MODULE 15

We have a World to Reach!

Boi Manuel

“For everyone to whom much is given, from him much will be required; and to whom
much has been committed, of him they will ask the more.” (Luke 12:48 NKJV)
The current world population is 7.9 billion as of July 2021 according to the most recent
United Nations estimates elaborated by Worldometer. The term "World Population"
refers to the human population (the total number of humans currently living) of the
world.) https://www.worldometers.info/world-population/

Abstract
We cannot make an impact in this ministry unless we are willing to die for what we believe as
we follow Christ and pursue His great plan for this ministry. This is true in every ministry
situation or in every culture, we are in. A part of this journey is taking the first step into the
unknown. It must be accompanied by our willingness to connect with strangers, new
acquaintances, and newly found allies. We must be willing to stay with the insiders and know
them because they are familiar with the in and outs of the organization as well as the influential
people within. We cannot make an impact in this organization or any group or ministry if we are
not going for the long haul.

Definition of Terms
1. One People One Mission – We are one people called by God to be HIS herald in this world.
Our religious labels will continue to divide us. Every true believer in Christ is enlisted to be a
part of HIS mission to go and make disciples.
2. Paul’s Ministry Model – The Apostle Paul modeled to us what a pioneering ministry look
like. It is about taking the message to the unreached people’s group which is full of risk and
challenges

3. Obstacles in Christian Missions – These are 21st Century challenges we are facing as we
advance the cause of Christ, some of these hindrances are not new but the complication
they bring is now on a global scale.

4. Jesus Timeless Strategy – This is about Jesus’ training approach that turned the world upside
down during HIS time and it is still true today.

5. The Last Words of Leaders – This is about the life of biblical leaders in their twilight years
who are transitioning and paving the way for next anointed leaders to succeed them.

We Have a World to Reach (WHWR) Graph 1. From this figure we can easily see the staggering
and growing figure of the Sunni Muslim militants as well as agnostics and atheist from across
the world.
The militants' goal is an ultra-conservative caliphate that strictly enforces Shariah, or
Islamic, law. The Islamic State, or ISIS, is a militant organization that emerged as an
offshoot of al Qaeda in 2014. It quickly took control of large parts of Iraq and Syria,
raising its black flag in victory and declaring the creation of a caliphate and imposing
strict Islamic rule. It is largely made up of Sunni militants from Iraq and Syria but has also
drawn thousands of fighters from across the Muslim world and Europe.

There are more than a billion of Muslims in our world. Millions of Hindus live in India and,
millions of Buddhist live in China. The imploding and imposing number of the followers of these
religions is a huge challenge in Christian missions. The ever-increasing number of agnostics and
atheist is also impressive. The democratic principles that most first world and developing
countries have embraced are landscapes where agnostics and atheists beliefs push their
agenda. The agnostics and atheists are intentionally targeting the followers of these religions
NOT in the battle field but in the academic arena. There are now more than a billion of these
atheist and agnostics in our world and thousands of them are deeply rooted and continue to
exert their influence in our best schools and universities around the globe.

The best schools are found in first world or highly democratic countries. Today, the raging
religious battle in our academic circles is happening in countries promoting legal rights and all
kinds of godless and moral-less expressions. Most of these universities have been founded by

2
Christians values beliefs but the Christian foundation of these schools has been totally eroded if
not forgotten. There is now a continuing trend of Christians in first world countries turning to
agnosticism and atheism. Christians are easy targets from these academic institutions. The
growing number of atheist and agnostics on this graph are as disturbing as the extreme or
radical Islam. Christian students in these institutions have become helpless preys for them. We
greatly value good education, but we have to proceed carefully and make our presence
stronger in the academic arena.

The increase of knowledge will be coming from the corners of our best universities. These
institutions will produce millions of educated people. But without morals and regard for God
these people will post great danger to our physical, intellectual, moral and spiritual well-being.
Their doctrine is obviously inculcated in their socialist, communist and Mar ist dogma. It’s the
equality of man expressed in gratifying and satisfying our fleshly longings where we put MAN at
the center of the universe. Everything is controlled by government where the guy at the top
dictates and control. The agnostics and atheist will continue to thrive because their teachings
legitimizes our idolatrous desire to make ourselves our own god, totally separated from God.

However, the intentional or accidental invention of COVID 19 virus is so dark and evil that
magnified the realit of death in e er one’s household. hen e er thing is said and done
COVID 19 is more than just a deadly pandemic. It carries a powerful message of our own
ignorance, wickedness and helplessness. Reason and science invented COVID-19. Yet, those
who are embracing this are so blind that they continue to audaciously laud the contribution of
scientists and professionals who will continue to create deadlier virus like COVID-19. A godless
history and science will continue to recreate and create monsters and predators.

“We trust secular humanism, the application of reason and science to the understanding of the
universe and the solving of human problems, to get us through times of trouble. Secular
humanists have no choice but to rely on and trust each other. We trust that the innate goodness
and helping hands of our fellow man will be there in this time of crisis. This gives us comfort and
hope. We have trust that solutions to COVID-19, both in the form of treatments and vaccines,
will come from scientists and other professionals. This trust is based on evidence and history.
Since the scientific age began 400 years ago, man has had a wonderful record of gaining
knowledge, making discoveries and sharing the wisdom that has solved and prevented many of
our world’s problems. Indeed, it is our fellow humans who have brought us out of the dark ages
into modernity. This fact provides us with much comfort and hope.

Covi9 19 have brough havoc in our world with 197,438,225 cases or affected and with
4,215,980 deaths at the time of this writing will continue to challenge all forms of religious
beliefs and ideologies. This global pandemic will continue to infect thousands of people, more
deaths will be expected in all strata of our society. Knowing that no one is spared in these dark
and obscure hours also compel us to be G D’s beacon of hope.

