FOREWORD
Casas de Amor Subdivision has been the home of its residents for years now. Through the cooperation and
hard work of the homeowners, Casas de Amor have begun to be more than just a place to go home to at
the end of the day, it has become a community of people and their families living in harmony and willingness
to create a peaceful and secure subdivision.

This handbook is a compendium of the pertinent rules and regulations and other relevant information,
which is imposed on each and every resident of this subdivision to comply. To ensure compliance, penalties
shall be imposed for acts prohibited by these Rules and Regulations. The organization of this subdivision
towards our security and the betterment of our surroundings may have been belated, nonetheless, such
fact should not deter our compliance to these rules as part of our moral obligation to one another.

These rules and regulations may be modified or supplemented whenever necessary and deemed fit by all
the homeowners. Through our continued cooperation, Casas de Amor Subdivision will be a safer and a
better community for us all.

CASAS DE AMOR SUBDIVISION ASSOCIATION
AND THE HOMEOWNERS
1. The Association
1.1 The Association shall be spearheaded by the following officers: (1) President; (2) Vice-President; (3)
Secretary; (4) Treasurer; (5) Auditor; (6) PIO and (7) Sergeant-at-Arms. Other position or office may be
created

1.2 Only Homeowners can be elected or appointed as an officer of the Association.

1.3 None payment of monthly dues shall subject the delinquent homeowner to removal from his or her
position as an officer of the Association.

1.4 The term of office of all officers shall be three years, at the end of which, an election shall be held.
There is no term limit on any officer and as such, they shall be eligible for re-election; provided, that an
officer may be removed upon due cause and with the assent of the majority of the homeowners in a
meeting duly called for that purpose.

1.5 Every meeting shall be called by the President of the Association.

1.5.1 There shall be a meeting every first Saturday of the month. Every homeowner is required to
attend every meeting called by the President. A penalty of one hundred (100) pesos shall be
imposed on absent homeowners. A representative coming from the same household of the
homeowner may attend the meeting in behalf of the homeowner.
1.5.2 Notice shall be given at least three (3) days prior the date set for the meeting. Urgent matters
needed to be brought before the homeowners do not need prior notice. A meeting discussing an
urgent matter may be called for and held on the same day whenever possible and necessary.

1.5.3 Meetings may be held in any residence of a member of the Association or in a place or
establishment as agreed by all the homeowners.

2. The Homeowners
2.1 All subdivision lot owners and long term lessees shall be members of the Association automatically.
Actual or physical occupation of the house or lot is not necessary; hence, owners of vacant lots shall also
be members of the Association who shall have the corresponding rights and duties.

2.1.1 Long-term lessees are those leasing a house located in the subdivision for more than twelve
(12) months.

2.1.2 Any internal agreement between the lessor and the lessee contrary to these provisions shall
be conferred to the Association through its officers for its perusal and information. The lessor shall
be held responsible for any disagreement that may later arise due to the non-conferment.

2.2 Each and every member shall have the following duties:

(1) Pay the association dues, special assessments and other fees levied on time;

(2) Attend the meetings and participate in activities called and organized by the Association; and

(3) Comply with all the rules and regulations and by-laws of the Association for the betterment,
safety and welfare of all the residents of the subdivision.

2.3 Members who have complied with their duties shall be accorded the “member in good standing” status.

2.4 Members in good standing shall have the following rights and privileges:

(1) Participate in voting and discussion of all matters brought before the Association including the
election of its officers;

(2) Be eligible to any elective or appointive office of the Association; and

(3) Avail the facilities and services rendered by the Association.

RULES AND REGULATIONS
3. General Cleanliness and Sanitation
3.1 Open burning of any garbage of any material such as grass cuttings, household waste or construction
debris within the subdivision is prohibited. The Association may hereafter provide for such regulation as an
alternative way to address the open burning in the Subdivision.

3.2 Proper waste segregation and disposal shall be observed at all times.

3.3 Garbage collection is scheduled every Monday and Friday. Every homeowner shall be notified of any
change of schedule thereof.

3.4 Garbage bags must be properly sealed and placed inside the garbage bins while awaiting the garbage
truck for collection. Hanging of garbage bags on the fence, wall or gate is not allowed. The use of garbage
bins is required. All garbage bins must be covered at all times.

3.5 Littering, dumping or throwing of garbage in vacant lots, open areas or sidewalks is strictly prohibited.
Homeowners, members of their households, or their visitors, workers, or other individuals within the
Subdivision under their authority, who are caught littering, dumping or throwing garbage shall be penalized
to pay the amount of five hundred (500) pesos for every instance.

