1. Introduction
This project envisages expansion of Doordarshan's present DTH platform "DD Direct Plus".
The present DTH Platform is up-linking 59 TV channels, 22 Radio channels and 2 DWDS
channels in "Free- To- Air" mode. The platform is proposed to be expanded to carry 97 TV
Channels (96 SD channels and 1 HD channel), 40 Radio channels and one DWDS (Disaster
Warning Dissemination System) Channel in all streams. The present uplink has 5 streams in
MPEG 2, DVB-S configuration. Out of the 5 streams, 3 streams are carrying (13+1) SD
channels per stream and are equipped with Tandberg make Compression equipment. The
remaining 2 streams are carrying (10+ 1) SD channels per stream and are equipped with
Scopus make Compression equipment. All the 5 streams are carrying 4 or 6 radio channels
per stream at present. Stream 4 and 5 are also carrying one DWDS channel each comprising
of an audio channel along with associated private data channel.

The DTH expansion is proposed by commissioning of three new streams namely 4 , 5 and
6th streams. In addition to this, existing 39 SD TV channels services operating on three
streams (namely 1st, 2nd and 3rd ) will be transferred from its existing setup to the new set up
by using new transition equipment of MPEG-2/ DVB S compression chain. All the existing
RF chains (five streams) are to be shifted to the new setup in the new building.

The proposed new streams (4th, 5th and 6th) configuration shall be with the following
configuration: -
a) The 4th Stream shall carry 16 TV channels in SD and 6 Radio channels, in MPEG-2 DVB-
S configuration, plus redundancy. (Redundancy has been explained later at section 1.2.11
b) The 5th Stream shall carry only 24 TV channels in SD and 8 Radio Channels, in MPEG-4
DVB-S2 configuration plus redundancy. (Redundancy has been explained at section
1.2.11
c) The 6th Stream shall carry 17 TV Channels in SD and 1 TV Channel in HD (Turned
around) and 8 radio channels, or 24 SDTV channels if HDTV channel is not included, in
MPEG-4 DVB-S2 configuration plus redundancy. (Redundancy has been explained at
section 1.2.11

The CAS and EPG may be implemented in future, and are not in the scope ofthis tender. The
entire set up will be installed in New DTH Building at Todapur, New Delhi.

1.1 Scope of Work

1.1.1 The scope ofthis project includes Supply, Installation, Testing and Commissioning (SITC) of
3 streams for Ku- Band DTH Platform at Todapur, New Delhi (in new building) and
associated works consisting of Input System, Digital Compression System, RF System,
Monitoring System, Measuring System, Uplink PDAs, Receive PDA's, air-conditioning
system and Power Supply System.

1.1.2 The bidder shall first Supply, Install, Test and Commission 48 nos of new MPEG-2
encoders, IP encapsulators with stat-mux, Modulators and associated accessories for
transition arrangements of 1st, 2nd & 3rd streams during the period of shifting of RF
equipment.

1.1.3 The bidder shall then shift the essential services of existing 1st, 2nd & 3rd stream of Tandberg
Compression equipment using new RF & HPA system.( Please refer Drawing 3).

1.1.4 The transition MPEG ..2 encoders (48 nos.) will be used for up-linking of channels in 3
streams with redundant encoder chassis. These three streams will be routed through three
separate DVB-S modulator ( 1+ 1) x 3 modulator set out of new equipment and three. separate
up-converters and HPA of 4th ,5th ,6th streams in DVB-S configuration which will be tuned to

the frequency of 1 , 2nd and 3rd stream of existing Tandberg compression chain (Please refer
Drg 11). This will allow the existing viewer to see 39 channels without re-tuning of their set
top Box.

1.1.5 40 nos of new audio encoders need to be offered for encoding of Radio services in MPEG 1
layer-2 standard and will be multiplexed with the all streams.

