Company Profile
On 14 February 2019, President Rodrigo R. Duterte signed Republic Act No. 11201,
creating the Department of Human Settlements and Urban Development (DHSUD) defining its
mandate, powers, and functions, and appropriating funds therefor. Section 12 of the Act
reconstituted the HLURB as the Human Settlements Adjudication Commission (HSAC), which is
now a purely quasi-judicial agency. It is attached to the DHSUD for policy, planning, and
program coordination only.
The Commission exercise exclusive appellate jurisdiction over all cases decided by the
Regional Adjudicators and appeals from decisions of local and regional planning zoning bodies.
Declaration Of Policy
Section 1 – This act shall be known as the “Department of Human Settlements and Urban
Development Act.”
SEC. 2. Declaration of Policy. - The State shall, pursuant to Section 9, Article XIII of the
Constitution, ensure that underprivileged and homeless citizens have access to an adequate, safe,
secure, habitable, sustainable, resilient, and affordable home.
The State shall, by law and for the common good, undertake, in cooperation with the
private sector, a continuing program of housing and urban development which shall make
available at affordable cost, decent housing and basic services to underprivileged and homeless
citizens in urban centers and resettlement areas. It shall also promote adequate employment
opportunities to such citizens. In the implementation of the program, the State shall respect the
rights of small property owners.
The State shall pursue the realization of a modern, humane, economically viable, and
environmentally-sustainable society where the urbanization process is manifest in towns and
cities being centers of productive economic activity and is led by market forces; where urban
areas have affordable housing, sustainable physical and social infrastructure, and services
facilitated under a democratic and decentralized system of governance; and where urban areas
provide the opportunities for an improved quality of life and the eradication of poverty.

The State shall ensure that poor dwellers in urban and rural areas shall not be evicted, nor
their dwellings demolished, except in accordance with law.
VISION
MISSION
The HSAC is vested with exclusive and original jurisdiction to hear and decide cases
involving subdivisions, condominiums, memorial parks, and similar estate developments and
transactions, homeowners associations, the implementation of the balanced housing development
provision of RA 7279 as amended, and laws and regulations being implemented by the
Department of Human Settlements and Urban Development; and appellate jurisdiction over
decisions of local zoning bodies.
The HSAC is also vested with the power to promulgate rules for the conduct of
proceedings.
QUALITY POLICY
The HSAC, as a quasi-judicial body is responsible for the resolution of cases involving
real states developments, homeowners associations (HOAs), disputes involving the
implementation of Section 18 RA 7279 as amended by RA 10884 and its IRR and disputes or
controversies involving laws and regulations being implemented by the Department and appealed
cases related thereto, is committed to deliver its services with competence and integrity by
utilizing the skills, technical expertise and knowledge shared among the highly motivated
employees, and proactively supports the pursuit of the government for excellence in the delivery
of services.

Assessment of the Practicum Program
I discovered in working is the real word. You can how busy they are unlike when your
students, you can be not serious about your work, you can copy all you want but when you are on
the actual work you can see the difference in it. You need to be competitive but friendly at the
same time. You need a friend in that environment because when you need help there's a hand that
can lift you. What I also discover is when you do something you are like studying because not all
of your knowledge is enough, even the atty. Is using Google to gain some knowledge. What I
learned is that whenever they ask us to do a task like creating a logo or a survey using a Google
form, for example. We search other websites or applications since we don't know how to use that
The most memorable is when I meet new people. It was nice to meet a high profile that
you can gain knowledge about your interest. They gave you complete information and you know
that it was legit or the fact because they have a title on their name. The memorable itself is when
we go to their company. At first, we don't have a background but then when we enter or on the
first day, they tell us their history and about them. It was fun around them. The environment is

Students should also receive proper teaching to avoid wasting their time and money. Also, ensure

My advice to those who will take their practicum in the near future
I'd say to the next OJT to start looking for a job right away that you can truly get into. The most
important thing students should do is inquire so they won't encounter any further problems while
getting their papers. They won't struggle to rush if there is a deadline to officially join their firm
since they will have full knowledge of the documents. Also, in the future OJTs know basic

I have learned to work independently to complete tasks relating to my course and, of course, to gain insight into solutions if it is necessary. I have a lot of
things that I usually realized, I’m not always capable of doing something, especially if I don’t know how to do it, or I don’t have any idea of doing it and start tackling it,
but then I’m confident enough to learn from those things as well as grow as a person to be able to fulfill and finish the task at hand.
It feels like I'm already living in the real world, therefore the 3 months were thrilling and difficult for me because I took the risk of accepting the project for
the first time. This month has helped me become more proficient at work and capable of handling all the chores that are assigned to us. Full of vacations, but I learned a
lot. I've learned to use my own experience to study and find solutions to all the issues I will face with the projects, but at the end of the day, the most crucial lesson is that
even when you believe you can't, "I can do all things through Christ who gave."
I can only say that they are all amazing people. Amazing for me means how
hardworking, diligent, and committed they are to their work. All of them are very generous,
approachable, and friendly lawyers. I also value how considerate they are especially if I’m not
feeling well. We never feel that we are left out or out of place, they are making us comfortable
working with them. I am grateful that we have bosses who never pressure us but are spoiling us
while learning from them. These experiences made my OJT journey more remarkable.
The most memorable for me is when they requested a project which is the Case
Management System. At first, I’m totally numb when they asked us for this, knowing that it was
my first time accepting this kind of project. Yes, I keep on asking myself if I’m capable for this
project and if we can really finish it. At the end of those negative thoughts, I came up with the
conclusion that if I won’t try, how will I know? This gave me the courage to take the risk and put
some effort to be able to do it because the fear never bothers me anymore. The student’s
confidence is boosted through OJT, which also helps with their transition to the new position.
Students perceive themselves as important team members right away. Additionally, it gives

