Sir,
Subject : objections regarding merging madanapalle town and other
connected mandals into the newly formed annamayya district and opposing
such merger and consequently demanding the government to form the
madanapalle district separately –regarding

1) I have studied from class one to degree in madanapalle town. I am now aged
about 55 years, practicing as an advocate in erstwhile ap high court in hyderabad and
now in Amaravathy and also in telengana high court at hyderabad. I have practiced for
two years in madanapalle from 1993 to 1995 and later in hyderabad high court as stated
above. I am a permanent resident of madanapalle having a house in d.no. 2/386-a
society colony madanapalle town chittoor district, given by my father, this information
is given to explain my locus, to file my objections.
2) Sir you know very well that madanapalle has got nearly 3 lakhs of population
and the second biggest town in the chittoor district after Tirupati. The present chittoor
being the head quarters is 3rd in terms of size and population. There are 4 engineering
colleges, one medical college, two district courts, two senior civil judge courts, 3 junior
civil judge courts, one big jail, one big government hospital now it is called the district
hospital, one polytechnic college government, nearly two schools which are 100 years
old/Giri Rao Theosophical High School and Hope High School which were founded in
1888 and 1856 respectively.
3) There is a big bunglow in one acre of land in the centre of the town called as
Dysp bunglow, one big and huge sub collector bunglow in about 10 acres of land in
madanapalle town, all government pucca buildings, like revenue offices, irrigation
offices, forest offices, ZP office, MPDO office, tahsildar office, two separate town police
stations, one rural police station, two dysps/urban and rural, educational offices, sub
registration office, one sub treasury office, nearly 13 junior colleges, two to 3 guest
houses of government, 5 B.Ed colleges, 7 degree colleges, 2 nursing colleges, one
pharmacy college. And nearly 74 schools in and around madanapalle, the famous
Besant Theosophical degree college madanapalle/BT college founded in 1914 by the
great statesman Dr Annie Besant an Irish lady from Ireland who started home rule
movement in support of the independence of India, and Ravindranath Tagore, who
wrote the Jana gana mana our national anthem into english at madanapalle, in 1918.
Jiddu Krishnamurthy the great philosopher was born in madanapalle he also founded
the Rishi Valley School near madanapalle in the early 1940s.
4) Sir, Maharshi Mahesh Yogi lived in madanapalle for nearly 20 years and got
enlightment from madanapalle town near dhyanamandarim madanapalle so my town
has given birth to great philosophers and great leaders, that is the history of
madanapalle. We do not have any objection to make and carve out a new district called
annamaya district but we have objection to merge madanapalle and other connected
taluks/mandals into that new district. Madanapalle is the head quarters of 31 mandals
under one RDO/sub collector, since more than 100 years. It is the coolest place in the
combined Andhra Pradesh there is horsely hills nearyby. Horsely hills is also called
the Poor man’s ooty which is also famous for the black bears. It is the biggest revenue
division in the entire south India having 31 mandals under one RDO. Next is Guntur
with 29 mandals under its RDO. Madanapalle RDO has his jurisdiction from one
border to another border covering 250 kilometers, because we have one language, one
culture and one civilization. Give and takes have taken place in matrimonies.
5) All the western taluks of chittoor district comprising of hilly area is called as

madanapalle revenue division. Now the government has divided the area the people
and their sentiments, and people’s feelings. Chittoor district is the only district in 4
rayalaseema district, which is peaceful. The rest other 3 district there is lot of crime
and factionist, fighting for power and lot of land mafia+ red sanders mafia. Our district
is very peaceful and very calm going people. The crime is very high in the other district
especially the murders, where as in our district and especially in and around
madanapalle town it is very peaceful. There is a kendriya vidyala at kalikiri, TB
Sanitorium in 1000, acres since 100 years, MLL hospital aged about 80 years, in
madanapalle town. Navodaya School in Madanapalle likewise I am narrating the
known information to me about my town.
6) If madanapalle is merged into the neighbouring rayachoti area then my place
would become another place for faction and land mafia of the kadapa culture. There is
no bomb culture in my area now due to merger that culture would become part of my
area. Which we do not like and hate. The state government cannot force us to live with
an unknown persons and areas which is against the wishes and free will. It will be
like a women forced to marry and live with a person she does not like vice versa.
Madanapalle town is 9 times bigger to my knowledge than rayachoti in terms of all
issues and aspects. When it comes to Rajampet town it is half of rayachoty to my
knowledge. Madanapalle town has produced nearly 5 high court judges in AP high
court like 1) Justice Reddeppa Reddy, 2) Justice A.Gopal Rao 3) justice Noushad Ali
4) justice SV Bhatt 5) justice D.Ramesh. The kuppam constituency and Piler
constituencies fall under madanapalle revenue division only which have given two
CMs like N.Chandra Babu Naidu and N.Kiran Kumar Reddy.

