content. The introduction shall indicate the main report topics (works
type, location, controls consistency, performance of materials,
locations where the in-situ tests and sampling have been carried out,

From the general title and the tests carried out, we can understand that
it relates to the trial section implemented for the lateritic gravel + sand
capping layer.
If this is the case, the Contractor should:

- Change the title of the report to capping layer instead of sub-base
layer.
- Among other things, provide details on the thicknesses used and on
the previous above-mentioned points.
If it is a trial section on the implementation of the capping layer, the

French translation is not correct and shall be revised for a proper
understanding of the document.

The material samples were collected on 21/09/2021 and the tests were
carried out between 22/09/2021 and 29/09/2021. According to the
information at our disposal, the capping layer was completed on
29/09/2021 between KP50+100 and 52+100.
The samples appear to have been collected before the capping layer
was laid and not during the laying of the capping layer. Furthermore,
no location of the collected samples has been registered.
The materials tested do not seem to correspond to the materials used
in the capping layer trial section, which is the main topic of this report.
The tests are therefore not representative of the capping layer
materials used.
The Contractor shall provide evidence to questions which have been

raised.

Laboratory test analysis:
The results obtained are in line with the Performance Specifications.
The Contractor indicates an average IP result of 8.7%, whereas the

test gives a plasticity index (PI) of 18.1. The Contractor shall provide a
consistent report.
The Contractor shall determine the classification of soils in accordance

with the « Guide des terrassements routiers (GTR) ».
Nevertheless, only one sample was collected (location not specified)

from the entire capping layer implemented between KP 51+100 and
51+400. The objective of the trial section being to verify the
homogeneity of the mixture as well as the compliance with the
Performance Specifications, the number of samples is insufficient.
The Contractor might recall that during the meeting of 20/09/2021 in

the presence of the Employer, TPMC, the Contractor, the Grantor and
the Independent Engineer, the Contractor has been reminded that
several tests should be carried out on the laterite + sand mixture during
the implementation of the capping layer, including a visual control on
the mixture homogeneity. The Contractor noted this request and
confirmed during this meeting that these checks would be carried out.

Non-compliant in situ tests:
The plate load test carried out do not comply with the NF P94-117-1
standard. According to the trial sheet presented, the Contractor applies
a load of 50 MPa and reads the deformations on 3 comparators.
In accordance with the standard NF P94-117-1, it must be applied by

the intermediary of a plate load, two successive cycles of loading led
according to standardized methods. The pressures applied during the
successive loadings are respectively 0,25 MPa and 0,20 MPa. The
Contractor must explain how and why a pressure of 50 MPa is applied.
The methodology applied by the Contractor does not comply with

the standard and the results of the plate load (EV2 measurement)
are therefore inadmissible and non-compliant.

The Contractor may recall that the characteristic deflection D90 or Dc

should be calculated according to the following relationship:
Dc= Dm + 2 * s and not by Dc= Dm + 1.3 * s
With:

s = standard deviation
Nevertheless, in view of the results, the Performance Specifications

have been met.
The tolerances for the topographic surveys are compliant with the
Performance Specifications.

The Contractor presents the average results of the level of compaction

measurements (99.7%). The report does not present any compaction
test. It is therefore not possible to verify the level of compaction of the
implemented capping layer.
Consequently, it is not possible to verify the moisture content in-place

and the limits of variation +/- 2% from the optimum.
The Contractor must therefore provide proof of the level of compaction

measurements carried out (test reports).

Les prélèvements de matériaux ont été réalisés le 21/09/2021 et les

essais ont été réalisés entre le 22/09/2021 et le 29/09/2021. D’après
les informations à notre disposition, la couche de forme a été terminée
le 29/09/2021 entre les PK 50+100 et 52+100.
Les prélèvements de matériaux semblent avoir été fait en amont de la

mise en œuvre de la couche de forme et non pas pendant la mise en
œuvre. Par ailleurs aucune localisation des prélèvements n’a été
relevée.
Les matériaux testés ne semblent pas correspondre aux matériaux
mis en œuvre lors de la planche d’essai couche de forme, objet du
présent rapport. Les essais ne sont donc pas représentatifs des
matériaux de couches de forme mis en œuvre.
Le Constructeur est amené à présenter les justificatifs aux questions

posées.

