1. Preface
Royal Commission for Jubail & Yanbu has awarded the contract of Corrosion Repair and
Protection Works, Contract No. 560-S28 to Saudi Withcon Co. Ltd., SWCL scope of work
include Repair of apron and wing wall of culvert C29-T218
This Method Statement provides information concerning the materials, equipment, tools and
manpower and methodology in compliance with contract requirements, drawings and technical
specification with safety and quality control.

 Material handling and delivery on site


Materials will be delivered and received in the lay down area store room, in secured
and controlled room, or temporary lay down area at site. For the ready mix concrete
it will be deliver on site by transit mixer and it will be poured using a concrete pump.

Site Planning and Preparation


Encroachment permit will be obtained first before starting any activity in the site. Once the
area is determined and granted, barricading and safety poles will establish in the perimeter of
the work area to prevent and protect the public from entering the worksite. Since there will be
heavy equipment activities inside, the area will be barricaded and fenced from direct public
view. Once the construction activities start (Excavation & Concrete Works), this isolation
method will be strongly employed throughout the duration of the project to prevent hazard to
the public.

Work Methodology

1) Access Road
 An access road will be provided for utility vehicle and heavy transportation for site
construction and a site laydown for storing the delivered materials required for the
project.
 Install hard and soft barricades with rope line and warning tape around the work site.
 To control the dust in access road, the road will be compacted and paved with gravel
or regular spraying of water will be provided.
 There will be one way traffic in operation to access road, with a signed speed limit of
20kmph.

2) Installation of Traffic Sign and Warning Sign


 Traffic sign and warning sign will be established in all the required area which will be
written in Arabic and English.
 Traffic signs will be installed at approaches to site and on site, parking areas and
elsewhere as needed to direct construction and affected public traffic.
 Flag person shall be provided to regulate traffic when construction operations or
traffic encroach on public traffic lanes.

3) Installation of Hard barricade and Safety Pole


 Barricade and safety pole will be installed around the work site to keep public away
from moving equipment during construction activities, cautionary signboards in
Arabic and English languages will be posted along work site.
 Hard Barricades will be installed along the road highway with early warning devices
and traffic signs in Arabic and English languages.
 Barricade or rope line for safety for separation of machine/ heavy equipment from the
workers during the demolition and excavation

 Provide hard barricading and roping line and warning sign near the slope of
demolished existing structure and excavated area, to aware the operator its limit and
to the worker/personnel on site. And install reverse stopper to prevent the vehicle
overrunning the edge of excavation

4) Layout, Excavation, Slope protection and Backfilling


 Staking and layout the area to be excavated including the clearance for the slope
according to the deep of the excavation.
 Slopes of excavation shall be cut at the angle of repose for the soil conditions. A
benching system for slope protection shall be made for added stability and protected
with geotextile material for protection against erosion.
 All spoil material excavated will be kept a distance away from the edge equal to the
depth of the excavation.
 During excavation maintain the minimum distance from the slope of existing structure
at least 2 meter from moving equipment. Barricades and warning signs shall be
identified at the excavation.
 Stakes, control survey points, and benchmarks shall be establish and maintained
during construction activities.
 Provide adequate sheeting, bracing, shoring and other support to the sides and ends
of all excavation to maintain the safety of all workers and to prevent the occurrence
of falls or runs from any portion of the ground outside the excavation or settlement
from previously constructed structures adjacent to the excavation.
 The bottom of the excavation shall be keep free from over saturation. In no case
shall the soil be scrapped and dug by equipment near to the bedding formation level
as the result of the disturbance of the material below.
 No filling materials shall be placed until all the concrete placement and construction
are completed below the elevation of finished grades.
 The surface of the subsoil to receive filling shall be cleaned and prepared as
specified. All formworks, trash and debris shall be removed from the excavation.
 The area is free of standing or running water and has been accepted by the Royal
Commission.

5) Dewatering System
 As the bottom of wall foundation is probably lower than water table level, therefore
dewatering system is required and it is considering as an important part of the entire
execution. A well-point dewatering system will be installed as the primary means of
dewatering. A sump pit will also be made below the working elevation. The water
contained in the sump pit will be pumped out by operation of submersible pumps at
the bottom of pit. The outlet of the pump will flow towards within the vicinity where
location will be determined prior to planning.

6) Demolition of Damaged Wing wall, Bottom slab and Disposal of removed materials.

