FOREWORD

The Saudi Standards, Metrology and Quality Organization (SASO) has prepared this draft
Standard “Water Heaters - Energy Performance, Testing and Labelling Requirements” .This
document will apply as a mandatory Saudi Standard.

This standard after approval will replace and supersede the energy performance requirement
mentioned in SASO GSO 1858 and 1859.

1. Scope

This Standard specifies the Minimum Energy Performance Standard (MEPS) and testing
requirements of water heaters.

Category of water heaters falling in the scope of this standard are

 Electric storage water heaters


 Instantaneous electric water heaters
 Heat pump water heaters
 Solar water heaters (combined or not with additional energy supply)
 Fuel gas water heaters
 Storage tanks

It shall apply to water heaters that operate in AC single-phase circuits of ٢٢٠V or 230V or designed for
dual voltage or voltage range including these values, and three-phase circuits of 380 V or 400 V with
a frequency of 60 Hz according to SASO GSO 1899.

It shall apply to water heaters with power under or equal to 70 kW.

It shall apply to products with a capacity up to 2,000 liters for all types of water heaters except for gas
fired water heaters where the maximum capacity is 300 liters.

This standard does not apply to:

 Water heaters using solid fuels


 Water heaters designed for making hot drinks and or food only

3. Terms and Definitions

For the purposes of this Standard, the following terms and definitions shall apply.

3.1 General

3.1.1 Back-up immersion heater: a Joule effect electric resistance heater that is part of a hot water
storage tank and generates heat only when the external heat source is disrupted (including during
maintenance periods) or out of order, or that is part of a solar hot water storage tank and provides
heat when the solar heat source is not sufficient to satisfy required comfort levels

3.1.2 Conversion coefficient (CC): a coefficient representing the weighting of the electric energy
compared when combined with other energies: the value of the conversion coefficient is CC = 1,0

3.1.3 Heat generator: part of a water heater that generates the heat using one or more of the
following processes:
(a) combustion of fossil fuels and/or biomass fuels;
(b) use of the Joule effect in electric resistance heating elements;
(c) capture of ambient heat from an air source, water source or ground source, and/or waste heat;
where by a heat generator designed for a water heater and a water heater housing to be equipped
with such a heat generator shall be also considered a water heater

3.1.4 Hot water storage tank: vessel for storing hot water for water and/or space heating purposes,
including any additives, which is not equipped with any heat generator except possibly one or more
back-up immersion heaters

3.1.5 Rated heat output: declared heat output of the water heater when providing water heating at
standard rating conditions, expressed in kW

3.1.6 Rated value: value or quantity assigned by the manufacturer and marked on the appliance
when relevant

3.1.7 "Shall": where "shall" or "shall not" is used for a provision specified, that provision is mandatory
if compliance with the standard is claimed.

3.1.8 Standard rating conditions: operating conditions of water heaters for establishing the rated
heat output, water heating energy efficiency and sound power level, and of hot water storage tanks for
establishing the standing loss

3.1.9 Storage capacity (C): rated capacity of a hot water storage tank, expressed in litres

3.1.10 Tested value: the value or quantity determined by test or measurement

3.1.11 Water heater: device that:


- is connected to an external supply of water;
- generates and transfers heat to deliver hot water at given temperature levels, quantities and flow
rates during given intervals;
- Is equipped with one or more than one generators.

3.1.11.1 Conventional water heater: water heater that generates hot water using the combustion of
fossil and/or biomass fuels and/or the Joule effect in electric resistance heating elements

3.1.11.2 Gas fired water heater: water using gaseous fuel for heat generation

3.1.11.3 Heat pump water heater: water heater using ambient temperature from an air source, water
source or ground source, and/or waste heat for heat generation

3.1.11.4 Solar water heater: water heater equipped with one or more solar collector, solar hot water
tanks, heat generators and possibly pumps in the collector loop and other parts, a solar water heater
is placed on the market as one unit.

