BRIEF SCOPE OF WORKS
1.0. Scope of work includes the following Professional/ Architectural Consultancy

Services, in brief, for Development of Retail Outlets and Various Civil works at Depot/
Terminals/ AFSs/ Consumer Pumps and RCDs in Tamil Nadu State;
a) Site Survey by total station.
b) Preparation of layout.
c) Carrying out detailed Engineering/ Design.
d) Preparation of detailed Drawings.
e) Preparation of Price Bid (BOQ) for works tender.
f) Submission of all the required data/ documents to IOC.
g) Further clarification/ supplement drawings, if required during construction.
Note: Necessary guidelines/ standard drawings would be provided by IOC.

Necessary modifications/ Additional designs/ drawings suiting to site requirements
shall be done by the consultant.
2.0. Facilities required at Retail Outlet/ Consumer Pumps, in brief:
2.1 Construction of New Retail Outlet;

a) Land development
b) Retaining/ Compound wall
c) Sales Building
d) Pump Islands
e) Temporary/ Modular Kiosks
f) Mild Steel structural Canopy (Main & 2/3 Wheeler)
g) Signage like monolith, spreaders, facility & directional sign poles
h) ACM facia to Canopy
i) ACM facia to Sales Building
j) Painting of facilities as per IOC’s Colour Scheme
k) Electrical works & Single Line Diagram
l) Water supply & sanitary arrangements
m) Installation of underground horizontal tanks, pipelines and dispensing
pumps for various petroleum products
n) Convenio Stores
o) Hoarding Board
p) Yard Lights
q) Driveway with pavers
r) Entry/ Exit approach roads with culvert.
s) Any other new facility based on IOC’s Policy from time to time.
2.2 Modernize/ Up-grade/ Raze & Re-build existing Retail Outlet;

Some of the facilities (listed in 2.1 above) required from time to time at a
particular retail outlet as per IOC’s direction shall be designed and
necessary documents for executing the works shall be provided by the
Consultant.
3.0. Facilities required at Depot/ Terminals/ AFSs/ RCDs, in brief:
Some of the following facilities required from time to time at a particular location

f) Installation of UG/ AG horizontal tanks and connected pipelines for various
petroleum products
g) Electrical works & Single Line Diagram
h) Water supply & sanitary arrangements
i) Any other new facility based on IOC’s Policy from time to time.
4.0. Facilities/ Layout Plans/ Designs/ Detailed drawings shall conform to all statutory
requirements of Local Bodies/ Building Planning Authority/ Highways/ IS Codes/
Norms & Govt Rules/ Petroleum Rules 2002.
5.0. The list of services, in brief, to be carried out by the Consultant is given below;
6.0. Total Station Survey (TSS):
 Carrying out Total Station Survey of finalized piece of land & based on revenue
documents provided by IOCL, with qualified Engineer and with the help of
instruments such as TS, GPS, etc. complete.
 Item includes, providing detailed layout drawings of Existing Levels, proposed

Finished Driveway Levels (FDL) in discussion with IOCL officers, Permanent Bench
Mark (PBM) or Temporary Bench Mark (TBM), Boundaries of the plot, Contours, Major
References (Govt. building / Public building / Culvert / HT lines / Chimneys) within
300 m, nearest road intersection, front road, etc. complete.
 Item also includes providing quantities for cutting & filling based on FDL suggested by
IOCL.
 The grid for levels should be spaced at 3 M on both the directions and area covered
shall be including minimum 10 M wide strip beyond plot boundaries & up to front
road.
 The work is to be carried out as per latest & relevant IS codes of practice as
applicable.
 Item also includes comments / recommendations if any.
 Rate is inclusive of submission of complete report in three sets including coloured

drawings of size A1, with soft copy in CD.
7.0. Development of New RO/CP layouts:
 Based on the plot layout as per TSS, finalization of layout plan after generating 2/3
alternate proposals in discussion with concerned IOCL officers and in line with