7) It is true that rayachoti would be centrally located in the newly formed district
annamayya geographically.But Mumbai, Chennai, Bangalore, NewDelhi, Trivandrum,
hyderabad etc., are not located centrally in their respective states as capitals. So that
theory is absurd. Madanapalle is in between two state capitals. That

is Chennai and Bangalore, so there is proximity to 2 state capitals. Promixity to

Tirupati, kadapa and ananthapuram. All the above facilities, proximity and culture is
not there in rayachoti like in madanapalle. The present state government formed by
the YSRCP does not like to loose the rajampet member of parliament constituency, as
to my knowledge the MP constituencies would be reorganized in 2026, by the central
government. Now there are two MP constituencies in chittoor district one chittoor and
Tirupati, later basing on population and size of the area madanapalle would become
one more MP constituency, in chittoor district and only one would be remaining in
kadapa district that is kadapa MP constituency only later.

8) This is a larger conspiracy conspired by the kadapa district leaders, especially

the local rayachoti MLA and the present CM Sri YS Jagan Mohan Reddy. They can go
for prodattur as another MP constituency, instead of pulling into its fold/Rajampet
area my areas, against the will, wishes, and sentiments of the people of our area. People
with no mind and brain would take such a disastrous and atrocious decision, because
they must think of future elections to win in our area also, rather than choosing to
loose. The present MP Mr. Mithun Reddy and his father P.Ramachandra Reddy, are
part of the present government and are not rising their little finger opposing the
decision of bifurcating chittoor district especially madanapalle and merging it with
rayachoti/rajampet district. They have already lost sympathies in the public.
Madanapalle became a municipality in 1961 whereas to my knowledge the rayachoti
has become municipality recently. The first district court out of the district head
quarters was established by then CM N.T.Rama Rao garu in 1984 in madanapalle town
only later it was sanctioned and given to Tirupati and in hindupur, town also.
9) The civil courts were established in madanapalle nearly 150 years ago.
Madanapalle town and area has got history of 1000 years. It was ruled by several kings
in these thousand years. Hara Hara Bukka royalu and later Sri krisna deva rayaulu has
also ruled madanapalle and later tipu sultan also ruled my area. Rayalu family ruled
and they have constructed several temples in and around madanapalle.

Like somapalyam/sompalle, kosuvaripalle, kelapatla/konetirayudu temples etc.,

Tipusultan has constructed a big masjid in 1756 or so. The british government
constructed a big church in 1915 in madanapalle town, and the government has also
constructed a big tomato market which is the biggest in south India in madanapalle
and madanapalle town is also famous for silk sarees and silk cocoons/sericulture.
There are all own buildings in madanapalle town of the government so there would not
be any necessity to construct any new buildings but it is not so in rayachoti.

10) There is a big power stations two in madanapalle and several power stations in
and around madanapalle. It is one of the biggest PwD circles in the ap state. There is
a fort called gurramkonda nearby, a railway station nearby, the biggest RTC bus stand
and bus depot in the erstwhile AP state. The railway line from pakala to dharmavaram
is the 2nd oldest line in the country, which passes via madanapalle. Our climate is very
cool called Mediterranean type of climate where as the rayachoti climate is very hot
and unbearable. The state has to spend huge sums in forming a district head quarters
in rayachoti, but there is no such difficulty when it comes to madanapalle. Not that the
above facts the government and the leaders are not aware of, still the time has come
for us to highlight the facts of our town and area.
11) There are nearly now 70 to 100 hospitals in private sector in madanapalle, that
facility is not there any where in our district including chittoor headquarters.
Madanapalle is the only place which is manufacturing terracotta pottery works in the
entire south India, and exporting to several states and countries. If my area is merged
with the rayachoti area it would be opening the pandoras box with regard to the red
sanders smuggling, as piler area is the only area which contains red sanders, in the
entire world. Now only tamil smugglers are cutting the trees in our area, later the
kadapa bomb Culture faction leaders and smugglers would penetrate into these forests
and mercilessly cut our red sanders and loot our forest wealth. There is an RTA office
in madanapalle. There are two RTC depots MPL-1 and MPl-2 in madanapalle and three
bus stands madanapalle that is RTC bus stand, chittoor bus stand and Bangalore bus
stand. Presently electrification is going on in madanapalle

