Afnant is Detective MIchael Fickel +5629. Your af6ant is a peace of6cer employed by Austin
PQ lice Department. Afn,Int has been a peace officer since 2006. Your affiant is currently assigned
to the Violent Crime interdIction Unit of the Organized Crime Divrsion. Your affiant is also a Task
Force Officer assjgned to the Austin Task Force with the Bureau of Alcohol. Tobacco. and
Firearms. AfHant's experience as a criminal investigator has included responsibility for
Investigating violent crimes. property crimes. crimes involving the illegal possession of nreanns.
and the illegal possession and sales of narcotics and controlled substances
Your affiant fornred his belief based on personal hrowledge. information provided by Austin Police
Department Offleets, a C'ontldential luformant ( hereafter referred to as CI), a credible Source
wishIng to remain Anonymous(hereafter referred to as Soune). and infonuation obtaIned by
credible computer databases that have been accurale during past in\'esugations
DurIng the month of April :022. AfB,int ncei\'ed information from a credIble and reliable C'I
regarding persons kno\\-n to tbenr as "Jasan Alan" and -Sadie Roberts" vere WorkIng together in
dIg distributIon of large quantitIes of varIOUS narcotics in the Austin area.
CI has provided specific. deMiled. and accurate infonnation durIng the course of thIS invesTigation
as well as prIor narcotICS In\'e$trgarlons. Cl has previously provIded infonnation during previous
Lnvestigations that have led to. the seizure of narcotICS. Therefore. Afnant believes the C’I to be
reliable and credIble. It is Afnant's beIIef that naming CI would jeopardize the safety and \veIl-
being of C'I
Based on information provided by Cl. ABlant developed a possible identiD,’ for "Jason Alan" to be
Jason Alan Stephens. a u'bite male. boar on October 19. 1981. Atllant developed a possible IdentIty
for "Sadie Roberts- to be Sadie Lejgh Roberts. a \vlrite female. born on August 6. 1996. Affiant
presented prior arrest'booking photos to Cl. CI positively identified the photos as the sanle persons
larou’n to be dlslribuTurg narcotics.
Affiant researched the career criminal histories for both Jason Stephens and Sadie Roberts. Aftlant
dISCOvered Stephens has previously been convIcted of the foUo\\’ing felony offenses:

During the month of April 2(122. In an effort to validate and corroborate the infornration provided
by Cl. AtTiant conducted multiple controlled narcotics purchases utilizIng Cl.
At Ehe onset of the fIrst controlled narcotics purchase operation. Afnant searched (’ I and vehicle for
moneY and contraband prior to this eontn IIed buy. Cl \\-as provided a quantity of money for the
purchase of heroIn. Afna IIt. Officers Ni5sen and Derecti\e No\'telli assisted in the operation. Ci
arranged a nleeting time and locafion u-iib Jason Stephens utilizing phone calls and text. Officers
obser\--ed CI meet n’iTIl Stephens and Sadie Roberts. Stephens and Roberts arrived aT the meeting
location on a lnotorcvcle with the partial license plate of"A2 15- from out of state. possibly Iowa
After the nleet. Cl Inel \\'i th Affiant at a pre-determined meeting location. Continuous surveillance
\\’as conducted on CI during the entuety of this operatIon. Cl did not make any other stops or
contacts in between. CI met u-itIl ARi:Int and provided a quantity of brown tar like substance. Cl
Identified they purchased the substance RanI Jason Stephens. Through At'tlant 's traIning and
experience as an Austin Police Officer. Aftlant suspected the substance to be heroin. Ci and vehicle
\vere searched again for contraband with no findings. Using a NARK II {Narcotics Analysis
Reagent KIt) presunlptive test kit. Affiant tested a sample of the braun tar like substance. the
substance tested positive for heroin.
At the onset of the second controlled narcotics purchase operatIon. Atbant searched CI and vehICle
for luoney and contraband prior to this controlled buy CI was provided a quantiTy of money for the
purchase of heroin. Aftlant. Detectives Vickers and Valenzuela assisted in the operation. C!
an-anged a meeting time and location u-ita Jason Stephens utilizing phone calls and text. Oftlcers
observed ('I meet wiTh Stephens. Stephens again arrived at this meet on the u\otorcycle. A&er tIre
meet. Cl met u'ith Afflant at a pre-deterntned rneetmg IOcatIon. Continuous sulTeiUance \vas
conducted on Ci during the entirety of this operation. C'l did not make any other stops or contacts in

they purchased the substance from Jason Stephens. Through Aft-rant-s training and experience as an
Austin Police OffIcer. Af$ant suspected the substance to be heroIn. Cl and vehicle were searched

presumptive test hi. AfHant tested a saluple of the brown tar like substance. the substance tested

