1. Discuss the power and functions of the Bureau of jail management and penology?

-The bureau of jail management and penology is an attached agency of the department of
the interior and local government mandated to direct, supervise and control the
administration and operation of all district city and municipal jails in the Philippines with
pronged tasks of safekeeping and development of its inmates.
2. Who is the appointing authority in the rank of senior superintendent in the BJMP?
-The president, the BFP and the BJMP shall be respectively headed by a chief who shall be
assisted by two deputy chiefs, one for administration and one for operations, all of whom
shall be appointed by the president upon recommendation of the secretary of the DILG from
among the qualified officers with at least the rank of senior superintendent in the service.
3. Discuss the modes of lateral entry in the BJMP?
-Lateral entry into the BJMP with highly specialized and technical qualifications such as but
not limited to social workers, psychologists, teachers, nurses, dentist, and engineers shall be
appointed to the rank of jail inspector.
4. Explain briefly the requirements for promotion in the BJMP
-Any personnel of the BFP and the BJMP shall not eligible for promotion to a higher rank
unless he/she has met the minimum qualification standards or the appropriate civil service
eligibility set by the Civil Service Commission (CSC) and has the satisfactory passed the
required psychiatric/psychological, drug and physical test: Provided, however that
concerned BJMP personnel who obtained NAPOLCOM eligibility prior to the effectivity of
Republic Act No. 9263 shall be considered to have complied with the appropriate civil
service eligibility requirement.
5. Discuss the different means of attrition in the BJMP
-Attrition by Non-Promotion any uniformed personnel of the BFP and the BJMP who has not
been promoted for a continuous period of ten (10) years shall be separated or retired from
the service, except for those who are occupying a third-level position.
- Attrition by Other Means any uniformed personnel of the BFP and the BJMP with at least
five (5) years of accumulated active service shall be separated from the service.

-BFP is responsible for ensuring public safety through prevention and/or suppression of all
destructive fires on buildings, houses, and other similar structure, forests, and land
transportation vehicles and equipment, ships/vessels docked at piers, wharves or anchored at
major seaports, petroleum industry installations.

- The Secretary the appointment to the Senior Superintendent rank is issued by the Secretary,
Department of the Interior and Local Government pursuant to Republic Act No. 9263."
3. Discuss the mode of lateral entry in the BFP.
- Any personnel of the BFP and the BJMP who has exhibited act of conspicuous courage and
gallantry at the risk his/her life above and beyond the call of duty, or selected as such in a
nationwide search conducted by any accredited civic organization, shall be promoted to the next
higher rank, Provided, That these shall be validated by the DILG and the CSC based on
established criteria.

4. Discuss briefly the organization of the BFP.


-The Bureau of Fire Protection was formed from the units of the Philippine Integrated National
Police's Office of Fire Protection Service on January 29, 1991, through a law named Republic Act
6975 creating the present Interior Department and placing the fire service under its control.