 Survey will be conducted prior to demolition, once the damage is determined the
demolition proceed. Demolish damage structure by using jackhammer or breaker.
 All materials resulting from demolition work or debris shall be removed on site by
using JCB and dump truck, then transport to the designated area approved by the
Royal Commission.
 Trash and debris shall be removed by daily basis, and shall not be allowed to
accumulate either inside or outside the parameter of demolished area.
 Trenches, holes, depressions, and pits form as a result of demolition operation shall
be filled with suitable backfill materials.
 Inspect all vehicles for dirt prior to their departure from the site and remove dirt soil
and rubble likely to be dislodged from the vehicles during visit.
 Load the trucks in a manner that prevents the dropping of soil and debris on the
streets. This includes securing and covering transport equipment and loose materials
to ensure that dust is not generated during transit.
 Flagman/Banks man is the one directing the operation of the heavy equipment on the
site. Clear visibility and direct eye contact must be maintained between operator and
banks man at all times.

7) Installation of Formwork
 Fabrication of steel mould as per attached drawing.
 Preparation of steel mould for concrete pouring and for construction mock-up
sample.
 Pre-inspection of Mock-up sample and to release the Hold Point.
 Formwork will be installed as per attached drawing.

8) Concrete Works and Coating


 All concrete for replacement shall be Class 35 with Type I cement and silica fume.
 Prior to concrete pouring, compact the base and conduct compaction test and install
moisture protection for the foundation structures.
 Installation of shuttering for the Bottom slab, Wing wall, and Head Wall as per work
schedule will proceed. Concrete pouring will start after Hold Point release is
approved during inspection by the RC Field Engineer.
 Pour concrete using concrete pump, conduct slump test and temperature in each
transit mixer.
 Polyethylene will be installed to cover the finish concrete work. Burlap will be
installed as long as the new poured concrete surface is hard enough to protect from
being damage.
 Remove the shuttering and reinstalled again the curing material by applying two (2)
layers of burlap and cover it with polyethylene sheet and keep the surface wet
continuously by spraying water.
 Once curing period has elapsed, concrete surface preparations shall follow prior to
coating concrete surface.
 Backfill the excavated area of the concrete structure coating and work has been
inspected and accepted by RC Field Engineer.

 Coating of concrete for above the ground surface shall follow as per requirements.
 Restore the work area and landscape to its original profile.

9) Site Welfare
 Welfare facilities on site shall be provided liked rest areas, toilet or washrooms,
shaded area, chilled water dispensing area at designated area.

10) Site Restoration


 Grade site to required elevation and profile and clean the area.
 Clean and repair damages caused by installation and construction activities use for
temporary works.
 Restore existing and permanent facilities used during construction to original or
better condition.

Organisation, Responsibility & Supervision

 Construction Manager – will be the one to plan and coordinate all the activity in the
site and he will be responsible for coordinating with other contractor working in the
area.
 Safety Personnel – will be the one to establish all necessary warning signs and
barricades establish the high risk areas in coordination with the Construction
Manager and constantly monitor the activity in terms of safety to all the workers.
Furthermore he will give advice on current and forecasted safety issues and concern.
 Site Engineer - will be the one to implement the instruction of the Construction
Manager in the site, he will also directly supervise constantly the manpower and
equipment working in the area and implement all safety regulation and precaution set
by the safety personnel.
 Quality Control Inspector – Will be the one to inspect and monitor the repaired
area before recommending to RC Engineer for inspection.
 Supervisor – will be the one to supervise and assign the works as per schedule.
 Carpenters – will be the one to install and remove the shuttering.
 Mason – will be the one to perform the concrete works such as patching, surface
preparation and to install grouting.
 Technician – will be the one to do application of the water proofing membrane.

3. Environment, Health and Safety

3.1) Environmental Impact Assessment


 One possible risk to the environment is oil spillage may be due to equipment
breakdown. If and when this will happen immediately contained the area of
contamination then remove the contaminated soil. In order to avoid this incident
proper maintenance procedure for the equipment shall be implemented.
 Other possible risk to environment is garbage and debris accumulated thru-out the
construction activity, for this matter collection bin shall be used and proper disposal
and housekeeping shall be done.
 Other possible risk is water flow from channel or canal, should not be disturbed,
when disposing excavated soil, washing of vehicles and equipment

3.2) Risk Assessment


 Proximity of work in relation to public areas.
 Existing site conditions and damage to public areas.
 Traffic accident due to no barricade and warning signage.
 Falling of heavy load from the transport trucks
 Collapse of existing channel slope due to vibration of heavy equipment.
 Accidental cave in of excavated area due to softening of soil from water seepage or
underground condition.
 Chemical contamination of the skin due to spillage of water proofing materials and
coal tar.
 Water proofing liquids creating hazardous vapours.
 Accident due to ground bearing pressure not calculated, during concrete placement
using concrete pumps.