1.1.6 The 22 encoders out of 40 nos will configured to provide Radio service during the period of
shifting so that there is no break-in service for DTH radio listener.
1.1.7 The bidder shall shift the RF equipments (including 3+1 and 2+1 CPI make HPAs) from old
premises to the new premise, install and commission it.
1.1.8 The bidder, then, has to integrate and re-configure the new equipment chains and commission
the system as described in l(a), l(b) ,1(c) and 1.1.4. The steps for transition along with profile
requirements are described in Annexure-Profile.
1.1.9 Three new 9 meter(min) uplink PDAs is required on SITC basis.
1.1.10 The height of waveguide should be kept 4.5 meter above the ground while crossing the road
near RF room.
1.1.11 For Input, the signal will be taken from 4.5 m C- band Receive PDA via L band router and
up to individual IRDs, for each channel.
. 1.1.12 Six (6) nos. of 4.5 m motorized receive PDA & antenna control unit with C Band linear
orthogonal feed shall be installed on SITC Basis. Power cables and IF cables will be brought
to input room. The IF cable and power cables will be terminated at the L band router and
antenna controllers respectively.
1.1.13 Supply and laying of multi core cables for Power supply and IF cables (2 nos. per PDA) from
Existing 15 nos. of. 6/7.5 m C- band receive PDA up to controller in the input room
(approximately 100 m distance). These will be terminated at the input of antenna Controller
and L-band router respectively. Support tray & cable tray also to be provided at site for 15
nos of old PDAs cable & six new nos of PDAs cable (Please refer Drg 2). The Support poles
& Cable tray both with cover must be made up of galvanized iron material and should be
painted with anti-rust, anti-corrosion paint. The bidder are advised to visit the site for exact
assessment of the work and distance involved from site toenew building before submission of
their bid.
1.1.14 18 nos. of Ku- band receive PDA having size 60 cm, 90 cm and 120 cm (6 nos. for each type)
will be required on SITC basis for receiving the downlink signal for downlink monitoring.
1.1.15 New LCD monitor with back-lit LED Based Monitoring system is required for input and
downlink Monitoring. This will consist of display unit of 55 inches (min) (diagonal), with two
sets of multi-viewer display system for 128 channels (Please refer Drawing # 5&6 for
monitoring setup).
1.1.16 A Compression Control System Le. Network Management System (NMS) should be provided
for Network Management of Compression system for new streams (4th, 5th , 6th and
transition). This shall consists of a main serven~ ~ 1) in master -slave configuration (rack

mounted) and client PC's (4 nos.) with' licenses in compression room, Monitoring room, and
supervisor room. The supervisor room is located 200 meters away. An Ethernet connection
required to be provided on the client PC for monitoring in supervisor room.
1.1.17 For configuring of IRDs used for reception of All India Radio's Radio services a separate rack
mounted industrial workstation along with Terminal servers to connect each radio IRD
'through RS 232 is needed to be provided. This also includes wired rack for all 40 Radio
channels.
1.1.18 For receiving Radio channels from Receive PDA's, IF cable is to be routed from L-band
router through active splitters to these racks containing Radio IRDs to receive Radio
channels. These IRD's will be provided by DD.
1.1.19 A RF control system Le. RF NMS should be provided for RF chain with 1 server and 2 clients
PC.
1.1.20 Facility for audio monitoring of all the Radio channels need to be provided in the form of
Bar-graph display along with name of Radio service on 55" LCD TV Screen. In addition to
that there should be a facility to listen anyone radio channels audio in monitoring amplifier
with speakers.
1.1.21 All the racks are to be provided with two separate sources of power supply through physically
isolated routes. Please refer Drg No: 17.
1.1.22 Power supply system includes 2x200 KVA UPS operating in (1+ 1) redundant, parallel load
sharing mode with 15 minutes battery back- up for each UPS with internal isolation
transformer of mi'iI. capacity 200 KV A at the output of each UPS. An another 200 kVA UPS
operating in (1+0) with 15 minutes battery back-up with internal isolation transformer of
minimum capacity 200 kVA at the output of UPS shall be provided to_cater redundant power
supply to those equipments which are operating on dual (redundant) power supply.
1.1.23 Two external 300 KVA Isolation transformers at the input of the UPSs, two 300 KVA AVRs
and two PDPs are part of the scope.
1.1.24 The PDP will cater to new as well as the old shifted equipments. However it is advisable to
the bidders to visit the site for their assessment of existing facilities before bidding.
1.1.25 One full set of measuring equipment as per BOM shall be offered.
1.1.26 Commercial! Industrial grade duct-able air-conditioners including necessary duct shall be
provided in RF room, Compression room, switch gear room and monitoring room. Each Air-
conditioner should have approx 4.5 T or higher capacity. There should be at least one A/e
unit as spare in all rooms.
1.1.27 The block schematics have been provided to explain the full scope of the work. It is advisable
to the bidders to visit the site for their assessment of existing facilities before bidding.
However, Doordarshan request to all bidders to visit DTH Todapur Earth station, New
building before the submission of technical bid.
1.1.28 A representative block schematic is provided to give a :general idea about the intended
configuration. A complete schematic of actually proposed implementation should be supplied
along with the quote. Physical topography may be different than the suggestive block
diagram but it should meet the project objectives.
1.1.29 The routing of wiring between racks to be done from the TOP ofthe racks.
1.1.30 Racks are required to be mounted on 10 inch high platform from ground level with clear
visibility through the bottom of platform.
1.1.31 The platform should be made of aluminum alloy or Stainless steel.
1.1.32 One raised platform/ trolley with wheel and braking arrangements to reach up to overhead
cable tray and one trolley upto top of the rack ~:~ired to offer.