3.6 Every homeowner shall ensure that his or her frontage and immediate surroundings are clean and tidy.

3.7 Lots with ongoing construction or renovation shall be cleaned up and kept tidy at the end of every day.
No subdivision road shall be used to store or take up space for construction materials for a prolonged
period; however, homeowners may use their frontage to accommodate the said construction or renovation
while ensuring that no obstruction of subdivision roads is caused and cleanliness is maintained.

3.8 All animals are prohibited to loiter unattended within the Subdivision.

3.8.1 Pets such as dogs and cats are required to be leashed at all times whenever outside the
premises of the homeowners’ residences.

3.8.2 Livestock animals such as goats and cows are not allowed to be left unattended while
grazing outside its owner’s residence. It is prohibited to leave livestock animals in a vacant lot to
graze unsupervised.

3.9 Homeowners who keep livestock animals within the Subdivision shall ensure the cleanliness of the
Subdivision while maintaining the said animals. Subdivision roads shall be kept free from animal feces.

4. Entry of Persons and Vehicles


4.1 Every resident and lot owner shall be issued an Association identification card to facilitate easy entry
to the Subdivision.

4.2 Members in good standing may avail vehicle stickers for a minimum fee.

4.2.1 Only vehicles with stickers placed on the left side of the car or on the visible part of the
motorcycle shall be permitted immediate entry by the guard on-duty.

4.2.2 The use of the vehicle sticker and its corresponding privileges shall be forfeited when the
homeowner refuses to make payment of the security service fee.

4.3 Drivers of vehicles without stickers and walk-in non-residents must leave a valid identification card with
the guard on-duty to be allowed entry to the Subdivision.

4.4 All incoming and outgoing vehicles must roll down their windows for identification. At night, drivers are
advised to dim their headlights and/or turn on cabin lights upon entering and leaving the Subdivision.
Vehicles without stickers shall also be subject to visual inspection as an additional safety measure.

4.5 Homeowners must inform the guard on-duty whenever they are expecting the arrival of visitors and/or
delivery services (e.g., water refilling stations, LBC, Ninjavan, Delibaba, etc.). In case the guard on-duty is
not informed of such, he shall call the resident prior to allowing the entry of the said visitor or delivery
service; and in case the resident cannot be contacted, the said visitor or delivery service shall be denied
entry.

4.6 Homeowners who shall have construction or renovation must submit a list of the names of the
construction or utility workers to the guard on-duty at least one (1) day before the commencement of their
work. Workers who are not included in the list given by the concerned homeowner shall be denied entry,
unless the homeowner informs the guard on-duty. The construction workers shall not be allowed to loiter
around the Subdivision.

4.7 Materials, machines, appliances or other items taken out of the subdivision must be upon the approval
of the concerned homeowner. Approval may be given orally or in writing. Such written approval shall be
presented to the guard on-duty in order to permit exit.

4.8 Homeowners who are moving-out must secure a clearance from the Association. The clearance must
be presented to the guard on-duty upon leaving the Subdivision.

4.9 Non-residents who appear to be under the influence of alcohol or drugs shall not be allowed entry to
the Subdivision.

4.10 Street peddlers shall not be allowed entry to the Subdivision.

4.11 The guards’ logbook is confidential. No homeowner shall be allowed to be given access to the said
logbook, thereby prohibiting taking a photo of the logbook or photocopying the same.

4.12 The guards’ copy of the list of contact numbers of the homeowners is also confidential. The guard is
prohibited from giving to anyone including other homeowners the contact numbers of the homeowners of
the Subdivision.

4.13 Only licensed firearms with necessary supporting documents are allowed to be brought inside the
Subdivision.

5. Subdivision Roads and Parking


5.1 No subdivision road may be used for long-term parking; provided, that the Association may allow
temporary use of designated areas for parking.

5.2 Double parking is prohibited at all times. Day-parking or overnight parking at the subdivision road may
be allowed; provided, that parking shall only be at one side of the road.

5.3 Homeowners must ensure that their visitors’ vehicles are properly parked. It is their responsibility to
apprise neighboring homeowners of the use of their frontage for parking. Driveways must be kept from
parked cars or any obstruction at all times.

5.4 The maximum speed limit of 20-30 kph must be observed at all times.

5.5 No truck weighing more than twenty (20) metric tons, whether loaded or unloaded, shall be permitted
entry to the subdivision.

