1. Purpose
The purpose of this manual is to assist in the set-up, evaluation and monitoring of the standards of
patient care that is mandatory in D&WO Operations. This will ensure safe practice and delivery of
quality health care to all patients receiving medical care at D&WO sites.
The requirements within this manual are based on the Ministry of Health (MOH) regulations, Saudi
Labor Law, Construction Safety Manual (CSM) / Construction Safety Administrative Requirements
(CSAR) and Saudi Aramco Standards. The requirements stipulated in this manual are mandatory for
all D&WO Departments and/or Contractor Companies performing work at D&WO sites.
2. Scope
This Manual is applicable to:

All current and new D&WO operations by Contractors and any drilling related/supporting activities

commencing at both offshore and onshore facilities.

1) Comply with this manual and the applicable Saudi Aramco medical and clinic requirements
(MMSR, CSM, CSAR, G.I.s, standards).

2) Ensure periodic preventative maintenance programs are in place as stipulated in this manual.

1) Provide technical advice to assist Proponent Department(s) to ensure that medical facilities are
maintained effectively.

1) Comply with all requirements stipulated in this manual and all applicable Saudi Aramco
relevant standards, codes and procedures.
2) Ensure to have adequate training and education required.

3) Maintain log sheets in the clinic and ensure it is complete and up to date.
4. Procedure
D&WO operations require Category/Level C Nurse Operated Facilities due to the following:
A. Employee population amounts to 50 workers or more per D&WO operation, in a single location or
within a radius of 15 Kilometers.
B. Access to medical care: The operations take place at a remote area/location where inpatient
medical facilities are available in the area to refer patients for definitive care and timely transfer of
patients for definitive care.

1. Design
A. Location Requirements
1) The clinic should be placed in a location that does not obstruct ambulance or patients’ access in
case of emergencies. Obstacles such as cables or pipelines shall not be placed near the entrance.
2) The clinic should be located in a manner that enables quick evacuation in case of emergencies.
3) It shall be located in an area easily accessible by personnel.
4) The medic accommodation must be located adjacent to the clinic.

5) The clinic shall be located away from wastewater and sewage systems.

6) The clinic should have a metal flag/sign board placed on top of its roof on each end. The flags

should be fixed at an elevation of 1.8 meters in order to distinguish the clinic easily from other

other medical supplies. The cabinets shall be 30cm in depth and should have internal partitions in
order to prevent medicine from falling during rig moves (Please check figure 2 for clarification).

3.0 Definitions
3.1 Minimum Medical Standard Requirements – Are the minimum acceptable standards for
Contractor remote/industrial medical facilities located at Saudi Aramco sites as specified in the
Saudi Labor and Workmen Law, SA CSAR Manual, General Instructions and policies and in the
MOH mandatory regulations.
3.2 Remote Area Urgent Care Facilities Scope - Are medical facilities operating at industrial work
sites in a remote area, able to provide first aid, urgent care, pre-hospital care, stabilization and
prompt transfer of sick and injured employees to the nearest definitive care facility. Also, they
are able to provide medical assistance in the event of a disaster.

the CC and HCP that they are satisfied, that unless otherwise stated, this contract complies in
full to SA’s CSAR’s and SAMSO’s MMSR’s Manuals.
5.0 Specific Description of the Work
5.1 The CC shall invite approved SA HCP(s) to survey the medical requirements of the SA BI. This
survey will account for all aspects of the BI relevant to the CC, medical scope including the
wider contexts supporting SA’s ERP / Mutual Aid needs.


5.2 With the input and final approval of the SA Proponent, the HCP shall as per Standard 2 of the
MMSR Manual select the required category/level of medical facility(s), to provide safe and
quality health care to all CC employees at the work site.
5.3 Unless otherwise specified and or where there is shared responsibility the HCP will be
accountable for MMSR Standard 1.0 and all associated Items - Health Care Provisions at
Remote Area.
5.3.1 The CC is specifically responsible for Items 1.1-1, 1.1-2, 1.1-2-1, 1.3, 1.3.1, 1.3-2, 1.3-4
and 1.6.
5.3.2 The HCP and CC share responsibility for Items 1.4 and 1.5.