We Have a World to Reach (WHWR) Graph 2
We Have a World to Reach (WHWR) Graph 2 presents a serious challenge to anyone who is
claiming to be a follower of Jesus Christ and a Christian. Anyone or any warm body in this
country can be a part of a religious fraternity, a church a mosque or even a religious cult.
However, many of us are like chaff in Psalm 1 that “the wind blows away and will not stand in
the udgment leading to destruction”.

Jesus’s strateg to turn this world upside down started with onl twel e people. He
significantly poured out HIS life into them for three years along with women that were included
in Jesus three-year ministry program. Our failure to train Christ-like followers and disciples is
the root cause of the great-divide in our midst. We kept on saying that Jesus did not come to
earth to establish religion but relationships. But this message is incomplete because we often
fail to include that our loyalty must exclusively be on HIM!

Our failure to put Christ at the center will also nurture cultural and sub-cultural boundaries. Our
way of contextualizing the biblical message to fit a particular culture must be centered in our
faith in Christ, fueled by our faithfulness to the criptures and nurtured b HI grace ““Sola
Fide, Sola Scriptura, Sola Gratia”.

Jesus was confronted by brilliant religious leaders and thinkers like Gamaliel during His time.
The Roman Empire represented by Pontius Pilate in Judea had a face-to-face encounter with
HIM. Yet Jesus hrist’s three-year ministry program designed to raise heroes and champions of
faith rests not in the religious courts neither in the political arena but in the hearts and minds of
ordinary people. Jesus did not challenge the existing political and religious powers during His
time. He lauded His support to the Romans when He said that we “gi e to aesar what is due to
aesar” in Luke . Jesus’ decision to stay away from the limelight and often times in
solitude and silence must inspire to do the same. These are some popular bible verses that
portray Jesus’ decisi e strateg to build and train HI disciples undisturbed and intimatel being
with them.

4
• “ AsJesus walked beside the Sea of Galilee, he saw Simon and his brother Andrew
casting a net into the lake, for they were fishermen” (Mark 1:16)
• “Very early in the morning, while it was still dark, Jesus got up, left the house and

went off to a solitary place, where he prayed” (Mark 1:16)

• Yet the news about him spread all the more, so that crowds of people came to hear
him and to be healed of their sicknesses. But Jesus often withdrew to lonely places
and prayed” (Luke 5:15-16)
• “Once again Jesus went out beside the lake. A large crowd came to him, and he
began to teach them” (Mark 2:23)
• “One Sabbath Jesus was going through the grainfields, and as his disciples walked

along, they began to pick some heads of grain.” (Mark 2:23)

• “That same day Jesus went out of the house and sat by the lake. 2 Such large crowds
gathered around him that he got into a boat and sat in it, while all the people stood
on the shore” (Matthew 13:1-2)
• “When Jesus heard what had happened, he withdrew by boat privately to a solitary
place. Hearing of this, the crowds followed him on foot from the towns” (Matthew
14:13)

The leaders in our government who similarly embrace science as the solution to our woes will
push for more budget that we do not have. However, we should pray for more leaders who will
more open and push for additional government budget that will give us stronger internet
connection and access. We are separated by islands and the best way to foster meaningful
connection in our current context is the creation of virtual communities. Every organization
today as well as in the days and years to come will use technology as the main platform for
convergence. Hence, we should be ready and equip our leadership network to be in tuned with
this trend.

5
We Have a World to Reach (WHWR) Graph 3 is hrist’s re olutionar leadership strateg
where compassion for people and our passion for GOD serves as primary motivational
factors in doing ministry. Training and teamwork matters. Above all, our Lord enabled HIS
disciples to have faith and trust in HIM as they entered the cities. His warnings are also
noteworth for all of us who are training other leaders to emulate hrist’s e ample. This
strategy is recorded in Luke 10:1-20.

“ After these things the Lord appointed seventy others also, and sent them two by two
before His face into every city and place where He Himself was about to go. 2 Then He said to
them, “The harvest truly is great, but the laborers are few; therefore pray the Lord of the
harvest to send out laborers into His harvest. 3 Go your way; behold, I send you out as lambs
among wolves. 4 Carry neither money bag, knapsack, nor sandals; and greet no one along
the road. 5 But whatever house you enter, first say, ‘Peace to this house.’ 6 And if a son of
peace is there, your peace will rest on it; if not, it will return to you. 7 And remain in the same
house, eating and drinking such things as they give, for the laborer is worthy of his wages.
Do not go from house to house. 8 Whatever city you enter, and they receive you, eat such
things as are set before you. 9 And heal the sick there, and say to them, ‘The kingdom of God
has come near to you.’ 10 But whatever city you enter, and they do not receive you, go out
into its streets and say, 11 ‘The very dust of your city which clings to [b]us we wipe off against
you. Nevertheless, know this, that the kingdom of God has come near you.’ 12 [c]But I say to
you that it will be more tolerable in that Day for Sodom than for that city.

13 “Woe to you, Chorazin! Woe to you, Bethsaida! For if the mighty works which were done
in you had been done in Tyre and Sidon, they would have repented long ago, sitting in
sackcloth and ashes. 14 But it will be more tolerable for Tyre and Sidon at the judgment than
for you. 15 And you, Capernaum, who are exalted to heaven, will be brought down to
Hades. 16 He who hears you hears Me, he who rejects you rejects Me, and he who rejects Me
rejects Him who sent Me.”

17 Then the seventy returned with joy, saying, “Lord, even the demons are subject to us in
Your name.” 18 And He said to them, “I saw Satan fall like lightning from heaven. 19 Behold, I
give you the authority to trample on serpents and scorpions, and over all the power of the
enemy, and nothing shall by any means hurt you. 20 Nevertheless do not rejoice in this, that
the spirits are subject to you, but rather rejoice because your names are written in heaven.”