5.6 Unnecessary or excessive car horn blowing or engine revving is prohibited.

5.7 Practice driving by student drivers within the Subdivision shall be limited to homeowners and residents
of the Subdivision.

5.8 The use of the subdivision road to wash vehicles may be tolerated; provided, that the concerned
homeowner shall clean the area thoroughly after ensuring that no puddles are left uncleared.

6. Noise and Curfew Time


6.1 Unnecessary and excessive car horn blowing or engine revving is prohibited.

6.2 Any karaoke machine or loud music tending to cause such disturbance must be turned off after ten
(10) o’clock pm; provided, that during special occasions, it may be allowed until twelve (12) o’clock in the
midnight. Otherwise, they shall expect a friendly reminder from the guard on-duty upon a complaint
received from other homeowners.

6.3 Children below seven (7) years old must not be allowed outside their residence unsupervised at all
times. Children below eighteen (18) years old shall not be allowed to leave the Subdivision unaccompanied
from ten (10) o’clock in the evening until six (6) o’clock in the morning (10pm-6am).

6.4 Entry to visitors and non-residents shall be restricted after ten (10) o’clock in the evening. Past that
hour, homeowners must inform the guard on-duty about the expected visitor and they must also usher
their visitors at the entrance to be allowed to enter the Subdivision.

7. Assessments and Monthly Dues


7.1 All homeowners shall be liable for the association expenses and monthly dues which shall be paid to
the authorized officers, who are acting in behalf of the Association. The amount collected may be subject
to change; provided that due notice is given and approved by majority of the homeowners in a meeting
duly called for that purpose. As of September 1, 2020, the following fees are being collected monthly:

(1) Maintenance fee……………………………………P200.00

(2) Security service fee……………………………….P1,000.00

7.2 Payment shall be made monthly at full amount. Willing homeowners may also pay in advance.
Corresponding receipts shall be issued as proof of payment.

7.3 In the event of the inability of the homeowner to pay association expenses and monthly dues, he or
she shall personally talk or write a letter addressed to the President or to enable the Association, through
the President, to come to an agreement to extend the necessary grace period to the said homeowner.

7.4 New homeowners shall pay an amount of two thousand five hundred (2,500) pesos, which shall form
part as funds of the Association. The said amount represents the amount individually paid by the

homeowners who were first established in the Subdivision for the installation of the water connection by
the Zamboanga City Water District and other expenses thereof.

7.5 Owners of the vacant lots in the Subdivision being considered as homeowners have the same duty to
pay the association dues, special assessments and other fees levied on time. However, they are only
required to pay 50% of the security service fee currently collected by the Association. On the other hand,
the maintenance fee is required to be paid at 100% of the amount currently being collected.

7.6 Books and records of collection, payment and expenses shall be transparent to all homeowners at all
times. Homeowners have the right to inspect and make copies of the said records, books, and supporting
documents after due notice to the Treasurer or concerned officer at the requesting homeowner’s expense.

7.7 The Association shall exercise all remedies available under existing housing laws and rules and
regulations against delinquent homeowners who notoriously refuse to pay Association dues and refuse to
come to an agreement with the Association. This does not include homeowners who have been extended
grace periods and have existing agreements with the Association regarding the extension or non-payment
thereof.

8. Penalty and Dispute Resolution


8.1 Any complaint or report of violation must be addressed to any officer of the Association or to the guard
on-duty, who shall, in turn, inform the President of the Association for immediate action.

8.2 There shall be a committee called “Casas de Amor Subdivision Lupong Tagapamayapa” comprised of
three (3) bona fide homeowners with the duty to resolve dispute and other issues among homeowners. A
meeting shall be called to discuss and define the responsibilities and authority of the Lupon.

8.3 The following are the acts being prohibited with their corresponding penalties:

8.4 The Association may prohibit such other acts as it deem necessary and reasonable; provided, that, such
any other prohibition has been agreed by majority of the homeowners in a meeting duly called for that
purpose and that actual notice is given to all homeowners prior to its effectivity.

