Implementation of Security Labels on Concrete Cube / Steel Bar Samples

Background
ICAC had conducted a study on the operations of the Public Works Laboratories (PWL), in particular
on the material compliance testing service for public works projects. One of the recommendations
made in the study report is that the PWL should enhance the security of the samples during delivery
from project sites to laboratories.

Implementation
Subsequent to the ICAC study, the PWL have been studying the use of electronic labels to ensure the
security of test samples during collection by term laboratories. The PWL are now implementing the
security labels in the public works projects. In view of the large number of public works projects, it has
been decided that the implementation will commence in phases. First implementation phase is
commenced from 1 November 2006 for concrete cube and second phase will be commenced from July
2007 for steel bar samples. Security barcode label shall be placed on the surface of each concrete cube
and wrapped on each of the steel bar sample respectively. Details please refer to the guidance note for
placing of security barcode label on test sample (Form No. 2320). Project site staff are requested to
input the security label number on the respective test request form (GEO) 2309 / (GEO) 2403. The test
request form (GEO) 2309 / (GEO) 2403 and guidance notes on using the security labels can be
downloaded from the CEDD Website. Please collect the security labels from the PWL Supplies Unit
(Tel No. 23051291). The one who is assigned to collect the security labels shall either pre-registered
with the PWL upon completion of the ‘Registration Form for Testing of Construction Materials’ ((GEO)
2007) or bear with the authorization letter issued by the works project officer in-charge or his/her delegate.

Important Note
Security barcode labels are exclusively assigned to individual Government Projects and the barcodes are
controlled by PWL. After completion of project, please return the remaining labels to Supplies Section
of Public Works Laboratories for cancellation. Please do not transfer them to other parties.

安裝原因
廉政公署曾對工務試驗所的物料試驗作出評估，其中一項建議是要工務試驗所加強對樣本由工地
運送到試驗所的保安。

執行方法
因應廉政公署的建議，工務試驗所硏究在混凝土試驗磚 / 羅紋鋼樣本上採用電子保安條碼系
統，該系統經多次測試並證實效能可靠。從 2006 年 11 月 1 日起，工務試驗所正式推行電子保安
條碼系統。由於工務工程項目衆多，整個計劃需要分階段實施。混凝土試磚樣本，會是在第一期
實施，而羅紋鋼樣本會在 2007 年 7 月推行。所有獲通知的工地人員，可以聯絡九龍灣工務試驗
所索取有關條碼，並必須把條碼分別安放在未凝固的混凝土試磚表面上 / 把條碼纏在羅紋鋼
上，以資識別。詳情請參閱相關指引 「保安條碼的應用(GEO 2320)」 。而有關的條碼資料亦要填
寫在電子表格 (GEO 2309 / GEO 2403) 對應的資料格內。該電子表格 (GEO 2309 / GEO 2403)
可從土木工程拓展署網頁內下載。 到臨九龍灣工務試驗所物料供應組索取條碼的員工需在開户
表格 ((GEO) 2007) 上預先登記或帶備由工程主管或代表發出的授權書 (電話 23051291)，或致電
23051286 查詢。

重要指引
混凝土試磚 / 羅紋鋼樣本的電子保安條碼是由工務試驗所編碼及管理，每一工程項目會被編配
一組條碼，當有關工程項目竣工後，剩餘的電子保安條碼須交回九龍灣工務試驗所物料供應組，
切勿轉交其它工程項目使用。

1. Please download the Blank test request form C Eng D (GEO) 2309 from the CEDD Website
OR obtain from the PWLs.

2. Site staff should maintain a traceable numbering record for concrete cubes of their own
works projects.

3. The “Client Test Request Ref. No.” that assigned by site staff must be Unique and limited to
12 Digits (both Character or Numeric).
