EXECUTIVE SUMMARY
The 2019 edition of ASME Section VIII, Division 1, issued on July 1, 2019 and becomes mandatory January
of 2020. These are some, but not necessarily all of the major changes to the 2019 edition of ASME Section
VIII, Div.1. The Certificate Holder is responsible for assuring all Code requirements are met and to assure
the QC System is updated as required each time a new edition becomes mandatory. As always, should
you require assistance, please contact your AI. Please see the major changes as follows:
1) U-2(g) has been revised with rules allowing the use of ASME Section VIII, Div. 2 for design formulas
that do not exist in Section VIII, Div. 1. The revised rules continue to allow the use of design rules from
other recognized Standards or Codes. The ”as-safe-as” provision has been replaced with an absolute
limitation on applied stress. A new Appendix 46 was also created to incorporate Code Case 2695 into
Section VIII, Div. 1. This makes it clear to all that the designer can use the rules in Part 4 of Section
VIII, Div. 2 for Division 1 vessel design under qualifying conditions and limitations. Code Case 2695
will be annulled.
2) UG-14 concerning rods and bars in fabrication. The 2017 Code does not allow flanges to be machined
from rod or bar. The 2019 does under certain conditions. Due in part to the integration of Code Cases
2155 and 2166, UG-14 now offers an alternative approach for using rod and bar over 4 inches and up
to 8 inches in diameter and also replacing the requirements in these Code Cases with a “knockdown”
factor of 50% on the allowable stress value used in their design. Though this is very conservative, it
offers a substantial relief from the detailed requirement processes.
3) UG-23 has added new rules to limit shear and bearing stresses applied to the pressure vessel
components. These limitation were not specifically address in the previous Editions of the Codes, so
users are advised to take note of these new design requirements.
4) UG-39 refers to the Figure UG-34 for the definition of “d” for a flat head, which has nineteen (19)
geometry examples showing this definition of “d”. In addition, paragraph UG-39(b)(3) refers to the outer
edge of the flat head for the definition of terms “U3” and “U5”, but only one type of head to shell geometry
and the dimension “d” in Figure 34 is not the edge dimension as referenced here. Therefore, these two
paragraphs are revised to include more geometries.
5) As part of the integration of Code Case 2901 into UG-44, UG-44 is revised to include the guidance from
this Code Case for considering external load conditions when selecting an appropriate flange Class
rating and also for the use of next greater Class of flange to meet the recommended criteria. Users are
advised to take note these new design conditions and apply to the design accordingly.
6) UG-84(g) has been revised to clarify impact testing of the HAZ when welding dissimilar base metals,
for example P-1 to P-8. In this case, specimens must be removed from both HAZs. This was not clear
in the 2017 edition.
7) The 2019 edition, in UG-84(h)(2) now states that the test plate material “be in the same heat-treated
condition, and this heat-treated condition shall be noted on the PQR and WPS used for construction.”
Again, this was not specified in the 2017 edition. This may require new qualifications for impacts in
some cases. Also, Table UG-84 has been revised to delete the last row and only having two rows. This
should not affect you if you did two sets when testing greater than or equal to 1-1/2” base metals.

