INTRODUCTION

ABOUT THE UNIVERSITY

The ICFAI University, Jaipur is established under the provisions of the ICFAI University, Jaipur
Act 2011 passed by legislative assembly of Rajasthan. The University believes in creating and
disseminating knowledge and skills in core and frontier areas through innovative educational
programs, research, consulting and publishing and developing a new cadre of citizens with a high
level of competence and deep sense of ethics and commitment to the code of professional conduct.

The mission of the university is to offer world class, innovative, career oriented professional post
graduate and under graduate programs through inclusive technology aided pedagogies to equip
students with the requisite professional and life skills as well as social sensitivity and high sense of
ethics. The university presently offers programs in Management, Pharmacy, Science, Liberal Arts,
Physiotherapy, Technology and Law with an objective of developing a new generation of
professionals through comprehensive and contemporary body of knowledge and skills both
functional and integrative.

ABOUT ICFAI LAW SCHOOL

ICFAI Law School, a constituent of the ICFAI University Jaipur, was established in the year 2015
with an objective to deliver qualitative legal education to the new generation of legal professionals.
The Law School is committed to shape a new cadre of legal professionals through a comprehensive
and contemporary body of integrated knowledge of law with Management and Humanities through
rigorous education and research programs. The department offers B.A.-LL.B. (Hons.), B.B.A.-
LL.B. (Hons.), LL.B. and LL.M. programs. The Bar Council of India has accorded approval to the
above-mentioned programs offered by the ICFAI Law School. Presently, the Law School
accommodates the vibrant bunch of students from all over the country and an enriched intellectual
capital in the form of highly dedicated team of faculty members.

ABOUT RAJASTHAN EDUCATION TRUST

The organization ‘Rajasthan Education Trust’ is one of the oldest serving Public Charitable Trust,
founded by Shri Chiranji Lal Agrawal (Advocate; Doyen Bar) in the year 1962 with the “Objective
of Advancement of Education, especially for the Young; Aspiring lawyers”. Over the years,
Rajasthan Education Trust has been involved in various educational and social activities.

ABOUT LATE JUSTICE S C AGRAWAL (Former Judge, Supreme Court of India)

Late Justice SC Agrawal (1933-2021) was a renowned judge of Supreme Court of India &
Rajasthan High Court. He served as president of Rajasthan Education Trust and was also the
founding trustee of CLAM (CL Agrawal Memorial Library) Trust, Rajasthan High Court, Jaipur.
He was also the president of Association of Retired Judges of Supreme Court & High Courts of
India for two years. He was appointed Additional Judge of the Rajasthan High Court on 15th June
1978 from where he was elevated to Supreme Court of India on 11th Jan. 1990. He delivered several
landmark judgements both at Rajasthan High Court and Supreme Court and commanded great
respect as an eminent Judge of both courts. After his retirement in September 1998, he engaged
himself in several charity activities continuing the legacy of this father Late Sh. Chiranji Lal
Agrawal through Rajasthan Education Trust of which he was president till his passing away in July
2021. He donated his entire property in his will to Ram Krishna Mission.

NATIONAL LEGAL DEBATE COMPETITION


ABOUT THE COMPETITION

Debate is proved to be a great device in engaging students and enables them to voice their valuable
views. It is important because it develops skills and knowledge and provides scope for a student to
become confident and bold.

The Justice S C Agrawal National Law Debate Competition 2024 is an esteemed platform that
brings together the brightest legal minds from across the country to engage in thought- provoking
discussions and deliberations on pertinent legal issues. This event aims to foster a spirit of critical
thinking, logical analysis, and effective communication among the participants. The event promises
not only intellectually stimulating debates but also the opportunity to network with like-minded
peers, esteemed faculty, industry professionals and stalwarts in the legal fraternity.

1. ELIGIBILITY, MODE OF COMPETITION & LANGUAGE

1. Members of the team must be undergraduate students pursuing a recognized Bachelor


of Law program, i.e. five-year integrated law program or three-year law program.
2. Competition will be conducted in physical mode and language would be English only.

