Review of literature

Definition of Employee Welfare :

According to Author James Todd “ Labour welfare means anything done for the comfort
and improvement , intellectual or social of the employee over and above the wages paid which is
not a necessity of the industry “

Meaning of Employee Welfare :

After employees have been hired , trained and remunerated they need to be retrained and
maintained to serve he organization better welfare facilities are designed to take care of the well
being of the employees they do not generally results in any monetary benefit to the employees .
These facilities not only provided by employers but also by government agencies and trade
unions too. These all agencies contribute towards employee welfare. Welfare means fairing or
doing well. it is a comprehensive term and reforms to the physical , mental moral and emotional
well- being of an individual. Welfare varies from time from region to region and from country to
country.

Labor welfare implies providing better work conditions such as proper lighting , heat
control , cleanliness , low noise level , toilet and drinking water facilities , canteen and rests
rooms , healthy and safety measures , reasonable hours of works and holidays and welfare
services such as housing , education , transportations and counseling.

Types of Employee Welfare :

Employee welfare services may be classified in to two broad categories

1. Intramural :

These services are provided within the establishment. These include latrines and
urinals , washing and bathing facilities , rest shelters , canteens , uniform , medical aid ,
library free or subsidized food etc.

2. Extramural

societies , interests free loans etc.

Welfare services may be divided as voluntary and statutory. Many employers

provide the following welfare facilities voluntarily

 Housing :
In view of acute shortage of housing accommodation in cities industrial housing is
an important part of employee welfare in India .an individual housing scheme was
introduced in 1952. Under this scheme the central government provides loans and
subsidies for the construction of houses for industrial workers. The committee on
labor welfare stressed the need for stable government acquiring land near industrial
areas and renting houses at reasonable rates. Fiscal and monetary incentives should be
provided

G.I.D.C. Rajju Shroff Rofel Institute of Management Studies (B.B.A Programme) Page 15
CELLO - THE JOY OF WRITING

 Education :

The industrial commission [1918] and the royal commission on labor [1931]
stressed the need for worker’s education. In 1957 the government of India formulated
an All India scheme of worker’s education.

The scheme of workers education is designed to achieve the following Objectives :

A. To develop strong trade unions through trained officials
B. To fulfill its functions and responsibilities effectively.
C. To promote among workers a greater understanding of the problems of their
economic environment.

 Transportation :

With the growth of industries the distance between workplace and residence of
workers has increased considerable. It is therefore necessary to provide proper
transport facilities to and from the factory. Such facilities will reduce absenteeism.
The committee on labor welfare recommended the provision of adequate transport
facilities to workers to enable them to reach their workplace without loss of reach
their workplace without loss of much time and without fatigue

Employees should also advice loans for purchase of bicycle, scooters etc by
employees.

G.I.D.C. Rajju Shroff Rofel Institute of Management Studies (B.B.A Programme) Page 16
CELLO - THE JOY OF WRITING

 Recreation :

Recreation is the form of music, art , theatre , sports and games can play an
important role in the physical and mental development of employees . The ILO has
urged upon the member countries to take appropriate steps to provide recreational
facilities for the workers in or near the undertaking in which they are employed. The
committee on labor welfare recommended that state government and trade unions
should take the initiative and combine their efforts to provide a minimum member of
sports and recreation to keep the labor force fit and healthy

 Consumer Co-Operative Stores :

The national cooperative development board set up a committee in 1961. The

committee suggested the employees should introduce consumer co operative stores
in the labor welfare programs . The Indian labor conference in 1963 adopted a
scheme for setting up consumer co operative store. In all industrial establishment
including plantations and mines employing 800 or more workers consumer co
operative stores should provide essential commodities at law and fair price