1.1.33 The layout plan, electrical diagram, PDP layout and other drawings need to be submitted for
approval of Doordarshan before execution ofSITC work at site.
1.1.34 Cabling from monitoring port of all equipments such as Up-converter, HPA, Directional
coupler (before each Diplexer) and LNA up-to spectrum analyser will be provided through a
patch panel near Spectrum Analyser.
1.1.35 One output of L band router need to be terminated up to Spectrum Analyser installed in Input
rack.
1.1.36 Partition with aluminium / Glass will be done by Doordarshan.
1.1.37 Monitoring of Input and output of HD channel is to be provided. The IRD, TV set and other
system such as home theatre will be provided by Doordarshan.
1.1.38 The transition period for shifting is likely to take between 15 days to 1 month.

1.2 System Requirements

1.2.1 The system shall be designed to meet the international standards for digital satellite
broadcasting known as the MPEG-2 DVB-S standards MP @ML and MPEG-4 DVB-S2
standards MP@L3.
1.2.2 The system should be ready for 1 HD channel inclusion by adding professional IRD and HD
Encoders with DVB ASI outputs.
1.2.3 Two HD encoders in (1+1) mode (operating in CBR) will be provided by Doordarshan and
will be included in the stream by the bidder at input of IP Encapsulator.
1.2.4 All the Electronic equipment should have necessary control interfaces through RS 232 / RS
422/ RS 485/ RJ45 so that they can be interfaced with a Control Computer for remote
monitoring and control with suitable GUI. The associated software for logging, archiving,
monitoring and controlling along with the accessories should also be made available.
1.2.5 For Integration of equipment, Video Cable 1855A of Belden make or equivalent, Audio
Cable of Belden make or equivalent should be used.
1.2.6 All the Compression equipments Encoders and IP Encapsulator (Mux) shall be compatible
with IP based interface.
1.2.7 It should be possible to include any encoder part of any stat,·mux pool and transport stream
irrespective of its physical location at IP switch.
1.2.8 The bidder should offer minimum four or more TV encoders (MPEG-2 and MPEG-4
encoder) per chassis with redundant power supply unit.
1.2.9 The system must offer an intuitive user interface as well as remote configuration of all
modules, simplifying system deployment and reducing operational routines.
1.2.10 The System should include a comprehensive alarm system along with facility for integration
with 3rd party management systems, enabling fully automatic alarm capture and fault
rectification ..
1.2.11 Redundancy:- There shall be one complete chassis as redundant for each stream. The number
of encoders in the redundant chassis shall be populated. with same or more number of
encoders as in highest populated main encoder chassis (ie 4 or more) (ref: as illustrated in
drawing no:14)
For Example:
(a)For 4th stream, if bidder offers 4 encoder per chassis then there will be 4 main chassis
consisting of 16 encoders and 1 redundant chassis consisting of 4 encoders (a total of 20
encoders). If the bidder offers chassis which can have 6 encoders then the total number of
encoder cards in the all main chassis will be ~ the number of encoder cards in the

