Under the 2nd chapter of the No. 06 of the 1952 Local Government (the passed by law) Act which should be read
under the second chapter bearing No. 12, 1989 Provincial Council (Ancillary Provisions) Act. According to the powers
vested on the subject Minister of Local Government under the 2nd chapter of the bearing No. 06 of 1952, Local Government
insitute (Ancillary provisions) and prepared by under the 2nd chapter of the passed by laws which published in the Gazette
No. 2267/44 and 17th of February, 2022.

I hereby announce that the By-Laws on parking and handling vehicles of Rideemaliyadda Pradeshiya Sabha, mentioned in
the following schedule, prepared by the Rideemaliyadda Pradeshiya Sabha in accordance with the provisions of subsection
126 (Vii) (h) to be read with 122 (I) of Pradeshiya Sabha Act, No. 15 of 1987 has been approved by virtue of powers vested
on me through Section 123 of the Pradeshiya Sabha Act, No. 15 of 1987, to be read with Section 2 of the Provincial Council
(Consequential Provisions) Act, No. 12 of 1989.

By-laws for the Parking of Vehicles and Regulating Traffic in the administrative limits of the Rideemaliyadda
Pradeshiya Sabha

1. These by-laws may be cited as By-laws for the Parking of Vehicles, Regulating, Streamlining, Regulating, Supervising
and Controlling Traffic in the administrative areas of the Rideemaliyadda Pradeshiya Sabha.

2. These by-laws are made for the purpose of making provisions for parking of vehicles, controlling and regulating traffic
to ensure public safety and establishing procedures in preventing motor traffic accidents within the administrative limits
of the Rideemaliyadda Pradeshiya Sabha.

3. These by-laws are made as per the powers vested with the Pradeshiya Sabha by the Section 122 of the Pradeshiya Sabha
Act that should be read with the Section 126 Sub section (Vii) (h).

4. (a) Rideemaliyadda Pradeshiya Sabha shall have the powers to determine the

I. Prohibition of parking
II. Controlling
III. Allowing to Park vehicles only one side of the Road
IV. Prohibiting or limiting of loading or unloading
V. Prohibition of boarding or alighting of passengers
VI. Naming the locations for bus halting places
VII. Ordering the directions of vehicle flow and naming the streets or roads when one-way rule observed.

(b) It would be the task of the Chairman of fix road signs at respective locations when a determination or limitation is
made by the Pradeshiya Sabha under the provisions of the Paragraph (a). Such determination or limitation should be
read with the Section of 164 of the Motor Traffic Act and shall be in accordance with the regulations Paragraph (I)
of the Part I of Special Gazette notification No. 444/18 dated March 13th of 1987 by the Minister and shall be subject
to amendments effected on those regulations time to time.

5. A driver of any vehicle moving on any street, road, path, by-road lane or access road which situated within the
administrative limits of the Rideemaliyadda Pradeshiya Sabha should observe the regulations depicted in sign boards
fixed as per the provisions of the Section (a) of the By-law No. 4.

6. A sign board that could be easily readable in all three languages should be fixed at the entrance and exit gates of every
parking lot and those places should be clearly indicated by a white arrow line of 20 centimeter width showing the
direction to be driven when entering the parking lot and leaving it.

7. All parking lots should be paved with tarmac or concrete and toilets and latrines should be constructed for the benefit of
the male and female parties using the car park. A gutter system should be constructed enabling the easy drain of the
water collected in the place.

8. It would be the duty of the Chairman to ensure that there would be mechanism in place for daily disposing of garbage
collected in each parking lot and for daily disinfecting of the toilets and latrines in those parking lots.

9. Each parking lot should have sufficient lanes to enable the entering of leaving of vehicles coming to the parking lot.

10. There should be sufficient space in the parking lot to enable the parking a vehicle without obstructing other vehicles in
the park and the area allocated for each single vehicle should be marked with a white line of 10 centimeters wide.

11. It would be the responsibility of the Chairman to put a mechanism in place to display in a board in all three languages
at the parking lots the amount of fees charged for the parking of vehicles as determined by the Pradeshiya Sabha.