Our love for God must be translated to having compassion for the lost. This is the heart of
e er ministr . As G D’s lo e and grace covers the multitude of our sins so must be HIS
lo e and grace flowing in and through us while ser ing others. God’s lo e and grace is more
powerful that the daunting challenges around us.
hrist’s three-year program must also be deeply integrated in our ministry. Jesus Christ
selected ordinary people and turned them to heroes of faith. In like manner, it is our
earnest prayer that Jesus Christ will also raise heroes of faith within our unique ministry

platform with our police officers in this country. Our concept of training dynamic leaders
will require plenty of time and interactions not within a campus structure or being confined
in a classroom or building but inside police stations, within our communities amongst the
spiritually hungry, with the helpless and the needy.

We Have a World to Reach (WHWR) Graph 4

We Have a World to Reach (WHWR) Graph 4 is the Great Commission challenge that is
constantly increasing while some of us are closely approaching our twilight years.
e are God’s people commissioned to accomplish HIS mission. Matthew 28:18-20 / Acts 1:1-
11 is a fiery message that brings us closer as one people with a mission. This message
removes denominational barriers that make us one people with a specific mandate to get out
of our comfort zones, win people, baptize and disciple them in the name of Christ and not
under the name of our group or denomination. Our failure to train Christlike disciples will have
grave consequence for the next generations. It is a serious task we have to carry on our
shoulders in this movement. It is not something that we can expect and delegate to religious
professionals. We need to ask GOD and the enabling power of the HOLY SPIRIT to lead us live a
life of faith and total surrender as we proclaim the message of peace, reconciliation and
healing. God’s message of peace , salvation in Christ and the coming judgment must be the
focal point in training leaders.

“ AndJesus came up and spoke to them, saying, “All authority has been given to Me in
heaven and on earth. Go therefore and make disciples of all the nations, baptizing
them in the name of the Father and the Son and the Holy Spirit, teaching them to

7
observe all that I commanded you; and lo, I am with you always, even to the end of
the age.”
“… Jesus began to do and teach, until the day when He was taken up to heaven, after
He had by the Holy Spirit given orders to the apostles whom He had chosen. To these He
also presented Himself alive after His suffering, by many convincing proofs, appearing to
them over a period of forty days and speaking of the things concerning the kingdom of
God. Gathering them together, He commanded them not to leave Jerusalem, but to wait
for what the Father had promised, “Which,” He said, “you heard of from Me; for John
baptized with water, but you will be baptized with the Holy Spirit not many days from
now.”
So when they had come together, they were asking Him, saying, “Lord, is it at this time
You are restoring the kingdom to Israel?” He said to them, “It is not for you to know
times or epochs which the Father has fixed by His own authority; but you will receive
power when the Holy Spirit has come upon you; and you shall be My witnesses both in
Jerusalem, and in all Judea and Samaria, and even to the remotest part of the earth.”
And after He had said these things, He was lifted up while they were looking on, and a
cloud received Him out of their sight. And as they were gazing intently into the sky while
He was going, behold, two men in white clothing stood beside them. They also said,
“Men of Galilee, why do you stand looking into the sky? This Jesus, who has been taken
up from you into heaven, will come in just the same way as you have watched Him go
into heaven.”
Matthew 28:18-20, Acts 1:1-11 New American Standard Bible (NASB)

he moment that we follow hrist’s last instruction to go and make disciples with our religious
labels is also the moment we build walls and divide the body of Christ. This divisive ministry
cycle is the one that eventually weakened and even shut down many churches in Europe and
America.

Divisiveness is innate in our egoistic nature that has no place in this ministry. This great divide is
magnified by the traditions we impose as well as the dogmatic and legalistic interpretation we
push to justify the position and power in our small camps and worldly kingdoms.

laiming hrist’s promise base on Mathew is the game-changer in the way we conduct
ministr . He ga e us this powerful assurance when He said “I am with you always, even to the
end of the age”.

Mo ing and marching forward to do ministr without owning or personalizing hrist’s promise
that He is with us at all times will always lead us to fix our eyes unto our denomination and
religious organizations. Unconsciously, we develop a false sense of loyalty by imposing our
organizational authority to be strictly followed which makes the word of God and Lordship of
Christ secondary.

8
It is impossible to know God deeply and dearly apart from a genuine fellowship and relationship
with one another. But the moment we substitute and elevate this spiritual bond and
connection with the imposing rules we create to control and manipulate others makes us short
of a cult. This cultic practice molds and disciples people according to the image of the founder
shapes the beha ior according to their rules and under their leader’s self-serving interpretation
of the bible.

There are so many bible versions of the bible in our world today in the same manner that we
create our version of Christianity. We have forgotten that the non-believing world does not
care about the bible version we carry. They scrutinize the message we proclaim on how they
looked at our lives and how we practice what we preach.

The early disciples took extraordinary faith steps that turned our world upside down for Christ,
not under an other’s name or claim. This is the most effective way of conducting ministry
among our police and military. The experience of the early disciples in Acts 17 is a great source
of inspiration within our ministry milieu. We have to remember that these people do not have
written manuscripts on their hands like the bible we now have. They have capitalized greatly on
their personal miraculous encounter with Jesus Christ. They were filled with the Holy Spirit that
enabled them to experience Him fully that is translated to loving Him more with the willingness
to die for our Lord and Savior Jesus Christ.

Likewise, this is the most effective way on how to conduct ministry amongst our cops and
soldiers. It is impossible to have a dynamic ministry within our police force without a
miraculous encounter with Jesus Christ. No denomination can sustain us on this work except
the enabling power of the Holy Spirit.

We Have a World to Reach (WHWR) Graph 5

9
We Have a World to Reach (WHWR) Graph 5 is a five-prong war that we also need to fully
understand as we closely journey with our police officers. The inclusion of war on moral and
spiritual corruption in our ministry amongst men and women uniform is a very sensitive matter.
It has to be taken prayerfully and with great discernment. But at the end of the day, We cannot
make an impact in this ministry unless we are willing to die for what we believe as we follow
Christ and pursue His great plan for this ministry. This is true in every ministry situation and in
every culture, we are in.

