the New Normal situation. As an educational tool, this module about the Consumer
Health: Government Firms challenges you as a learner, to become creative,
resourceful and independent. The scope of the module provides a variety of activities

1 Government Firms
A consumer complaint is "an expression of dissatisfaction on a consumer's
behalf to a responsible party. Did you know that there are government regulatory
agencies that exist just to protect you from dangerous products and services? These
agencies are responsible for informing and protecting consumers and monitoring
businesses for poorly designed products and services. In this lesson, you will learn
about the government agencies that protect consumers.

Consumer protection regulatory agencies fight to ensure that individuals are treated
fairly, receive the necessary information to make informed decisions, are protected
against product hazards, and have the ability to use legal recourse if needed. Certain
types of products attract more regulation due to their higher risk of consumer injury
or death, such as food, drugs, children's products, and automobiles. Let's look at
exactly how the different regulatory agencies accomplish this task of protecting
consumers.

Nowadays, popularity of online shopping has been rising rapidly amongst consumers
and it is becoming part of lifestyle. The usage of the internet as a communication and
transaction medium in customer markets is increasing fast. Following the
globalization for last few decades, every industry had to shift to the new changes or
new technologies to compete with each other. Consumers are adopting the changes
quite well. On the other hand, traditional shopping is still powerful, there are people
who do not like to do online shopping. They prefer to go to the store by their self and
see the actual goods and feel and try them. As a consumer, always remember that we
need to be educated, responsible and wise for the selection of information, products
and services so that we can avoid being mistreated.

What Is It

Consumer protection laws are a form of government regulation which protects the
interests of consumers. Here are some government firms that we can approach to
report:

responsible for ensuring access to basic public health services by all Filipinos
through the provision of quality health care and the regulation of all health
services and products.

regulates the rice and corn retail trade and distributes government low-priced
rice.

How to File a Complaint on DTI?

1. Send your concerns on warranties, No Return, No Exchange (NRNE) and


other mediatable related concerns through national or provincial offices
and via email (consumercare@dti.gov.ph).
2. Download and fill out the Complaint Form or prepare a complaint letter
with the following details:

• Complete name, address, email and contact number of


complainant and respondent
• Narration of facts
• Demand
• Scanned and attached proof of transaction and any government-
issued ID of the complainant
Concerns on telecommunications, banking and finance, insurance, mutual funds,
electricity, fishery products, livestock, agriculture, coconut- and sugar-based
products, forest-based products, liquefied petroleum gas, and food in restaurants,
eateries, or ambulant shops, may be coursed through the following respective
agencies listed below.

• I have learned that Consumer protection provides information for the ignorant
customers regarding rights and remedies. Knowing these will help me to be aware
so that I can know the various redressal agencies where I can approach to protect
my interests.

• I can also identify some government firms with their areas of concern that protects
us consumer like DTI (Department of Trade and Industry) where I can send my
complaint through national or provincial offices or email provided the details they
needed.

• I have understood that in our current generation, being educated consumer will
help me to be aware of my rights and responsibilities to make wise selection of
information, products, and services.
