ORDER
The Hon'ble High Court of Kerala in the Judgment read as 2nd paper above has
ordered that Universities and affiliated Colleges in Kerala State are bound to
comply with the UGC Regulations . Government vide Order read as 4th paper
above have adopted the UGC Regulations 2018 and have specifically mentioned
that the qualification for recruitment and career advancement schemes will be
deemed to be come into force with effect from 18.07.2018, the date of Gazette
notification of the regulation. The Director of Collegiate Education as per the
letter read as 7th paper above recommended that necessary amendments for
the qualification of Principal in Government Arts and Science Colleges needs to
be incorporated in the existing Special Rules .
2. Government have examined the matter in detail and are pleased to revise
the qualification of Principal in Government Arts and Science Colleges in
accordance with UGC Regulations 2018 as follows :G.0(P Ne sS2022MEON
There shall be a Selection Committee constituted as per the UGC guidelines
for the selection of qualified candidates .Professor/Associate Professor with the
following qualifications are eligible for promotion as Principal in Government
Arts and Science Colleges :
(i)Educational qualifications in the category of Assistant Professor.
(ii)Should possess Ph.D Degree in concerned/allied/relevant discipline approved
by the UGC.
(ii)Should have minimum of 15 years of teaching/research experience in
Government Colleges under the Collegiate Education Department.Deputation
service of an incumbent other than those in the field of teaching and research field
will not be considered as teaching experience for promotion as Principal
(iv)Should have a minimum of 10 research publications in UGC care listed
journals (in peer-reviewed journals prior to 14-06-2019) and has to be evaluated
and approved by the Selection committee constituted as per the 2018 UGC
Regulations.
(v)Should have a minimum of 110 Research Score on evaluation by the Selection
committee constituted as per UGC 2018 Regulations.
3. These orders will take effect from 18.07.2018, the date of Gazette
notification of the UGC Regulation 2018. The feeder category for the Principal
post ic., Professors / Associate Professors are placement posts in Collegiate
Education Department.Hence the seniority of the incumbents will be considered
in the cadre of Assistant Professor,where cadre strength is fixed. The
Departmental Promotion Committee chaired by the Kerala Public Service
Commission will finalize the list of Principals to be appointed.
4. Necessary amendment to the Kerala Collegiate Education Service Special
Rules, 1994 will be issued separately.