3.3) Risk Abatement

 Risk No.1: Proximity of work in relation to public areas.


Barricade/Rope or safety pole will be installed around the work site to keep public
away from equipment and material. Barricade/Rope or safety pole shall conform to
road department requirements. Cautionary signboards in Arabic and English
languages will be posted along work site.
 Risk No.2: Existing site conditions and damage to public areas.
To prevent damage on public areas at the work site, an existing condition site
survey (with pictures, station numbers) will be performed, submitted/ and verified
by the RC. Any existing damage will be reported in this survey. Any damage on
light poles, access pavements, landscaping or other structures caused during
construction work will be rectified by the contractor. To ensure that no risk or
hazard to the public as a result of ongoing construction activities.

 Risk No.3: Concreting Operations.


Unloading vehicles- On delivery to site, bundles of rebar must not be unloaded by
hand (rolling off). Reinforcing mesh is not to be dragged off. All reinforcing
materials are to be off-loaded by either crane or boom truck.
Formwork / False-work- All formworks and false-work materials (support frames,
jacks, “U”-heads, bearers etc...) are to comply with the relevant specifications
required, and are used per manufacturer’s instructions. All ends of reinforcing bars
must be protected to prevent impalement, plastic caps are not sufficient. Mushroom
end caps and protection of rebar using timber, is international best practices.
Partially erected or dismantled formwork and false-work at the end of a working
day shall be made secure against overturning. Erection and dismantling of
formwork and false-works shall be under the supervision of a competent civil
engineer. Once erected, formwork and false-works should be inspected and
certified as ready-for-use.
Access and Working Platform- A working platform shall be provided for the
placement of the concrete. All working platforms or decking should be closely
boarded to their full width and free from tripping hazards. They must be keep clean
and tidy, mud and sand must not be allowed to build-up on access, landings. The
working platform should be of an adequate width to suit the work being carried out,
but must be a minimum of 600mm wide. All working platforms must be provided
with guardrails (hand-rail and mid-rail), toe-boards and other similar barriers to
prevent any person from falling where they are liable to cause injury.
Construction Plant and Equipment- Concrete pumps with placing booms shall be
sited correctly, a minimum of 2 meter away from excavation edges, and outriggers
fully extended. All moving parts of concrete pumps, concrete mixers and other
associated concreting equipment shall be guarded, specially rotating parts. The
discharging end of the placement boom must be under control during concrete
placement.
Personal Protective Equipment- Contractor shall ensure that all MSDS Personal
protective equipment (PPE) requirements are provided. The minimum
requirements for PPE for all concreting operations shall be Safety Helmet, Safety
Glasses, Non-permeable (rubber) gloves, Safety Boots / Wellington boots (if
standing in the concrete during placement), Rubber overalls for concrete
placement boom operator and Hearing protection.

3.4) Protective and Safety Equipment

 Hard hat, to be worn at all times


 Safety shoes, to be worn all times
 Safety gloves, to be worn all times
 Safety goggles, for workers around working equipment
 Full Body Harness with Double Lanyard
 High visibility vest, especially for workers around machinery, to be worn all times
 Ear plugs
 Mask

3.5) Information to Personnel

All the manual workers that will be working in the site will be informed and reminded
by conducting morning tool box meeting in order to continuously remind them of the
existing safety risk and it will be handled by the designated site supervisor and
sometimes with the presence of the safety personnel.

3.6) Emergency Procedure

The following are the safety procedure that will be implemented in case of accident.

 In case of traffic accident or person hit by the equipment notify immediately the
police and emergency crew do not engage in moving the person who are injured.
 Emergency contact numbers including Police, Ambulance and Industrial Security
will be prominently posted on bulletin board.
 First Aid box will be readily available on site.

3.7) Permits Requirement

The following are the required permit before implementing the activity:

 Encroachment permit
 Work permit
 Transport Permit

4. Quality Control

4.1) Inspection and Testing

Inspection of Excavation and Backfilling, Concrete works, Coating, Temporary


supports and Scaffolding shall be done as per the approved Inspection & Test Plan
(ITP).

4.2) Request For Inspection (RFI)

Request for Inspection of Work (RFI) shall be issued to RC Field Engineer 24 hours
in advance. RFI forms shall be issued.

4.3) Follow up and Evaluation

We intend to follow up and evaluate our performance by constantly implementing


strict quality control as this is the most critical activity that can affect our progress
and constantly monitoring it and implement measures to expedite this activity. The
crewing system shall be monitored constantly in order to meet the required volume
installed and any delays shall be recorded and evaluated in order to implement
measures and improvements to augment the productivity.
