3. Preparation and submission of, internal water supply drawings showing all the
sanitary fitting/ fixtures. Line Diagram for internal water services from service tank/
domestic water tank should be marked on the drawing.
5. Preparations of details : Plans (all the floor), terrace plan, machine room plan,
elevations sections and other details like stair case, toilet, kitchen etc.
7. All the drawings shall be on A2/ A3 sheet unless found necessary to use large
sheet size.
8. Consultant shall submit 02 sets of arch drgs for comments and correction to be
done as per E6 Section. Two more set of drgs shall be submitted for onward
transmission to CFEES for their clearance (Clearance will be obtained by the deptt).
Any changes based on CFEES shall also be incorporated in the drgs.
9. One set of all the drgs are to be submitted on tracing paper duly signed.
10. All the drawings are to be recorded on CD on Auto Cad and one CD containing
PDF of all signed tracing sheet.
11. Consultant shall submit 06 sets of complete drgs (hard copy) on white paper.
12. The scope of Structural design work- Carrying out structural design and
development of working structural drawings for execution in all respect at site on
finalization of Architectural Drawings. This point of time will be denoted as D-Day for
calculating time period of completion for structural design work.
(a) The Analysis and design of structure shall be carried out as per latest
codes published by BIS. Some of these are IS: 456:2000, IS: 875, IS-1893,
13920:2016 and NBC: 2016 and the seismic zone to be considered is zone IV as

(v) Other design parameters will be as per relevant BIS codes. The
same will be incorporated after getting approval from Director (Design).
(c) Soil investigation. The same will be provided by GE (P) West. The
consultant is to approach GE (P) West Delhi Cantt for this report as soon as the
work commenced.
(d) Utility services. The details of overhead tanks, fire fighting tanks, building
specifications and finishes etc will be confirmed for load considerations before
commencement of structural design. The consultant will approach, if required,
Director (E/M) for Electrical and mechanical related specifications/ details and
Director (Plg) Plumbing/ Internal water supply and Building specifications.
(a) The structural drawings shall be with all details as per SP 34 and relevant
BIS codes which shall include schedules for foundation, columns, beams, slabs.
(c) All drgs shall be signed by the designer of the consultant (Min M Tech in
Structural Engg Qualified) and the auth rep of Consultant. The names of these
will be submitted by the consultant while submitting quotation in the format
attached as Annexure ‘C’.
(d) The consultant shall submit the following documents in presentable form
in soft and hard copies for approval after carrying out the structural design and
getting vetted as per Para 6 below:-
(ii) Design Basis Report and list of codes and BIS publication followed
(iii) Final Structural drawings on Auto CAD and Pdf format and on
tracing paper and 4 sets on paper of A1 size. The Structural drawings
shall be in proper scale and scale shall be so decided that the drawings
are clear and legible. The decision of Dir(Des)/E2 Des Section in this
regard shall be final.
15. Consultant’s Liability. The consultant is expected to carry out the assignment
with due diligence and in accordance with prevailing engineering standards and should
be liable to the following:
(a) The overall responsibility of the drawings and design lies with the
consultant. The consultant will be responsible for soundness of structural design
and drawings, adherence to NBC norms, latest statutory orders and regulations,
IS Codes etc.
(b) Any midterm review of design requirements during currency of works due
to site requirements will also be provided by the consultant.
(d) Clarification, if any, during execution phase till completion will also be
provided by the consultant.
16. Third Party vetting of Structural Design and Drawing and its report.
(a) The vetting of following documents shall be done from the IIT/NIT/SERC.
(ii) Design Basis Report and list of codes and BIS publication followed.
(c) The third party vetting the designs/drawings shall also be liable for
ensuring that the designs and drawings produced are in compliance as per laid
down standards, regulation and sound engineering practices
(d) A certificate that all design parameters and other design details have been
thoroughly checked and are in compliance to standards, codes, regulations in
respect of safety, soundness and economy shall be obtained from the vetting
agency.
(e) The vetting agency shall also be liable and answerable for any design
deficiencies detected during design life of the building and may be called upon to
address such issues, if any.