people the chance to collaborate with mentors, colleagues, and peers to create relationships that
will improve their organizational and professional development.
As a student and a trainee, I will encourage myself to study well and hard work. So that if
I can find a job I can handle multiple works and if I g was given a chance to be a computer
scientist, I will do my best to fulfil the needs of my client. All I can say to the company is to
support fieldwork opportunities in the future to give potential intern candidates at least one month
of training in regards to their standard operating procedure. In addition, I recommend holding
more seminars and pieces of training about how to apply for internships at their desired
companies and what to wear to make it more hands-on for the students to learn more. This will
give participants plenty of opportunities to engage in practical, hands-on experiences related to
their field of interest. Regularly review and assess the practicum program to identify any potential
areas for improvement.
My advice to those who will take their practicum in the near future
I think for the betterment of the practicum program, students must have the willingness to
work with determination without hesitation, because I noticed that some of the students doesn’t
enjoying or taking their internship seriously, rather they are just doing it because they do not have
a choice but to do it to graduate. Without the willingness, you cannot explore things and learn
from your own. This is not a feeding program that once they teach or instruct you on how to do it,
you’ll still waiting for them to help you all throughout, which is wrong. You must be
independent; this kind of program is a practice to the real world once you graduated. Our
willingness will lead us to a better place ahead.

CHAPTER III
Assessment of Practicum Program
Being an intern is a mix of emotions; you will be excited, nervous, and anxious, but on
the positive side, you will experience the actual work or your pursued course, you will see how
work is done in the office, and you will socialize with different people. During my internship, I
learned a lot, such as how to work professionally, socialize professionally, and not consolidate
your business outside the office. I also learned that the things you do outside the office are hugely
different because inside the office you need to act accordingly, it is a different world than you
used to be in.
During the internship, the regular employees are so kind and approachable, they always
ask if we are okay, and they keep on checking us. We are not only the intern their, there 3 more
interns from Cagayan State University with the course of Finance, they are kind and jolly and
easy to be with. They are so welcoming to us, and I am so overwhelmed because of that. Our
supervisor always reminds us to say good morning to everyone because it makes people around
us happy or put you in a good mood. They are good in socializing and entertaining their interns.
They always say don’t be shy, because if you’re shy nothing will happen into your life, that you
The most memorable event for me is every time someone is having a birthday, they
always preparing food for everyone, but even there is no event the Legal Division always spoil us
with food. They always remind us to be safe when we are going home. They are always there to
guide us, if we are questions, they always there to give us an answer, they always motivate us
when we are having a hard time in school or in any task. And lastly when Sir Erick is about to
leave permanently the office and going back to Baguio, we are invited to join the farewell party
future to train their interns applicants at least 1 month regarding to their standard operating
experiences related to their field of interest to be quite knowledgeable about the work for his/her
entire internship at the company, and for additional I recommend to conduct more seminars and
trainings about how to apply internship to their desired company and what to wear to make it
more hands on for the students to learn more. Review and evaluate the practicum program

My advice to those who will take their practicum in the near future
Now that I am finished with my internship, here are some of my advice to those who will
take their internship soon. It is okay to make mistakes, However, the benefit of making mistakes
is that they serve as valuable teaching tools. Mistakes are unavoidable, but what matters most in
the long run is how you decide how to get over them. The goal of an internship is to develop and
learn, so maybe you will not make such mistakes once you have a full-time job. We are all still

developing as interns therefore we will inevitably have imperfections. Do not be afraid to ask
questions, I have always been the type that asks questions frequently to make sure I understand
exactly what must be done and how to do it. Let us be real here. I did not know how to do a lot of
things at first. But because I overthink everything, I was constantly worried about upset or
bothering people. It did not take me long to realize that my superior and the other team members
were not just there to help they wanted to help. They wished for my success. A learning
experience is what an internship is all about, and the greatest way for me to learn is by asking
questions. And lastly, keep an open mind and positive attitude It is easy to get lost in the chaos
of such a fast-paced environment. lots of opinions and perspectives are involved. Not everyone is
going to see eye to eye or agree with your designs and ideas even people on your own team! You
will need to make changes once, twice, and sometimes 10 times. No matter how many changes
happen, you cannot take it personally because most of the time the changes will improve the