redundant chassis must be greater than or equal to the maximum number of encoders used
among main chassis (This is illustrated in diagram no.14)

1.2.12 There should be a provision of vacant slot to add two MPEG-2 encoder chassis, two MPEG-4
encoder chassis and one Audio encoder chassis in wired encoder rack for all inputs and
outputs.
1.2.13 There should be provision for 2 stereo audios per TV channel.
1.2.14 The modulators will be used in 1+ 1 redundant mode of operation for all streams ..
1.2.15 The redundancy of modulator may be controlled either through NMS of compression chain or
it can work independently without the help of compression NMS.
1.2.16 In future CAS will be implemented for assessing the exact number of viewers of
Doordarshan's DTH platform. For this purpose CI slot is required to be provided in the
downlink monitoring chain for CAM modules in demodulators or before decoders.
1.2.17 For radio channels the bidder shall offer 4 or more stereo audio encoders per chassis with
inbuilt redundant power supply. There shall be one redundant chassis which shall be
populated with same or more numbers of encoders as in highest populated main encoder'
chassis.(Same as video encoder redundancy). In case of Single power supply unit in encoder
chassis, bidders can offer one additional chassis which shall populated with same or more no
of encoders as in highest populated main encoders with single power supply unit for the
completeness ofihe offer as an alternative to inbuilt redundant power supply unit.
1.2.18 Input impedance of audio encoders should match with AES/EBU output of COM Stream-
make IRD Model no. ABR-202. If not then matching hardware should be offered (as an
essential item).
1.2.19 Two VDAs are to be provided for adding DWDS encoder outputs in all streams. DWDS
encoders with DVB-ASI output will be provided by Doordarshan.
1.2.20 In future Conditional Access System (CAS) and EPG are proposed to be implemented. The
system offered should be able to include the CAS and EPG by addition of hardware, specific
to selected CAS IEPG at that time.
1.2.21 There should be provision for monitoring points at the following locations:
a. Input Monitoring : SDI (with Embedded audio) from SDI Router using WFM
colour monitor and one input to Multi-viewer (Video & Audio combined) (Refer
Fig. 3)
b. Encoders Monitoring: Output of encoder through IP Switch, IRD (with IP input)
and SDI router using WFM and 15" Colour mQnitor with Ampli speakers (Refer
Drg.3).
c. Multiplexers monitoring: Multiplexer output through ASI router and IRD (with
ASI input) and SDI router using WFM & 15" CQlour monitor with Ampli speakers
(Refer Drg. 3). .
d. Modulator monitoring: 70 MHz modulator outputs is to be terminated at the input
of SDI router through 70 MHz to L band up converter, L Band router, IRD so that
it can be seen on WFM & 15" Colour monitor with Ampli speakers (Refer Drg. 3).
e. Confidence monitoring: Downlink monitoring of the downlink signals received via
LNA + down converter+ L band Router+ IRQ and SDI router using WFM & 15"
Colour monitor with Ampli speakers (Refer Drg. 3).
f. HPA & Up-convertor monitoring: the output of all the HPA and Up-converters are
to be monitored on WFM and 15" monitor through RF patch panel, TLT (C band
uplink to L band), L Band router, IRD ~I router.

