Introduction
The Tunisian economy is characterized by an opening of its structure of production and exchange
which place the external trade in the heart of its development problems and implies a special
attention to the transport sector, including maritime.

The marine transportation sector evolved in a evolving international environment , characterized


by the liberalization of international trade, the globalization of services and the globalization of
markets.

The importance of the sector of maritime transport and related services in Tunisia is large, it
symbolizes an important vector of development and is subject to new requirements for control of
cost, improve the quality of its services and of modernization.

In this context, the creation of business, is a major challenge in the development of a whole
nation, to the extent where it is the main source of wealth and of the fight against unemployment .

I had the idea to create my own company, that is a maritime agency of logging of vessel, which
offer the benefits of maritime transport of goods and logistics businesses, as well as exporting
importing.
Presentation of the company
The headquarters of the company will be to the port area of Rades, which represents an
advantage, by its proximity to the port of Rades and the various seats of shipowners or their
representatives as well as the various other suppliers of services: freight forwarders, land carriers,
customs etc. etc. which is of such a nature as to minimise travel during the realization of the
necessary formalities for the exports/imports.

Mission of the company


The mission of the company is to offer to customers of maritime services and related services of
quality for the purpose of:

- Satisfy our customers, by the quality of the services offered and the respect of commitments in
terms of delay, monitoring & availability of information.

- Ensure the continuity and growth of the company, by the increase of our market share and
loyalty of our customers.

- Development at the international, to concrete partnerships with foreign companies seeking the
extension of their activities on the Tunisian market .

- Achieve the leadership in the segments chosen, by achieving the objectives in terms of customer
satisfaction, increase of the turnover, improvement of the brand image and in ensuring the
credibility of the society by honoring our commitments.

Services of the company


1-Logging of vessels
Representation of foreign shipowners or carriers who escalent to port in Rades. We will conduct
for the needs and the account of the vessel and of the shipment, the operations that the captain is
not doing itself, namely we will proceed to the departure and the receipt of the goods to the
arrival and the normal needs of the ship.

Our mission also extends to the management of the goods (Rolls, containers, conventional) which
we must ensure the supported up to final delivery to the recipient and vice versa.

2-Partnership
Seek and conclude agreements of partnerships and of representations with chargers and foreign
freight forwarders in different ports in the world in order to develop and enhance the commercial
networks of the company, which will provide for greater efficiency in terms of services offered to
customers, and of competitiveness at the level of prices.

The partnership with foreign agents, which is to plan with them the support of goods shipped, of
their arrival at the port, in order to notify the recipients and arrange delivery.

3-The maritime transport services


We will propose a range of international maritime transport services which will meet all the needs
with a tariff structure studied and competitive.

- Transport in containers complete: the establishment of privileged relationships with the shipping
companies, will allow us to offer our customers the level of transport services in full containers at
competitive prices and deadlines well respected.

- Conventional Transport: The service involves the transportation of all goods out template and
which may not be transported in containers, as well as we offer the adequate solutions for the
conventional transport , example: the big machines, the machines and equipment that cannot be
transported in containers.

- Transportation by bundling: the establishment of partnership with consolidators foreign

and reliable and will make available to the customers, a transportation logistics chain.

- Transport of rolling stock: cars, trucks.

4-The air transport services


In order to offer a complete range of transport and to respond to the needs of customers by the
routing of their goods by air from/to all destinations , this service will be under treaty via a
specialized company in the air transport .

5-The customs clearance


The exercise of the activity of customs agent, requires the registration in the register of freight
forwarders from the ministry of transport. The service offered to customers will be, therefore,
under treaty via a customs agent and which consists in:

- Definition of tariff heading of goods according to the regulations in force .

- Establishment of customs declarations.

- Regulation of rights and taxes.

- Visits and removal of the goods.


Market research
1-The process of treatment of the request of offer
The offer price represents the most important step and the more sensitive in the transport
process , the fact, that it has a great influence on the realization.

The development of the price offer, involves several suppliers of services such as:

- Land Carrier national or international

- Marine Carrier (consignee) or air

- Customs authorities (freight forwarders)

- The stevedore and use of port facilities

- Preparation of documents

There are several types of offer, which vary according to the services requested by the client and
according to:

- The conditions of carriage agreed between buyers and sellers: The contract of sale and
originator (abroad or national)

- The packaging type and characteristics of the goods: If the transport includes little of goods and
that the latter are palletised (placing on palette), it is a transport of grouping who need to call on
the services of a grouper with a warehouse.

f the cargo is complete to fill a container, appeal is made directly to a shipping company. In a
general way, the transport is one of the sectors where the freedom of prices reign and everything
is negotiable. The negotiation of prices (misfires) is done according to the volume , weight,
nature of the goods, regularity, relational, etc.

