has been named as ‘Vikas Portal’.
• The portal will provide all the information related to the acquisition
of land for developmental projects. On the basis of the progress
made in the developmental projects, states and UTs will be ranked.
• The portal has been developed by Department of Land Resources.

o Land acquisition done after 1st Jan, 2014, under the RFCTLARR Act,
will be counted for ranking.
o Each State/UT will get marks out of a total of 140 marks.
o Negative marks for delaying implementation of development projects.
o States/UTs will share data on the portal and it will prepare rankings for
the states/ UTs, with no interference from Department of Land
Resources in the ranking process.
o The top 3 States and top 3 districts will be awarded.
