1. Brief Introduction of the Organization

Debark University, which is among the 11fourth generation universities, was established in 2007
EC. It is located at 834 Kms from Addis Ababa, 284 Kms from Bahirdar and 103 Kms from
Gondar. Debark university is constructed at Debark Town, North Gondar Zone, which is
frequently visited by many tourists who come to visit Simien Mountain National Park.
Following its establishment, the university started its teaching activity with 1173 students under
4/four colleges and 17/seventeen departments. Taking in to account its location advantage in
highland area and at the heart of Simien Mountains National Park, which is endowed with
numerous floras, fauna and endemic species, Debark University aspires to excel in highland
agricultures and tourism areas. Moreover, there are ample cultural heritages in the surrounding
area of Debark University that enable the institution to excel in tourism.

Currently Debark University carry on its function with 249 academic staffs, 473 administrative
staffs and 4,500 students under 4/four colleges (social science, natural and computational
science, business and economics and agriculture and environmental science) and 23/twenty three
departments.
2. Problem
Any organization weather it is privet or governmental may faced a number of managerial
problem. Debark university is also one of governmental organization which faced different
managerial problems, from those problem human resource management problem is the most
savior problem I have experienced when I was working in debark university until now. As I have
stated in the brief introduction of the organization part debark university is newly emerged
governmental institution. By the cases that debark university is newly emerged institution the
university built many infrastructures like rode (driveway), building, electric installation, and
fences? To build this like infrastructures the university hires both skilled and unskilled man
power. To hire this man power the university expends a huge capital. But there is the gap
between the work done and the capital expend. This gap is the result of poorly managing of this
man power. Especially there is series problem in managing unskilled labor force. The
management ones hire the employee and assigned employees to the job they do, finish his job.
No further inspection how they do the job, what they need, and what the management expected
to do to faster the job done. Employees work below the capacity they can work, they work to
count the day only they do not care about the work. Employees work only to get the payment per
day. Even some workers dose not come to work but they pay because they agree with the boss
(cabo) selected by the employee to control workers. Very low quality of the work is also the
other problem. The low quality of the work is the result of poor management and lack of
inspection.
Problems like absent with out reason, if they have reason the reason is also feck or forged,
turnover, time keeping problem are the habitual problem for the university. I have experienced
this like problems in debark university in my stay.
3. Method (Ideal Solution)
The managerial problem that debark university faced or I have experienced in work place can be
solved by the application of management theories, models, and management functions. In my
view by applying the “scientific management theory” we can solve or address the problem that
debark university faced or experienced.
The articles conducted by Dr. Salvatore Ferraro “Frederick Taylor’s other Principles” conclude
that Taylor’s concept of management was developed over 100 years ago; however they are still
relevant today. Taylor’s principles are simple, employees and management should work together
to maximize production and profit. His methods were ground breaking when developed 100
years ago and can still help management and employees be successful today. These additional
principles will allow employees and management to work together. Hiring the right employee
and motivating them will enable the company to produce quality work, increasing the bottom
line for both company and employee. By management providing an atmosphere that encourages
Quality and motivation employees both management and employee will succeed. (Dr. Salvatore
Ferraro 2016).
“Positive contributions of scientific management” conducted by Henry H. Farquhar conclude
that the principle of scientific management are important tools for the organization prosperity as ell
as for employee prosperity, by increasing production, reducing turn over of employee, reducing cost,
and improving quality.( Henry H. Farquhar)
How can we apply the principle of scientific management theory to adders
debark university problem?
A. Development of Science for each part of men’s job (replacement of rule of thumb).
 Work assigned to any employee should be observed, analyzed with respect to
each and every element and part and time involved in it. The best way of keeping
an account of work performance was found.
B. Scientific Selection, Training & Development of Workers
 There should be scientifically designed procedure for the selection of workers.
 Physical, mental & other requirement should be specified for each and every job.
 Workers should be selected & trained to make them fit for the job.
 The management has to provide opportunities for development of workers having
better capabilities.
C. Co-operation between Management & workers or Harmony not discord.
 It is only through co-operation that the goals of the enterprise can be achieved
efficiently.
 There should be no conflict between managers & workers.
 Interests of employer & employees should be fully harmonized so as to secure
mutually understanding relations between them.
D. Division of Responsibility
 The management should assume the responsibility of planning the work whereas
workers should be concerned with execution of task.
 Thus planning is to be separated from execution.
E. Mental Revolution
 The workers and managers should have a complete change of outlook towards
their mutual relation and work effort.
 It requires that management should create suitable working condition and solve
all problems scientifically.
 Similarly workers should attend their jobs with utmost attention, devotion and
carefulness. They should not waste the resources of enterprise.
 Handsome remuneration should be provided to workers to boost up their moral.
 It will create a sense of belongingness among worker.
 They will be disciplined, loyal and sincere in fulfilling the task assigned to them.
 There will be more production and economical growth at a faster rate.
F. Maximum Prosperity for Employer & Employees
 Maximum output & optimum utilization of resources will bring higher profits for
the employer & better wages for the workers.
 There should be maximum output in place of restricted output.
 Both managers & workers should be paid handsomely

1. Conclusion and Recommendation


A. Conclusion
From the analysis of the problem and stated management theory I can give the following
conclusion.
 Debark university faced the human resource management problem which is the most
saver of all managerial problems that organizations experienced.
 Employee turnover, absentizum, double working employee, lack of inspection and
controlling, and work below capacity that a normal person do in a given period of time
are the major specific managerial problems debark university faced.
 To address the managerial problem that the university experienced the principle of
scientific management applied accordingly.
B. Recommendation
Standing from the stated problem and provided ideal solution (method), As a
management professional I would like to advice Debark university human resource
management as following;
 The work assigned to any employee must be measured in scientific way. This is
important to controlling also.
 When the HR hire new employee should apply scientific selection technique.
Physical, mental & other requirement should be specified for each and every job. Not
only scientifically selecting employee but also give training and adapt him with his
new work and control him.
 The HR personal should devote much more time on creating mental revolution.
When they can create mental revolution the employee fill sense of belongingness,
disciplined and they work as there own work.
 Declared picas rate system (Differential payment). Give higher remuneration for
higher output and the vice versa.
 The wage the university pied to employee should cover at list the cost of living for
the employee
