2. Description of CSS Requirement

Description: The purpose of this Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract is to provide a
vehicle for customers to access a wide range of Information Technology (IT) Network
Centric services and solutions that support the IT lifecycle. While the Small Business
Enterprise Application Solutions contract is specifically established within the Business
Enterprise System (BES) Directorate, this contract vehicle may be used by all other
agencies that support an Air Force requirement.

The scope of this ID/IQ includes the comprehensive suite of IT services and IT solutions
to support IT systems development and sustainment in a variety of environments and
infrastructures. Additional supporting IT services include, but are not limited to, secure
data and information services, information display services and managed business
analysis for IT programs.

The requirement described above has been reviewed for the most cost-effective and efficient means
of accomplishment. Organic resources are not available to perform the CSS.

The requirement described above is not an inherently governmental function as defined in Office of
Federal Procurement Policy (OFPP) Policy Letter 11-01 'Performance of Inherently Governmental and
Critical Functions' and FAR Subpart 7.5.

Appropriate military or civilian DoD personnel—

 Cannot reasonably be made available to perform the functions;
 Will provide surveillance over contractor performance of the contract; and
 Will perform all inherently governmental functions associated with the functions to be performed
under the contract.

In accordance with AFI 38-201, the appropriate manpower office has reviewed/coordinated on the
proposed requirement.

The requirement described above will not involve Government personnel supervision and is a non-
personal service IAW FAR 37.104
