Hapkido Rules

Order of Competition

1. Competition will be conducted in fair and equal condition to determine a win or a loss.

2. Both officials and competitors will abide by the Hanminjok Hapkido Association’s
etiquette and protocol to ensure orderly championship.

3. All regional competition must be approved by the association before the event and in the
case of unauthorized event which causes defamation in any way o of the KIDOHAE
name, the official and the promoter of the event will receive disciplinary punishment
from the Association

Official’s Responsibility
1. Officials will organize the rings, call the competitors to the rings, and oversee the
matching of competitors to ensure orderly progression.

2. All competition decisions must be officially announced.

Qualification and Prohibition of a competitor


1. All competitors must be both mentally and physically health and must be a
3rd Dan, and under or a registered member school.
2. A competitor who has received a knockout in competition cannot enter in competition
for six Months
3. Within the span of one year, if a competitor receives
4. Knockout tow times, he will be bared from
5. Competition for two years from other date of the last knockout.

6. Hearing Impaired, mute or those with epilepsy, legally blind in one


7. Eye, cannot enter competition.
8. Competitor must not wear contact lens.
9. If a competitor has a bodily injury or other restraints, he must have doctor’s consent
to compete.
Coaches
1. A coach must be a registered instructor of the Association with active status for
participation
2. The Coach must be qualified martial artist with good character and must have
witnessed the competitor in practice or preparation.

Weight Divisions

1. 22.00kg - 25.00 kg Coco


2. 25.01kg -28.00kg junior Fin
3. 28.01kg –32.00 kg Fin
4. 32.01kg-37.00 kg Junior Fly
5. 37.01 kg – 42.00kg Fly
6. 42.01kg - 47.00 Bantam
7. 47.01 kg - 52.00kg Super Bantam
8. 52.01 kg - 55.00kg Feather
9. 55.01 kg - 58.00kg light
10. 58.01 kg - 61.00kg Welter
11. 61.01 kg - 64.00kg Middle
12. 64.01kg - 67.00kg Super Middle
13. 67.01 Kg 72.00kg Heavy
14. 72.01 kg - & Over Super Heavy

Duration of a round
1.Competion time will be one round of 3 minutes for elimination rounds

2. For Children, competition will be one round of 2 minutes for the elimination rounds.

3. Any changes can be made only before the commencement of competition.


Valid Points
*Allowed Areas & Techniques
1. With Hand techniques (palm, punch, back fist, strike, spinning hand) and feet, made
solid, unhindered contact on the allowed area.
2. Hand below the neck to the waist (front & back) and the full
chest area
3. Feet above the waist to the top of the head (front & back) entire chest area
4. Low spin kick-below the knee, front & back
5. Defense against kicking opponent by utilizing a throw.
6. Throwing an opponent or using some other special skill
7. Using correct “Yu-sool” to subdue the opponent
8. Knocking over an opponent with low spin kick

Invalid points

1. Hand points If the hand technique is not done in complete and solid, single attack, it is
not a point
2. Kicking if the kick is not done in firm footed, direct, frontal attack, it is not a point.
3. When the movements are not direct attacks but just wild and rough attacks point shall not
be awarded.
4. If a competitor falls to the ground after executing a point by a kick because of a counter
defense by the opponent, a point shall not be given
5. Executing a valid point outside the ring is not counted as a point (If a competitors foot or
hand is outside the ring, he is considered stepping out of the ring)
6. If a competitor grabs or holds on to an opponent and executes attack, no point shall be
awarded.
7. Any techniques should be executed with dominance and control or it is not a point

Disqualifications
1. Using foul language or unreasonable behavior within the ring
2. Any actions more severe than descried in “Warning” Section
3. Being insubordinate or disobedient to the judge’s commands
4. Any coaches or competitors who violate rules shall be disqualified
5. When disqualifying act is committed, a competitor shall be disqualified from the match
regardless of his warning status.
6. When executing throwing techniques, if a competitor intentionally throw an opponent’s
head first to the ground he can be disqualified
7. Within a match, if a competitor receives more than three warning, he is disqualified
8. Intentionally attacking an opponents private parts or initiating attacks without judge’s
signal shall disqualify the competitor.
9. If a competitor behaves in un martial artist like manner, he will be disqualified
Weigh-Ins
1. The officials in charge of Weigh in must abide by these rules to ensure fairness
2. At the time of Weigh In, A competitor must have his registration card (photo Affixed)
3. Weigh In shall be overseen by an appointed official of the competition and no one shall
interfere.
4. Weigh in Shall be Done in the nude
5. Weigh In shall take place at the start of each Day’s competition
6. Weigh IN shall take place at the e start of each day’s competition
7. If a competitor is two KG below the lowest weight or two kg over the top weight, he will
be dissatisfied from that weight class.