ACKNOWLEDGMENT AND UNDERTAKING

KNOW ALL MEN BY THESE PRESENTS:

The undersigned, being the owner/lessee of a Unit (the ‘Property’) at Casas de Amor Subdivision
(the ‘Subdivision’), hereby UNDERTAKE to comply with the rules of the Subdivision governing
any home improvement and/or renovation works and activity to be done or proposed to be done
in the unit or within the premises of my Property and accordingly, ACKNOWLEDGE that the Casas
de Amor Homeowners’ Association has the right to enforce such rules and regulations and
exercise and employ all means and resources reasonable, necessary and desirable for the
purpose, including but not limited to, restricting, prohibiting and/or regulating the entry of workers,
vehicles, materials, supplies and the like, prescribing and/or regulating the entry of workers,
security access and cleanliness; regulating the acts and conduct of workers within the
Subdivision, prescribing and collecting fines and penalties therefore and forfeiting bonds,
deposits, etc.; stopping any construction, development, improvement or renovation works as and
when reasonably necessary; and putting in place mechanisms for appropriate monitoring and
enforcement thereof.

AND FOR THIS PURPOSE, I hereby hold the Homeowners’ Association free and harmless from
and further agree to indemnify the Homeowners’ Association for, any form of liability, damage,
cost or expense of any persons (including third persons) or property, arising out of my failure to
comply with the rules of the Subdivision and/or arising from the enforcement by the Homeowners’
Association of such rules of the Subdivision.

This undertaking shall be essential consideration for the permit and approval granted to me by
the Homeowners’ Association to enable me to cause any improvement or renovation on the
Property.

CONTIGENCY PLANS

ROBBERY/HOLD-UP is a vicious, sometimes violent crime, and one of society’s most


dangerous enemy. The use of force, the nervousness of the robber and the foolish acts
of heroism can easily end in tragedy.

While we cannot prescribe a potion or cure-all to rid of armed robbers, there are ways to
discourage them and minimize chances of violence through sound practices and proper
training. This will outline basic armed robbery deterrents, which can be practiced as a
minimum line defense.
1. SET-UP PROCEDURAL DETERRENTS
1.1 Set out security procedures in an event of an armed robbery or hold-up.
1.2 Be suspicious of persons or strangers loitering around your residence
especially during night time.
1.3 Do not allow large amount of cash to accumulate at your area unless
necessary. Large sums of money present a tempting target.
1.4 Count cash in a private area.
1.5 Train all family members to call the Security Office when observe suspicious
behavior.
1.6 Be vigilant/watch out for person/s trying to hide near your residence and or
near your neighbor’s property.
2. KNOW WHAT TO DO
2.1 If confronted with an armed robber be careful and cooperate. DO
NOT RESIST. Be calm, alert and observant as possible.
2.2 Do not try to be a hero. Take no action that would jeopardize your
own or someone else’s safety.
2.3 Follow the robber’s direction, but do not volunteer more than he asks
for.
2.4 Do not make any overt/obvious moves. If you must take any action,
which the robber might misinterpret, explain such action before doing
it.
2.5 If the robber hand you a note, place it out of sight and retain as
evidence.
2.6 Be attentive and make as many notes as possible, which may be
help in identifying and tracking the robber.
3. REMEMBER DETAILS
3.1 Take good look at the robbers. Look for special characteristics or
mannerism, which will aid you in describing them.

3.2 Try to determine age, height, weight and general appearance by
comparing robber to yourself or someone you know.
3.3 Note any peculiarities such as tattoo’s, scars, birthmarks and
prominent physical features.
3.4 Note type, style and color of clothing.
3.5 Note type, size and color of weapon.
3.6 Note any physical jewelry such as class rings or objects with names
or initials.
3.7 Try to get a look at any get away vehicle, and if possible, write down
the plate number.
3.8 Observe the direction in which the robbers leave. Do not, however
jeopardized yourself trying to this information.

4. FOLLOWING A ROBBERY
4.1 Call the security Office or the nearest security personnel in the vicinity or
the local law enforcement agency (refer to emergency telephone numbers).
Do not hang up the telephone until you are told to do so.
4.2 Lock all doors and ask all witness to remain until the police authorities
arrive.
4.3 Write down descriptions of the robbers and other pertinent information as
soon as possible.
4.4 Protect the scene of the crime. Do not touch anything.
4.5 Preserve the items the robber touched, and any note used.
4.6 Do not discuss details of the robbery with anyone (especially with the press
people) until you have given your information to your immediate officer.

B. EARTHQUAKE

(EMERGENCY PREPAREDNESS & RESPONSE)

Earthquake strikes suddenly, violently and without any warning. Identifying potential
hazards ahead of time and advance planning can reduce the dangers of serious injury or
loss of life from earthquake.

