Consider the following situation.

The Pantabangan-Carranglan Watershed (PCW) covers a total area of 97,318 ha. was placed under
the management of the National Power Corporation (NPC) and National Irrigation Administration
(NIA) to promote sustainable watershed management in support of a multi-purpose dam for
irrigation and hydroelectric generation. However, there are other major users of the watershed
particularly the residents of 36 barangays found in the watershed area. As of 2000, about 60,824
people reside the PCW which compromise of 12, 398 households. Majority of these are dependent
on the watershed for their main source of livelihood (i.e. farming) and for water supply for irrigation
and domestic purposes. In addition, the DENR is involved in the forest rehabilitation and
protection in the area including the implementation of CBFM project.
If you are to spearhead the preparation of 25-year development plan of PCW, identify the set of
criteria that you will use in
determining the courses of actions to be done to achieve the goal of sustainable management of
PCW taking into account the interest of the major stakeholders of the area, namely NPC, NIA, DENR
and the barangay residents or local communities. Be specific as much as possible in your choice of
criteria.your use of the criteria.

Set of Criterias for the 25-year Development Plan of Pantabangan-Carranglan Watershed (PCW)

1. Economic Criteria: Welfare Economics


○ Welfare Economics must be one of the criteria to use in crafting policies for the
development plan on the Pantabangan-Carranglan Watershed. This must be included
for the reason that welfare of the residents depending on the watershed must be
best considered and weighed before crafting such policies as lives of thousands of
people relies on the watershed for survival. Since various institutions are managing
the said watershed, policies must consider to better one’s interests without making
the others’ worse off.
2. Other Social Criteria: Democracy or Political Equality
○ Another criteria to set is the Political equality or the democracy in crafting policies for
the watershed development plan. In this criteria, weight of power among different
stakeholders like the residents and government agencies are to be given without
overpowering with each other. With this, proper distribution of power in advancing
their interests are with equality.
3. Other Social Criteria: Subjective Equality
○ With the numerous stakeholders that the development plan for the watershed is
connected with, this criteria will make sure that meeting the needs or considering the
interests of more people rather than less is of priority. This criteria will prevent the
existence of monopoly with the management and enjoyment of the forest resources
within the watershed.
4. Other Social Criteria: Appropriate Inclusion
○ Another social criteria that must be used in developing the Pantabangan-Carranglan
watershed development plan policies is the observance of the appropriate inclusion
of all the respective stakeholders of the watershed. This criteria will ensure that all
interests and parties involved will be heard, considered, and included before crafting
policies in managing the watershed. Having this criteria will ensure the possibility of
creating a good policy.
5. Environmental and Ecological Criteria
○ Since the watershed is handled by various government agencies and serves as a
contingency to thousands of residents within the watershed, it has to make sure that
the welfare of the environment and ecosystem services in the watershed itself is in
best condition. Using this criteria will make sure to create a policy and manag
pemmet plan that will ensure sustainable forest management promoting social,
environmental, and economic balance.