We have been persistently pursuing our Godl mandate to be God’s beacon of hope as we
preach the gospel in the PNP for decades. The CROSS would always be our greatest message
and hope for the PNP. These are few harsh challenges and heartbreaking reports of President
Rodrigo R Duterte fifth State of the Nation Address (SONA)on July 27, 2020.

Lack of Patriotism

• We need men of integrity and faith like Rizal and del Pilar, men of action like Bonifacio, men of
inflexible patriotism like Mabini. We need their zeal, their self-reliance, their capacity for work,
their devotion to service, their ability to lose themselves in the common cause of building a
nation. (https://www.officialgazette.gov.ph/2020/07/27/rodrigo-roa-duterte-fifth-state-of-the-nation-address-july-27-2020)

The Modern Oligarchs

• The oligarchy that exists in this country is the oligarchy that existed during the Spanish time. And
the Spanish lands and the friar lands and all the benefits that were passed on to the Insulares
who did not go back to Spain or to the Spaniards and into their… But that was long ago, it has
been forgotten. This is the oligarchy that controls the Philippines by what? By taking control of
the water and the electricity and power. (https://www.officialgazette.gov.ph/2020/07/27/rodrigo-roa-duterte-
fifth-state-of-the-nation-address-july-27-2020)

Corruption
• 'You cannot stop corruption' - "'Yung pastillas [scam] sa airport, there were 43 personnel
involved. I fired them all. Talagang pinaalis ko sa gobyerno." (This is not true.)
"Corruption is endemic in government. You cannot stop corruption. Nobody can stop
corruption unless you overthrow government completely."

Drugs
• As he talked about corruption and illegal drugs in his last State of the Nation Address, President
Duterte said that nine high-ranking police officials were linked to drug trafficking.

These are the same issues that we have been facing for many decades. The moral and spiritual
corruption will continue to thrive and cover our national landscape unless we remain focus and
united in raising our banner in raising GOD fearing leaders.

a s l Paul’s s l
There are two situations in this biblical narrative. The first incident took place in Thessalonica
and the other one in Berea.

Let us review those biblical accounts in Acts 17 and later come up with our own analysis and
review of the story.

“ Now when they had passed through Amphipolis and Apollonia, they came
to Thessalonica, where there was a synagogue of the Jews. 2 Then Paul, as his custom
was, went in to them, and for three Sabbaths reasoned with them from the
Scriptures, 3 explaining and demonstrating that the Christ had to suffer and rise again
from the dead, and saying, “This Jesus whom I preach to you is the Christ.” 4 And some of
them were persuaded; and a great multitude of the devout Greeks, and not a few of the
leading women, joined Paul and Silas. “ But the Jews who were not
persuaded, becoming envious, took some of the evil men from the marketplace, and
gathering a mob, set all the city in an uproar and attacked the house of Jason, and
sought to bring them out to the people. 6 But when they did not find them, they dragged
Jason and some brethren to the rulers of the city, crying out, “These who have turned the
world upside down have come here too. 7 Jason has harbored them, and these are all
acting contrary to the decrees of Caesar, saying there is another king—Jesus.” 8 And they
troubled the crowd and the rulers of the city when they heard these things. 9 So when
they had taken security from Jason and the rest, they let them go”. Acts 17:1-8 New King
James Version (NKJV)

Ministry Review and Analysis

Ministry Setting and Background:
Thessalonica was founded by King Kassandros in 315BC (see Map 24). It became the
capital of the Roman province of Macedonia in 146BC. During Roman
times, Thessalonica became an important crossroads on the Via Egnatia, where the
road running east from Rome to the provinces of Pontus and Asia met the road running
north from Athens to the River Danube. https://www.thebiblejourney.org/biblejourney1/10-pauls-journey-
to-phrygia-macedonia/paul-in-thessalonica/

Thessalonica was the site of many cults, reflecting the cosmopolitan mix of the population.
Archeology has uncovered places for worship of the Greek Pantheon, the Emperor, and
cults such as those of Isis, Serapis, Osiris or Mithra. Adherence to the belief systems and
ritual practices of these cults gave people identity, meaning and value. Shifting their
allegiance "to serve a living and true God" meant, according to Neil Elliott, refusing "to
participate in the intricate web of local cults that gave sacred legitimization to the empire."
It seems like it would have taken an extended stay to establish a permanent community
with deep commitments in such a social and religious environment.

Insights and Application

Taking the first step into the unknown must be accompanied by our willingness to connect with
strangers, new acquaintances, and newly found allies. We must be willing to stay with the
insiders and know them.

Paul, Silas and Timothy stayed with them for 3 Sabbaths. This is not 3 days but three Saturdays.
In simple language, they stayed in Thessalonica for three weeks. Thus, it is safe to assume that
this is the full context where they were able to explain and demonstrate the meaning of their
message to those who have listened and committed their lives to Christ. They have
demonstrated how to pray and worship Jesus Christ. They have meaningfully actualized and

12
powerfull demonstrated hrist’s lo e when the reached out to those who are suffering and
prayed for the sick as they make rounds in that huge city. Moreover, Paul, Silas, and Timothy
were able to nurture the spiritual seed with those who initially responded during that 3-week
period.

We are all aware that following Christ or doing ministry will always have positive and
challenging outcomes.

The PNP is like Thessalonica. It is a hard and thorny ground for missions. The presence of
various religious groups within this organization with ungodly motives makes us realize that we
have to make a serious commitment or welcome only those who will make such dedication and
devotion to this ministry. We cannot make an impact in this organization if we are not here for
the long haul.

Jason silentl contributed to aul’s meaningful ministr at hessalonica that resulted to a great
multitude of the devout Greeks joined them. Bible scholars and famous theologians have tried
to shed light on the background of Jason.