1. BEFORE Check for hazards in the area:


1.1 Fasten shelves securely to the walls.
1.2 Place large or heavy object on lower shelves.
1.3 Store breakable items such as bottle, glass, and the like in low,
closed cabinets with latches.
1.4 Hang heavy items away from chairs or couches and any place where
people sit.
1.5 Brace overhead lighting fixtures.
1.6 Secure a water heater by strapping it to the wall stud and bolting it to
the floor.
1.7 Report immediately any of the following.
1.7.1 Defective electrical wiring and leaky gas connection.
These are potential fire risks.

1.7.2 Deep cracks on ceilings or foundation and any signs of


Structural defects.
1.8 Store the chemicals and flammable products securely in closed
cabinets with latches and on bottom shelves.
2. Identify the safe spots inside the area:
2.1 Under sturdy furniture such as heavy desk or table.
2.2 Against an inside or interior wall
2.3 Away from where glasses could shatter around windows, or where
heavy furniture could fall over.
3. Identify safe outdoors:
3.1 In the open, away from building, trees, telephone and electrical
lines.
4. Make sure to know the following:
4.1 How and when to turn off gas, electricity and water.
4.2 Emergency telephone number (kept a list)
4.3 How to response after earthquake.
5. DURING (If indoors):
5.1 DUCK, COVER and HOLD.
Take cover under a piece of heavy furniture or against an interior wall
and hold on. Protect your head and neck with your arms. Stay inside.

The most dangerous thing to do during the shaking of an Earthquake


is to try leave the building because object can fall on you.

5.2 DO NOT rush to the exit and DO NOT use the lifts, use stairs.
6. If outdoors:
6.1 Move to the clear area away from trees, signs, buildings, or downed
utility wires and poles.
6.2 Once in the open, stay there until shaking stops.
7. If on sidewalk near the buildings.
7.1 Duck into the doorway to protect from falling bricks, glass, plaster
and others debris.
8. If in moving vehicles:
8.1 Stop quickly and stay in the vehicle. Once the shaking has stopped
proceed with caution. Avoid bridges or ramp that might have been
damaged by the quake.
8.2 Move to a clear area away from building, trees, signs, overpasses or
utility wires.
9. After (the earthquake):
9.1 Be prepared for aftershocks.
9.1.1 Although smaller than the main shocks, it may cause
additional damage and may bring weakened structure
downed.
9.1.2 Can occur in the first hours, day, weeks or even months after
the quake.
9.2 Follow the Emergency Evacuation Plan.

9.3 Help injured or trapped persons.

9.3.1 Give first aid where appropriate. (FIRST AIDER)


9.3.2 Do not move serious injured persons unless they are in
immediate danger or injury.
9.3.3 Call for help.
9.3.4 Remember to help those who may require special
assistance.
9.3.5 Elderly
9.3.6 Pregnant woman
9.3.7 People with disabilities
9.4 Leave immediately the area and report it to the proper authorities
WHEN:

9.4.1 You smell gas or fumes from other chemicals. You hear
blowing or hissing noise. Open window and quickly leave the
area.

9.4.2 You see damaged electrical system.

9.4.3 You see sewage and water lines damaged (Avoid using water
from the tap).
9.5 Return to your respective areas only when:
9.5.1 Declared by the President (or his designate).
9.5.2 Follow the “BACK TO WORK ORDER” procedure.

C. BOMB INCIDENT/THREATS
MAIL BOMBS

It is too important to be alert for suspicious parcels, but keep in mind that a mail bomb is
an extremely rare occurrence. Still, those who are familiar with the characteristics of
suspect parcels can help avert tragedy. Although then the appearance of mail bombs
may vary greatly, here are some characteristics that have repeatedly shown up.

1. Mail bombs may have excessive postage. Normally a bomber does not
want to mail a parcel over the counter and have to deal face to face with a
window clerk.

2. The return address may be fictitious or non-existent.


3. The postmark may show a different location than the return address.
4. Mail bombs may bear restricted endorsement.
5. Mail bombs may display distorted handwriting, or the name and address
may be prepared with homemade label or cut- and-paste lettering.
6. Parcel bomb may be unprofessionally wrapped with several combination of
tape used to secure the package, and may be endorsed “Fragile-Handle
With Care” or “Rush-Do not Delay.
7. Letter bombs may feel rigid, or appear uneven or lopsided.
8. May bombs may have protruding wires, aluminum foil, or oil stain, and may
emit a peculiar odor.
If you become suspicious of a mailing and are unable to verify the content, observe the
following safety precautions:

Ø Don’t open the article.


