7. Challenges

1. The technician is trained in the workings of the water supply technique, but does not receive any tools or spare
parts from RWSS

2. When a breakdown occurs, the technician should be able to identify the problem and report it to RWSSU.

3. The structure of reporting of breakdowns is unclear. Even though some villages have water committees which are
capable of reporting a breakdown, it is unknown how to communicate this (in person or by phone) and to whom
to report the breakdown (to RWSSU directly or by going to a Kebele or Woreda office).