Competition Area
1. The ring is 8 meters on all sides
2. Children’s ring is 7 meters on all sides

Uniform
1.Referees must wear white shirt and black pants with athletic shoes.

2. Competitors must wear full uniform, top, pants and belt

3.Competitors must use proper equipment designated by the Association

4.Officials on other personnel must wear proper I. D. Tags

5.No jewelry or other dangerous objects shall be worn.


Fouls
1. Intentionally backing away from the match b turning one’s back to the opponent or
circling the ring to run out the clock will constitute a foul
2. Pretending to be hurt or purposely stepping out of the ring or pushing the opponent out of
the ring constitutes a foul.
3. Fixing the uniform or belt without the center judge’s permission is a foul.
4. Attacking viciously to the neck, face or private parts with one’s hand (palm, punch, back
fist or strike) is a foul.
5. Kicking the private parts or attacking below the belt is a foul
6. Kicking an opponent who has fallen down after executing a low spin kick is a foul
7. Attacking with one’s head, shoulder, elbow, knee or choking the opponent is a foul
8. Attacking an opponent who is down on the ground or trying to stand up is a foul
9. Coaches or other official stepping into the ring during the match without the consent of
the center judge is a foul.
10. Regardless of circumstance, kicking or punching an opponent while holding on is a foul.
11. During low spin kick kicking when ones hips are above the opponents knees or kicking
above the opponents knees constitutes a foul
12. Falling down intentionally to avoid attack is a foul
13. Obvious misconduct during a match constitutes a foul
14. Not separation immediately after being told by the center judge is a foul
15. Attacking outside the ring is a foul
16. When the above mentioned fouls occur, the center judge shall issue a warning and after
three warnings, one point shall be deducted from the competitor with the warnings

Qualification of a Referee
1. A person must be certified referee of the Association with the appropriate level
recognition
2. If one is certified referee by the Association, he can participate in judging in an event
sponsored by the Association
3. International referee must be higher than 1st level referee with 5 years of competition
Referee experience and at least 6th Dan
4. 1st,2nd,3rd level referees must have attended the Association’s Official seminars to be a
recognized referee
5. 3rd level referee ma judge elimination rounds, 2nd level referees may judge quarter finals,
and 1st level referees may judge the finals
The Composition and Assignment of the Referees

1. The Refereeing officials shall be comprised of two jury, one center judge, four referees
however, if necessary, it can comprise of one jury, one center judge, and two referees.
2. The Referee committee shall determine the necessary number of judges per match and
submit the list to the Central Command for approval
3. A jury must be a recognized master with 6th Dan ranking or higher
4. Assistant judge will appointed by the referee committee.

Warnings
1. A Warning is serous deduction, therefore, center judge shall not be haste or careless
2. The referee can deduct one point from the competitor if a warning is imposed
3. When a warning is issued, the match shall be stopped to point out the infraction to the
competitor and the judge.
4. If three warning are issued to a competitor within one round, he shall be disqualified

Forms, Weapons, Self Defense Divisions


Scoring
A) Stance, movement, breathing, power, line, grace, difficulty Kiap (yell) etiquette
will be judged.
B) If all the above criteria are performed in perfection, a score of “10” will be given.
C) In order to ensure fair scoring (decision), Five judges will be on the panel with the
highest and lowest scores being dropped and the average of the remaining a three
scores will be the final score.

Technique Selection

D) Form (Hyung) One empty hand form of continuous movements


E) Weapon Sword or Staff (Bong) are the standard weapons with other weapons
admitted However, it must be with one type of weapon and dine in a form
F) Self Defense Regular Yusool and Defense against weapons techniques, Etc

Time Duration of Techniques


G) Form or Weapons division Start to finish will be the designated duration If a
competitor makes a mistake during the form another opportunity shall be given
H) Self Defense routines shall be one minute or less
