the office bearers of all the Recognized Service associations in the
State at State level, District level, and Division/Taluk level until
their completion of three terms or nine years of stay in a particular
station, duly increasing from the existing period of six years -Orders

The attention of the all the Head of the Departments / District Collectors is
invited to the references cited.

2. In Government Memo 1st cited, instructions have been issued providing


that the office bearers of recognized service associations shall not be transferred
from District/Taluk Headquarters before completion of three terms as the case
may be viz., 6 years of their tenure in such office/offices i.e., '3' terms for those
having two years as term as office bearer or '2' terms for those having three
years as term as office bearer.

3. On request of A.P. Non Gazetted Officers' Association, Government in the


Cir. Memo 2nd cited have issued instructions to retain the Office Bearers of A.P.
Non-Gazetted Officers' Association, for one more term of three years for those
who are completing six years of term in their respective working places i.e.,
State/ District / Taluk Level Head quarters. However, the Competent Authorities
can effect such transfers on administrative grounds even before three years
term or the expiry of the nine years period after recording the reasons.

4. Further, in the Circular Memo 3rd cited, Government have issued orders
for according permission to extend the instructions issued in the reference 2nd
cited to all the recognized service associations in the State of Andhra Pradesh on
par with A.P. Non-Gazetted Officers Association.

5. In the Cir. Memo 4 th cited, it has been clarified that the exemption from
transfers for a total period of six years as reiterated in various Circular Memos
remains unchanged. Competent transferring authorities have been directed not
to entertain exemption of office bearers of Associations from the purview of
transfer if they have competed six years of service.

6. Government after careful examination of the matter, hereby accord


permission to all the Heads of Departments and the District Collectors not to
transfer the office bearers of all the Recognized Service associations in the State
at State level, District level, and Division/Taluk level until their completion of
th ree (3) terms or nine (9) years of stay in a particular station, duly increasing
from th e existing period of six (6) years.
