The admission and registration of participants started 7:30 AM. There was an invocation and singing
of the Philippine National Anthem before the session proper started at 8:30 AM. The participants
were acknowledged by their respective agency name. A prize for the “early bird” was given. Prizes
for the groups who participated and presented on the activities were also given in order to boost the
interest of the participants and participate well in the activities.

During the preliminary session, the participants were asked to give their expectations on the training
program. A pre and post evaluation survey was also conducted. Prizes were given to the highest
scorers.

The first day was focused on the highlights and salient features of the 2017 Omnibus Rules on
Appointment and Other Human Resource Actions to abreast the participants on its new provisions
and prepare them on the appointment preparation and processing workshops for the succeeding
sessions. Series of questions and point of clarifications are raised by the participants, especially
those who have firsthand experience in the appointment preparation. CHRS Abigail M. Tiu satisfied
these queries by giving them real scenario examples and simplified answers to clarify things out.

The concept of Nepotism transpired to be an issue for the HR practitioners even during the first day
of the training. It was gracefully addressed by SHRS Julius Eleazar N. Manego who is the resource
speaker on the second day.

One of the highlights of the training was the preparation of Appointment where in the participants
were grouped according to their agency. The simulation started with the publication and posting of
the vacant position, pre-screening of applicants, appointment preparation and finally the submission
of appointment and other post- appointment activities. The participants were also required to print
the forms and other pertinent attachments and submit a hard copy of their output.

There were 34 participants who registered and successfully finished the training.

Analysis/Conclusions/Recommendations

Based on the ratings and comments (level 1- reaction) gathered from the participants, the facilitation
and the administration of this training are impressive. The design, facilitation and administration
contributed to an average overall conduct rating of 4.68 wherein based on the tabulation there were
70.35% of the participants rated E.

As to the level 2 (learning) evaluation, t-test : Paired two sample for means is used to test whether
there is an increase learning particularly in the level of awareness of the participants before and
after the conduct of training. Based on the data analysis tool used (see attached), there is a
significant difference between the pre-test and post-test. The mean increases by 3.875 and the
variance decreases by 1.75 from pre-test to post-test which means that there is an increase in the
level of awareness of the participants after the training was conducted. The decrease in variance
could also mean that most of the participants almost reach to the same level of awareness after the
training was conduct. Moreover, the passing rate of the participants who took both the pre-test and
post-test significantly increased from 50% to 99.06%. This may be attributed to the increase in
awareness and consequently the learning derived from this 2-day learning intervention.

Hence, it can be deduced that the training conducted has significant impact as to learning particularly
the level of awareness of the participants with regards to appointment processing which means that
CHRS Tiu and SHRS Manego’s tandem is both effective learning facilitators. They are able to convey
the main points of the training and assisted the facilitation of learning as reflected on the outputs of
the participants who were always active and participative during the conduct of the training.

As to narrative comments, it was mentioned by the participants to incorporate practice set/


workshop in every topic. Hence, to further improve the design, it is recommended to revisit the
design matrix of the said course.

With these results, it is recommended that the new training design made for the Training on
Appointment Processing (TAP) will be used in the next possible conduct with possible enhancements
based on the suggested points by the participants. Further, it is proposed to schedule another
conduct of this training to accommodate more participants and learners especially those who are
directly involved in the processing and preparation of appointments as well as the HR practitioners.
