CREATING THE UGNAYAN NG BARANGAY AT SIMBAHAN-BARANGAY ACTION TEAM (UBAS-BAT) OF

BARANGAY LUMBAAN-BICBICA, PINILI, ILOCOS NORTE

WHEREAS, the Ugnayanng Barangay at Simbahan (UBAS) began with a partnership forged by the
late DILG Secretary Jesse Robredo and Most Reverend Bishop Antonio R. Tobias D.D. in 2011; one that
gave birth to a unique organization whose vision was to empower good governance via grassroots and
interfaith participation;

WHEREAS, this same vision inspired Secretary Mar Roxas to continue Robredo’s legacy and
strengthen the same partnership with renewed fervor, allowing the proverbial seed of the organization
to take root, grow and bear fruit;

WHEREAS,UBAS is a tri-partite linkage between the government, the church and the barangay
leaders, where information, volunteerism and participation flows freely between the three stakeholders
towards sustainable development;

WHEREAS, UBAS is an initiator for change with the Church and the Barangay assisting the DILG
in identifying areas that require improvement in social services and encouraging participants towards
achieving this goal;

WHERAS,UBAS is a monitor for delivery as it functions as the eyes of the DILG to ensure swift
delivery and completion of projects, as well as ensure transparency of programs;

WHEREAS,UBAS is a social convener that will work to bring together all stakeholders, from the
grassroots leadership, to leaders of all Faiths and Government Officials; as well as leaders in business
and civil societies; in a social movement that will initiate change from the smallest barangays towards
true national social development;

NOW THEREFORE, I, FE MADARANG TIRO, Punong Barangay of Barangay Lumbaan-Bicbica,

Pinili, Ilocos Norte, by virtue of the powers vested in me by law, DO ORDER;

Section 1.Organization. The Ugnayanng Barangay at Simbahan-Barangay Action Team (UBAS-

BAT), is herein created with the following composition:

Section 2.Duties and Functions. The UBAS-BAT shall ensure transparent and participative
barangay governance implementation of programs, projects and activities in the barangay.

Section 3.Effectivity. This ORDER takes effect immediately.

DONE in Barangay Lumbaan-Bicbica, Pinili, Ilocos Norte this 6th day of JANUARY, 2023.