Together to disTribute heroin in the Auslin area
Additionally. durlng the month of Apra 2023. a Source called the Austin Police DepartmenT's tip
hotline to report narcotICS dIstributIon in the AustIn area . Detecuve \7ickers \vas able to contact the
Source. The Source provided Detective Vickers the name of the narcotics distributor "Jason AItIn'-.
Source stated -' Jason Alau" and his $r£frierld '-SadIe-’ \vere distHbuthlg large quantities of
!uetharnphetamirIes. t'ent&nyl. and heroin.

quantities of methampheianline s. heroin. and fentanyl. Source provIded the storage unit location as
the Extra Space Storage located at 6512 McNeil Dr.. Austrn. WrUramson County. Texas 78729.
DeTective Vickers and Afnant traveled to the Extra Space storage and spoke with store manager M.
Canterbury. M. Canterbury conBnned trait +327 K’as leased by Sadie Roberts, A&iant received
consent from M, Canterbury to have a narcotics K-9 \valk the hallway alongside unit 327 to
conduct a free air sniff. Detective Vickers sununoned Deiective Strother and his K-9 pallrler
Alamo’- to the Extra Space Storage.
Detective Strotber is a menlber of the Austin POIIce DepaRinent Organized Crime DIVIsion
Narcotics Conspiracy UnIt. He has been a sworn alember of the Austin Police Department for over
9 Years and has been assIgned to the Organized C'rinre Division for over 4 years. DurIng this time
assIgned to the Organized Crime Division he worked in the C'rinlinal Interdiction Unit. and the
Narcotics Unit . While assigned to the Criminal Interdiction Unit be \vas responsible for identifying
and targeting for criminal prosecution. individuals and groups responsible for drug trafficking and
mane\- laundering, He has attended several interdiction courses where he has learned to recognize
signs of deception exhibited by criminals. concealment methods. as neII as criminal trends. Upon
promoting to the rank of Detective. he \vas assigned to the Organized Colne Division's NarcotIcs
Unit. As a lnelnber of the Narcotics Unit he is tasked with investjgating and targeting for criminal
prosecution. individuals and groups responsIble for narcotics related offenses
In addition Detective Strother is a narcotIC detectIon Kg handler. and \\-arlis \HIb narcotIC K9
partner "Alalno'’. K9 "Alamo" and Detective Suother are curTentl}’ a certified narcotic detection
team Through the NatIonal Narcotic Detector Dog AssocIation (NNDDA}. K9 Alamo is certified
yearly in odor recognition of nlartjuana. cocaine. heroin. MDMA. and lnethamphetamines Narcotic
K9 Alamo has given alerts in the past that have proven tIme and cc)meet and led to the seizure of
narcc>ties and marijuana as \veII as led to the execution of search and arrest warrants related to
crIminal narcotic activjty. K9 Alamo. upon locating the odor of these controlled substances. u-iiI
exhibit behavior change. K9 Alamo IS traIned to come to a fInal response of sitting or standing wah
his front pass in an elevated position. and focusing at the source of the odor. This is called a
"pass!\’e" anal response. This response may also indIcate items recently contanrinated WIth.

firearms. as \veII as other items. accessories. and paraphernalia pertaining to the possessIon. use.
and care of nrearnrs . These items include. but are not limited to. gun parts. accessories for
attachment to guns. gun cases. magazines. holsters. and gun cleaning kits. These iTems are ofTen
kept inside the subJect's place of resIdence or m theIr vehicles. even when the firearm is being
carried or used elseu-here. Similarly, subjects n’ho own firearms often possess photographs and
VIdeo recordulgs of firearms. as \veII as photogJaphs and video recordings of themselves or others
in possession of fIrearms. Such visual depictions document and commemorate their possessIon of
-trophy’' items and can be used to coulmumcate this possession to peers. They also often have
receipts for the purchase. pdu'n. sale. or repair of fueanns. or other documents or records that tend
to establish the possession of firearms.

m IOcatIons of ready access. such as their residence. motor \’etHele. and'or thea person
Af$ant kuo\vs from training and ex wHence drug dealers commonly utilize cell phones to
communicate WIth higher level drug dIstributors and lo\ver level drug users. During these
conununications. Drug dealers coordinate drug purchases, and drug sales. Af&ant believes
lnfonnation gleaned hour a dIng dealer's cellular phone and devIces could not only provIde
e\-!dence that they are distributIng narcotics. bIll also could provide evidence of a larger scale ring
of drug dIstribution.

hIdden WIthin the reiatr\.e safety of their resrdences as an effectIve deterrent to theft, loss, or
ulisplacement. Finally. due to the Illegal nature of the proceeds of theIr narcotics transactions. drug

hOldIngs. or other investments. and must therefore keep their money at their residences or on neal

about theIr persons. in thelr vehICles. in their storage units. in their residences. and in the resldences