Bodies / Departments such as IndianOil, District Magistrate / District Collector, Local
Development Authority, Forest Department, PESO, NHAI, PWD, IRC, etc. complete -
As per NOC/PESO Rules. Item also includes submission of 16 Nos of A1 size Ammonia
Prints with soft copy in CD.
As per NHAI / PWD norms including general survey on either side of the RO up to
1.5 KM as applicable. Item also includes submission of 6 sets of A1 size Ammonia
As per Local Development Authority / Statutory Body.Item also includes submission
of 6 Nos of A1 size Ammonia Prints with soft copy in CD.
8.0. Development of As Built RO/CP layouts:
 Providing As built layout plan including making site visit, taking as built
measurements& Finalization of the amendment layout plan in discussion with
concerned IOCL officers and in line with applicable Rules, Regulations, Bye Laws,
Norms of various Authorities / Statutory Bodies/ Departments such as IndianOil, DM,
DC, Local Development Authority, Forest Department, PESO, NHAI, IRC, etc.
complete. IOCL to provide soft copy of existing layout or Total Station Survey of the
site - As per PESO Rules. Item also includes submission of 6 Nos of A1 size Ammonia
Important points to note:

a. Site visit / Survey work is to be carried out only by Competent
Gradate Engineers having experience of one year or by Competent
Diploma Engineers having experience of three years with the help
of TSS & GPS only.
b. Drawings will be developed / prepared by competent ITI Draft men
only.
c. All Drawings, Designs, Reports, any other documents, etc. will be
provided in 4 sets (Ammonia prints) with soft copy having PDF & CAD
soft files until otherwise mentioned.
d. Rate is inclusive of all expenditure pertaining to Salaries of
Office.
Employees, Fees of Consultants / Designers / Engineers / Competent

Persons / Architects / Associate agency, expenditure on traveling,
boarding, lodging, etc. complete. Minimum wages, PF, Group
insurance, ESIC, Compensations, Labour Laws, any other applicable
statutory bodies, etc. will the responsibility of the party & IOCL will
be kept indemnified against all such financial & legal implications. In
any case no other payment will be made / entertained what so ever
the case may be.
e. Key plan showing features around 100m from the outer edges of the
plot shall be made. Triangulations of the plot or corner angle of the
plot are to be recorded so that the shape and dimensions of the plot
can be accurately reproduced by developing layout. The layout should
be in the scale of 1:200 on CAD.
f. Locations of trees, well, electrical / telephone / transmission lines,
water / sewer / drainage lines passing through the plot or between
road and the plot, width of the roads, ROW, Construction lines,
culvert, intersections, Govt building, etc. and invert level of the
storm water drain should also be recorded.
Any other work not mentioned above but required to complete the work in all respect is
also in scope of work.
NOTE:
 Party has to necessarily provide soft version (in CD) of all the documents/ drawings
along with hard copy as mentioned above.
 The entire work must be completed within the stipulated time of completion. If the
Party fails on the performance of the contract within the time fixed in the contract &
does not complete the entire work on the due date, the corporation shall be entitled to
recover, and the Party agrees to pay to the Corporation as & by way of Price
Adjustment Clause as mentioned in Tender Document up to an amount not exceeding
10% of the total individual work order value.
 The progress of work should be proportionate to the time of completion as mentioned
in the completion schedule. If at any stage the progress is found to be behind schedule,
the Corporation will have option to cancel the work order & get the balance work
executed from other agencies at the risk, cost & consequences of the Party.
 After issuance of the work order, under some special circumstances, the IndianOil may
advise postponement of commencement date or to carry out the work in stages, in such
case the time of completion shall be extended/ adjusted suitably depending upon the
actual delay/ interruptions caused. The Corporation will not however be liable under
any circumstances for payment of compensations of any nature to the Party for such
delay or interruptions. The Party, if desires, can make an application sufficiently in
advance before the completion time, if they anticipate any obstacle/ hindrances in
completion of their work, before the scheduled date of completion. Any application
received beyond this date may not be considered. The Corporation however shall not
be bound to give any extension of time if the delay is on the part of the Party.
 At times, Corporation may have to foreclose/ suspend the work at particular site due
to some unavoidable reasons. In the event of such foreclosure/ suspension of work,

