Types of Seizures
 Average price of illegal narcotics:
 Marijuana -$500 to $1,000 per pound.
 (Canadian marijuana can be 300%-600% more expensive)
 Cocaine -$15,000 to $21,000 per kilo.
 Heroin-$30,000 to $40,000 per kilo.
 Transportation costs, drug purity & risk of being captured are
some factors that are calculated into the price.
 Global revenue from illegal drug market: 300 - 350 billion.
 Proceeds of illegal drug trafficking are used to fund additional
criminal acts like terrorism, agricultural mechanisms, purchases
of unauthorized weapons/ ammo & human smuggling.

Protecting Agriculture
 Millions of pounds of fresh fruits, vegetables, cut flowers, herbs,
and other items enter the United States via commercial
shipments from other countries every year.
 Although these items appear to be harmless, there could be
hidden threats in that baggage and in those truckloads, trainloads
and containers of fresh items that could seriously threaten U.S.
agriculture, our natural resources and our economy.
 The CBP agriculture specialist and the CBP officer at U.S. ports
of entry and international mail facilities target, detect, intercept,
and thereby prevent the entry of these potential threats before
they have a chance to do any harm.

Agro Terrorism
 Our post 9/11 world includes a new and dangerous threat. This threat is
agro-terrorism. Agro-terrorism is terrorism targeting some component of
agriculture or the food supply. Examples include the intentional
introduction of a plant or animal pest or disease or contamination of food
materials with a toxic substance.
 Agricultural inspections have traditionally focused on unintentional
introduction of pests or diseases – those unnoticed in someone’s
luggage or hitchhiking on the walls of a container. Now we need to also
focus on the deliberate introduction of these threats.
 With the added danger of agro-terrorism, the role of the CBP Agriculture
Specialists at our ports of entry is more crucial than ever.
 With the ever-increasing amount of trade, new pest pathways are
discovered, and the agricultural risks to the United States grow. The
threat to crops and livestock is real.

Internal Conspiracies
 Definition -when people work together by agreeing to commit
a crime, fraud, or other wrongful act. A conspiracy may exist
when the parties use legal means to accomplish an illegal
result, or to use illegal means to achieve something that is
unlawful.
 Money is the main motivator for the internal conspirator. For
relatively “easy” work (removal, delivery, lookout) the reward is
substantial.

Post Incident Analysis


 A Post Incident Analysis is performed in accordance with the
Director, C-TPAT/Industry.
 CBP response that requires a team to collect and analyze
facts and circumstances of an incident that is determined to be
a breach of security.
 PIA should determine the root cause of the incident and make
recommendations to prevent future incidents.
 Security breaches are properly documented.
 Procedures are consistently followed when conducting a Post
Incident Analysis.
 Corrective actions are issued to C-TPAT Partners.
 Proper follow-up is conducted.
 An account status disposition is reached for each member
involved in a security breach.
