I. KASAYSAYAN
The name of the municipality was derived from a plant called ‘Dilaw,’ a type of
shrub that can be found within only the town. Marilao was just one of the barrios surrounding the
Municipality of Meycauayan established by the Franciscans in 1578. The origin of the
Municipality of Marilao is closely linked with the political and cultural history of Meycauayan
City.

Due to Meycauayan’s high rate of population growth and rapid pace of its economic
advancement, the large barrios separated from the mother town and became individual
municipalities. Among these barrios is the duly constituted Municipality of Marilao established
on April 21, 1796.

The very first town church was constructed in a place known as Tawiran. The old chapel
however, has stood 50 years before. On October 20, 1888, the municipal building was
constructed beside the old chapel. The inauguration of the first locomotive in the Philippines has
brought Marilao the benefits of modern telegraph communications system together with other
nine towns near Manila. However, it was not until March 24, 1889 that railroad construction was
completed. The creation of a separate town hastened the development of Marilao relative to other
Municipalities in the province.

As of 2014, the municipality of Marilao has a total land area of 3,374 hectares. It has a
population of 223, 664 and consisted of 16 barangays namely: Abangan Norte, Abangan Sur,
Ibayo, Lambakin, Lias, Loma De Gato, Nagbalon, Poblacion I, Poblacion II, Prenza I, Prenza II,
Saog, Sta. Rosa I, Sta. Rosa II, Tabing-Ilog, and Patubig. The new Municipal Hall is strategically
located in Patubig, Marilao, Bulacan. The transfer from the old building in Poblacion to Patubig
in 2012 was recommended by UP-PLANADES.

Marilao and its leaders are true to its vision of creating a community of empowered people,

IV. KUMPANYA

“Office of the Secretary to the Sangguniang Bayan”

The office of the Secretary to the Sangguniang Bayan prepares the

documentation and legal requirements for the Regular and Special Sessions of the
Sangguniang Bayan. The office approved ordinances, resolutions and other legal
concerned for the municipality. It undertakes activities to complement and supplement
the legislative output of the Sangguniang Bayan. It is also tasked to take the custody of
the Municipal Archives and Municipal Library, where the reference materials, legal
documents, equipments and office supplies of the municipality are secured and stored
properly.

The secretary to the Sangguniang Bayan shall take charge of the office of the
Secretary to the Sanggunian and perform duties and functions assigned to him by law.
He must develop a high level of efficiency in ensuring maintenance, safety and
accessibility of public records and integrity of confidential record. Ensuring
transparency of legislative performance through publications of approved ordinances
and resolutions and to act as custodian of Sangguniang Bayan documents that keep
the office and all non-confidential records open to the public during regular hours. To
efficiency provide technical support to the members of Sangguniang Bayan and to
ensure coordination and links with the government agencies and offices on matters
relative to the passage of ordinances and resolutions.

I. MISSION, VISSION AND OBJECTIVES OF OFFICE OF THE SECRETARY

TO THE SANGGUNIANG BAYAN

MISSION

 To provide effective and efficient secretaries to the Sangguniang Bayan.

 To ensure transparency of legislative performance through publication of
approved ordinances and resolutions.
 To act as custodian of Sanggunian documents, keep the office and all non-
confidential records open to the public during egular office hours.
 To efficiently provide technical support to the members of Sangguniang Bayan.
 To ensure coordination and links with the government agencies and offices on
matters relative to the passage of ordinances and resolution.

VISSION
To establish a well-organized secretariat of the Sangguniang Bayan and to develop a
high level of efficiency in ensuring the maintenance, safety, and accessibility of
public records and the integrity of confidential record

OBJECTIVE
 To provide the Sangguniang Bayan an efficient and well equip secretariat where
the public may freely access public documents in accordance with law.

“The effectiveness of Health-Related Programs in Marilao”

UNANG BAHAGI

Ang gampanin nang gobyerno ay ibigay ang karapatan nang bawat mamamayan nang walang

pag-aalinlangan, karapatan na dapat nakukuha nang bawat mamamayan nang walang kulang.

Ang pagbibigay nang nararapat na serbisyo na dapat makamtan nang mamamayan ay kailangang

bigyang-pansin nang bawat namumuno, nang sa gayon ay mapanatili nang pamahalaan ng bayan

nang Marilao ang pagkakapantay-pantay tungo sa bagong hinaharap. Ang kalusugan nang mga

Marilenyo ay isa sa limang prayoridad na proyekto ni Igg. Ricardo M. Silvestre, naniniwala

siyang magkakaroon nang maayos at magandang ospital ang Marilao sa ilalim nang kanyang

pamamahala.

