The legal system of Union of Bahamani is similar to India and the mooters have to frame the
issues and make submissions by presuming that the Constitution of India and all other laws
applicable in India are applicable to Union of Bahamani and the State of Sonnalgi is similar to
State of Maharashtra.
Every society is working orderly due to accepted social norms and social orders established by
the society through tradition, customs or set of mandatory rules. The smooth functioning of
society essentially requires no interference with the social order. The phenomenon which
disturbs the smooth functioning of society the disturbance will be known as social problem.
These problems are social in the sense that social life of every member of the society directly
or indirectly got affected by this phenomenon.
Society of Bahamani is suffering from many social problems, for which efforts were being
made jointly by the state and society. Major problems of Bahamanian society include
population explosion, poverty, unemployment, inequality, illiteracy, poverty, terrorism,
infiltration, child labour, labour dissatisfaction, student dissatisfaction, corruption, drug
addiction, deadly diseases, dowry system, child marriage, feticide, divorce. The problem of
child abuse, alcoholism, casteism, untouchability all come under social problems.
Beggary in a society is a social phenomenon the existence of which require analysis of social
situation. It is an important attitude of the people of the country towards beggars that beggars
bring disgrace to the country. Bahamani has a large number of beggars. This makes Bahamani
internationally known as a poor nation. Even when the country is developing, people from
outside the country feel that the country is poor. People think that beggars should be kept in
solitary confinement. They should be punished. The beggars harass the foreign tourists who
come to the country to get alms. According to people, this kind of behavior of beggars is a
disgrace to Bahamani all over the world. And so, people think that beggars should be kept away
from tourist places.
The number of beggars has risen and continues to rise as a result of numerous societal factors.
The Sonnalgi Prevention of Begging Act, 1959 is a full-fledged legislation pertaining to
beggars in the State of Sonnalgi. Beggary was made illegal in Bahamani by the Sonnalgi
Prevention of Beggary Act, 1959. The Sonnalgi Prevention of Begging Act, 1959 is adopted
as a model law by 15 States in Union of Bahamani. The constitutionality of these Acts has
always been called into doubt because they were shown to be more harmful than beneficial to
the situation. Because of this anti-begging law, the authorities have applied their authority
arbitrarily, instilling dread in the minds of the impoverished rather than serving as a source of
relief.
The Democratic Liberty an NGO filed a Public Interest Litigation in the Supreme Court of
Bahamani and challenged the constitutionality and validity of Sections 2(1) (i), 4(1), 5 & 6 of
Sonnalgi Prevention of Begging Act, 1959 applicable in the State of Sonnalgi.