near CTM station/madanapalle road. Dhyan chand the famous hockey legend was in
madanapalle as his wife got TB for treatment at madanapalle and he taught hockey for
several students in madanapalle, for nearly 9 months in the early 1950s. The famous
Trilokekar hockey gold cup tournament takes place every year at madanapalle
Jinarajadasa stadium, since 50 years. The famous actors like Ramaprabha, comedian
sapthagiri are from madanapalle, area.
12) We request the authorities either to continue madanapalle and its areas in
chittoor district only or form a separate district as madanapalle district. We cannot cut
our relations with the Tirupati and the venkanna temple/ttd tirumali balaji. The
present government is forcing us and cutting our relations with the venkanna temple,
sentimentally and religiously. Madanapalle is proud of having the Handri Neeva
Srujala Sravanthi canal passing through madanapalle, so no dearth for water at my
place. There were nearly 20 theatres in madanapalle town, but now due to disputes
among brothers some theatres are closed still there is no dearth for entertainment.
Once it was considered for establishing the AP state capital at madanapalle in 1956, if
past history is looked into, this fact would come out. Smt Indira Gandi announced her
hastham symbol at madanapalle in 1977 only. M/s Neelam Sanjeeva Reddy, the former
President of India, Kotla Vijayabhasker Reddy Ex CM of AP, Pendikanti
Venkatasubbaiah former Minister of AP etc., were students of madanapalle BT college.
The rough population of madanapalle revenue division is about 7 to 9 lakhs, but it is
not so with rayachoti area. The rayachoti mandal has only 50 thousands population
according to the google information.
13) The madanapalle town has all qualities of that of a district ignoring all these
things the present government has become bad in the books of the people of
madanapalle and its neighbouring areas. People of madanapalle are thinking and
contemplating to merge madanapalle area in the neighbouring Karnataka state, if that
moment comes it would become very fatal to the state and its absurd thinking. The
punganur town which is 20 kms from Madanapalle is now proposed to merge with
chittoor town as its district headquarters which is 70 kms away. People are laughing
and feeling irksome, due to the present decision of the government. The

present government says that Amaravathy cannot be the capital of the state though it
is centrally located, quoting its own reasons, they want to take it to vizag, which is again
situated to one corner, but it is saying that vizag all facilities, like wise madanapalle
also has got all facilities and we pray the government to apply that theory here in our
issue also.
14) For the kind information of the government there is an airport built by the
british government during world war II near ctm village. Madanapalle is the topper for
milk production in chittoor district and after AMUL Anand District of Gujarat state it
is the chittoor district that produces huge quantum of milk in the country. From
madanapalle daily 1.5 lakhs to 2.5 litres of milks goes to several places in and around
ap and to neighbouring states. Milk is a big business in and around madanapalle like
tomatoes, and tamarind of punganur is famous in the state of ap. It produces huge
quantum of tamarind in the state. Punganur cow is considered the smallest cow in the
world, and the best desi cow in terms of quality, in the world. You have got huge poultry
industry in the madanapalle area. There is an industrial estate in the madanapalle
town. There is an auto nagar in madanapalle town also. The bikki fruit and jalaru
pulu/ flowers are world famous like red sanders, available only in and around
madanapalle. Sunku diesel autorickshaw was first manufactured by Dr.Sunku
Balaram of madanapalle, way back in 1983., the factory at molakalacheruvu.