3.1.11.5 Storage water heater: a unit comprising a capacity containing water, a heating element and
a control system.

3.1.12 Water heating energy efficiency (ηwh): the ratio between the useful energy provided by a
water heater and the energy required for its generation, expressed in percentage (%)

3.1.13 Water heater housing: part of a water heater designed to have a heat generator fitted

3.2 Technical Definitions

3.2.1 Ambient correction term (Qcor): means a term which takes into account the fact that the place
where the water heater is installed is not an isothermal place, expressed in kWh

3.2.2 Annual electricity consumption (AEC): annual electricity consumption of a water heater under
the declared load profile and under given climate conditions, expressed in kWh in terms of final
energy

3.2.3 Annual energy consumption (Qtotal): annual energy consumption of a solar water heater,
expressed in kWh in terms of primary energy and/or kWh in terms of GCV

3.2.4 Annual fuel consumption (AFC): annual fossil and/or biomass fuel consumption of a water
heater under the declared load profile and under given climate conditions, expressed in GJ in terms of
GCV

3.2.5 Annual non-solar heat contribution (Qnon;sol): annual contribution of electricity (expressed in
kWh in terms of primary energy) and/or fuels (expressed in kWh in terms of GCV) to the useful heat
output of a solar water heater or a package of water heater and solar device, taking into account the
annual amount of heat captured by the solar collector and the heat losses of the solar hot water
storage tank

3.2.6 Auxiliary electricity consumption (Qaux): annual electricity consumption of a solar water
heater or a solar-only system that is due to the pump power consumption and the standby power
consumption, expressed in kWh in terms of final energy

3.2.7 Climate conditions: means the temperatures and global solar irradiance conditions
characteristic for the city of Strasbourg used as reference or for the Saudi conditions as expressed in
Annex D

3.2.8 Collector aperture area (Asol): maximum projected area through which unconcentrated solar
radiation enters the collector, expressed in m2

3.2.9 Daily electricity consumption (Qelec): consumption of electricity over 24 consecutive hours
under the declared load profile and under given climate conditions, expressed in kWh in terms of final
energy

3.2.10 Daily fuel consumption (Qfuel): consumption of fuels over 24 consecutive hours under the
declared load profile and under given climate conditions, expressed in kWh in terms of GCV, and for
the purposes of point 4 in Annex VIII expressed in GJ in terms of GCV

3.2.11 Declared load profile: load profile applied when determining water heating energy efficiency

3.2.12 Energy content of hot water: product of the specific heat capacity of water, the average
temperature difference between the hot water output and cold water input, and the total mass of the
hot water delivered

3.2.13 First-order coefficient (a1): heat loss coefficient of a solar collector, expressed in W/(m2.K)

3.2.14 Global solar irradiance (GSI25 or GSI45): rate of total incoming solar energy, both direct and
diffuse, on a collector plane with an inclination of 25 (or 45) degrees and southward orientation at the
Earth’s surface, expressed in W/m2

3.2.15 Gross calorific value (GCV): total amount of heat released by a unit quantity of fuel when it is
burned completely with oxygen and when the products of combustion are returned to ambient
temperature; this quantity includes the condensation heat of any water vapor contained in the fuel and
of the water vapor formed by the combustion of any hydrogen contained in the fuel

3.3.16 Heat generator water heating energy efficiency (ηwh,nonsol): water heating energy efficiency
of a heat generator which is part of a solar water heater, expressed in %, established under
standardized climate conditions and without using solar heat input

3.2.17 Incidence angle: angle between the direction to the sun and the direction perpendicular to the
solar collector aperture

3.2.18 Incidence angle modifier (IAM): ratio of the useful heat output of the solar collector at a given
incidence angle and its useful heat output at an incidence angle of 0 degrees

3.2.19 Load profile: given sequence of water draw-offs, as specified in Annex B; each water heater
meets at least one load profile

3.2.20 Maximum load profile: load profile with the greatest reference energy that a water heater is
able to provide while fulfilling the temperature and flow rate conditions of that load profile

3.2.21 Mixed water quantity at 40°C (V40): quantity of water at 40°C, which has the same heat
content (enthalpy) as the quantity of water stored at temperature of 65°C

3.2.22 Peak temperature (Tp): minimum water temperature, expressed in degrees Celsius, to be
achieved during water draw-off, as specified in Annex A

3.2.23 Pump power consumption (Psol;pump): rated electrical power consumption of the pump in the
collector loop of a solar water heater or solar-only system, expressed in W

3.2.24 Reference energy (Qref): sum of the useful energy content of water draw-offs, expressed in
kWh, in a particular load profile, as specified in Annex A

3.2.25 Second-order coefficient (a2): coefficient measuring the temperature dependence of the first
order coefficient, expressed in W/(m2. K2 )

3.2.26 Solar collector: means a device designed to absorb global solar irradiance and to transfer the
heat energy so produced to a fluid passing through it; it is characterized by the collector aperture
area, the zero-loss efficiency, the first order coefficient, the second-order coefficient and the incidence
angle modifier