g. Monitoring parameters of UPS should be made available for monitoring and


warning purpose on the remote control computer.
h. For Downlink monitoring, signals received from C - band receive PDA (4.5 m)
need to be routed through IRDs (SDI) for monitoring on multi-viewer
I. For Downlink monitoring, signals received from Ku- band receive PDAs (18 nos.)
need to be routed through chassis consisting of multiple demodulators and decoders
for monitoring on multi-viewer. There should be at least one chassis for each
stream.
J. There should be vacant slots (CI slot) in downlink chain for conditional Access
System for descrambling all MPEG 4/DVB S2 (Stream 5, 6) services.
k. The signals received via LNBC's will be routed through DVB-S modulators and
MPEG-2 decoders for stream 1,2,3,and 4. The others will be routed through DVB-
S2 demodulators and MPEG 4 decoders for stream 5 & 6.
1. The Input and downlink will be monitored on video walls. The signals for input
monitoring will received from IRDs present at the input of the system (Please refer
drawing no.5).
m. Temperature and humidity monitoring facility on remote computer.
1.2.22 The Compression Control Computer (NMS) should be capable of controlling and monitoring
all parameters of the digital video and audio compression system through suitable hardware
interface and user friendly GUr. To facilitate centralized network management operations in
future, it should be possible to operate the system remotely via a suitably configured
computer and modem over standard dial-up telephone lines. It should be supplied with
complete hardware and software to interface all the equipment in the chain for their proper
control and monitoring. The complete compression NMS software is to be loaded on a single
control computer with networking facilities.
1.2.23 The NMS (Compression control system) offered should not put any restriction on number of
channels per stat-mux group , number of channels per stream, number of channels on all 6
streams and total number of streams.
1.2.24 The bidder should specify the hardware limitation if any.
1.2.25 The Network Management system (NMS) for RF chain controlling redundancy and
monitoring should also be offered.
1.2.26 The Computer Control system for Multi-viewer monitoring system should be offered
separately.
1.2.27 Apart from the above an additional remote control computer is to be provided to control and
monitor the other equipment like UPS, temperature, current of each racks etc.(for which a
dedicate NMS is not offered). It should be supplied with complete hardware and software, to
interface all the equipment proposed to be supplied in this project, for their proper control and
monitoring. '

1.3 General Requirements

1.3.1 As an SITC contract, all supplied equipments are to be installed, tested and commissioned at
site by the Bidder. The cost of any other interconnecting material and labour including that
for laying of cables, earthing, earth pits etc. should be included.
1.3.2 Cost of any other work, consultancy and material required to complete installation &
commissioning of the earth station should be taken into account and clearly mentioned while
submitting the tender.

1.3.4 The Bidder must specify its customers where the offered system has been working along-withthe date
of installation.
1.3.5 Bidder shall submit only one solution (Single BOM) for the offered system. Bid with multiple
options is liable to be rejected. BOM shall not contain any optional items as an alternative for
any line entry item. However bidder can offer additional accessory items for performance
improvement of main line entry item of same make.
1.3.6 Each offer should be complete in all respect. Incomplete & non-compliant offers will be
rejected summarily, without making any references to bidder.
1.3.7 Cross reference in respect of supporting documents should be given with proper page number
and volume nO etc.
1.3.8 The layout plan, electrical diagram, PDP layout, Air-conditioning system layout (including
duct) and other drawings need to be submitted for approval of Doordarshan before execution
of SITC work at site.
1.3.9 The offer shall include supply, installation, testing and commissioning of the setup, complete
in all respects. A representative block schematic is provided to give a general idea about the
intended configuration. A complete schematic of actually proposed implementation including
air-conditioning system with duct layouts, power supply system should be supplied along
with the quote.
1.3.10 All software licenses are to be given to Doordarshan on perpetual basis without specifying
any time limit or without specifying any end of life of software. Any up-gradation of software
will be given to Doordarshan without any additional cost during warrantee period starting
from the date of commissioning .
. 1.3.11 If required, bidder may be asked to demonstrate statistical multiplexing in MPEG-4
compression format for 24 channels in full resolution.
1.3.12 Bidder shall give a presentation to explain their solution as part of Technical Evaluation
process as and when asked by Doordarshan within 7 days from the issue of a request letter.

