THESIS TITLE: SCHOOL–BASED MANAGEMENT IMPLEMENTATION IN PUBLIC

ELEMENTARY SCHOOLS IN ZONE II IN SCHOOLS DIVISION OFFICE OF CATANDUANES:


BASIS FOR POLICY RECOMMENDATION

The purpose of this study is to describe the extent of implementation of the SBM in public
elementary schools in Zone II in Schools Division Office of Catanduanes as assessed by their
Principal/ OIC, the Disbursing Officer, the Faculty President, the Property Custodian and the
SBM Coordinator as for the Internal Stakeholders while the Barangay Captain, the PTA
President and Kagawad in charge of education for the External Stakeholders and will cover the
assessments of respondents for the last three years for SY 2019 – 2020 to 2021-2022.

It was found out that the school – based management program in public elementary
schools in the Schools Division Office of Catanduanes implemented in areas of leadership and
governance, curriculum and learning, accountability and continuous improvement, and
management of resources. The internal and external stakeholders differed in their views in terms
of extent of implementation of SBM program in leadership and governance, accountability and
continuous improvement, and management of resources but not in curriculum and learning.

Moreover, there are problems encountered for the effective implementation of School –
Based Management program that may cause schools’ quality of service delivery. Policies were
proposed to enhance the implementation of the School–Based Management program focusing on
leadership and governance, curriculum and learning, accountability and continuous
improvement, and management of resources.

It the view of this research that there is a need to encourage the stakeholders to develop
strategies that needs further enhancement on areas of the school–based management program on
leadership and governance, curriculum and learning, accountability and continuous
improvement, and management of resources, and assess areas found weak so that the internal and
external stakeholders would come up with the same views in the extent of implementation of
SBM program. Furthermore, there is a need to formulate strategies or intervention program to
address the problems encountered for the effective implementation of School – Based
Management program to enhance schools’ delivery of quality service, and consider the
utilization of the policies proposed to enhance the implementation of the School–Based
Management program focusing on leadership and governance, curriculum and learning,
accountability and continuous improvement, and management of resources.