12. Permission for a space in the parking lot could be obtained with prior approval of the Pradeshiya Sabha through an
application set out in the Schedule I hereto and should pay a fee determined by the Pradeshiya Sabha. The fee of the
application may change time to time as determined by the Pradeshiya Sabha.

13. In order to qualify to obtain a parking space in a parking lot the applicant should satisfactorily complete the following
requirements:

I. The applicant should establish his residence within the Pradeshiya Sabha limits and also establish his last three
years of permanent residence there

II. The identity should be established of the applicant, if he is the owner of the vehicle or if he is only the driver
then his documents along with the necessary identification documents of the

* Owner of the vehicle with their photocopies


* National Identity Card and valid Driving License of the owner of the vehicle
* Registration certificate of the vehicle
* National Identity Card and valid Driving license of the driver
* Insurance certificate of the vehicle
* License of the Vehicle

14 (a) A person (hereinafter referred to as ‘Parking Lot Warden’)


(I) either an employee of the Pradeshiya Sabha, or
(II) a successful bidder of a tender called by the Pradeshiya Sabha or a person nominated by the holder of the tender
could be employed to collect fees from the vehicles parked in a parking lot.
(b) The fee should however not exceed the amount determined by the Pradeshiya Sabha as per the provisions of the
By-Law 11, and the amount of the fee should be mentioned in a receipt of the format set out in Schedule II hereto
should be given to the driver of the vehicle

15. It should be the duty of the Chairman to ensure that every Parking Lot Warden would wear a uniform determined by
the Pradeshiya Sabha for easy recognition during the time of his duties.

16. (a) It shall be the duty of the Parking Lot Warden to issue an entry pass prepared in the format set out in Schedule III
hereto to the driver of any vehicle permitted to use the parking lot at its entrance gate at the time of entry

(b) It shall be the duty of the driver of each vehicle that received such a pass at the time of leaving the parking lot, to
I. return the pass mentioned at the Paragraph (a) of this Section to the Parking lot warden
II. Pay the amount of fee in line with the amount determined by the Pradeshiya Sabha as per the provisions of the
By-Law 11.
III. obtain a receipt as per the Paragraph (b) of the By-Law 14 mentioning the amount of fee paid.

17. The driver of the vehicle or the owner of any vehicle parked in a Parking lot shall, whenever requested to do so, by
a Police or a Parking Lot Warden, or a person authorized for the proposed by the Chairman or an authorized officer,
produce for inspection the permit pass issued in respect of that vehicle.

18. The regulations of these by-laws shall not be applicable to the following vehicles parked in the parking lot:

(a) State vehicles


(b) Provincial council vehicles
(c) Any vehicle belonging to a local government body established within the province.

However the provisions set out in these by-laws would be applicable to those vehicles of a public corporation or
statutory board.

19. Removal by the Chairman, authorized officer or Parking Lot Warden any vehicle that is parked in the parking lot
without a valid entry pass shall be legal.

20. Notwithstanding the provisions of the By-Law 5, the violations of the limitations and regulations indicated by a
road sign by the Pradeshiya Sabha as per the provisions of the By-Law 4 would not be considered an offence when

(a) It is by a fire engine or any other vehicle to prevent the spread of any disaster or a fire in a building in any street,
road, path, by-road lane or access road which situated within the administrative limits of the Pradeshiya Sabha

(b) It is in consequence of any order given by a police officer to bring an unexpected situation under control or
prevent a traffic congestion in any street, road, path, by-road lane or access road which situated within the
administrative limits of the Pradeshiya Sabha.

21. (a) Where any public parking lot is reserved for any specific class or type of motor vehicles by the Pradeshiya Sabha, a
person shall not enter or park vehicle not belonging to that class or type in such parking lot.

(b) In towing off the vehicles that cannot be started after their parking in the parking lot should be done only without
damaging or obstructing other vehicles parked there and leaving sufficient space for the purpose of entering and
leaving of other vehicles.