1.4 Eligibility Criteria

1.4.1 The Bidder shall have successfully supplied and installed:


(i) Compression system for minimum 2 number of MCPC platforms (i.e. DTT, DVB-C,
DTH DVB-S/S2,DVB-H or similar), out of which at least one MCPC platform shall be
of minimum 10 channels per stream. Bidder shall provide full details along with
necessary document like copies of Purchase orders and completion certificate with the
bid.
(ii) RF system for two nOS.of earth station (ie. MCPC/SCPC, VSA T Hub, or Teleport) in C
band or Ku band with 7 meter or higher size PDA.:.Bidder shall provide full details
along with necessary document like copies of Purchase orders and completion
certificate with the bid.

1.4.2 The OEMs must have past experience of at least five years of manufacturing and supplying of
Compression system (MPEG-2 / MPEG-4) to broadcasters or broadcast network operators.
Details of past supply record of Compression system (MEPG-2/MPEG-4) to various
organizations must be provided.
1.4.3 The OEMs must have past experience of at least five years of manufacturing and supplying of
High Power Amplifier system (C-Baod / Ku-Band) to b"J:-ers or broadcast network

2.2 Specification for Integrated Receiver Decoder (IRD)

A. General

(i) The professional IRDs should receive the L band input and give digital (SO-SOL,
SO-SDI Embedded, AES/EBU) and ASI outputs.
(ii) IRD should have a front panel display to enter or edit all the parameters for a
perfect reception of the signals.
(iii) There shall be a provision for observing the BER, for OVB-S mode of operation
and PER or EslNo of the signal for DVB-S2 mode of operation and signal level or
CIN & CIN margin on the front panel.
(iv) IRD should be able to descramble BISS mode 1 and BISS-E signals.
(v) IRD should be able to store at least 10 presets channels configuration in memory.
(vi) It should be possible to configure the IRD through NMS.
(vii) IRD should be able to generate and save log for alarms and warning through NMS .

2.3 Specification for Digital Audio Leveling Processor

A. General

(i) The professional Digital Audio Leveler shall be capable of maintaining


uniform audio level in spite of changes from different input feeds and
programs.
(ii) The professional Digital Audio Leveler shall be either through standalone unit
(ASI/SDI) or as a part of additional feature in the input/compression chain
equipments such as SDI Router, encoder, multiplexer etc.
(iii) The equipment should have provision for accepting SDI with embedded audio
input in case of independent or separate unit. Audio leveler can also be a
standalone ASI to ASI unit at the output of multiplexer.

2.4 Specification for 176 x 176 SDI Routing Switcher

A. General:

The equipment should be very reliable and able to be used for selection of anyone of
the 176 SDI input signals to 176 different destinations. The equipment so offered
should be for professional set-up applications. The Router has to be quoted with X-Y
and Single Bus control panels.

B. Essential features:

(i) The routing switcher electronics should be capable of being mounted 10 a


standard 19" rack frame.
(ii) The rack frame should be modular to house input, output, control and power
supply modules.
(iii) The switcher shall handle SDII AS! signal for routing from input to output
destinations. The switching should take place during the vertical interval
period.
(iv) The switcher should have storage facilities for control information, so that in
case of power supply failure, the status of the switcher output should remain
unchanged when the power supply is restored.
(v) The switcher should have redundant cross Pbint and redundant controller/ logic
cards to achieve complete (I + 1) redundancy'through NMS.