8) Stamping requirements have been changed in UG-116 to delete the “Types of Construction” on the
nameplate. This means things like “W”, “L”, etc. are not shown under the U designator anymore. The
nameplate will now show “ULT, WL, ULT, G or CS.”
9) The requirement in UW-2(a) for PWHT for lethal service has been clarified. Now it states that the
exemptions in UCS-56-1 for carbon steels are applicable even for lethal service. This was not clear in
the 2017 Edition.
10) UW-50 has been revised to incorporate Code Case 1518, which exempts surface examination of welds
prior to pneumatic testing under certain conditions, for example, the working pressure must be less
than or equal to 500 psi.
11) UW-51(a)(2) is revised to remove the previous exemption for written procedure requirements for RT.
This revision is significant as it is now require all R.T. to be performed following a written procedure
approved by a Level III examiner as stated in ASME Section V, Article 2.
12) Unrelated to the new changes to UW-54, users are cautioned that ASNT SNT-TC-1A and ASNT/ANSI
CP-189 are no longer referenced in Table U-3. For the qualification of NDE personnel, the user is
instructed by UW-54 to go to ASME Section V, Article 1, T-120(e), which references these two
documents. In 2019 Edition of ASME Section V, the referenced Edition for these two documents is now
2016 Edition. What is significant in the 2016 Edition of SNT-TC -1A is that all of the “should” statements
become “shall” requirements. For details, please refer to our OneCIS ASME Section V 2019 Synopsis.
Even though SNT –TC-1A is a “recommended guide”, if used, there can be significant changes in the
NDE Written Practices of NDE companies required.
13) There are some significant changes in UCS-66. UCS-66(c) and Figure UCS-66 are revised to assign
the impact testing exemption curves for SA-105 forged flanges depending on its supplied condition, i.e.
“heat treated” and “as-forged” conditions as there has been concerning the low toughness of this flange
materials recently. This is significant for the fact that it is now requiring flange manufacturers to begin
documenting these requirements, and may affect acceptability of these materials in inventory, as well
as ordering and receiving these flanges. As the result, SA-105 forged flanges supplied in “as-forged”
condition, is now a Curve ‘A’ material for Figure UCS-66. The 2017 edition had it listed as a Curve ‘B’
material. The other noted change here that users should be aware of in UCS-66 is the removal of
UCS-66(b)(1)(c) for the option to reduce the MDMT of B16.5 and B16.47 standard flanges using the
coincident stress ratio for the vessel shell, which does not affect the remaining option of MDMT
reduction based on the ratio of maximum design pressure and maximum allowable pressure for flanges
given in UCS-66(b)(1)(-b).
14) UCS-79 is revised to remove the requirements for applying heat treatment for cold formed thin walled
tubing and pipe made of P-No. 3 through P-No. 5C. This is a significant change for U-tube heat
exchangers Manufacturers, as these materials can be very thin and only require mere seconds of being
held at the prescribed temperatures to achieve stress relief in which a minimum of 15 minutes will
destroy the mechanical properties of the tubing.
15) Mandatory Appendix 45, subparagraph 45-5(b) has added an alternative way to determine MAWP of
gasketed plate packs without performing proof test or design calculations for plate heat exchangers.
This is the result of incorporating Code Case 2766.

INTRODUCTION
Paragraph U-2(g) revised with rules to allow usage of ASME Section VIII, Div. 2 for design methods not
provided in Section VIII, Div. 1 as well as other recognized Standards or Codes.
New Appendix 46 was created to incorporate Code Case 2695 into Section VIII, Div. 1 and provide a means
for the designer to use the rules given in ASME Section VIII, Div. 2.
Explanation
The attached proposal shows 2017 code paragraphs with proposed revisions to U-2(g) to direct the Section
VIII, Division 1 User to Section VIII, Division 2 via new Mandatory Appendix 46 and other design methods.
This proposal is simpler than previous versions as it does not attempt to revise every paragraph where U-
2(g) is noted in Division 1, but still provides a bridge to Section VIII, Div. 2 and other recognized Standards

Revised UIG-34(b), calculation procedure for tubesheets was to incorporate all of the necessary information
into part UIG, as well as to make necessary improvements to the procedure itself.
Explanation
After a review of the calculation procedure for tubesheets in part UIG, it was determined that some critical elements in
the design of these parts were not being considered. It was also decided, that for better control of the procedure and
document, that SG-GPE would re-write the entire section, UIG-34(b), incorporating all of the formulas, design
considerations, and nomenclature that had previously been referenced from part UHX.
The hydrostatic pressure test stress multiplier for graphite pressure vessels was reduced to make it
consistent with the pressure test requirements in UG-99.
Explanation
Currently the pressure multiplier for graphite pressure vessels is 1.5, but after careful consideration, SG-
GPE can find no benefit to having this higher value. In fact, due to the nature of graphite pressure vessel
assemblies, it is often detrimental.