17. General notes for design. Some of the notes are as under. However the list is
not exhaustive and consultant’s design must be scientifically done using latest
provisions in relevant codes / regulations and engineering practices.
(a) Every sketch shall be given a serial number so that it can be uniquely
referred to along with sheet No e.g “Section of Beam PB-I (Drg No.5) Sheet No.
8/9.
(b) Schedule of beam slabs, columns and footings can be given in tabulated
form with one typical sketch of each type.
(c) The consultant must familiarise himself with the general format of
structural drgs followed in the office of the client and prepare his drawings
accordingly.
(d) The structural drawings should give foundation plans, roof plans, details of
portals, details of joints connections, details of welding if any.
(f) Adequate care must be taken and due diligence shown in working out the
designs and preparation of drawings.
(h) The structural design shall be carried out on latest version of STAAD
software by a qualified designer and drawings shall be signed by two designers.
(b) Weekly progress report will be submitted to E-2 Design Section and
impediments if any shall be brought to the notice of E-2 Design Section on every
Thursday, starting from the first Thursday from the finalization of Arch drawings.
(d) The changes required in the arch drgs from structural point of view, will be
discussed with Director Architect/Officer detailed by this office and if reqd,
improvements as discussed to be carried out in the drgs and design.
(e) The cost involved in visiting the MES offices, other offices/work-site,
amendments issued during tender planning phase of main work (by department)
and clarifications during execution till final completion of the construction of
structures deemed to be included in lump sum quoted by the firm.
(h) Final structural Drg/ STADD models etc shall be submitted by consultant
duly vetted within D+04 Weeks of finalisation of Arch drawings.

(j) Following notes will be inserted in all the structural drawings. Design folder
number will be obtained after approval of drawings.
19. Ownership rights. All the drawings/ data create during the process of the
design and drawings, irrespective of the mode and platform, will have exclusive
ownership rights of the Department, that is Military engineer Services. The department
will use these as and when required.
20. Nodal officer. Though the consultant is to deal directly with concerned section
for Arch/Utility/ B/R / Design part, however, Director (Design) will be the nodal officers
for this job order. He will be kept informed of all the correspondences made by
consultant and impediments, if any.
21. Garrison Engineer. GE (P) West will be the Garrison Engineer for this job order.
He will be approached for any details related to Soil Data/ site data and site visit. GE (P)
West Delhi Cantt will also be Payment Authority for this Job work.
22. Penalty Clause . Time is the essence of contract and the consultant have to
stick to the time schedule given in the Detailed Notes. No laxity except due to force
majeure or for the reasons beyond the control of contractor will be acceptable. The
department reserve the right to charge liquidated damage from the consultant.
23. Extension Clause. Extension of time may be granted for delays caused
which in the opinion of the Accepting Officer were beyond the Consultant’s control and
provided the Consultant applies of such extension of time in writing, within seven day of
the occurrence of any event which caused delay.
24. Liquidated damages. In the event of the seller’s failure to submit the bonds,
guarantees and documents, supply the stores/goods and conduct trails, installation of
equipments, training, etc as specified in the supply order/Job Order/Consultant, the
Buyer may, at his discretion, withhold any payment until the completion of the supply
order/Job Order. The Buyer may also deduct from the seller as agreed, liquidated
damages to the sum of 1% of the supply order/Job Order price of the
delayed/undelivered stores/service mentioned above for every week of delay or part of
a week, subject to the maximum value of the liquidated damages being not higher than
10% of the value of delayed stores/services.
(a) E2(Plg) section for Sch of finishes, plumbing and specification , site plan
and B/R services.

PAYMENT INSTRUCTIONS.
(c) Original copy of supply order will be attached with the bill after completion
of Job Work.
(d) Bills will be subject to pre-audit by associated finance.
(e) Payment will be made through A/C payee cheque/ RTGS only as the case
may be.
28. The period of completion of complete Job Work shall be 08 Weeks from the date
of signing the order by the Accepting Officer.
