Transport industry promotes international cooperation

1. According to the Ministry of Transport, during the past time, international


cooperation of the transportation sector has continued to be promoted, contributing
to the implementation of the development goals of the sector, as well as the general
foreign affairs of the country.

2. In order to promote international cooperation actions, the Ministry of Transport


has seriously mastered and deployed to agencies and subordinate units the
resolutions, decrees, statutes and policies of the Party and the State for the
management of foreign affairs; promulgated Statue about the use and management
of diplomatic passport, official passport of cadre, civil servants and managerial
officials of the Ministry.

3. The management of outgoing and incoming delegations assures rigorous


rigorous adherence to regulations of current laws, strict implementation of the
Politburo, the Prime Minister's direction on abroad delegations and ensures
efficiency, and cost savings.

4. Regarding bilateral cooperation, continuing to deepen cooperation in the field of


transport with neighboring countries such as Laos, Cambodia and China, and
strengthening cooperation with important partners in the field of transportation
such as Japan, Korea, the United States, Australia, Germany, etc. and cooperating
in transportation with other countries. On the one hand, consolidating transport
connections to response travel and freight demand, supporting Vietnamese
transport enterprises to remove troubles, strengthening and expanding cooperation
with foreign partners. On the other hand, completing political tasks assigned by the
Party and Government, actively contributing to promote the common cooperative
relationship between Vietnam and other countries.

5. In term of multilateral cooperation, the Ministry has actively promoted


cooperation in the transportation field at forums such as Cooperation within the
framework of United Nations organizations, ASEAN 40 Cooperation, and
Transport Cooperation in Greater Mekong Subregion (GMS) of Vietnam and other
multilateral cooperation mechanisms such as APEC, ASEM, OSJD, etc. Taking the
host and chair role of several important ASEAN conferences and GMS.
Coordinating closely with key Ministries, key departments in the negotiation and
implementation of Free Trade Agreements (FTAs) that Vietnam participated.

6. In order to continue improving the efficiency of international cooperation, the


Ministry of Transport has specified to promote the implementation of full
commitments in the field of transportation in bilateral and multilateral international
treaties that Vietnam has signed and acceded to. Unanimous discussion with
partner countries and report to the Government to allow of signing 5 international
treaties in the field of transportation. Boosting the propaganda actions,
dissemination and guidance on the implementation of Viet Nam's international
commitments in the field of transportation. Continue to research and report. The
Government allowed the negotiation, signing and accession into international
treaties in the field of transportation, which can bring about practical benefits,
facilitate the movement, the freight of population and enterprise.

CONSOLIDATION
1. The Ministers also considered the report of the ASEAN Transit Transport
Coordinating Board; policy discussion on the transport recovery plan affected by
the COVID-19 epidemic according to the meeting report on the ASEAN
Comprehensive Recovery Framework (ACRF) adopted at the 37th ASEAN
Summit.
2. The Ministry of Transport is doing a study about the opening of cross-border
transport connections and implementing "one-gate-one-stop" checks at border
crossings with neighboring countries, in order to connect inter-modal transport
networks to cooperate as well as exploit freight and passenger transportation.
3. The Civil Aviation Administration of Vietnam has just sent an express document
to the airlines, the Southern Airport Authority, the Ho Chi Minh City People's
Committee, the Consular Department of the Ministry of Foreign Affairs, the
Immigration Department of the Ministry of Public Security about the temporary
suspension of passenger entry at Tan Son Nhat International Airport.
4. With the experience of deploying repatriation flights between Vietnam and
Canada in 2020, Vietnam Airlines has urgently coordinated with domestic and
foreign agencies to complete the legal, technical and personnel requirements for
the airline's flights to Canada this year. In that process, the procedure of applying
for a flight license from the Canadian aviation authority is the hardest one, took up
to 4 months for Vietnam Airlines to complete.
5. According to the Civil Aviation Authority of Vietnam, only about 30 foreign
airlines from Northeast Asia, Southeast Asia, the Middle East and France are still
operating cargo flights, diplomats, experts, investors, skilled workers, foreign
students, etc from/to Vietnam.
