DRAFT RESOLUTION

A RESOLUTION ASKING FINANCIAL ASSISTANCE FROM THE PROVINCIAL GOVERNMENT THRU

THE OFFICE OF GOVERNOR RHODORA J. CADIAO IN THE AMOUNT OF SEVEN HUNDRED
THOUSAND PESOS (P700,000.00) FOR ADDITIONAL DESKTOP UNITS AND THE
ENHANCEMENT/IMPROVEMENT OF THE UGWAD E-HUB OF THE UNIVERSITY OF ANTIQUE,
LGU LAUA-AN AND COL. RUPERTO ABELLON NATIONAL SCHOOL

Whereas, Republic Act 7160 otherwise known as Local Government Code of 1991 mandates
local government officials to foster, advocate and protect the basic rights of its
constituents and one of those is access to quality education;

Whereas, Covid19 pandemic brought new normal scheme in the implementation of the
Philippine educational system from both private and public schools and in all grade
levels thereby prompting LGUs to take initiative and innovation in support to the
adaption of different learning modalities like online learning among others;

Whereas, Ugwad electronic hub (e-hub) was conceptualized by LGU Laua-an in coordination
with the University of Antique and Col. Ruperto Abellon National School where LGU
Laua-an and UA provided computer units with intensified bandwidth of internet
connection to be used by college students and graduate schools particularly for their
online class and alike;

Whereas, in Laua-an alone, there are about 1,000 college students enrolled in UA and in other
colleges and universities outside the province accessing the Ugwad E-hub for its said
purpose and 15 computer units are not enough to serve the clienteles of the e-hub.
Moreover, aside from downloading and uploading lessons, there is also a need to print
out some modules especially for those students living in the far-flung and mountainous
barangays;

Whereas, the e-hub is maximizing stand fans alone which resulted to non-ideal room
temperature for the computer units and for the individuals using the said e-hub.
Further, there is a need to have security cameras for the safety of the facility and e-hub
users;

Now therefore, on motion made by Hon. Meldene Armonio and duly seconded by ____ be it

Resolved as it is hereby resolved to ask financial assistance from the Provincial Government
thru the Office of Governor Rhodora J. Cadiao in the amount of Seven Hundred
Thousand Pesos (P700,000.00) for additional desktop units and the
enhancement/improvement of the Ugwad E-hub of the University of Antique, LGU Laua-
an and Col. Ruperto Abellon National School;

Resolved further, to attach copy of the project proposal of LGU Laua-an, University of Antique
and Col. Ruperto Abellon National School thru the E-hub Coordinator and CRANS
Principal II in support to this resolution;

Resolved finally to furnish copies of this resolution and project proposal the Office of Hon.
Emmanuel “Sueki” Palacios, SP Member and Chairman Committee on Appropriations
and other concerned offices and authorities for their information, proper action and
perusal.