Party will not be having any right to ask for compensation on any ground whatsoever.
Only actual work done till that stage will be paid.
 Time is the Essence of successful completion of the job. The entire work should be
planned precisely.
 All works are in the scope of contractor unless & otherwise mentioned. The work has to
be carried out in running Petrol Stations/Retail Outlets without disturbing the routine
business of the outlet. The work has to be planned in such a way that it causes
minimum inconvenience for routine operations.
 Unless otherwise specified, all materials, labourers, tools, tackles, equipments,
transportation etc. shall be provided by the tenderer only to complete the project in
all respect.
 Indian Oil shall provide only a hand sketch showing the apprx land dimensions, shape
including reference points from KM stone / permanent land mark for preparation of
layouts.
5.1 Modify the layout plans, as per the IOC’s direction and prepare a final layout with
complete particulars on proposed levels at various locations with reference to the
Temporary Bench Mark (TBM).
5.2 Based on the scheme/ layout approved by IOC, the consultant shall prepare
detailed and abstract estimate based on the Capex/SOR rates.
5.3 The consultant should make the optimum design to be adopted and shall be entirely
responsible for the design and structural stability of the all facilities.
5.4 All design calculations shall be submitted to IOC for vetting and in case, any of
change is required, re-design shall be done at no extra cost.
5.5 It must be noted that submitting stability/ guarantee certificate does not absolve
the Consultant for their Design and any lacunae noticed in their design/ after the
facilities are constructed, Consultant shall be held responsible.
5.6 All the document prepared & submitted by the Consultant shall be in the following
Forms;
a) All the documents shall be signed, sealed & submitted.
b) All soft copy (pdf/ word/ excel/ CAD) to be submitted.
c) Drawings shall be signed, sealed & submitted.
d) All the above shall be handed over in CDs.
5.7 Positioning of facilities for installation of tanks, pumps, product pipeline buildings
and canopy, including central line plans, reinforcement details for foundation,
beams, columns, lintels, roofing, steel structures, etc., complete shall be as per
IOC’s Standard drawing & directions.
5.8 List of drawings required for inviting works tender/ work order, in brief, is given

DRAWINGS FOR ALL OTHER FACILIES

9.0. Following documents would be furnished by IOC to the Consultant;

a) Soil Investigation Report.
b) IOC’s Capex Contract Specifications and it’s Drawings.
c) IOC’s Standard Drawings.
10.0. During construction, if any modifications are required to be carried out due to

specific site conditions, the consultant shall revise the design and shall be
submitted to IOC for vetting and in case, any of change is required, re-design shall
be done at no extra cost.
11.0. Any other services required, rendered in connections with this consultancy contract
shall be provided by the consultant including providing additional copies of drgs, if
required, at no extra cost.
12.0. The scope of work is defined in general and is not limited to above. Successful
tenderer has also to carry out job which is not listed here but required for
completion & all connected works in toto, at no extra cost.

Live Auctioning
After auction has been published on Tendering Portal, system will make the
Tender available to the bidder from scheduled auction start date & time (as defined in
auction basic details) onwards for live auction. Live auction process has been described
below from department user’s as well as bidder’s view along with various screens.
1.1Bidder’s view of Live Auction: After tender has been published, it will be available
to all the qualified bidders under “My Auctions” tab where bidders shall be able to
check all the detail so fauction as defined by the tender creator as shown below.
1.1.1. Bidder shall click on the “My Auction” tab, he will get the list of tenders for
which auction has been opted and published but auction has no tended till now
as shown below:
Bidder shall click on View option which will open a separate page having all
the basic details of auction as defined by the tender creator as shown below.
Accordingly bidders shall prepare themselves to participate in the auction.