“Jason suddenly appears in the story in Acts 17 as Paul’s host in Thessalonica. Jason is a
common Greek name and it is possible some Jews used it as a rough equivalent to Joshua. One
of the rival high priests prior to the Maccabean Revolt was named Jason. This is usually
explained as an example of Hellenization, rather than using the Hebrew name Joshua, he uses a
Greek equivalent, Jason. It is impossible to know if the Jason in Acts 17 is Greek or Jewish simply
from his name. Since he hosts Paul, Silas, and Timothy in his home, commentaries often assume
he was prosperous. What is happening to Jason is clear enough: he is giving security for the
good behaviour of his guests, and hence hastens to dispatch Paul and Silas out of the way to
Beroea, where the jurisdiction of the magistrates of Thessalonica was not valid”/
https://readingacts.com/2019/03/15/acts-17-who-was-jason/

Jason in this narrative can be compared to our ties and partnership with our MBKs. We need
Jasons to host or harbor us in this ministry. Regardless of rank and religious affiliations,
these “Jasons” is the covering and refuge we need as we enter the different camps and training
centers in the PNP.

We are able to visit our regions and entered PNP regional and provincial offices because of
the “Jasons” whom God called and prepared to work with us. We have always been treated as
VIPs whenever we are visiting these camps because of our high ranking “Jasons or MBSKs” on
the ground.

This has become the ministry pattern or expansion strategy that we have adopted in this
ministry. The four founders of this movement have consistently modeled this strategy to our
younger officers for many years. Lyndon, Mao, Bong and Cesar opened so many doors and

13
ministry opportunities for this movement. They have not only used their influence but they
have also financially and sacrificially contributed to this ministry since its conception.

Gen ernard M. anac is our “Jason” and our insider that enabled us to meet man
strangers, new acquaintances and meet new allies in Bicol and Mindanao. He is continually
leading this ministry forward as we have never seen and experience before. His heart and
passion amongst our PNP recruits is highly contagious and remarkable.

Many of our MBSKs have now adopted this ministry lifestyle. Partnering with them continues
to enable us to conquer greater heights. We can never expand and sustain this ministry without
them.

We are now experiencing arrival honors, police escorts when we move and travel around, have
a taste of five-star accommodations, taking a ride with PNP choppers or helicopters during our
regional visits because of this God-ordained bond with our “Jasons or MBKs”.

Many of us have already accumulated so many certificates, plaques, and awards that adorned
our walls and offices. However, we must not look or ask for such special privileges or
treatment. It is wiser to adopt John the aptist’s formula for success or greatness on how we
operationalize this organization.

We are only here to pave the way for our “Jasons or MBKs”. They must increase and we must
decrease. Together let us shine brightly for Jesus and welcome every police officers and
pastors who are called to e perience God’s great work in the N .

This is the vital reason why we are giving high priority in winning, training, mentoring, and
journeying with our Christian police officers in the name of Christ and not under the name of
our denomination. Moreover, it is really crucial for our BOC pastors and lay leaders to fully
grasp this “officers-led” concept because this is an ongoing ministr c cle that flows
continually.

Imparting Christ-centered message to our “Jasons” will enable us to usher and strategically
connect as well as transition all our BOC partners to continue the ministry journey with
our “Jasons or MBKs” without question or reservation. This one-of-a-kind partnership is
nurtured with hrist’s lo e and passion. This is the only way that we can demonstrate the
meaning of the gospel to our men and women in this organization.

ur “officer-led” organizational framework gi es us a strategic ad antage to remain alert and

continually trust the Lord for timely innovations as we dream to help fulfill the Great
Commission in our communities where our “Jasons or MBSKs” are assigned.

The “Jasons or MBSKs” in the PNP who are scattered nationwide know our identity as a
movement. Demonstrating hrist’s lo e and passion is the identification card we need to show
because this is the identity and message they want in their offices and camps.

Conflict Follows in this Ministry

It is easy to say that conflict purifies our hearts and keep us humble. But it is painstaking to
emotionally process why pastors and police officers who were once with us for many years
have suddenly turned their back on us. They have not only turned their back on us but also
attacking us wherever we go.
aul’s ministr if full of conflict from within and without. herefore let us be inspired as we
learn from his experience when he left Thessalonica and move to Berea. This is the
continuation of their journey.
10 Then the brethren immediately sent Paul and Silas away by night to Berea. When they
arrived, they went into the synagogue of the Jews. 11 These were more fair-minded than
those in Thessalonica, in that they received the word with all readiness, and searched the
Scriptures daily to find out whether these things were so. 12 Therefore many of them
believed, and also not a few of the Greeks, prominent women as well as men.
13 Butwhen the Jews from Thessalonica learned that the word of God was preached by
Paul at Berea, they came there also and stirred up the crowds. 14 Then immediately the
brethren sent Paul away, to go to the sea; but both Silas and Timothy remained
there. 15 So those who conducted Paul brought him to Athens; and receiving a command
for Silas and Timothy to come to him with all speed, they departed.
16 Now while Paul waited for them at Athens, his spirit was provoked within him when he
saw that the city was given over to idols. 17 Therefore he reasoned in the synagogue with
the Jews and with the Gentile worshipers, and in the marketplace daily with those who
happened to be there. Then certain Epicurean and Stoic philosophers encountered him.
And some said, “What does this babbler want to say?” Others said, “He seems to be a
proclaimer of foreign gods,” because he preached to them Jesus and the resurrection.
19 And they took him and brought him to the Areopagus, saying, “May we know what

this new doctrine is of which you speak? 20 For you are bringing some strange things to
our ears. Therefore we want to know what these things mean.” 21 For all the Athenians
and the foreigners who were there spent their time in nothing else but either to tell or to
hear some new thing. 22 Then Paul stood in the midst of the Areopagus and said, “Men
of Athens, I perceive that in all things you are very religious; 23 for as I was passing
through and considering the objects of your worship, I even found an altar with this
inscription: TO THE UNKNOWN GOD.
Therefore, the One whom you worship without knowing, Him I proclaim to you: 24 God,
who made the world and everything in it, since He is Lord of heaven and earth, does not
dwell in temples made with hands. 25 Nor is He worshiped with men’s hands, as though
He needed anything, since He gives to all life, breath, and all things. 26 And He has made
from one every nation of men to dwell on all the face of the earth, and has determined
their pre-appointed times and the boundaries of their dwellings, 27 so that they should
seek the Lord, in the hope that they might grope for Him and find Him, though He is not