Ang mga sumusunod ay ang apat pa niyang programa:

1. Edukasyon

a. Pagkakaroon ng libreng school supplies para sa lahat ng mga mag-aaral simula kinder

hanggang kolehiyo

b. Pagdoble ng bilang ng Iskolar ng Bayan

4. Pabahay

a. Maayos at murang pabahay para sa mga walang permanenteng tahanan upang magkaroon

nang disente at maayos na tahanan.

Ayon kay Hanney et. al (2013), ang makabagong teknolohiya ay laganap sa larangan

nang medisina. Ito ay nakakatulong upang mapadali, mapabilis ang panggagamot, at para

umunlad ang kalusugan nang isang pamayanan. Sinasabi din na madalas mang makatulong ang

makabagong teknolohiya sa mga tao, hindi garantiya ang epektibo nito. Nakita din nilang isa

pang rason ay ang hindi agad nakikita nang namamahala ang sira sa mga makina bago pa ito

maipakilala sa mga tao. Kakulangan sa mga doctor at nars ay isa sa mga suliranin, at ang mataas

na bilang nang pasyente na hindi natutugunan nang maayos ng isang pampublikong ospital.

Maaring maging solusyon ang paglalagak nang mga kagamitang pang-ospital ngunit hindi ito

sapat kung ang mga taong kinakailangan ay hindi sapat ang bilang.

HISTORYA NANG PAG AARAL

Sa ilalim nang Republic Act. 11233 o ang Universal Health Care Law na pinirmahan ni

Pangulong Rodrigo Roa Duterte noong Pebrero 2019, nakapaloob dito na ang lahat ng Pilipino

sa buong Pilipinas, maging sa ibang panig nang mundo ay sakop nang nasabing batas na

mayroong utos na lahat nang klase ng konsultasyon tungkol sa kalusugan sa klinika at

pampublikong ospital ay libre. Maging ang pagdadagdag nang kagamitan sa loob nang

ospital ay kasama, pati na rin ang pagpapatayo nang mga ospital sa mga bayang hindi na abot

nang sibilisasyon. Ito ay sinang-ayunan nang Philippine Health Insurance Company (PhilHealth)

na isinasagawa sa lalong madaling panahon.

Sa tulong nang batas na ito ay naisasagawa ni Igg. Ricardo M. Silvestre ang kanyang adhikain na

magkaroon nang regular check ups ang bawat barangay, ang bisyon na makapagpatayo nang

pampublikong ospital para sa mga Marileño at ang bente kwatro na oras na bukas na mga ospital.

KAHALAGAHAN NG PANANALIKSIK

Sa mga Namamahala

Makatutulong ang pananaliksik na ito upang malaman ng mga namamahala kung naging

epektibo ba talaga ang mga ipinatupad nilang programa sa pananaw ng mga kabataang tulad ng

namin (mga mananaliksik) at maaaring makatulong na rin upang lalong mapagbuti pa ang mga

programang ipinapatupad sa bayan ng Marilao.

Sa mga Mamamayan

Ang pananaliksik na ito ay magbibigay kaalaman sa mga mamamayan ng Marilao

tungkol sa mga ordinansa at mga hakbanging ginagawa ng gobyerno upang mapabuti ang

kalusugan ng bawat mamamayan.

Sa mga susunod na Manananaliksik

Ito ay makatutulong para sa mga mananaliksik na sasaliksikin ang tungkol sa mga

programang ipinapatupad ng pamahalaan ng Marilao na naglalayong mapagbuti ang kalusugan

ng bawat mamamayan.

REKOMENDASYON

1. Inirerekomenda ng mga mananaliksik na gawing prayoridad ng pamahalaan ng Marilao

ang pagpapatayo ng pampublikong ospital na siguradong malaki ang maitutulong upang

mapanatiling malusog ang mga Marilenyo at mas matugunan ang pangangailangan ng

mga mamamayan sa atensyong medikal.

2. Inirerekomenda ng mga mananaliksik na dalasan ang mga free Medical, Dental programs

na isinasagawa at kung maaari ay gawin itong buwanan o kada dalawang buwan upang

mapanatiling malusog ang mga Marilenyo.

3. Inirerekomenda ng mga mananaliksik na maglaan ng pondo para madagdagan ang mga

manggagawa sa loob nang mga health center at mga barangay clinic.
