Dear Micllael
Optus is lodging an ordinary access undertaking for its domestic GSM terminating access
(DGTA) service.
Please find attached the undertaking document. The undertaking primarily deals with price
terms. The undertaking specifies a rate of 12 cents per minute. The undeitaking expires on
3 1 December 2007.
The undertaking provides certainty to the market in the period before detailed consideration
can be given to bottom up cost modelling of the mobile terminating access service. The
undeitaking price is consistent with the cost estimate made by the in its most
recent pricing principles. We consider that the undertaking is also consistent with Optus7
legitimate commercial interests to have regulatory cei-taintyover its costs and for regulated
piice reductions to be consistent with previous determinations. Without certainty regarding
costs, Optus believes its legitimate commercial interests would be harmed and competition
lessened if a lower access price were determined by the Commission for this period.