15
far from each one of us; 28 for in Him we live and move and have our being, as also some
of your own poets have said, ‘For we are also His offspring.’ 29 Therefore, since we are
the offspring of God, we ought not to think that the Divine Nature is like gold or silver or
stone, something shaped by art and man’s devising. 30 Truly, these times of ignorance
God overlooked, but now commands all men everywhere to repent, 31 because He has
appointed a day on which He will judge the world in righteousness by the Man whom He
has ordained. He has given assurance of this to all by raising Him from the dead.” 32 And
when they heard of the resurrection of the dead, some mocked, while others said, “We
will hear you again on this matter.” 33 So Paul departed from among them. 34 However,
some men joined him and believed, among them Dionysius the Areopagite, a woman
named Damaris, and others with them. Acts 17:10-32 New King James Version (NKJV)

Ministry Review and Analysis

Ministry Setting and Background:
“Berea was a city of the Hellenic and Roman era now known as Veria in Macedonia,
northern Greece. It is a small city on the eastern side of the Vermion Mountains north
of Mount Olympus. The city was also the first city of the Macedonian region to fall to
the Roman Empire, following the Battle of Pydna in 168 B.C. During the time of Paul the
Apostle, there were two major roads joining the towns of Thessalonica and Berea, one of
them passing close to the ancient city of Pella. There are some assumptions that the
Apostle Paul used this route when visiting Berea.”

Areopagus - the Latin form of the Greek word rendered "Mars' hill." But it denotes also
the council or court of justice which met in the open air on the hill. It was a rocky height
to the west of the Acropolis at Athens, on the south-east summit of which the council
was held which was constituted by Solon, and consisted of nine archons or chief
magistrates who were then in office, and the ex-archons of blameless life. On this hill of
Mars Paul delivered his memorable address to the "men of Athens".

Observations:

• Actions Taken: They went into the synagogue of the Jews

• Centerpiece Message: Salvation in Christ and resurrection
• Positive Results: Their audience was more fair-minded than those in Thessalonica. They
received the word with all readiness, and searched the Scriptures daily to find out and verify
their teachings. Many of them believed, prominent women as well as men.
• Negative Results: The Jews from Thessalonica came and stirred up the crowds, Paul
retreated.

16
• Challenging Results: The brethren sent Paul away, to go to the sea, but both Silas and
Timothy remained. Those who conducted Paul brought him to Athens. The brethren
received a command for Silas and Timothy to join Paul in Athens
• Turning the Challenge into an Opportunity: aul’s spirit was pro oked when he saw that
the city was given over to idols. He reasoned in the synagogue with the Jews and with
the Gentile worshipers, and in the marketplace daily with those who happened to be there.
Paul delivered a powerful message. Some mocked them. Paul departed from among them.
Some men joined him and believed, among them Dionysius the Areopagite, a woman
named Damaris and others with them.

Insights and Application

The brethren do not have names in this exciting narrative. But just like Jason in Thessalonica,
these anonymous individuals accommodated Paul and his team to have a fruitful time in
Athens. Most of the messages we have heard and expositions we have read revolved around
Paul and his companions. Paul and his teams truly are the front-liners in aul’s pioneering work
within proclaiming the gospel among the Gentiles. But it is noteworthy to highlight the
contribution of these anonymous brethren in building God’s kingdom.

here is no mention in this passage about aul’s relationship with the brethren. Howe er it is
obvious that their supporting role enabled Paul, Silas and Timothy to do their work effectively
in a limited period of time.

Pioneering work always has so many unknown details. Those who have survived and able to
excel in this work in the midst of ambiguities are those who have cultivated pioneering spirits.

17
aul’s e traordinar attitude and beha ior that he e emplified in Acts 17 Thessalonica and
Berea are ministry characters we have to adopt and nurture in this ministry.

Knowing and claiming that Christ will always be with us, Paul and his team clearly showed us
these ministry concepts. These are the character traits we need to embrace, cultivate, and
master in this ministry.

Paul has concrete plans but he moves according the leading of the Holy Spirit

• Paul highly valued his relationship with his mentees (Silas and Timothy)
• Paul centers his message to the Jesus Christ and resurrection
• Paul had a meaningful relationship with Jason and the brethren
• Paul did not engage the troublemaking Jews. He avoided them.
• Paul is always ready to move to the next level when the situation calls for it.
• Paul initially, targets the people in the synagogue
• aul’s courage and zealousness was vividly portrayed in Athens
• Paul knows how to maximizes his time teaching people

hessalonica and erea was turned upside down during aul’s isit with these e emplar
actions.

Like the Apostle aul we need to be sensiti e to the Hol pirit’s leading in our li es. e need
to expose and be with our Timothies (young leaders) as much as we can.

Centering our message to the life, words, and works of Jesus Christ must be our centerpiece
message to our police officers.

The work is vast and wide. Therefore, we need to trust the Lord and strategically participate in
raising “Jasons or MBSKs” in this work.