2. TEAM COMPOSITION, ROUNDS & TIMELINES

1. Students are invited in a team which consists of 02 (Two) participants. Out of which,
Speaker-1 of the team shall speak for the motion and Speaker-2 shall speak against
the motion which will be decided by the participants themselves.
2. The speakers shall not come to the podium as a team.
3. Speaker-1 (For the Motion) of a team shall individually contest with Speaker-2

(Against the Motion) of the other team; and in a similar manner Speaker-2 (Against
the Motion) of a team shall individually contest with Speaker-1 (For the Motion) of
the other team. At the same time other speakers of the debating team will stay in the
green room, as they will not be allowed in the debate room.
4. The cumulative marks of both the speakers of one team shall decide the position of
the team and its further promotion to the next round.
5. There will be four rounds in the competition i.e., Preliminary, Quarter-Final, Semi-
Final and Final round.
6. Each Speaker will be allotted time to speak as following:
a) Preliminary Round: 3+2* = 5 Minutes
b) Quarter Final: 3+2* = 5 Minutes
c) Semi-Final: 5+3* = 8 Minutes
d) Final Round: 6+4* = 10 Minutes

* 02 minutes to each speaker will be given for rebuttal in the preliminary round and
quarter final round. 03 minutes in the semi-final and 4 minutes in final rounds will be
given for rebuttal.

3. QUALIFYING TEAMS & EVALUATION CRITERIA

• Number of teams to qualify for the rounds are:

A. Preliminary: All eligible registered teams.


B. Quarter Final: 08 Teams
C. Semi Final: 04 Teams
D. Final round: 02 Teams

4. GENERAL RULES

1. Participant will be in proper uniform i.e. black blazer, black trouser and white shirt.
2. The speakers shall not disclose their identities and shall only represent themselves by
the team codes allotted to them. Participants are not allowed to wear identity card
during the competition.
3. No speaker shall be allowed to carry any gadget, electronic device etc. to the podium.
4. Participants of the team qualified for the round will not stay in the debate room except
the people between whom the debate is taking place. There will be a separate green
room facility for the other participants.
5. Violation of any rule shall lead to disqualification of the whole team.

6. The Organizing Committee holds all the rights to take all final decisions of the
competition.
7. Decisions made by the panel of Judges will be final and binding in all circumstances.

5. REGISTRATION & PAYMENT DETAILS


Registration fees: INR 2750/- Per Team (non-refundable and non-transferable.)

Registration Process: The registration process will commence on 1 March, 2024 and last
date for the registration will be 20th March, 2024. Registration is invited for only team
comprising of two members and no registration request for a single member shall be

essential credentials and after that on the next page payment option shall be shown. After
successful payment kindly print the same or take a screenshot for smooth processing of
your registration for future reference and keep the same until
competition begins.

6. AWARDS & CERTIFICATES

• Winner Team: Certificate, trophy and INR 21000/- Cash Prize.


• Runner-Up Team: Certificate, trophy and INR 15000/- Cash Prize.
• Best Speaker (Favour): Certificate, trophy and INR 5000/- Cash Prize.
• Best Speaker (Against): Certificate, trophy and INR 5000/- Cash Prize.
• Participants: Certificate of participation.

7. TOPIC OF DEBATE

• Preliminary Round and Quarter Final rounds:


Uniform Civil Code: Should India adopt a Uniform Civil Code?
• Semi Final Round and Final Round:
Censorship on Freedom of Expression is necessary.

8. ACCOMODATION & BILLS

• Meals: High Tea on 29th March and Breakfast, Lunch, and High Tea on 30th March
2024 will be provided to all the participants at ICFAI University, Jaipur campus.
• Accommodation and Transportation: No accommodation and transportation shall
be provided to any participant; however, organizers will assist if requested.