3.2.27 Solar hot water storage tank: hot water storage tank storing heat energy produced by one or
more solar collectors

3.2.28 Smart control: means a device that automatically adapts the water heating process to
individual usage conditions with the aim of reducing energy consumption

3.2.29 Smart control compliance (smart): measure of whether a water heater equipped with smart
controls fulfils the criterion set out in Annex B and C

3.2.30 Smart control factor (SCF): water heating energy efficiency gain due to smart control under
the conditions set out in Annex B and C

3.2.31 Standby heat loss (Pstby): heat loss of a heat pump water heater in operating modes without
heat demand, expressed in kW

3.2.32 Standby power: the power necessary to maintain the water contained in the storage at a set
temperature of 65oC according to the testing standard (W)

3.2.33 Standby power consumption (Psol;standby): rated electrical power consumption of a solar water
heater or solar-only system when the pump and the heat generator are inactive, expressed in W

3.2.34 Thermal losses (QPR): the thermal energy necessary to maintain the water contained in the
storage at a set temperature of 65oC according to the testing standard during 24h (kWh)

3.2.35 Useful energy content (Qtap): energy content of hot water, expressed in kWh, provided at a
temperature equal to, or above, the useful water temperature, and at water flow rates equal to, or
above, the useful water flow rate, as specified in Annex A

3.2.36 Useful water flow rate (f): minimum flow rate, expressed in litres per minute, for which hot
water is contributing to the reference energy, as specified in Annex A

3.2.37 Useful water temperature (Tm): water temperature, expressed in degrees Celsius, at which
hot water starts contributing to the reference energy, as specified in Annex A

3.2.38 Water draw-off: means a given combination of useful water flow rate, useful water
temperature, useful energy content and peak temperature, as specified in Annex A

3.2.39 Weekly electricity consumption with smart controls (Qelec;week;smart): weekly electricity
consumption of a water heater with the smart control function enabled, expressed in kWh in terms of
final energy

3.2.40 Weekly electricity consumption without smart controls (Qelec;week): weekly electricity
consumption of a water heater with the smart control function disabled, expressed in kWh in terms of
final energy

3.2.41 Weekly fuel consumption with smart controls (Qfuel;week;smart): weekly fuel consumption of a
water heater with the smart control function enabled, expressed in kWh in terms of GCV

3.2.42 Weekly fuel consumption without smart controls (Qfuel;week): weekly fuel consumption of a
water heater with the smart control function disabled, expressed in kWh in terms of GCV

3.2.43 Zero-loss efficiency (η0): efficiency of the solar collector, when the solar collector mean fluid
temperature is equal to the ambient temperature

4. Criteria for Applying the Minimum Energy Performance Standard (MEPS)


4.1 Declaration of rated values
 The declaration of the rated capacity shall be expressed only in terms of liters (L) according to
the following rules:
- Rated capacity lower or equal to 14 liters as multiples of 1 liter
- Rated capacity from 15 liters as multiples of 5 liters

 The declaration of the rated power shall be expressed only in terms of watt (W) as multiples of
50 W
 The declaration of the energy efficiency in percentage as a multiple of 0.1%
 The rated annual energy as a multiple of 5 kWh

4.2 Determining the Minimum Performance

4.2.1 General
The Minimum energy performance are based on the Water Heating Energy Efficiency (see Annex C),
which is established from the declared load profile.

4.2.2 Declaration of the Load Profile


The declared load profile shall be the maximum load profile as defined in Annex A.

For capacities of storage water heaters with declared load profiles of 3XS, XXS, XS and S:

a) Storage water heaters with declared load profile 3XS shall not exceed 7 litres in capacity
b) Storage water heaters with declared load profiles XXS and XS shall not exceed 15 litres in
capacity
c) Storage water heaters with declared load profile S shall not exceed 36 litres in capacity

4.2.3 Minimum Energy Performance Standard (MEPS) for Water Heaters

The water heater MEPS values are presented in Table 1.

4.2.4 Minimum Energy Performance Standard (MEPS) for Hot Water Storage Tanks


The minimum energy performance standard (MEPS) requirements for hot water storage tanks with
capacities higher or equal to 25 liters are based on the daily thermal losses QPR.. The limit values for
QPR are expressed in table 2, rounded to 2 decimal places.

4.3 Acceptance Criteria for Labelling and Market Surveillance


The energy label shall be accepted as valid when a sample unit(s) tested meets the following criteria:

Note: for market surveillance, the verification of compliance with the requirements is determined using
the same identical standard adopted at the point of registration.