We also need to nourish the strategic partnership with our brethren nationwide regardless of
their religious background and affiliations if we going to fulfill the Great Commission in our
generation. aul’s earl isit and connection with the Jews in their s nagogues can be
contextualized within this ministry realm. It is really wise that we learn to reason out and
explain what we are doing with our church leaders.

aul’s courage and zealousness to proclaim hrist and the resurrection account in Athens must
be carefully and wisely adopted in this ministry. However, we need to be discerning if and
when we confront the idolatrous practices in this ministry.

We do not want to invite unnecessary trouble and persecution to our camp. Like Paul, we need
to avoid the trouble makers who are running after us or following us to cause trouble. There

18
are trouble makers in this ministry like the Jews in Thessalonica who pursued Paul and his team
in Berea. It is unproductive to engage and spend time with these jealous and insecure people.

The anonymity of the brethren in Acts 17 is a perfect integration in our ministry.

There are situations in our ministry that it wiser for us to be known as BOC partners and
volunteers without our names and denominational labels on it. This is an unusual way of
positioning and promoting our work. But there is wisdom to remain covert in a highly
politicized environment.

The Last Words of Leaders

Leadership transition is a challenging endeavor for any leader. It is difficult to transition when
we fail to prepare someone or if there is no one who is qualified to take the position. A lot of
people crave for power but there are only very few who are fit to do the job done.

These are few farewell speeches and biblical passage that has confirmed the election or,
selection of their successors. The last words of leaders are binding firmly establishing the fate
and direction of a family as well as institutions.

The last words of Jacob -- Genesis 49:1 Jacob called to his sons, and said: “Gather yourselves
together, that I may tell you that which will happen to you in the days to come.
2 Assemble yourselves, and hear, you sons of Jacob. Listen to Israel, your father. ...
“Judah, your brothers will praise you. Your hand will be on the neck of your enemies.
Your father’s sons will bow down before you.10a The scepter will not depart from Judah,
nor the ruler’s staff from between his feet, until he comes to whom it belongs. ...
28 All these are the twelve tribes of Israel, and this is what their father spoke to them, and
blessed them. He blessed everyone according to his own blessing. 29 He instructed them, and
said to them, “I am to be gathered to my people. Bury me with my fathers in the cave that is in
the field of Ephron the Hittite, 30 in the cave that is in the field of Machpelah, which is before
Mamre, in the land of Canaan, which Abraham bought with the field from Ephron the Hittite as
a burial place. 31 There they buried Abraham and Sarah, his wife. There they buried Isaac and
Rebekah, his wife, and there I buried Leah: 32 the field and the cave that is therein, which was
purchased from the children of Heth.” 33 When Jacob finished charging his sons, he gathered up
his feet into the bed, breathed his last breath, and was gathered to his people.
Joseph: Genesis 50:24 Joseph said to his brothers, “I am dying, but God will surely visit you,
and bring you up out of this land to the land which he swore to Abraham, to Isaac, and to
Jacob.” 25 Joseph took an oath from the children of Israel, saying, “God will surely visit you,
and you shall carry up my bones from here.” 26 So Joseph died, being one hundred ten years
old, and they embalmed him, and he was put in a coffin in Egypt.

Moses: Deuteronomy 31:1 Moses went and spoke these words to all Israel. 2 He said to them,
“I am one hundred twenty years old today. I can no more go out and come in. Yahweh has said

19
to me, ‘You shall not go over this Jordan.’ 3 Yahweh your God himself will go over before you. He
will destroy these nations from before you, and you shall dispossess them. Joshua will go over
before you, as Yahweh has spoken. 4 Yahweh will do to them as he did to Sihon and to Og, the
kings of the Amorites, and to their land; whom he destroyed. 5 Yahweh will deliver them up
before you, and you shall do to them according to all the commandment which I have
commanded you. 6 Be strong and courageous. Don’t be afraid or scared of them; for Yahweh
your God himself is who goes with you. He will not fail you nor forsake you.” 7 Moses called to
Joshua, and said to him in the sight of all Israel, “Be strong and courageous, for you shall go
with this people into the land which Yahweh has sworn to their fathers to give them; and you
shall cause them to inherit it. 8 Yahweh himself is who goes before you. He will be with you. He
will not fail you nor forsake you. Don’t be afraid. Don’t be discouraged.” . . .
Deuteronomy 32: 43 Rejoice, you nations, with his people, for he will avenge the blood of his
servants. He will take vengeance on his adversaries, and will make atonement for his land and
for his people. 44 Moses came and spoke all the words of this song in the ears of the people, he
and Joshua the son of Nun. 45 Moses finished reciting all these words to all Israel. 46 He said to
them, “Set your heart to all the words which I testify to you today, which you shall command
your children to observe to do, all the words of this law. 47 For it is no vain thing for you;
because it is your life, and through this thing you shall prolong your days in the land, where you
go over the Jordan to possess it.”

Joshua: Joshua Joshua said to the people “You are witnesses against yourselves that
you have chosen Yahweh yourselves, to serve him.” They said, “We are witnesses.”
23 “Now therefore put away the foreign gods which are among you, and incline your heart to
Yahweh, the God of Israel.” 24 The people said to Joshua, “We will serve Yahweh our God, and
we will listen to his voice.” 25 So Joshua made a covenant with the people that day, and made
for them a statute and an ordinance in Shechem. 26 Joshua wrote these words in the book of
the law of God; and he took a great stone, and set it up there under the oak that was by the
sanctuary of Yahweh. 27 Joshua said to all the people, “Behold, this stone shall be a witness
against us, for it has heard all Yahweh’s words which he spoke to us. It shall be therefore a
witness against you, lest you deny your God.”

