UN VOLUNTEER DESCRIPTION OF ASSIGNMENT Preamble: The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism

to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. Brief Project Description: On 24 February UNHCR established its presence in southern Tunisia to respond to the mass influx of people crossing to Tunisia through Ras Ajdir border to escape the violence in Libya. Since then, Tunisia received and assisted thousand of migrant workers and refugees with the support of UN agencies and local and international NGOs. UNHCR has established a transit camp in Shousha area at some 4 km from Ras Ajdir border point, where protection services and humanitarian assistance are provided in coordination with the Tunisian authorities and other humanitarian agencies. As of 17 May, 417,981 persons have arrived to Tunisia, including 44,781 Tunisians, 189,317 Libyans and 183,883 nationals of other countries. While most of the arrivals are migrant workers who were employed in Libya before the violence split the country, some 4,000 are persons of concern to UNHCR, including asylum seekers and refugees. In early April, thousands of Libyan refugees started crossing to Tunisia through Dehiba border point, located in Tunisia s southern governorate in Tataouine and close to Libya Western Mountains regions. Through this point, according to the Tunisian authorities, more than 55,000 Libyan refugees who originate mainly from the Western Mountains region in Libya crossed into Tunisia since the 6th of April, citing the ongoing violence and intensified fighting in their regions as the cause for their departure. On 11 April, UNHCR established a camp in Remada town, 47 km North West of Dehiba, to provide shelter and protection assistance to the Libyan refugees.

Under the direct supervision of the UNHCR Senior Field Protection Officer, the UN Volunteer will perform the following tasks: Undertake periodic field trips to areas with a high concentration of refugees to ensure UNHCR's presence and protection. Identify protection issues and humanitarian needs. Organize and conduct regular assessments and report to the Field Protection Officer. Supervise Field/Protection assistants. Participate in the needs assessment of refugees and make proposals for assistance programmes in cooperation with local authorities and aid agencies. Assist the office in monitoring the security and safety situation through contact with local population and displaced persons, and in cooperation with other UN agencies, government and NGOs in the host country. Follow the political and economic developments in the country taking into account the potential return of displaced persons to their places of origin. Propose confidence building measures between groups/persons and initiate discussions between ethnic and political groups. Liaise and maintain good working relations with local authorities, implementing partners, and other UN agencies and other stakeholders. Carry out any other duties as required.

Furthermore, UN Volunteers are encouraged to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD); Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

12. Results/Expected Output: Monitor the security and safety situation through direct contact with population, refugees and displaced persons, and in cooperation with other UN Agencies and NGOs present in the area. Alert the Head of Operation/Senior Protection Officer on violations of Human Rights with recommendations on actions to be taken; Assess assistance needs of refugees, and displaced persons. Initiate assistance programme in cooperation with local authorities and aid agencies. Monitor delivery of UNHCR and other assistance especially to vulnerable groups (women, children and elderly);

Provide effective and efficient legal guidance to the local staff and implementing partners in order to be successful in its advocacy and response efforts. Identify emerging protection concerns and provide appropriate responses to be undertaken in a continuous and effective manner. Follow-up human rights violations. Promote the respect of human rights through contacts with community leaders. Act as a mediator between displaced persons and local authorities or political groups. Propose and negotiate confidence building measures between groups/persons; initiate discussions towards the reconciliation of differences between ethnic and political groups; Undertake periodic field trips to areas with high concentration of refugees/asylum seekers to ensure a constant presence and protection; Report/alert the Head of Operation and Senior Protection Officer on political and social situation, assistance and protection issues on a daily/weekly basis or when required; Prepare reports for the Head of Operation and Senior Protection Officer on developments concerning protection with succinct recommendation to intervene at the country level with appropriate authorities; A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. Other duties as required.

13. Qualifications/Requirements: International Law, Political Science or related field such as sociology, anthropology, other science. Previous job experience: 4 years relevant to protection of human rights, child protection, GBV, field activities including assessment and advocacy on behalf of displaced people, stateless people, indigenous people. In an International capacity: 1 year Good communication skills [Arabic essential; French desirable] Good (English) writing skills [Arabic essential; French desirable]

14. Living Conditions: The UN Volunteer will live and work in Zarzis, Tunisia. Zarzis is a coastal town in southeastern Tunisia on the coast of Mediterranean Sea. The climate is mainly dry and sunny, making it a popular tourist destination mixing the old and the traditional. The local economy is diverseagriculture, mainly olives, oil and tourism. There are many hotels which offer reasonable prices (average price range is about USD 85 per night inclusive of three meals). It is easy to find houses to rent in Zarzis at very reasonable price. 15. Conditions of Service A 6 months contract, monthly volunteer living allowance (VLA) equivalent to US$ 1,613 intended to cover housing, basic needs and utilities; a settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); and resettlement allowance for satisfactory service.