5. Label and Classification


5.1 Determining the Energy Efficiency Class
The minimum values for each load profile shall be used to determine the classification as outlined in
table 3 and 4.

5.2 Design and Placement of the Label


The label shall be printed as illustrated in Figure 1. It shall be fixed and non-removable on the
packaging and another label shall be available inside the packaging to be posted on the product. It is
the responsibility of the retailer to place the label on the most prominent part of the product to be
easily visible to the consumer at the point of sale.

The energy efficiency classes shall be represented with a visible letter and color-coded bars as
outlined in Table 3 and illustrated in Figure 1.

For storage tanks, the label shown in Figure 1 is not applicable. A special design label will be used
instead.

The label must be 100 mm wide and 170 mm high.

5.3 Information and Values Contained on the Label


The fields (a) to (h) plus (j) for solar water heaters shall comply with the following requirements:

 Field (a): this field shall display the logo of the Saudi Standards, Metrology and Quality
Organization (SASO).
 Field (b): this field shall have a QR code representing the main characteristics of the water
heater, this may include the following items based on the data provided in the registration
form:
o Manufacturer name
o Model number
o Brand name (if different from manufacturer name)
o Country of origin
o Energy type (electricity, gas)
o Rated power (W)
o Rated voltage (V)
o Rated capacity (litre)
o Classification (unit-less)
o Energy efficiency (%)
o Annual energy consumption (kWh)
For storage tanks
o Annual thermal losses (kWh)
For solar water heaters
o Surface of the collector

 Field (c): this field shall reflect the energy efficiency class, which the product attained.
 Field (d): this field identifies the value of the electric power of the water heater in kW.

6. Marking and Instructions


6.1 General Information
The following information shall be marked on the nameplate of the water-heater in (English) or (Arabic
and English). The marking shall not be on a detachable part of the unit and shall be indelible, durable
and easily legible.

Any information related to energy performance added on any part of the water heater unit or
packaging shall not have any ambiguity or lead to misunderstanding of the performance of the unit.

6.2 Nameplate Information


The nameplate information shall include, for conformity to this standard, the following information:

 Manufacturer’s name and/or trademark.


 Country of origin.
 Manufacturer’s model or type reference and serial number of the unit.
 Rated voltage or rated voltage range in volts (V).
 Rated frequency in hertz (Hz).
 Rated power input in Watt (W) or kiloWatts (kW)
 Rated capacity
 Annual standby losses (kWh/year) or daily standby losses (kWh/24h), when applicable.

6.3 Instruction Sheet


An instruction sheet or manual in (Arabic) or (Arabic and English) shall be delivered with each water
heater. Tables, drawings and circuit diagrams may be depicted in English only.

The instruction sheet, product brochure and any other literature provided with the type of product shall
include the following information in the order below as minimum.

7. Registration requirements

 Product registration is mandatory, whereby information about registration requirements will be


available in the information center of the Saudi Standards, Metrology, and Quality
Organization (SASO), and reference shall be made to the separate SASO registration forms
and requirements.
 For registration, a test report covering the product submitted shall be attached. The test report
shall be issued from an entity (laboratory) certified through the International Laboratory
Accreditation Cooperation (ILAC) procedure or approved by SASO.
 Applications shall be submitted through the registration system electronically via SASO
website. The applicant shall fulfill all updated requirements of the electronic registration
system and any new requirements, procedures, and regulations required by SASO. A sample
of the registration form is provided in Annex G (the final version will be available in the SASO
website).
 Labels are published by the application after the final registration of a product.

ANNEX B – Tests Procedures and Measurements

B.1 Tests Methods Applicable


For the purposes of compliance and verification of compliance with the requirements of this
Regulation, measurements shall be made using standards listed in Clause 2. They shall meet the
conditions and technical parameters set out in this standard.

B.2 General Conditions for Testing Water Heaters


Measurements shall be carried out using the load profiles set out in Annex A.

Measurements shall be carried out using a 24-hour measurement cycle as follows:

 00:00 to 06:59: no water draw-off,


 from 07:00: water draw-offs according to the declared load profile,
 from end of last water draw-off until 24:00: no water draw-off.

The declared load profile shall be the maximum load profile.