15) Coming to banks there are nearly all branches of all banks in madanapalle town
and in its surrounding areas, so there is no dearth for financial institutions. Yet
another unknown fact is that Saint Vengamamba is from madanapalle revenue
division that is from tharigonda 30 kms from madanapalle. The first talkie theater in
ap is madasudhana theater in madanapalle established in 1941. The first Sai Baba
temple in the country was constructed in madanapalle in 1942 history says. The
madanapalle town and its division has proximity to kolar, chintamani, KGF, Ambur,
Vanimbadi, Gudiyattham, Ranipet, Sriperumbudur, kanchi, vellore, chittoor,
kanipakam, kadari, kurudumalai, koti lingal kothuru in two to three digit distances,
and also proximity to krishnagiri, salem etc., and three airports are nearby

madanapalle, like Bangalore 85 kms, Tirupati 125 kms, and kadapa 120 kms
puttaparthy 150 kms.
16) All roads to and from Madanapalle are national high ways. So please advice the
present government to withdraw merging madanapalle with annamayya district
especially Rayachoty as its head quarters. The father of the nation Sri mahatma gandhi
visited madanapalle several times. Jawahar lal Nehru also visited several times to
madanapalle, likewise several leaders of national importance visited madanapalle
several times. There is plenty of government land available in and around
madanapalle, for any development. Tourists places like Basinikonda, horsley kondalu,
boyakonda, akkanna and madannna kondalu, mallaiah konda etc., in madanapalle
area are not available in the Rayachoty area. Moreover annamayya has no connection
and link historically or mythologically with madanapalle or its surrounding areas, he
has got links with kadapa district and Tirupati area but not madanapalle area. The
tirumalai laddu is made up of cow ghee only that comes from madanapalle area.
17) The revenue generated from madanapalle town and its areas in the division is
100 times more than the income from Rayachoty area and more than the chittoor
revenue division area. The santha/shandy conducted every Tuesday in madanapalle is
the one of the oldest in the chittoor district and runs from 5 am to 5 pm. The vegetables
fruits, flowers and other house hold items are sold in madanapalle. That apart Ghattu
village also conducts yearly yeddula parusha on a large scale. There is a rain fed river
by name Bahuda passing through madanapalle. There are trees in madanapalle which
are more than 100 years old, near the municipal office and on CTM Road. There are
huge water tanks in and around madanapalle called CTM cheruvu and PTM cheruvu,
nowhere in the entire chittoor district you would find such big water tanks or even in
neighbouring kadapa district. People from rayachoti and chintamani of kolar district
come to madanapalle for their education, medical and entertainment purposes. There
are nearly 7 theaters in madanapalle having digital dolby 8 track audio systems built
way back in 1995 itself, which is not present

even today either in kadapa or Tirupati town. Madanapalle has produced several
Olympic producers in hockey and football. Madanapalle was once the Head quarters
of hockey in AP State. Punganur town which is part of madanapalle revenue division
is famous for volley ball, nationally. Horsley hills is twice the height of the tirumala
hills and it is nearly 4000 feet above the sea level. This 60 years several telugu, hindi
and tamil movies are shot there. Ghantasala master visited madanapalle in 1973 and
felt happy and he went to chowdepalle village also had darshan of panchalingala
kothuru and chowdepalle sivalayam. He liked the climate of madanapalle, very much.
18) All buildings are available in Madanapalle town itself no need to construct again
just change the boards from mandal HQ to District HQ. With so much of history,
facilities available, proximity to several places, plenty of water availability plenty of
government land availability, that apart being a peaceful place. Keeping all the above
issues, facts and circumstances sentiments feelings of the people of madanapalle please
suggest or recommend to the government to withdraw the present GO merging
madanapalle and its revenue division areas into annamayya district and consequently
to recommend the formation of madanapalle as a separate district or to maintain status
quo that is to continue in chittoor district only, failing which the people would take the
issue into their hands and the government would become a laughing stock thereafter,
and the law and order issues also may crop up. The wish of the people of the 31 mandals
of madanapalle revenue division is to form a separate madanapalle district and the
headquarters being at madanapalle only. Like wise we can write volumes about
madanapalle, I crave leave to bring further more information about madanapalle and
its revenue division mandals, as and when the situation warrants. So the government
has to respect the feelings and sentiments of the people and proceed, failing which legal
action follows against the government in an appropriate court of law. Please issue any
notice to me in case of any personal hearing in advance and also communicate any
decision that would be taken by your kind authority in this regard. Hence the
objections.