Ø Isolate the suspect parcel and evacuate the immediate area.
Ø Don’t put into the water or a confined space, such as desk drawer or
cabinet.
Ø If possible, open windows in the immediate area to assist in venting
potential explosive gases.
Ø Don’t worry about the possible embarrassment if the item turns out to be
innocent. Instead, contact the proper authority.

When a suspicious object is discovered, the following procedures are recommended:

Ø Report the location and accurate description of the object to the
appropriate person. This information should be relayed immediately to
the command center, which will, notify the police and fire department,
and rescue squad. These officers should be met and escorted to the
scene.
Ø If absolutely necessary, place sandbags or mattresses, never metal
shields around the suspicious object. Do not attempt to cover the object.
Ø Identify the danger area, and block it off with a clear zone of at least 300
feet, including floors and above the object.
Ø Check to see that all doors and windows are open to minimize primary
damage from blast and secondary damage from fragmentation…
Ø Evacuate the building.
Ø Do not permit re-entry into the building until the device has been
removed/disarmed, and the building declared safe for re-entry.

q Bomb can be constructed to look like almost anything and can be placed or delivered
in any number of ways. The probability of finding a bomb that looks like the
stereotypical bomb is almost nonexistent. The only common denominator that exists
among bombs is that they are designed or intended to explode.

q Most bombs are homemade and are limited in their design only by the imagination of,
and resources available to, the bomber. Remember, when searching for a bomb,
suspect anything that looks unusual. Let the trained bomb technician determine if it is
a bomb or not.

q Bomb threats are delivered in a variety of ways. The majority of threats are called into
the target. Occasionally these calls are through a third party. Sometimes a threat is
communicated in writing or by a recording.

q Two logical explanations for reporting a bomb threat are:

• The caller has definite knowledge or believes that an explosive or incendiary


bomb has been or will be placed and he/she wants to minimize personal injury
or property damage. The caller may be the person who placed the device or
someone who has become aware of such information.

• The caller wants to create an atmosphere of anxiety and panic, which will, in
turn, result in a disruption of the normal activities at the facility where the device
is purportedly placed.

q Whatever the reason for the report, there will certainly be a reaction to it. Through
proper planning, the wide variety of potentially uncontrollable reactions can be greatly
reduced.

• In preparing to cope up with the bomb incident, it is necessary to develop two separate
but interdependent plans, namely:
• PHYSICAL SECURITY – provides for the protection of property, personnel,
facilities and material against unauthorized entry, trespass, damage, sabotage,
or other illegal or criminal acts.
• BOMB INCIDENT PLAN – Provides detailed procedures to be implemented
when a bombing attack is executed or threatened.
Essentially, there are three alternatives when faced with a bomb threat:

• Ignore the threat.


• Evacuate immediately.
• Search and evacuate if warranted.

ACTION PLAN

When a bomb threat is received, the one who received the threat should report it
immediately to the nearest Security Guard on duty. He/she then shall follow the
procedures outlined below:
1. Receiving person will attempt to keep the caller on the line.
2. Receiving person will refer to the Bomb Threat Format (see attached). Receiving
person immediately inform the Security Guard on duty and all officers advising the
type of threat and location if known.
3. As per instruction of responsible Leighton official, security shall call the assistance.

SEARCH PROCEDURES

1. Dispatch sufficient number of personnel to check location of threat. If no specific


location is given, then order a general search of all public areas utilizing the Bomb
search Checklist and Emergency Procedural Manual as related to Bomb Threat.
2. Ensure that the search is conducted discreetly so that all subdivision occupants are
not disturbed. All subdivision homeowners must be instructed NOT TO PANIC.
3. If a suspicious device or package is found, do not touch or move the item and DO
NOT USE ANY ELECTRONIC DEVICES such as handheld radios, cellular phones,
etc. the officials mentioned above abreast on the status of the situation.
4. Never use the words “Bomb” and “Explosion” when suspicious item is found, as
these words are possibly panic producing. Clear the people from the local area by
using some acceptable phrases such as “We have an emergency” will you please
leave the area or “There is a problem here within the subdivision, We have to
move everyone out right away “
5. Seal off area until it is safe for subdivision homeowners to return.

6. Any further evacuation of homeowners will be at the direction of any officials
mentioned above.
7. Refer all media inquiries to Homeowner’s President or his/her designate.
8. As soon as the Bomb Disposal Team arrives at the scene, report suspicious device or
package found within the area, and implement their further instructions.
9. The time set for detonation given by the caller is less than one (1) hour; general
evacuation shall be announced immediately. Or, immediate evacuation can be
conducted upon the discretion of the above-mentioned officers.