22. A person shall not within a parking lot

(a) wash or cause to be washed any motor vehicle while it is parked in a public parking lot
(b) effect any repair any motor vehicle in public parking lot unless such repair essential for the purpose of removing that
vehicle from the public parking lot
(c) in effecting any such repair mentioned in Paragraph (b) cause any noise which causes a nuisance or disturbance to
the public
(d) change the position of a vehicle from the place it has been parked without the permission of the Parking Lot Warden
(e) park a motor vehicle in such a way as to obstruct any motor vehicle entering or leaving that public parking lot
(f) sound any warning instrument affixed to the vehicle except for the purpose of preventing an accident or assuring the
safety of the vehicle or its occupants
(g) sound any instrument of a vehicle entering, leaving or parked in the parking lot
(h) consume liquor, chewing betel, using obscene language or behave in any disorderly manner or commit any nuisance.

23. Safety and protection of the vehicle in a parking lot shall be the responsibility of the person who parks a vehicle there
and the Pradeshiya Sabha or Chairman or the Parking Lot Warden shall not be held responsible for any damages on
a vehicle

24. Any vehicle any time should not be driven off or the opposite of the directions of a lane or track in the parking lot as
specified in the By-law 6.

25. A person shall not damage or distort any construction or building or equipment in a parking lot

26. A person shall not park a motor vehicle in such a way as to obstruct any motor vehicle entering or leaving that public
parking lot.

27. The fee at the rate decided by the Pradeshiya Sabha shall change from time to time.

28. (a) The Pradeshiya Sabha shall have the power to allocate a land extent, hereinafter referred to as Vehicle Park’, for the
purpose of parking motor vehicles from

I. a land belong to the Pradeshiya Sabha, or


II. a land of another authority as a result of an agreement with that authority

(b) The Pradeshiya Sabha shall time to time decide the type of the vehicles and the number of vehicles allowed to be
parked the in the Vehicle Park.

29. Every Vehicle Park should have at least two gates, one for the entrance of the vehicles and another for the exit of
vehicles. However, when there is sufficient space within the Vehicle Park to drive and move the vehicles there with
two lanes allowing the two-way driving, a single entrance divided to entry and exit of vehicles could be permitted.
30. Every contravention of any one or more of these by-laws shall be guilty of an offence.

31. Any person or persons contravening these by-laws would be liable for a fine as specified in the Subsection
122 (2) of the Pradeshiya Sabha Act, No. 15 of 1987 after prosecution before a Magistrate. Any persistence by such
contravention by any person after finding guilty by a court of law shall made him liable for additional fine.

32. In these by-laws, unless the context otherwise requires

- “Chairman” means the incumbent Chairman of the Rideemaliyadda Pradeshiya Sabha


- “Pradeshiya Sabha” means the Rideemaliyadda Pradeshiya Sabha
- “Secretary” means the incumbent Secretary of the Rideemaliyadda Pradeshiya Sabha
- “Road” includes any street, road, path, by-road lane or access road which is situated within the administrative
limits of the Rideemaliyadda Pradeshiya Sabha
“Vehicle” means any motor vehicle that stipulates the definition provided in the Motor Traffic Act

Imposition of Assessment Tax for the year 2022

it is hereby notify to the General Public that the Akurana Pradeshiya Sabha have resolved under mentioned Proposal No. e.
5, decided at its General Session held on the 08.12.2020.

Furthermore, it is hereby notified that the approval was in receipt of the subject Minister of the Provincial Council
of the Central Province, by virtue of power vested him under sub Section (1) of Section 2 of the Provincial Council
(Consequential Provisions) Act, No. 12 of 1989, the Assessment Tax imposed for the year 2022, should be payable in 4
quarters in equal instalments, ending on 31st March, 30th June, 30th September and 31st December respectively, to the
Pradeshiya Sabha Office.

A discount of ten per centum (10%) will be granted when the tax in favour of the year 2022, paid to the Pradeshiya
Sabha Office, before 31st of January, 2022 completely and five per centum (5%) of discount will be granted if it is paid
within the first month of each quarter.
