B. PROJECT SUMMARY
The CoVid-19 pandemic has resulted in the largest global schooling crisis in history, and
the rise of poverty cases had made it extremely difficult for most vulnerable children and their
families to make up for a lost time. The Humanitarian Organization Providing Education is
looking for ways on how to address a problem about Poverty and Education of the children. The
organization proposed a project entitled P.O.W.E.R (Providing Optimal Wellness and Education
in the Road.) The proposed project aims to educate the children in the local city of Taguig.
Specifically, those children on the streets and have not been able to study due to the crisis caused
by the pandemic. This project focuses on developing and strengthening children's macro skills
specifically reading, writing, as well as numeracy. This project includes some activities that
children will enjoy and learn. The organization will also give financial assistance and other
necessities such as food packs to the families of the children involved. This project will be led by
the Humanitarian Organization Providing Education (HOPE) together with the members of the
Certified Byahero Organization. It has a total budget of Php. 196, 225.00 to be allocated for the
materials and equipment that will be needed by the project operators. This project will begin on
August 2, 2021 and it is expected to end on October 11 of the same year.
C. PROJECT STAFF
According to the 2017 Annual Poverty Indicators Survey (APIS), there are a total of 3.6 million
children who do not attend schools, 50% of those Out of School Youth (OSYs) belong to families whose
income falls below 30 percent of the population based on their per capita income.
The onset of the CoVid-19 pandemic in the Philippines exacerbated poverty in the life of many
Filipino families. As a result, the number of youths forced to drop out of school has also increased. Due to
their insufficient financial ability to satisfy their learnings, they do not have much knowledge in using
technology which is necessary nowadays to keep up with the new learning system. On August 11, 2020
the Department of Education noted that only about 23 million students were enrolled in both public and
private schools, a substantial decrease from the 27.7 million enrollees in 2019. This data is alarming. This
is a risk that will only result in more OSYs in the future due to the impact of the pandemic on families'
income and the challenges posed by blended learning to both students and their parents.
Given these evidences, a project aimed at helping children deprived of the opportunity to keep up
with the ‘New Normal’ education is being proposed. This is the implementation of the “POWER” Project
(Providing Optimal Wellness and Education on the Road) for the youths of Taguig City by the
Humanitarian Organization Providing Education (HOPE). This project involves teaching street children to
read, write and count while on wheels. It also aims to teach children about their well-being.
THE PROBLEM
Poverty is one of the primary causes of many children dropping out of school. Numerous data
proves how big of an impact it has on the education sector especially now that there is a pandemic. First,
the 2020 Global Web Index states that only about 67% of the country’s entire population has internet
access, while the rest do not obtain the benefits of digitalization. Initial results from a Department of
Education enrollment survey revealed that more than 6.8 million households expressed worry about a lack
of available gadgets and equipment suitable for distance learning. Then, according to the World Data
Atlas, there had been 2.32 million Filipino adults in 2015 who could not read nor write. Having a “No
read, no write” parent can affect a child's learning under the online or modular modality. And finally,
according to the Philippine Statistics Authority, approximately 4 million Filipinos were unemployed as of
January 2021. This is equivalent to 8.7% of the population of the entire Philippines. These problems may
contribute to the number of OSY's in the country these days. And with the start of the next school year, it
is alarming that many young people may still be unable to read, write and count.
PROPOSED SOLUTION
Even street children should be given the opportunity to learn how to effectively write, read, and
count. These skills are referred to as "macro skills" that an individual should have since these are essential
components of daily communication. Every child needs to know proper writing so that they can better
organize and prepare for the scholarly activities they will undertake in their studies. They should also
learn how to read correctly to better comprehend the information around them. Most importantly, kids
should know how to count and use basic math since numbers are part of everyday math. No one should be
left behind in education just because of poverty and the pandemic. Children's learning amid a pandemic
must continue.
There will be a scheduled route for this e-trike to roam around the City of Taguig. There will also
be a one-stop location in each barangay where this project will take place. A small tent will be set to serve
as the children’s workspace. The e-trike will carry various children’s books and other learning materials
which the children can use for their activity for the day. To ensure safety, all materials and equipment will
be sanitized and disinfected prior, and after each use. Physical distancing will also be observed during the
activity proper. Acrylic barriers will be placed in between each participant and strict use of face shields
and face masks will also be practiced.
The purpose of this project is to be able to educate children, particularly those in the streets and
those who do not attend school by driving a "mobile classroom" using an e-trike.
To achieve these outcomes, the project can be implemented in the following ways:
1. The Humanitarian Organization Promoting Education will request for clearance and a budget
request from the Taguig City Hall, proving that the organization is authorized to carry out the
project and to also ask for support in purchasing an e-trike which they will customize to serve as a
portable “classroom” for street children.
2. The HOPE Organization will have a fundraising activity called "Box of Hope: Bente Edition".
3. The organization will collaborate with another organization called Certified Byahero, an
organization dedicated to helping poor families by handing out donations.
These interventions were decided based on the suggestions of each project manager at the meeting held
while planning the project.
An online fundraising activity will take place before the implementation of the project and will
run even after the project has been implemented. Donations will be accepted via GCash. The HOPE
Organization will have its own Facebook page where all announcements will be posted. The secretary
will be responsible for planning, implementing, managing and monitoring the organization’s social media
page in order to bring awareness regarding the project. Aside from that, posters/flyers will be printed out
and posted/given to passersby.

o Mobile Library is a vehicle designed for use as a library. Bookmobiles expand the
reach of traditional libraries by transporting books to potential readers, providing
library services to people in otherwise underserved locations (such as remote

some components of the said project.
