"The Community Action Planning Council of Jefferson County,

Inc. (CAPC) has hired Craig J. Cashman as Chief Executive


Officer effective July 12, 2022. 
 
Mr. Cashman has over 30 years of experience with non-profit
organizations in leadership and management. He comes to
CAPC from Coordinated Care Services Inc. where his focus
was on compliance and quality improvement. In addition, he
has also provided leadership to other organizations such
as The Watershed Agricultural Council, the Homeless
Authority, and the Alcohol and Substance Abuse Council.
 
Mr. Cashman is experienced with Community Action Agencies and served as Executive Director
of Opportunities for Chenango Inc., a Community Action Agency based in Norwich from March
2006 to October 2009. As Executive Director there, he managed the $7.5-million nonprofit with
140 employees.

Andrea Kaler, Community Action Board President. "Craig brings with him expertise in the not-
for-profit management and economic development sectors, both of which will enable him to
direct CAPC’s future. Under new leadership, CAPC will continue to operate under organizational
transparency, empowering staff and bolstering programmatic goals in promoting unique anti-
poverty leadership, action and mobilization in Jefferson County.  His experience is based in the
health and social services fields; however, Mr. Cashman specializes in administrative
transitions, fiscal challenges and programmatic growth.”

Mr. Cashman earned a M.S.W. in Administration-Social Work from the University of Albany,
School of Social Welfare; he received his B.A. in Sociology from SUNY-Plattsburgh.  He also
held community service roles with the Chenango-Delaware-Otsego Workforce Investment
Board (board member), Hospice of Chenango County (board of directors), Rotary International
(member) and Upstate Institute at Colgate University (Community Board member).

Mr. Cashman replaces Melinda Gault who has served as CAPC’s CEO/Executive Director since
2002. Melinda began her employment at CAPC as Director of Planning and Development in
April 1993.  "The CAPC Board thanks Melinda for her dedication to the mission of Community
Action: “Community Action Planning Council assists, supports and empowers people through
diverse programs designed to alleviate poverty, promote self-sufficiency, and advance
community prosperity.” added Mrs. Kaler.  'We wish Melinda the best in her well-deserved
retirement."