Analyse des essais en laboratoire :
Les résultats obtenus sont conformes aux spécifications techniques.
Le Constructeur indique un résultat moyen au niveau des IP de 8,7%

alors que l’essai donne un IP de 18,1. Le constructeur doit mettre en
cohérence le rapport.
Le Constructeur devrait déterminer la classification des sols

conformément au guide des terrassements routiers (GTR).
Néanmoins, un seul prélèvement a été effectué (lieu non précisé) sur

l’ensemble de la couche de forme mise en œuvre entre le PK 51+100
et 51+400. L’objectif de la planche d’essai étant de vérifier
l’homogénéité du mélange ainsi que la conformité avec les
spécifications techniques, le nombre de prélèvement est insuffisant.
Il est rappelé ici que lors de la réunion du 20/09/2021 en présence du

Partenaire, du TPMC, du Constructeur, du Gouvernement et de
l’Ingénieur Indépendant, il a été précisé au Constructeur la nécessité
de réaliser plusieurs essais sur le mélange latérite + sable lors de la
mise en œuvre de la couche de forme, ainsi que d’effectuer un
contrôle visuel sur l’homogénéité du mélange. Le Constructeur a bien
noté cette requête et a confirmé en réunion la réalisation de ces
contrôles.

Les essais à la plaque réalisés ne sont pas conformes à la norme NF

P94-117-1. D’après la fiche d’essai présentée, le constructeur
applique une pression de 50 MPa et lit les déformations sur 3
comparateurs.
Conformément à la norme NF P94-117-1, il doit être appliqué par

l’intermédiaire d’une plaque, deux cycles de chargement successifs
conduites selon des modalités normalisées. Les pressions appliquées
lors des chargements successifs sont respectivement de 0,25 MPa et
0,20 MPa. Le constructeur doit expliquer comment et pourquoi est
appliquée une pression de 50 MPa.
La méthodologie appliquée par le Constructeur n’est pas

conforme à la norme et les résultats des essais à la plaque
(mesure EV2) sont par conséquent irrecevables et non
conformes.

TRIAL SECTION DETAILED REPORT
FOR EXISTING ASPHALT REMOVAL AND PREPARATION OF CAPPING LAYER
1. Introduction-
The purpose of this trial section is to check characteristics of the mixture of capping layer
material (laterite blended with sand) and existing GNT material, preparation of proposed
capping layer from PK51+150 to PK51+400 Right Hand Side (RHS), mixing, grading, rolling,
compaction and other required field implementation test to ensure the quality of prepared
capping layer. The preparation of capping layer has been carried out following submitted
method statement “Method Statement for Existing asphalt removal and preparation of Capping
Layer – R2”. After mixing and grading the mixture material sample collected on 21.09.2021. The
material was tested in laboratory at base camp PK50 and found the test results on 29.09.2021
complying the Employer’s Requirements Part III.02: Performance Specifications clause 5.1.4.
The field tests were conducted as per Employer’s requirements and test results were found
within the specification limit.

1. Introduction -
L'objectif de cette planche d'essai est de vérifier les caractéristiques du mélange du matériau de la
couche de forme (latérite mélangée à du sable) et du matériau GNT existant, la préparation de la
couche de forme proposée de PK51+150 à PK51+400 côté droit (RHS), le mélange, le nivellement,
le roulage, le compactage et d'autres tests de mise en œuvre sur le terrain nécessaires pour garantir
la qualité de la couche de forme préparée. La préparation de la couche de forme a été effectuée
conformément à la déclaration de méthode soumise "Déclaration de méthode pour l'enlèvement de
l'asphalte existant et la préparation de la couche de forme - R2".