2. Specification for Input and Base band System


The inputs will be taken from 4.5 m receive PDA (motorized) and existing 6 m receive PDAs. The L
band signal will be brought to the L band router. The input and base band system will consist of

3. Digital Compression System
The baseband signals to the Input of the Encoders are to be brought from IRDs installed in Input
room via SDI Router. All the compression equipments should preferably be from one
OEM/company or approved by OEM of compression system, for ease of operation, networking and
full automation. The system management should be through NMS. The compression systellil shall
comprise basically a minimum of the following equipment:

The IP Encapsulator cum multiplexer shall be capable of multiplexing minimum of 24
SDTV services, one HD service & 40 radio channels (only in CBR) through IP (with

E. Features

a) The modulator shall be compact reliable and have state of art technology. It
should provide IF output as per DVB-S and DVB-S2 standard's modulation
schemes based on the user requirement.
b) Modulator should have facility to auto equalization or pre-equalization to pre-distort
signal before feeding to Up-converter based on received signal from LNA so that
downlink signal is kept within 36 MHz BW of the transponder. This should not
affect the operation of the existing STBs (MPEG-2 & DVB-S).
c) Modulators will be used in 1+1 redundant mode of operation for stream 4 and (2+2)
or (1+ 1) x2 redundant mode of operation for stream 5 & 6.
d) The redundancy of modulator may be controlled either through compression system
NMS or it can work independently without the help ofNMS.

3.7 Specification for 32 x 32 SDI/ASI Routing Switcher

A. General:

The equipment should be very reliable and able to be used for selection of anyone of
the 32 ASiI SDI input signals to all destinations. The equipment so offered should be
for professional Broadcast applications. The Router has to be quoted with X-Y and
Single Bus control panels.

B. Essential Features:

I. The routing switcher electronics should be capable of being mounted in a standard


19" rack frame.
ll. The switcher shall handle SDI/ ASl signal for routing from input to output
destinations. The switching should take place during the vertical interval period
with re-clocking
111. The switcher should have storage facilities for control information, so that in case
of power. supply failure, the status of the switcher output should remain
unchanged when the power supply is restored ..
IV. The switcher should have a built in Auto-Switch able redundant power supply.
v. The switcher quoted against this specification should be complete in all respects and
should have the desired features.
VI. The switcher that shall be offered against this tender shall be field proven model and
user list of other broadcast organization where such system has already been
supplied shall invariably be enclosed along with the offer. The tenders without the
user list are likely to be rejected.
Vll. A certificate from Compression OEM regarding compatibility with compression
NMS is required to be submitted alongwith the bid.

3.8 Compression System Control Computer with Software

A. Compression System Management Functions

(a) The compression system control computer shall control the operation, redundancy
switching and configuration of all parameters of encoders, IP Encapsulator cum
multiple,.xers, SDI & ASI routers and IRDs including alarm and fault logs for a
minimum of 365 days or configurable to 90/120/180 days subject to limitation of
hard disk space.
(b) The redundancy of modulator may be controlled either through NMS of compression
chain or it can work independently without the help of compression NMS. The
bidder shall give detailed block diagram and suitable explanation including relevant
entries in BOM

B. Salient Features:

The System Control Computer shall be used as a control protocol to configure the
various parameters for the statistical multiplexing such as:

1. To configure encoders for variable Bit Rate Transport Stream. Setting of


minimum and maximum limits of data rate for each encoder.
11. To configure GOP pattern for frame-by-frame encoding. Encoding should take
place at the encoder in real time.
lll. If the System Control Computer fails or powered down ,the whole system
should be failure protected so that it still works.
IV. Facility to store the last Statistical Multiplex configuration in the network
hardware so that in case of failure of the Compression System Control
Computer, the system remains running and continues to Statistically
I multiplex two or more programme as per the last good configuration.
v. To configure lRDs supplied by OEM to any pre-defined TV channels.
vi. There shall also be a facility to configure the encoders for test pattern or
moving video on the loss of video input in NMS ..
VII. Network Management System (NMS) shall be provided with Server (1+ 1) in
master-slave configuration (rack moUl~~ and client PC's (4 nos.) with

commissioned at site by the bidder. The c.ost of any other interconnecting
material and labour including that for laying of cables, earthing, earth pits,
Lightening arrester for antenna etc. should be included.
(viii) OEM must have past experience of at least: five years of manufacturing and
supplying of 7 meter or higher size RF Ant~nna system (C-Band / Ku-Band)
(10 numbers or more) to broadcasters or broadcast network operators. Details
of past supply record of RF Antenna system (C-Band / Ku-Band) to various
organizations must be provided.