B.3 Conditions for Testing the Smart Control Compliance ('Smart') of Water Heaters
If the manufacturer wants to declare the value of 'smart' as being ‘1’, measurements of the weekly
electricity and/or fuel consumption with or without smart controls shall be carried out using a two-week
measurement cycle as follows:

 days 1 to 5: random sequence of load profiles chosen from the declared load profile and the load
profile one below the declared load profile, and smart control disabled,
 days 6 and 7: no water draw-offs, and smart control disabled,
 days 8 to 12: repetition of the same sequence applied for days 1 to 5, and smart control enabled,
 days 13 and 14: no water draw-offs, and smart control enabled,
 the difference between the useful energy content measured during days 1 to 7 and the useful
energy content measured during days 8 to 14 shall not exceed 2 % of Qref of the declared load
profile

The 'smart' is declared equal to 1 if conditions expressed in Clause C.4 are met.

B.4 Conditions for Testing Solar Water Heaters


The solar collector, solar hot water storage tank, pump in the collector loop (if applicable) and heat
generator shall be tested separately. Where the solar collector and solar hot water storage tank
cannot be tested separately, they shall be tested in combination. The heat generator shall be tested
under the conditions set out in Clause 2 of this Standard.

The results shall be used for the calculations set out in Annex C under the conditions set out in Tables
B1 and B2.

For the purpose of establishing Qtota the efficiency of the heat generator using the Joule effect in
electric resistance heating elements is assumed to be 100/CC.

The annual energy is based on the energy efficiency ratio WH used for Classification and the
reference energy Qref used to characterise the water heaters.

The values for annual energy consumption are derived from a conventional energy consumption
using weather data for Saudi Arabia and calculated according to Clause D.3.

Annual energy consumption AECWH will be autocalculated in the SASO registration process
according to the following information and procedures.

E.1 Principle for Application of the Simplified Procedure


The determination of the profile to apply is presented in clause E2.

The energy Qelec (kWh) for each profile is based on the sum of the useful energy for the water profile
and corresponding daily thermal losses.

F.3 General Conditions for Measurements


Replace the paragraph in SASO IEC 60379 after the second dash by:
The ambient temperature is calculated from measurements at a single point in front of the centre of
the water heater halfway between the water heater and the wall, and at half the height of the water
heater.
Delete the fourth dash and its subsequent paragraph and the fifth dash.
Add two new dashes:
- The supply voltage shall be maintained at 230 V.
- The supply frequency shall be 60 Hz.
Add new chapter after chapter 12

F.4 Accuracy of Instrumentation


Instruments having the following or better accuracy shall be used for the tests:
 Mass
o Instruments shall be accurate to ±1%
 Ambient temperature
 Instruments shall be accurate to ±1K
 Water temperature
o Instruments shall have a resolution of at least 0,2 K and an accuracy of ±1 K
including non-linearity error, at the nominal temperature measured.
 Water capacity
o Instruments shall be accurate to ±1%
 Water flow rate
o Instruments shall be accurate to ±5%

 Electrical power
o Instruments shall have less than 10W zero point inaccuracy, and provide less than
2% inaccuracy at the highest nominal value according to rated input power data
specified by the manufacturer.

F.5 Standing (thermal losses) per 24 h

thermostat.

F.6 Quantity of Useful Water Delivered


Immediately following measurement of the stand-by losses (clause B-5), the water heater is switched
off after a cut-off of the thermostat.

Then a quantity of water equal to the rated capacity CR is withdrawn through the outlet at a constant
rate of flow by supplying cold water to the input.

The outlet water temperature 'p is measured and the average temperature of withdrawn water p is to
be calculated according equation (B3).

Outlet water temperature shall always be equal or more than 40 °C, which is to be taken into account
for the calculation of p.

V40_test, which corresponds to the measured quantity of water, delivered at 40 °C is recorded.

The mean water temperature p of the measured mixed quantity of water V40_test is calculated by

F.7 Heating Energy


Immediately after the temperature output reaches 15 °C, the water heater is re-reheated until the
thermostat cuts-off (preset at 65 °C).

The energy added to the water heater by reheating is measured and reported for a temperature rise
of 30K and 50K

For water heaters which capacity is lower than 5 liters the heating is limited to a temperature rise of
30K.

Duration of re-heating corresponds to the time difference when the re-heating starts and the
thermostat cuts off.

Results: Energy for reheating (EHET,30 ; EHEAT,50 - kWh)

The energy for re-heating is adapted to a temperature difference of 30K and 50 K corresponding to
the rating conditions (Temperature cut-off at 65 °C and inlet temperature of 15 °C (see Equation F7).
