1. Purpose

The purpose of this manual is to assist in the set-up, evaluation and monitoring of the standards of
patient care that is mandatory in D&WO Operations. This will ensure safe practice and delivery of
quality health care to all patients receiving medical care at D&WO sites.

The requirements within this manual are based on the Ministry of Health (MOH) regulations, Saudi
Labor Law, Construction Safety Manual (CSM) / Construction Safety Administrative Requirements
(CSAR) and Saudi Aramco Standards. The requirements stipulated in this manual are mandatory for
all D&WO Departments and/or Contractor Companies performing work at D&WO sites.

2. Scope

This Manual is applicable to:

All current and new D&WO operations by Contractors and any drilling related/supporting activities

1) Provide technical advice to assist Proponent Department(s) to ensure that medical facilities are
maintained effectively.

2) Inspect D&WO medical facilities and ambulances according to the requirements or as found
necessary.

3) Report non-compliances to the proponent department(s) along with the necessary


recommendations.

1) Comply with all requirements stipulated in this manual and all applicable Saudi Aramco
relevant standards, codes and procedures.

2) Ensure to have adequate training and education required.

3) Maintain log sheets in the clinic and ensure it is complete and up to date.

4. Procedure

D&WO operations require Category/Level C Nurse Operated Facilities due to the following:

A. Employee population amounts to 50 workers or more per D&WO operation, in a single location or
within a radius of 15 Kilometers.

B. Access to medical care: The operations take place at a remote area/location where inpatient
medical facilities are available in the area to refer patients for definitive care and timely transfer of
patients for definitive care.

Saudi Aramco Loss Prevention Department. Every proponent organization shall have a
copy of the MMSR manual at the work site clinic for implementation, compliance and

Contractor clinic owner shall adhere to the Kingdom's Cooperative Health Insurance CSAR 9.5
regulations promulgated by Royal Decree implemented in 1999 and 2003: A

Employer shall provide all employees and subcontractor employees with health

3.0 Definitions

3.1 Minimum Medical Standard Requirements – Are the minimum acceptable standards for
Contractor remote/industrial medical facilities located at Saudi Aramco sites as specified in the
Saudi Labor and Workmen Law, SA CSAR Manual, General Instructions and policies and in the
MOH mandatory regulations.

3.2 Remote Area Urgent Care Facilities Scope - Are medical facilities operating at industrial work
sites in a remote area, able to provide first aid, urgent care, pre-hospital care, stabilization and
prompt transfer of sick and injured employees to the nearest definitive care facility. Also, they
are able to provide medical assistance in the event of a disaster.