David: 1 Chronicles 29:10 Therefore David blessed Yahweh before all the assembly; and David
said, “You are blessed, Yahweh, the God of Israel our father, forever and ever. 11 Yours,
Yahweh, is the greatness, the power, the glory, the victory, and the majesty! For all that is in the
heavens and in the earth is yours. Yours is the kingdom, Yahweh, and you are exalted as head
above all. 12 Both riches and honor come from you, and you rule over all! In your hand is power
and might! It is in your hand to make great, and to give strength to all! 13 Now therefore, our
God, we thank you, and praise your glorious name. 14 But who am I, and what is my people,
that we should be able to offer so willingly as this? For all things come from you, and of your
own have we given you. 15 For we are strangers before you, and foreigners, as all our fathers
were. Our days on the earth are as a shadow, and there is no remaining. 16 Yahweh our God, all
this store that we have prepared to build you a house for your holy name comes from your
hand, and is all your own. 17 I know also, my God, that you try the heart, and have pleasure in

20
uprightness. As for me, in the uprightness of my heart I have willingly offered all these things.
Now I have seen with joy your people, who are present here, offer willingly to you. 18 Yahweh,
the God of Abraham, of Isaac, and of Israel, our fathers, keep this desire forever in the
thoughts of the heart of your people, and prepare their heart for you; 19 and give to Solomon
my son a perfect heart, to keep your commandments, your testimonies, and your statutes,
and to do all these things, and to build the palace, for which I have made provision ”
20 Then David said to all the assembly, “Now bless Yahweh your God!”

Paul: Acts 20:18 When they had come to him, he said to them, “You yourselves know, from the
first day that I set foot in Asia, how I was with you all the time, 19 serving the Lord with all
humility, with many tears, and with trials which happened to me by the plots of the Jews; 20
how I didn’t shrink from declaring to you anything that was profitable, teaching you publicly and
from house to house, 21 testifying both to Jews and to Greeks repentance toward God, and faith
toward our Lord Jesus. 22 Now, behold, I go bound by the Spirit to Jerusalem, not knowing what
will happen to me there; 23 except that the Holy Spirit testifies in every city, saying that bonds
and afflictions wait for me. 24 But these things don’t count; nor do I hold my life dear to myself,
so that I may finish my race with joy, and the ministry which I received from the Lord Jesus, to
fully testify to the Good News of the grace of God. 25 “Now, behold, I know that you all, among
whom I went about preaching God’s Kingdom, will see my face no more. 26 Therefore I testify to
you today that I am clean from the blood of all men, 27 for I didn’t shrink from declaring to you
the whole counsel of God. 28 Take heed, therefore, to yourselves, and to all the flock, in which
the Holy Spirit has made you overseers, to shepherd the assembly of the Lord and God which
he purchased with his own blood. 29 For I know that after my departure, vicious wolves will
enter in among you, not sparing the flock. 30 Men will arise from among your own selves,
speaking perverse things, to draw away the disciples after them. 31 Therefore watch,
remembering that for a period of three years I didn’t cease to admonish everyone night and
day with tears. 32 Now, brothers, I entrust you to God and to the word of his grace, which is
able to build up, and to give you the inheritance among all those who are sanctified. 33 I
coveted no one’s silver, gold, or clothing. 34 You yourselves know that these hands served my
necessities, and those who were with me. 35 In all things I gave you an example, that so
laboring you ought to help the weak, and to remember the words of the Lord Jesus, that he
himself said, ‘It is more blessed to give than to receive.’
What would our farewell speech be like?

The founders of this movement have already retired from the service. But we are now moving
towards a new season of proclaiming God’s message in building a God-centered, family-based
and service-oriented N . he are now our fellow laborers in God’s har est. God’s mustard
seed that has been planted in the PNP through these officers is continually growing and
providing a safe refuge for our MBSKs.
The world we are reaching in this ministry is covered with multiple layers of darkness. This is
not for leaders who have a different agenda. The harvest is indeed plentiful in this ministry that
has a strategic national network. But only those who are called to this work and willing to be
trained and journey with us will make a big difference. The battle is fiercely gruesome and dark.
The temptations are strong and getting stronger by the day. Therefore, we have to remain
closely knitted as one movement embracing the same mission.
The light that we are going to bring in our dark world will shine better as we work closely
moving toward the same purpose and direction. We are fighting multiple fronts in this ministry
and the ke is to start as earl as possible starting with h our children’s program moving to our
pre-cadet program until they enter the PNP. The overarching impact of these two ministry
programs is a wide-open-door in preaching the gospel.
Our MBSKs and BOC partners are scattered nationwide. But they are just one text or one call
away from us. Let us take few minutes to pray for them or engage them even shortly. We all
need each other in this fight for the PNP, for our country and for the next generation.

MODULE 15

We have a World to Reach!

1. One people one mission is an excellent biblical concept. What do you think is the reason why we
continue to deal with the root cause of this problem as Christian leaders in this country? Do you
honestl belie e that we are building God’s kingdom in this ministry?

2. Jesus Christ presented a timeless solution as we face the overwhelming obstacles ahead. Why is
the primac of discipling and ourne ing with our M K comes first in Jesus’ list?

3. What does it mean for you to adopt this concept base on the Apostle Paul conduct of
ministry at Thessalonica? How critical are the roles of our “Modern Jasons” in
ad ancing God’s agenda for the N and for our communities?

23
4. The PNP is like Thessalonica. It is a hard and thorny ground for missions. Therefore, we
have to make a serious commitment or welcome only those who will make such
commitment to this ministry. How important is BOCSL in raising highly committed
spiritual warriors in this ministry?

yes the PNP is hard and thorny thats why The PNP needs this kind of program
to help us because some of us are lost and we need someone to help us find
the way to god .

5. hich of the “farewell” speeches strike ou the most? What would your farewell
speech be like?

my farewell speech will be i have no regrets in leaving this world cause i know that i have
done good thing and i honor god, and that i will be going now to place where god is there
waiting for me .

6. What do you think is the most important legacy of the four generals who started this
movement? What does it mean for you to join us in this movement and conquer the world
while we can in Jesus' Name!

the important legacy is this program it self because if not for them their will be no
SWIM and other movement that will help the PNP in the spiritual help and moral help.