6. Monitoring System

The monitoring system has two parts

(a) Confidence level monitoring system


(b) Input and downlink monitoring system
(c) Monitoring of Radio channels

A confidence level monitoring system consists of RF Patch Panel, SD router, IRD's with IP input,
Waveform monitor, IS" colour monitor, 70 MHz to L-Band Up converter, IRDs with L-Band
inputs, Test loop Translator (TLT for KU band uplink frequency to L- band down converter) , Ku
band downlink to L band down converter, IRD with ASI input and monitoring of real time
stream monitor, test pattern generator etc. The input and downlink monitoring system will consist
of down-converter, decoder, multi image display system.

The monitoring of radio channels will be done using 55" LCD Video Display System with LED
backlit and with native I920x 1080 pixcels resolution and high brightness "(for bar graph like
display) for all radio channels continuously and audio monitoring amplifier with speaker for
monitoring one audio channel at a time.

The specifications of main equipments of monitoring systems are given below.

a) Confidence Level monitoring system

6.1 Specification for 15 inches LCD (TFT) SD Colour monitor

A. Essential features:

(i) The offered IS" nominal LCD Colour monitor should accept Standard
Definition, SOl input as well as analog composite video input

6.2 Test Loop Translator rrL T for Ku--band U/L to L-band)

Test Loop Translator (Ku-band uplink frequency to L-band) is to be used to check the
monitoring output of Existing Up converters & HPAs. Monitoring ports of Up converter and
HPAs will be fed to TLT using a RF patch panel. Output of TLT will be fed to IRD through
L-Band router. Refer diagram-4. The specifications are detailed below:

6.5 Specification for MPEG Decoder or IRD with ASI input

This IRD shall be provided with DVB-ASI input card. The specification remains the same as
given in the para 2.2 , except the fact that RF Specification parameter specification 2.2(A)(i),
2.2(A)(iii), 2.2(B) & 2.2 (H) are not applicable.

6.6 Specification for MPEG Decoder or Integrated Receiver Decoder (IRD) with IP input

This IRD should be provided with DVB ASI over IP input card. The specification remains
the same as given in the para 2.2 , except the fact that RF Specification parameter
specification 2.2(A)(i), 2.2(A)(iii), 2.2(B) & 2.2 (H) are not applicable.

(b) Input and Downlink monitoring system

a. The input monitoring of all the 96 channels(SD) will be done on Multi-image display
system consisting of 55" LCD(TFT) monitor, multi-image display unit and remote control
unit. Similar system will be used for downlink monitoring. There should be facility to use
multi-image system for Input monitoring for downlink monitoring and vice versa.
b. Other physicaol topography is acceptable provided it meets scope of work and project
objective.
c. If MPEG-2 and MPEG-4 decoders are part of multi-viewer then separate MPEG-2 &
MPEG-4 decoders need not be offered (BOM sr no:32(h) & 32(i) )

6.7 Specification for Professional Broadcast Quality Multi Image display system

A. Features of multi image display system:

a) The Multi-viewer system is meant for monitoring the input sources and downlink
signals.
b) The offered product shall be of professional broadcast quality & is able to display up
to 128 or more videos simultaneously along with the corresponding audio bar graph
keyed into the video on 6 display monitors.
c) Two complete monitoring systems as mentioned above are required to be provided.
One for MPEG-2 Services (lst, 2nd,3rd, 4th streams) monitoring system (55+55+spare)
and second for the MPEG-4 Services (43+43+spare) (see drg: 6(A) & 6(B».
d) There shall be provision of2xl switch arrays for all downlink inputs (55+48+spare).
Output of the switches is to be connected to both the Multi-viewers as shown in the
drg: 7 for redundancy.