3-Relationship of the request with the external trade:


The demand for freight transport services in general and the maritime transport and related
services, in particular, is linked to the growth of external trade relations of Tunisia.

The external trade is very important for the Tunisia and the impact of the growth of trade and the
use of information technology in the maritime transport , have generated mutations in the request
of the maritime services, such as:

- The door-to-door transportation

- The containerization

- The creation of transhipment ports

- The quality and the speed of information (tight flow and zero stock)

The main trading partner of Tunisia is the whole of Europe, and mainly the european union,The
countries of the Middle East are the second in import, mainly China and India, particularly   
Libya and Algeria.

4- Relationship with the sector of the production and consumption:


Tunisia is an open economy with a significant industrial production and foreign trade    (50% of
the national GDP comes from exports)

The manufacturing industry is an important pillar of the Tunisian economy. It is dominated by the
offshore industry and by the entrepreneurial fabric local . The industrial fabric into account
approximately 5700 enterprises, whose 48% dedicated to the export.

The number of corporations wholly exporting is considerable within the industrial fabric
Tunisian, and in order to move their production to destination, they have need of maritime
transport and its related services. Because of this, we intend to approach these companies by a
job, first of all, localization across the country, and then exploration , by implementing our
strategy to meet their expectations in terms of cost, time and credibility.

The most important sectors of the manufacturing industry in Tunisian:

- The textile industry and the clothing

- Leather & Footwear

- Mechanical Industries, electrical and electronic

- Food Industry

The bulk of the trade with the european union, by seaway, is divided as follows:

- Imports: Machinery, manufactured products with high added value, textiles

-    Exports: clothing, electrical appliances, produce agri-food

5-Market Segmentation:
We have proceeded to the segmentation of the market for the transport of goods by taking into
account , the reduction in the number of subcontractors and the capacity of the company at the
beginning of activity to penetrate certain target markets.

We segment the Tunisian market of the transport of goods depending on the types of requests   
transport which exist on the market. Nevertheless, the use of a single criterion may not be
sufficient to segment a market, we introduce other criteria, which will be called "secondary
criteria", and will be put in relationship with the main criterion .

The segmentation criteria of secondary contain additional details and specific benefits of sea
transport.

6-Study of the competition:


The maritime professions in Tunisia, are suffering from the unfair competition which focuses on
several professions in direct connection with the maritime transport sector , corruption, intruders
in the profession of freight forwarders, the lack of standardization of procedures, of the
indifference of the administration and of the texts of laws not applied.

The number of professionals in maritime transport amounted to 597 firms, in 2009, divided
according to the table below:

7-Analysis of the competitive environment: Matrix of SWOT:


The analysis of SWOT we will identify the strategic axs to develop, by the maximization of our
forces and the opportunities detected and by the minimization of our weaknesses and threats of
the environment.

We define the level of analysis as follows:

- The object of the internal analysis will the business

- The object of the external analysis will be the sector (market) of maritime transport in Tunisia

- The forces are all internal aspects of the business, on which we can build in the future
- The weaknesses are the negative aspects internal on which margins for improvement exist

- The opportunities are the external    positive opportunities which can be learned from profit

- The study of threats, are the problems, obstacles which may prevent or limit the development of
the sector

Conclusion
The business plan, has had for objectives, first to respond to the questions raised at the beginning
of this work, that any contractor must ask, namely , the establishment and the realization of a
scientific approach, allowing a study of the feasibility of the creation of business and the different
steps to follow.

Has allowed us also to    acquire a knowledge to make essential and    the methodology, which can
be used in a constructive manner in the study of any other business creation project, investment
and launch of new and innovative products on a market.

At the beginning of this work, we have presented the company and the services to market,
namely , the transport service for containers,thanks to the market study, subdivided into three
parts, which are the presentation of the process, the study of the demand on the market and the
study of the competition, we have been able scrutinise the different steps to follow for the
development of the price offers and the process of the delivery of the goods during transport
operations and check the growth potential of the demand of maritime transport and related
services.

The study of competition has allowed us to place on the market and to see what were our
strengths, our weaknesses, the threats and opportunities of our project.

In recital, all these elements below senior,    the creation of this project is profitable and deserves
to be engaged.
