ABOUT THE COLLEGE

Kishinchand Chellaram Law College, popularly known as K.C.Law College, is one of


the premier law institutions in the city of Mumbai imparting legal education since
1955. It is permanently affiliated to University of Mumbai and recognized under
Section 2(f) and 12 (B) of UGC Act. Bearing in mind that law is an instrument of
social change; the College has adopted a motto which says ‘Law is the King of
Kings’. The aim of K. C. Law College is to promote excellence in legal studies and its
mission is to provide legal knowledge through theory and practice and to make
the study of law socially relevant and fruitful. The College is the only Law College
in Mumbai to be chosen and ranked 5th amongst Top Leading Law Schools of
Super Excellence in India by Competition Success Review Magazine in June 2020
edition.
The College is also chosen and ranked 32 nd amongst all the Law Colleges and Law
Universities in India, by India Today Magazine in July 2020 edition. The College is
also ranked 2 nd in Colleges with Best Male-Female Student ratio and ranked third
in the Government Law Colleges with Lowest Course Fees – India Today in July 2020
edition.

ABOUT THE CONSTITUTION CLUB


The Constitution Club, guided by teachers and driven by students aims to achieve a
thorough understanding of our Constitution. The Club also aims to instill a great sense
of pride and reverence towards the Constitution, amongst the lawyers-in-making
through various activities conducted periodically by the Club. At a time when
Ambedkar's ideologies and ethos behind putting together our Constitution are fast
being forgotten, it had become the need of the hour to come together and find a way to
propagate his vision of an ideal India effectively. The Constitution Club is our answer to
this, a simple yet thoughtful way to organize and educate ourselves about Ambedkar's
dream, a perfect India standing tall with its Constitution being the most firm
foundation possible

ABOUT THE COMPETITION


The PIL Drafting Competition is an opportunity for the young lawyers-in-making to
showcase and improve their critical thinking & drafting skills. The participants may
submit a PIL draft on any issue of contemporary relevance that they deem fit. The
competition will be conducted in two rounds. In the First Round, participants have to
duly submit their PIL Draft on their chosen issue, and in the Second Round, 4 qualifying
teams/participants will have to make oral submissions on the same in 15 minutes.
GUIDELINES

1. Participants have to identify the problems that can be sorted out and addressed by
PIL.
2. The participants have to draft a PIL for the same and submit it by 4th March, 2021.
3. In the second (final) round, top 4 PIL Drafters will be arguing for the petition which
will be notified to the participants on 10th March , 2021.
4. The final round will be held on the 13th march, 2021.

RULES
1. Individual participation as well as participation in a team of two from the same
University is allowed. Students pursuing LL.B. (3 years or 5 years) degree course
are only entitled to participate.
2. After being chosen for the next round on the basis of their PIL Draft, the team
shall get 15 minutes to make oral submissions.
3.The mooters shall speak on behalf of Petitioner only.
4. The language of the Competition shall be English.
5. The team shall draft the public interest petition in not more than 5000 words.
6. Identity of the College and Participant shall not be disclosed.

THEME
The petition shall be on any topic related to a Public Interest Matter or on any
issue of contemporary relevance that the participants deem fit.

After the successful registration, each participant or team shall be allotted a


Unique Team Code for further references.
SUBMISSION OF PIL DRAFTS
1. Only one PIL draft should be submitted by the individual participant or team.
2. The last date to submit the PIL Draft is 4th March, 2021 and after the last date no
submission will be considered.
3. Two copies of the PIL draft shall be submitted only on the email id mentioned below:

FORMATTING GUIDELINES

All the drafts must be submitted in both Microsoft Word Document format (.doc/.docx)
and PDF Format (.pdf) [i.e. each participant is required to send 2 files- One in MS Word
format and one in PDF format].
The body of the submissions must be in the font “Times New Roman” with font size 12,
with line spacing of 1.5 and justified. (The Font size for the Headings can be formatted
as per the choice of the participants)
The Footnotes shall be in Times New Roman, size 10, single line spacing, justified.
Authorities shall be cited as per the 20th edition ofthe Bluebook.

CONTENTS OF THE PIL


The PIL is to be filed before the Supreme Court of India.
The PIL Memorial must contain all of, and only, the following
components:
Cover page; which should contain;
(a) The Unique team code in the upper right-hand corner.
(b) The name of the case;
Table of Contents;
Table of Abbreviations;
Index of Authorities;
Statement of Jurisdiction;
Facts of the Case;
Issue(s) Raised;
Summary of Arguments/Pleadings;
Arguments Advanced/Pleadings;
Prayer;
Table of annexure.
